家庭备灾是应急管理体系的重要组成部分.以中美两国为例,采用描述性分析的方法对比两国家庭备灾现状.依据中国家庭备灾问卷调查数据(2023)和美国家庭调查数据(2020),对受访者的家庭基本情况、备灾意识与意愿、备灾行为与能力等方面进行对比分析.研究结果显示,美国受访者在家庭备灾方面更有信心,实际行动比例也高于中国;中国受访者在获取备灾信息和参与应急演练方面更积极,但自发备灾演练不足.互联网、亲友告知和社区宣传是中国家庭获取备灾信息的主要途径,工作单位和社区是中国受访者应急演练的主要场所.
The effects of response efficacy and self-efficacy on disaster preparedness have been widely reported. However, most studies only prove their relationship to disaster preparedness in general terms without ascertaining whether they also variously impact the disaster preparedness of diverse vulnerable families (i.e., caring for older and/or disabled adults (COD), caring for a child (CC), and low capacity (LC)). In this study, disaster preparedness is divided into two dependent variables: adequate and minimal preparedness. A quantitative analysis was conducted using 4559 samples drawn from the 2021 National Household Survey to investigate the relationship between response efficacy and self-efficacy with preparedness measures adopted by vulnerable households. Binary logistic regression results indicated that households with vulnerable groups are generally more likely to report lower disaster preparedness. Response efficacy is more critical to LC and COD families, while self-efficacy is more important to LC and CC families. Based on these findings, interventions can be tailored to suit different family types and help vulnerable families better prepare for disasters.
In recent years, the smart city concept has developed rapidly and has gradually become the most popular urban concept. However, the advent of the new century has been accompanied by the emergence of many other emerging city concepts. For these emerging urban concepts, such as a resilient city, low-carbon city, sponge city, and inclusive city, it needs to be clarified how these concepts relate to a smart city. In this paper, the scientometrics software Pajek was used to analyze the publication activities of the city concept and two-mode keywords co-occurrence network with cities. Meanwhile, the study also explores these concepts’ global development and correlation. Further, it also analyzes the core problems that each city concept addresses through a literature review. It was observed that although the research content of these four city concepts is different from that of smart cities, they are conceptually and technologically connected with them. The development of smart cities can accelerate the smart development of other city concepts. At the same time, it can acquire and absorb more advanced models from other city concepts to enrich itself. The results suggest that the development of city concepts should be more comprehensive to help cities become more inclusive, safe, resilient, and sustainable, which has important implications for urban policy and practice.
Throughout human history, natural and man-made disasters have devastated cities in unpredictable ways. Cities must therefore respond faster and better to minimize the risks posed by disasters. Nowadays, with the rapid development of communication technology, digital platforms are increasingly becoming an indispensable part of people’s lives; hence, they could become a new force for urban resilience. However, there are few studies on how digital platforms enhance urban resilience, so this paper attempts to use the method of CiteSpace (V.5.8.R3, 64 bit) scientometrics analysis and literature analysis to study the dimensions and trends of urban resilience, the role of digital platforms in the dimensions of urban resilience, especially focusing on how digital platforms impact on urban resilience during COVID-19. The results showed that there is considerable literature on natural disasters and infrastructure, but few papers discuss urban governance, knowledge systems, and social media. Furthermore, it is also found that digital platforms contributed to the enhancement of urban resilience in China and Singapore during COVID-19. These suggests that enhancing urban resilience through digital platforms can be a viable approach.
