Elle implique de nombreuses parties prenantes en interaction strat & eacute;gique, dont les attentes et les rapports de force sont divergents. La pr & eacute;sente & eacute;tude analyse les strat & eacute;gies et les p & eacute;rim & egrave;tres op & eacute;rationnels de ces diff & eacute;rents acteurs afin de d & eacute;terminer leurs contributions, leurs rapports de force ainsi que leurs modalit & eacute;s de collaboration dans le pilotage de l'agenda climatique du pays. In the Democratic Republic of the Congo (DRC), climate governance is based on a multi-stakeholder approach. It involves numerous stakeholders engaged in strategic interaction, whose expectations and power dynamics vary. This study analyzes the strategies and operational scopes of these various actors to determine their contributions, their power dynamics and their modes of collaboration in steering the country's climate agenda.
During recent decades, Uruguay's countryside has experienced significant developmental transformations. Some rural residents have manifested discontent and generated social mobilizations. Using interviews with countryside stakeholders and publicly available reports of a social movement created in 2018, this article examines the relationships between people's framing of the countryside-urban divide and collective mobilization. Findings show existing conceptualizations about urban-rural differences were used to make sense of recent developmental changes and for the formation of collective mobilization. These findings are aligned with recent studies showing how developmental changes and differences between rural and urban settings can lead to sociopolitical manifestations in the countryside. Drawing on historical and scholarly accounts as well as contemporary fieldwork, this paper explores the mythological and material powers of roads in historical and contemporary processes of state-making in the frontier regions of Southwest China. Focusing on Guizhou Province, the paper argues that roads have been central to regional identity formation and that, as material infrastructures, roads have shaped historical processes of state formation in specific ways. It also argues that as state development priorities have shifted from industrialization to urbanism, roads have been transformed into urban spaces in which an entirely new regime of urbanization has overtaken the region. While intersectionality holds much promise for recognising and addressing multiple forms of inequality and driving social change, it remains underused - and often depoliticised - in development research. As its uptake has been growing, concerns have emerged that decontextualised applications of the concept will dilute its transformative potential. This article examines these debates from a Global South perspective and explores the opportunities and challenges of operationalising intersectionality in research and praxis. Drawing on International Development Research Centre (IDRC)-funded studies and collaborations with southern organisations, we identify three principles for generating intersectional insights. Our analysis highlights synergies and tensions with other transformative methodologies and argues that southern perspectives are essential to sustaining intersectionality's political force and transformative potential. While scholars have compared official development assistance (ODA) to remittances, the question of whether and how these two resource flows are related has not garnered scholarly attention. In our study, we analyze data from the Study on International Money Transfers and find that remittances and ODA do not presently move together. Moreover, remittances are not principally driven by development needs in home countries, but by the individual-level characteristics of remitters themselves. We call on policy makers to carefully reflect on the drivers of remittances when considering how these flows might be effectively harnessed alongside ODA for the objective of advancing global development.
This article investigates the role of the African diaspora, particularly in Canada, as one of the key drivers of development of the African continent. The paper first examines definitions of key terms - Africa(n), diaspora and philanthropy - to provide clarity and avoid perpetuating stereotypes. Next, it discusses the nexus between African Canadian diaspora philanthropy and development. The article concludes by assessing the strengths and limitations of African Canadian philanthropy. Despite challenges, such as a lack of support from governments and civil society, the African Canadian diaspora remains a crucial and dynamic actor for sustainable and inclusive development in Africa.
Punjab was located at the centre of India's Green Revolution efforts during the 1960s, which led to a dramatic economic transformation of its rural economy. However, Punjab agriculture has come to be associated with widespread ecological degradation in recent decades on account of its intensive cultivation practices. This paper presents an account of the complex local political economy which jeopardizes Punjab's transition away from its water-guzzling rice-wheat monocultures. In doing so, it concludes that a promotion of agroecology through active state support may be the only way to resolve Punjab agriculture's economic and ecological predicament.
This paper examines fish food systems in Ogun State, Nigeria and Muleba District, Tanzania, to understand how contexts shape women's motives and approaches to challenging discriminatory gender norms and taboos. It provides insights into factors to consider when seeking to accelerate transformative processes that enhance women's ability to build economic resilience to climate change. The findings suggest that periods of shifting material conditions offer opportunities for gender-equal social transformation. Furthermore, building on locally developed strategies may yield more sustainable transformative processes since local women are acutely attuned to their cultures' rhythms and can better identify appropriate strategies and their timing.
