How to encourage citizens to participate in co-production is a prominent concern. Yet the role of information communication, particularly the influence of different media types, has received limited attention. Based on national survey data in China, we found that both traditional and new media use are positively associated with environmental co-production willingness. The association is stronger for traditional media use and is mediated by environmental concern, unlike for new media use. This study extends gatekeeping theory by examining its applicability in the era of new media, and incorporates an interdisciplinary perspective to provide new insights into factors influencing co-production.
This study is based on 57 serious and extraordinarily serious production safety accidents listed and supervised by China's Ministry of Emergency Management (MEM) from 2004-2019, aiming to examine the relationship between accountability and government crisis learning effectiveness using fuzzy-set qualitative comparative analysis. Starting from the perspective of configuration theory, we incorporate accountability intensity and economic growth target into the analytical framework. The study found when a serious or extraordinarily serious production safety accident occurs, increasing the intensity of accountability is not the only way to achieve the desired effect. Instead, there are three paths: high-pressure strong accountability, authoritative flexible accountability, and economic-oriented weak accountability. This paper bridges the gap between accountability and government crisis learning, further analyzing which accountability modes can help local governments improve their crisis learning effectiveness, and providing a valuable reference for understanding public governance practices in China.
Information framing has been explored as a nudging tool to encourage co-production, yet its effectiveness in emergency co-production remains unclear. This study employs a 2 (gain vs. loss frame) & times; 2 (individual vs. societal frame) between-subjects survey experiment to examine the influence of information frames on citizens' willingness to co-produce in emergency preparedness. It finds that a loss frame increases co-production willingness, but only when paired with a societal frame. No significant effect is observed for other frame combinations. It suggests that while certain framing strategies can enhance co-production, the overall impact of information-based nudges in emergency management appears limited.
Promoting policies that facilitate urban adaptation to climate extremes is of global concern. Globally, cities have attempted to adjust to climate change in various ways. Using data from a panel of Chinese cities that have engaged in preliminary climate adaptation, this empirical study is based on an analysis of the effectiveness, heterogeneity and mechanisms of urban climate adaptive policy, mainly using the difference-in-difference (DID) method. The findings show that the preliminary policy significantly improves urban climate adaptation and enhanced climate resilience through pathways such as enhanced technological innovation, increased public participation in environmental issues, appropriate penalties for damage to the environment and lenient environmental regulation. The study also provides multiple tests to confirm whether, and at what level, the experimental policy has indeed been effective. The results show that parallel trend tests, counterfactual tests and random experiments all indicate that the climate adaptive urban project has been effective and robust. Further evidence that there are notable differences in the policy's effects across eastern, central, and western China comes from the heterogeneity test results. The interaction effect based on the economic growth level demonstrates that the impact of policy execution varies significantly with economic development level. The findings provide useful policy insights into ways to leverage the effects of policies in the face of extreme climate events and to enhance global resilience to extreme climate risks across the world.
Emerging technologies play a pivotal role in enabling cities to mitigate climate change and enhance climate resilience. However, there remains a critical research gap regarding how artificial intelligence (AI), as a novel tool, can contribute to urban climate resilience. This study adds to the research literature on emerging technologies and urban governance by analysing the impact of AI technology development on urban climate resilience through a theoretical framework of technological innovation systems (TIS). This study employs causal inference methodology, and the empirical results reveal that AI significantly enhances climate resilience (CR), particularly in regions characterized by advanced digital economies, high economic density, and robust urban innovation capacity. Moreover, the effect of AI on CR exhibits regional heterogeneity. These findings reveal that the effectiveness of system functions is moderated by regional economic characteristics such as digital economy and economic density, as well as external extreme weather, validating the applicability of TIS theory in the field of climate resilience. Among them, this paper identifies the causes of failures in AI technology development across different regions, providing differentiated policy recommendations for TIS policy intervention targets, which goes beyond the generalized policy suggestions in traditional theories.
This paper focuses on the relationship between internet users' online privacy self-efficacy and e-participation behaviour, which merits in-depth study but remains underexplored in the literature. Drawing upon a representative sample of Chinese citizens, this paper finds that online privacy self-efficacy is positively associated with e-participation for rights protection. Instrumental variable (IV) estimation and the propensity score matching (PSM) method are used to address concerns about endogeneity problems and self-selection bias. We also find that individuals' perceptions of internet empowerment positively influence the relationship between online privacy self-efficacy and e-participation frequency. This paper proposes that the government further optimizes the online environment and improves internet users' knowledge and skills related to online privacy protection to strengthen citizens' orderly online participation.
