Since the world entered the era of intelligent media,the revolution of instant messaging and social platform has had a subversive impact on the international political pattern,international communication pattern and people's daily life.The applied social media technology has far-reaching significance for the changes in the international media market,international communication discourse,lifestyle and thinking habits.The great change in the past century has given birth to a new opportunity for the change of international communication order.With the economic recovery of China and the breakthrough of major intelligent technology research projects,the traditional new media format is also facing transformation and iteration.In this process,China should seize the historic opportunity,lead the wave of"re-globalization",catalyze the discourse change with technological change,so as to further promote the reshaping of the international communication pattern and rebuild a new pattern of fair,democratic,free,inclusive,open and pluralistic international communication.With the construction of a Community of Shared Future for Mankind as a period of opportunity,a world communication community is advocated for establishment to provide new possibilities and mechanism guarantees for controlling differences and eliminating prejudice.
There is still an interactive and matching relationship between the public sector and the environment under the hard constraints of systems.In this paper,the internal management evolution of the public sector is explained from the perspective of biological evolution,and the specific mechanism of the evolution is explored under the basic analytical framework of"variation-selection-heredity".Specifically,the variation factors of the organization include institutional arrangement and orientation change;the selection is expressed in the choice between centralized and decentralized management modes;the institutional arrangement,human resources and organizational culture generated in the process of environmental adaptation become the genetic factors of the whole evolutionary process and accompany the organization to the next round of evolution.The typical case study of Unit G suggests that in the internal management,the public sector should adhere to the national policies and regulations,as well as the unified leadership of central and higher authorities,promptly responding to environmental changes and following the principle of dynamic optimization,maitaining proper flexibility and elasticity so as to promote continuous evolution.Human capital accumulation and organizational culture constuction should be emphasized to stimulate the motivation of public officials and improve their political efficacy.
The formation of youth political identity is an important part of youth political work in the new era.Through typical narration of symbols,time and space,and events,ritual practice concretizes abstract values,political views,core positions,etc.into visible,perceptible and cognizable learning carriers and resources to shape and strengthen young people's political identity.In accordance with this narrative logic of ritual practice,and with the help of the expression methods featuring the characteristics of the times favored by young people,such as symbol expropriation and form presentation,the research holds that the continuous production and effective dissemination of mainstream values and political ideas can be realized through concrete strategies such as the establishment of the web of meaning,the conduct of ritual performances,and the formation of ritual groups,so as to shape the political identity of young people.It can stimulate the vitality of young people and provide talent support for the construction of a modern socialist country.
