The role of school leadership in digital transformation is increasingly recognised as central to creating inclusive, adaptive, and future-proof schools and education systems. However, the complexity of this task is often underestimated in policy, research, practice, and professional development. This article explores school leaders’ roles as key agents in co-designing inclusive and adaptive digital learning cultures within diverse sociocultural, technological, and educational contexts. Building on contributions from Thematic Working Group 2 (TWG2) at EDUsummIT 2025, this paper introduces a leadership framework comprising six inter-related parts: transformative and strategic leadership; capacity building; equity and inclusivity; policy and governance; leading change; and future-proofing. This framework reflects the evolving demands placed on leaders in digitally enhanced, constantly changing educational environments. Contributions include reflections on theoretical approaches, empirical studies, conceptual analyses, policy-focused pieces, and international cases. Together, they provide a synthesis of current challenges and innovative responses to leadership in the digital age, with a focus on practical tools, inclusive and adaptive strategies, and contextual variations in reframing schooling for the digital age.
Recent studies have revealed a close link between students’ social background and their acquisition of digital competencies. This study investigates i) whether social disparities in digital competencies are increasing or decreasing over time, and ii) the primary mechanisms driving these changes. Using data from the German sample of the large-scale ‘International Computer and Information Literacy Study’ (ICILS), we analyse the digital competencies of secondary school students and their home and school learning environments in 2013, 2018 and 2023. Theoretically, we draw on the Theory of Effectively Maintained Inequality and hypothesise how social differences in digital competencies have evolved in the digital age. Through linear regression and decomposition techniques, our findings indicate that social differences in students’ digital competencies have increased significantly over the past decade. Over the entire observation period, the cultural home environment and school type are the primary factors driving social differences in digital competencies. Their relevance increases over time in proportion to the overall rise in social differences in digital competencies. The mechanisms of inequality in digital competencies closely mirror those in other areas of social inequality. However, it is also apparent that an increasing proportion of the competence differences by social background remains unexplained over time, suggesting the need for an in-depth analysis.
Mit der international vergleichenden Schulleistungsstudie ICILS 2023 (International Computer and Information Literacy Study) wurden zum dritten Mal die computer- und informationsbezogenen Kompetenzen von Achtklässler*innen in Deutschland im internationalen Vergleich untersucht. Zudem wurden zum zweiten Mal im Rahmen eines internationalen Zusatzmoduls die Kompetenzen im Bereich ‚Computational Thinking‘ getestet. Darüber hinaus wurden mit der Studie ICILS 2023 umfangreiche Rahmendaten zum Erwerb dieser Kompetenzen mittels Hintergrundfragebögen für Schüler*innen, Lehrkräfte, Schulleitungen und IT-Koordinator*innen erfasst. Mit dieser Publikation werden die im Rahmen der Studie in Deutschland eingesetzten Erhebungsinstrumente dokumentiert. Die Dokumentation der Instrumente umfasst sowohl die international eingesetzten Instrumente in der deutschen Fassung als auch die nationalen Ergänzungen, die zusätzlich für Deutschland entwickelt wurden. Diese Dokumentation ergänzt die von der IEA (International Association for the Evaluation of Educational Achievement) vorgelegten Materialen zur Studie. Die nationale Dokumentation der Erhebungsinstrumente richtet sich an Wissenschaftler*innen ebenso wie an interessierte Akteure aus der Bildungsadministration und der schulischen Praxis.