This study challenges conventional development paradigms by positioning Northern Canada within the framework of the Global South. Through an interdisciplinary approach integrating Staples Theory, Postcolonial Theory, Dependency Theory, the Basic Needs Approach and the Capabilities Approach, it examines the socioeconomic, infrastructural and political marginalization of Northern Canada. This research highlights how resource dependency, infrastructural neglect and uneven human development interact in the context of Canadian political economy, drawing direct parallels to other historically colonized regions. This analysis demonstrates that Northern Canada's dependency reflects not only extractivism-driven underdevelopment but also capability constraints, offering a novel framework for understanding subnational peripheralization. By reframing Northern Canada within this paradigm, this article disrupts the traditional Global North/South binary and argues for a more nuanced understanding of regional disparities. This perspective has profound implications for development policy, suggesting a need for localized governance, economic self-determination and equitable infrastructure investment. In Senegal, many non-governmental organisations (NGOs) have attempted to promote the rights of talib & eacute;s - young boys studying in traditional residential Qur'anic schools, who are often required to beg - through workshops with their Qur'anic teachers. The NGOs employ specialists to relate child rights ideas to religious beliefs, a process akin to vernacularisation. Based on qualitative interview data collected in Senegal in 2017-2018, this article considers the limitations of this approach, demonstrating that, although Qur'anic teachers may remain unconvinced of messages around child begging, dismissing those unconvinced as illegitimate impostors allows NGOs to explain failures without changing their own worldview. International Development Studies (IDS) programmes have faced mounting calls for a more diverse and decolonised curricula. Amongst these critiques, the calls to expand IDS's focus to include greater discussions of Northern development needs, North-South linkages and negative ethical obligations are particularly noteworthy. Few existing studies, however, assess the salience of these critiques against reading lists content. Therefore, using Canada as a case study, this article analyzes fifty-nine introductory IDS syllabi from eleven Canadian universities across six provinces over five years to assess how Canadian IDS programmes engage with these topics, providing context to support ongoing debates on IDS reform. Les programmes d'& eacute;tudes sur le d & eacute;veloppement international (EDI) font face & agrave; des demandes croissantes en faveur d'un programme d'& eacute;tudes plus diversifi & eacute; et d & eacute;colonis & eacute;. Parmi ces critiques, il convient de noter en particulier les appels & agrave; & eacute;largir le champ des EDI afin d'y inclure davantage de discussions sur les besoins de d & eacute;veloppement du Nord, les liens Nord-Sud et les obligations & eacute;thiques n & eacute;gatives. Cependant, peu d'& eacute;tudes existantes & eacute;valuent la pertinence de ces critiques par rapport au contenu des listes de lecture. C'est pourquoi, en prenant le Canada comme & eacute;tude de cas, cet article analyse 59 programmes d'introduction aux IDE provenant de 11 universit & eacute;s canadiennes r & eacute;parties dans six provinces sur une p & eacute;riode de cinq ans, afin d'& eacute;valuer la mani & egrave;re dont les programmes canadiens d'IDE abordent ces sujets, fournissant ainsi un contexte pour soutenir les d & eacute;bats en cours sur la r & eacute;forme des IDE.
Les relations de pouvoir et ancrages historiques issus du colonialisme & eacute;tant pr & eacute;sents dans les projets de d & eacute;veloppement international (PDI), cet article analyse l'expression et la positionnalit & eacute; du personnel local au sein d'ONG en Ha & iuml;ti selon trois parties prenantes impliqu & eacute;es dans les projets, soient les bailleurs de fonds, les ONG du Nord et l'& Eacute;tat. Il pr & eacute;sente les enjeux socio-culturels per & ccedil;us par le personnel local et les m & eacute;canismes de r & eacute;sistance et comportements d'adaptation permettant aux projets de se r & eacute;aliser. Il propose des strat & eacute;gies d'adaptation du personnel local essentielles aux PDI et une reconnaissance du r & ocirc;le central et strat & eacute;gique du personnel local dans les projets. Given that power relations and historical roots stemming from colonialism are present in international development projects, this article analyses the expression and positionality of local staff within NGOs in Haiti according to three stakeholders involved in the projects: donors, NGOs from the North and the State. It presents the socio-cultural issues perceived by local staff and the mechanisms of resistance and adaptive behaviours that enable projects to be carried out. It highlights adaptation strategies carried out by local staff that are essential to international development projects and recognition of the central and strategic role of local staff in such projects.
This paper investigates the effects of a vocational training program for people with disabilities in Western Uganda. Particular attention is given to assessing intermediate outcomes in participants that precede employment, such as employable skills, self-efficacy, self-esteem and disability identity. Using multiple linear regression with mediation analysis on data from a survey of vocational training program graduates in Western Uganda, we find that engagement in vocational training is positively associated with cognitive self-development, with disability identity playing a significant mediating role. Our findings underscore the importance of comprehensive vocational training programs that foster often-overlooked unobservable intermediate outcomes in people with disabilities.