The shift from local government to local governance has become a pervasive trend globally. Yet, little attention has been devoted to systematisation of existing knowledge on local governance. To enhance the understanding of local governance in public administration, this article provides a systematic literature review of 141 articles published in leading public administration journals between 1990 and 2022. Six lines of study are identified, including community, power, partnership, participation, reform, and performance, and 10 propositions about these themes are summarised. Existing literature has transcended excessive optimism and simplistic views to respond to the complexity of local governance practice, whereas the findings show some complexity and variety, and there are still gaps to be filled. Future studies are expected to consider different contexts, refine the research methods, and shed light on the roles of non-governmental organisations, the balance between public values and local autonomy, the impact of technological reform, and the interactions among multiple factors in local governance.Points for practitioners To ensure effective local governance, it is necessary to balance public sector modernisation with wider civic participation, and complement representative democracy with deliberative and participatory democracy, involving citizens in further processes of governance beyond voting. Local governance performance can be evaluated with indicators drawn from both processes and outcomes, including both development-oriented and value-based ones. Widely embraced strategies of local governance such as community governance, decentralisation, partnership, and public participation are not panacea and do not necessarily produce desired outcomes. The influencing factors in aspects of values, mechanisms, and instruments, the interactions among multiple factors, and the specific contexts deserve careful attention.
In the face of China's visions of carbon neutrality and emission peak, carbon emission reduction reflects China's responsibility as a major country and the intrinsic requirements of high-quality development, while adaptation means ensuring national security, and climate adaptation, in particular, cannot be neglected in the context of the overall goal of carbon neutrality. This paper analyses the impact of climate mitigation measures on adaptation actions in 267 prefecture-level cities in China, based on a low-carbon city pilot, and examines the moderating effect of the global dimming effect and the mediating effect of green finance. The study finds that low-carbon city construction can lead to adaptation effects and, in addition, that green finance instruments, a key element of climate finance, play a mediating role between low-carbon city construction and adaptation strategies, but no moderating effect of the global dimming effect is found. As an exploratory study on the strategic relationship between low-carbon city construction and adaptation, this study tries to verify this problem from an empirical perspective, hoping to provide feasible solutions for global response to climate change.
Clarifying the relationship between internet use and public information security risk perception helps us gain a better understanding of the factors influencing public risk perception. However, the relationship is still under-explored. This paper empirically examines the relationship between internet use and information security risk perception based on data from the 2021 Chinese Social Survey. It was found that whether to use the internet and the frequency of use are both significantly positively correlated with the perception of information security risk. On this basis, the mechanism by which internet use affects public information security risk perceptions is verified from the perspective of interpersonal trust. The mechanism analysis found that interpersonal trust exerts an indirect effect between internet use and perceived information security risk. The findings of this study provide new insights for our further understanding of how internet use affects residents' perceptions of security risk.
There is growing interest in the relationship between neighborhood social capital and the health of urban older people, but existing research still falls short in exploring the relationship between the two. Based on 2018 CHARLS data, this paper quantitatively examines the association between neighborhood social capital and the self-rated health of urban older people. The study found that, after controlling for a series of variables, both increased social interaction and increased frequency of social interaction significantly improved urban older people's self-rated health. To implement the Health China strategy and improve the health of urban older people, further attention should be paid to the role of neighborhood social capital, creating a harmonious environment for neighborhood interaction and promoting the cultivation of neighborhood social capital.
推进基层治理体系和治理能力现代化需要不断提升基层治理韧性.公共服务供给状况与基层治理韧性有着密切的内在关联.均衡与可及的公共服务能够为基层治理韧性提供坚实的支撑.当前,以公共服务均衡性与可及性为支撑提升基层治理韧性,仍然面临公共服务均衡性与可及性的基本内涵不够清晰、评价体系不够科学和推进机制不够完善等方面的挑战,对此,需要着力采取有针对性的措施予以系统应对.