(1) Background: As digitalisation transforms society, digital competences are increasingly essential. Yet students’ digital competences often vary significantly, largely influenced by socio-economic background. Some schools—termed “resilient schools”—effectively counter these disadvantages and foster high digital competence. This study investigates the prevalence of such schools and examines how they differ from others. (2) Methods: Drawing on representative ICILS 2023 data, quantitative secondary analyses—including descriptive statistics, t-tests, and multiple regression—were conducted. Following the identification of resilient schools, in-depth analyses focus on those countries with substantial proportions of resilient schools above 10 percent (Austria, Italy, and Portugal), as these countries seem to have effective strategies to foster school resilience. (3) Results: The findings highlight considerable cross-national variation, indicating that school resilience is context-dependent. Resilient schools consistently emphasise student learning-related factors—such as ICT-related attitudes and educational aspirations—while the influence of home environments is less pronounced than in other schools. (4) Conclusions: Strengthening student learning-related factors appears to be crucial for building digital resilience. These insights can inform policy and practice aimed at fostering educational equity and closing the digital divide, particularly in socio-economically disadvantaged contexts.
Die fortschreitende Digitalisierung stellt Schulen vor Herausforderungen, insbesondere bei der Nutzung digitaler Medien in unterrichtlichen Lehr- und Lernprozessen mit dem Ziel, den (über-) fachlichen Kompetenzerwerb aller Schüler*innen zu unterstützen. Betrachtet man die digitalen Kompetenzen, zeigt sich, dass auch diese sozialen Disparitäten unterliegen. Dennoch lassen sich in ICILS organisational resiliente Schulen identifizieren, deren Schüler*innen trotz herausfordernder Schüler*innenkomposition überdurchschnittliche digitale Kompetenzen erreichen. Studien, die fachspezifische Kompetenzen untersuchen, lassen erkennen, dass organisational resiliente Schulen gemeinsame Merkmale aufweisen. Ein Merkmal, das in diesem Zusammenhang bedeutsam erscheint, ist die Gestaltung von Unterrichtsqualitätsmerkmalen. Digitale Kompetenzen erscheinen diesbezüglich unerforscht, sodass der vorliegende Beitrag mittels Daten aus der BMBF-geförderten qualitativen ICILS-Vertiefungsstudie UneS-ICILS 2018 (Unerwartbar erfolgreiche Schulen im digitalen Wandel) Basisdimensionen von Unterrichtsqualität an resilienten Schulen in Bezug auf digitale Kompetenzen untersucht. Für die Analyse wurden 22 leitfadengestützte Interviews mit Lehrkräften und sieben Gruppeninterviews mit Schüler*innen im Hinblick auf eine ‚effiziente Klassenführung‘, ‚kognitive Aktivierung‘ und ‚konstruktive Unterstützung‘ inhaltsanalytisch ausgewertet. Im Ergebnis zeigt die Analyse der Dimension ‚effiziente Klassenführung‘, dass sich u. a. die Organisation und Struktur mittels digitaler Medien wie beispielsweise durch den Einsatz digitaler Lernplattformen als bedeutende Faktoren herausstellen. Hinsichtlich der ‚kognitiven Aktivierung‘ wird der Einsatz digitaler Tools für das Anknüpfen an individuelles Vorwissen als bedeutend hervorgehoben. Darüber hinaus zeigt sich bei der Dimension ‚konstruktive Unterstützung‘ die Förderung des selbstgesteuerten Lernens und das Ausbilden von Unterstützungsstrukturen zum (kooperativen) Lernen mit digitalen Medien als bedeutsam. Induktiv ergänzt wurde die Dimension ‚Inhaltswahl und selektive Fokussierung‘, die die hohe Relevanz des Erwerbs digitaler Kompetenzen im Unterricht an den resilienten Schulen verdeutlicht.
With increasing digitalisation, inequality research focuses on students' digital skills. Findings indicate that there are considerable differences in the acquisition of CIL skills depending on students’ social background. However, there are also resilient schools that achieve above-average CIL skills despite having a high proportion of low-SES students. Looking at different conditions of schools, parental home and students, this article explores why some schools achieve high levels of CIL skills despite less favourable conditions, and why others do not.Taking the example of Germany, the study uses the ICILS 2018 data to analyse (i) which schools can be classified as resilient and which schools can be classified as non-resilient, (ii) in which aspects do these schools differ, (iii) and to what extent school-specific differences in CIL skill levels can be attributed to differing aspects at student, parent and teacher level. Using regression analysis, this article shows that a significant proportion of the skill differences can be attributed to the student level and also to conditions outside the school, in the parental home. However, a significant proportion of the school differences remains unexplained and further research is needed in this area.
