以山东省为例介绍沿海小型船舶现状,结合最低安全配员标准分析沿海小型船舶配员工作中存在的配员标准与检验规则未能有效衔接、轮机部配员标准过高、港内概念模糊、对连续航行时间的理解不一致等问题.针对相关问题提出完善沿海小型船舶最低安全配员工作的建议,以期促进沿海小型船舶的营运安全和航运的健康发展.

Shipping is considered as one of the most important industries in the world.How to achieve safer shipping has always been the hottest issue in international shipping industry.Since the foundation of IMO in 1959,many maritime safety standards have been established in the form of conventions,codes,regulations,recommendations and other instruments contain ships,seafarers,ship companies,ship owners and other related issues.In 1990s',IMO discovered that the situation of maritime safety and pollution prevention are far from the expected although increasing number of international maritime standards are established and many new technical standards are introduced to maritime standards.This paper focuses on the main problems regarding maritime safety and puts forward countermeasures.