环境污染是区域高质量发展面临的突出制约因素,而大气污染的负外部性较强,且具有明显的外溢性和流动性,已成为区域环境协作治理的重要议题.根据制度性集体行动框架,地方政府合作关系的建立基于对交易成本和风险的考量,进而形成合作治理网络.与此同时,行政边界、功能边界、地理边界通过作用于交易成本、交易风险和合作收益三个要素而影响行动者的积极性,促使区域大气污染治理府际协作网络动态变迁.基于制度性集体行动和边界分析的复合框架,运用社会网络分析法,选取长三角城市群所有地级及以上城市2013-2022年间的大气污染治理合作网络数据,对区域大气污染治理府际协作网络的演进过程、整体结构和内部特征进行分析.研究发现,长三角大气污染治理府际协作网络的演进过程可以区分为三个阶段,呈现出阶段式演化的动态特征.整体上,该协作网络由中心城市主导向多中心治理的小圈层协作演进,形成内部互惠型的合作治理格局.长三角大气污染治理府际协作网络的实践演进支持了制度性集体行动理论和边界分析的观点.

Based on survey data from CSS2017, this article examines the impact of Internet use on environmental pollution perception. The study found that after controlling for a range of demographic, psychological and provincial-level objective variables, three dimensions of Internet use variables have different effects on environmental pollution perception: The respondents' use vs. non-use of the Internet, information-oriented Internet use and commerce-oriented Internet use are significantly positively correlated with their perception of environmental pollution, while socially oriented Internet use, the belief that the Internet is more comprehensive than traditional media and the belief that the Internet can more truthfully reflect public opinion are significantly negatively correlated with their environmental pollution perception. The results of 2SLS and IV Probit estimation confirm that the Internet usage could effectively increase individuals' perception of environmental pollution. Further analysis found that personal annual income plays a moderating role between use/non-use of the Internet and environmental pollution perception and between information-oriented Internet use and environmental pollution perception. The above research findings have important policy implications. Governments should strengthen environmental governance, use the platform of the Internet to strengthen government-public communication, and take into account demographic, psychological and regional objective factors when adopting environmental governance policies.

城市是促进经济社会发展的重要引擎,也是孕育各种风险的基本空间,体现了风险的集聚性特征.伴随着城市化的不断推进,城市面临的风险也日益凸显.面向风险的应急管理成为城市需要承担的基本功能.城市风险情境的快速变迁要求城市应急管理系统从传统问题针对型的刚性应对模式向动态调适型的弹性治理模式转型,以增强城市的韧性.有效促进刚性应对模式向弹性治理模式的转型,需要不断强化城市应急管理的观念创新,着力促进城市应急管理的主体协同,以及持续推动城市应急管理的行为优化.

BACKGROUND Medical insurance is considered to be closely related to individual health status, while their relationship are left to be clarified. This article aims to examine the relationship between medical insurance and the health status of residents in China. METHODS The data is from a nationally representative sample of CGSS2015, and the estimation methods of ordered logit model, generalised ordered logit model and instrumental variable (IV) were used. RESULTS Both public medical insurance (PMI) and commercial medical insurance (CMI) had a positive correlation with residents' self-assessed physical and mental health, while PMI was more statistically significant and substantively important than CMI. The basic results estimated with the generalised ordered logit model and IV model still remained robust. Further analysis found that medical insurance, whether public or commercial, had more or less weakened the importance of income to personal health, showing a substitute effect for income. CONCLUSION PMI has been proven to help promote the physical and mental health of residents and moderate the importance of residents' income to health. Besides, CMI also plays a beneficial supplementary role in promoting residents' health.
随着城乡融合不断推进,如何提升乡村公共治理的有效性、助力乡村振兴成为热议的话题.在当前乡村公共治理的地方实践中出现了新乡贤积极参与乡村公共治理的新路径.目前,学界主要基于国家与社会的视角展开分析,但在国家与社会的框架下,从制度与生活的视角通过对正式制度与日常生活之间复杂互动过程的细致描述,能为理解我国当前乡村公共治理实践提供有益的补充.文章基于制度与生活的视角,结合广西壮族自治区崇左市恩城乡那望屯的实践案例,对新乡贤参与乡村公共治理的实现机制展开分析与研究,发现新乡贤参与乡村公共治理经历了制度的运行化、制度的生活化、生活的制度化等三个阶段.在这一过程中,新乡贤拓展了政府与村民直接沟通的渠道,打通了日常实践经验向正式制度流动的通道,为生活的制度化提供了重要支持.