In einer Zeit, in der Bildungsinstitutionen auf digitale Technologien angewiesen sind, um eine chancengerechte Schulpraxis zu gewährleisten, stellt sich die Frage nach einer Lehrkräftebildung, die diesen Anforderungen gerecht werden kann. Ihre Relevanz wird durch Studien betont, die fortwährend eine starke Kopplung von (sozialer) Herkunft und Bildungserfolg aufzeigen. Der Beitrag nimmt diesbezüglich eine Bestandsaufnahme der Lehrkräftebildung vor und leitet mögliche Stellschrauben für zukunftsfähige Entwicklungen ab. (DIPF/Orig.)
Diese Publikation führt ausgewählte zentrale Ergebnisse aus ICILS 2023 (International Computer and Information Literacy Study 2023) sowie mögliche Entwicklungsperspektiven für den schulischen Bildungsbereich in Deutschland in einer übersichtlichen Kurzform zusammen. Mit der Studie ICILS 2023 werden zum dritten Mal nach ICILS 2018 und ICILS 2013 die digitalen Kompetenzen von Achtklässler*innen sowie die Rahmenbedingungen des Kompetenzerwerbs in Deutschland im internationalen Vergleich untersucht. Dabei können die computer- und informationsbezogenen Kompetenzen der Schüler*innen für Deutschland erstmalig in einem Trend über zehn Jahre hinweg dargestellt werden, während die zweite Teilnahme Deutschlands am Zusatzmodul ,Computational Thinking‘ einen Vergleich der Kompetenzen im Bereich ,Computational Thinking‘ über fünf Jahre ermöglicht. Neben den Ergebnissen zu den digitalen Kompetenzen der Schüler*innen werden ausgewählte Ergebnisse zu den Rahmenbedingungen und Prozessen schulischer Bildung in der digitalen Transformation aufgegriffen. Im Fokus stehen dabei die Perspektiven der Schüler*innen, der Lehrkräfte und der Schulleitungen. Darüber hinaus werden Befunde zu den technologischen Rahmenbedingungen in Deutschland im internationalen Vergleich auf einer empirisch fundierten Grundlage bereitgestellt. Somit liefert die Publikation ICILS 2023 – im Überblick auf Basis des wissenschaftlichen Berichtsbandes in Deutschland prägnant aufbereitete Informationen zum Stand digitalisierungsbezogener Entwicklungsprozesse im schulischen Bildungsbereich. Damit verbunden stellt die Studie ICILS 2023 – mit einem Abstand von fünf Jahren zum letzten Zyklus der Studie – empirisch basiertes Steuerungswissen zur Weiterentwicklung im Kontext digitaler Transformationsprozesse bereit.
AbstractWith technological change affecting all aspects of life, it is important to ensure that children and young people are prepared for a future in the digital world. Education plays an important role in this. However, the perspectives of children and young people are often overlooked when researching this role. This chapter describes how children and young people were actively involved in a video workshop approach as part of a participatory research design used in the DigiGen study. One of the children’s and young people’s tasks was to develop an interview guide for their peers. The development of interview guides by the children and young people and teacher candidates in these workshops varied considerably between the five participating countries—Estonia, Germany, Greece, Norway, and Romania. The main implications of the methodological approach were the great benefit of uncovering previously unrecognised aspects (which is important in participatory research), such as how children and young people see education as preparation for their future life in the digital age. Solutions could be developed for the challenges that have arisen, and with appropriate planning and preparation, the method can be successful. The results help to highlight the relevance and potential of video workshops for future research and involve children and young people in the research process, making use of their knowledge to supplement traditional approaches.
AbstractAs the world is moving into the digital age, it is vital to understand how well education is preparing children and young people for their future lives in the digital age. This chapter, therefore, explores children’s and young people’s attitudes and perspectives on the use of digital technologies in education and on how education is preparing them for their future in the digital age. Data collected through the DigiGen project in five European countries will be the subject of an in-depth qualitative study. This will focus on children’s and young people’s access to and the availability of digital technologies at school and outside the school for school purposes; their information gathering and evaluation, content creation and use of digital technologies for interaction and communication; their attitudes towards the use of digital technologies, including the most liked and disliked aspects, benefits, challenges, and risks; and their perspectives on their teachers’ willingness to teach with and about digital technologies. The second focus is on the different age groups between 9 and 16 in the five European countries. By addressing these key issues, the research aims to provide valuable insights into children’s and young people’s perspectives on their education as preparation for their future in the digital age.
Principals have an important role to play in the implementation of digitalization in schools. They can be seen as role models for teachers with regard to information and communication technology (ICT) usage. Furthermore, there is nowadays a solid research linking educational leadership and management indirectly to student achievement. However, there is a lack of studies on the specific ICT usage of principals and the relationship with students' ICT skills. Against this background, our research aimed to find out whether different clusters of principals in Chile, Denmark, Germany, the Republic of Korea, and the United States can be identified on the basis of their leadership and management activities using ICT and whether there are differences in the distribution of the identified clusters across the countries. A latent class analysis was conducted using the International Computer and Information Literacy Study (ICILS) 2018 school questionnaire data. Across the five countries, three different clusters were identified based on principals' activities using ICT. Proportions of principals' distribution across the clusters varied significantly between the countries. In addition, it was investigated whether the clusters are related to students' computer and information literacy (CIL) using the means of student's scores in the computer based CIL test. No significant relation was found either when the five countries were considered together or individually.
Die digitalisierungsbezogene Schulentwicklung gewinnt im Zuge der zunehmenden Digitalisierung aller Lebensbereiche an Bedeutung, wobei Schulleitungen innerhalb dieser Innovationsprozesse eine besondere Rolle einnehmen. Personen, die Innovationsprozesse aktiv fördern und damit voranbringen, werden Promotoren genannt. Dieser Beitrag untersucht die (wahrgenommenen) Promotionsaktivitäten von Schulleitungen in den Bereichen Macht-, Prozess- und Fachpromotion. Mit Daten der ICILS-Studie 2018 wird untersucht, wie Schulleitungen selbst und ihre Lehrpersonen diese Schulleitungsaktivitäten wahrnehmen, inwiefern sich die beiden Akteursgruppen in ihrer Wahrnehmung unterscheiden und wie diese mit Promotionserfolg zusammenhängt. Es zeigt sich, dass Schulleitungen in unterschiedlichem Ausmass Promotionsaktivitäten zeigen, sich Schulleitungen und Lehrpersonen jedoch deutlich in ihrer Wahrnehmung voneinander unterscheiden. Lehrpersonen nehmen bei ihren Schulleitungen zu deutlich geringeren Anteilen Promotionsaktivitäten wahr als es diese selbst einschätzen. Multivariate Analysen zeigen weiterhin, dass Promotionsaktivitäten durch die Schulleitungen zwar signifikant mit den untersuchten Indikatoren des Promotionserfolgs zusammenhängen, der Grad dieser Zusammenhänge jedoch eher gering ist. Nichtsdestotrotz nehmen Schulleitungen als Promotoren eine bedeutende Rolle in digitalisierungsbezogenen Schulentwicklungsprozessen ein und sollten folglich hinsichtlich ihrer Gestaltungsmöglichkeiten im Sinne der Promotion und ebenso hinsichtlich der Bedeutung der Wahrnehmung ihres Führungshandelns sensibilisiert werden, um digitalisierungsbezogene Schulentwicklungsprozesse zu unterstützen.
