This paper investigates how and to what extent state-funded interventions can synergise with non-state programmes to achieve broader welfare effects for households in developing countries. We study two prominent programmes that benefit different groups of low-income households: state-funded agricultural input subsidies (AISs) and microfinance from non-state lenders. We use household data from Tanzania to estimate the effects of AISs and microfinance on the welfare of farmers and examine whether, as complementary, the two programmes benefit different groups of farmers. Using control function and instrumental variable approaches to control for the endogeneity of AISs and microfinance, we find that both programmes are effective in increasing household consumption. Moreover, results show that the two programmes operate in a complementary manner, whereby AISs are effective among low and middle-income farmers but not among well-off farmers. On the contrary, microfinance is effective among well-off farmers but not among low-income farmers.
BACKGROUND:China started a pilot public hospital reform in 2012 to improve governance and efficiency in healthcare services delivery among county-level hospitals. This study aims to investigate the impact of the pilot reform on hospital efficiency and productivity by using a unique dataset of county hospitals in East China during 2009-2015. METHODS:A three-stage approach is used. First, this study uses the output-oriented data envelopment analysis (DEA) to estimate hospital efficiency with variable returns to scale. Second, propensity score matching is used to address potential biases associated with the selection of counties for the pilot program. In the third stage, we assess the impact of the pilot reform on efficiency by using a Tobit Difference-in-Differences approach. RESULTS:The average level of hospital efficiency for the whole sample experienced a rapid drop in 2013, then returned to a peak in 2014. Except in the reform year (2012), the overall hospital efficiency for the post-reform period is higher than that for the pre-reform period. The baseline model results show that the pilot reform is associated with a 3% decline in pure technical efficiency and a 2.3% increase in hospital scale efficiency, respectively. Our findings are robust when we apply bootstrapped DEA efficiency scores and use different specifications. CONCLUSION:The findings of this study suggest no improvements in overall hospital efficiency associated with the pilot reform, possibly due to the combined effects of inefficient governance and hospital scale expansion. This study suggests that further efforts are needed to increase county hospital performance by strengthening management and optimizing resource utiliziation.
In 2015, about 20.5 million babies were born with low birthweight (LBW), with the majority from low- and middle-income countries. The use of antenatal care (ANC) is a recommended health policy measure to reduce the risk of LBW. However, there is limited evidence for its effectiveness in reducing LBW in sub-Saharan Africa, although the region accounts for almost one-quarter of LBW babies, second only to Asia. Moreover, while the number of LBW in other regions is reducing, the number of LBW babies in sub-Saharan Africa is increasing. We therefore use data from Ghana (a sub-Saharan African country with a high incidence rate of LBW) to investigate the effect of using ANC on birthweight. The number of ANC visits and the month of ANC initiation were used as indicators for ANC utilisation. We applied an extended linear regression technique to deal with the potential sample selection bias and endogeneity associated with the use of ANC. The results from the study indicate that early ANC initiation and having more ANC visits are both associated with an increase in birthweight; however, the estimated effect of an early ANC visit is larger than having an additional visit. Therefore, we recommend that policies aimed at tackling the problem of LBW should mostly be geared towards promoting ANC utilisation, especially early ANC initiation. We also find that estimating the effect of ANC on birthweight without accounting for sample selection bias and endogeneity of ANC underestimates the effect of ANC on birthweight.
In 2009, China launched a vertical integration pilot program to promote collaboration between tertiary and county hospitals to reduce rural-urban disparities and strengthen capacity building in healthcare services delivery in county healthcare facilities. Through the program, tertiary hospitals implemented a workforce mobility program to temporarily assign selected physicians and healthcare staff to paired county hospitals. This study uses hospital-level data from 2009 to 2015 to investigate the program's impact on medical expenditures and healthcare utilization among patients visiting the paired county hospitals. A difference-in-differences method with hospital and year-fixed effects is used to address the unobservable heterogeneity of hospitals and the potential impact of national healthcare reform. We find that the average outpatient expenditure experienced a 4.0% decline after the county hospitals received paired assistance from tertiary hospitals. The decline is mainly driven by a reduced proportion of diagnostic testing expenditures. However, there is no evidence that the program affected inpatient expenditures. In addition, county hospitals had 5.1% more outpatient visits after receiving paired assistance, while the average length of stay remains stable. These results are robust when we control the effect of the Zero-Markup drug policy and conduct permutation tests of sample assignment. We conclude that the paired assistance program has successfully improved hospital healthcare services delivery and controlled patient expenditures. Vertical integration has improved healthcare system performance in East China from 2009 to 2015.
Azepinone derivatives are privileged in organic synthesis and pharmaceuticals. Synthetic approaches to these frameworks are limited to complex substrates, strong bases, high power UV light or noble metal catalysis. We herein report a mild synthesis of azepinone derivatives by a photochemical generation of 2-aryloxyaryl nitrene, [2 + 1] annulation, ring expansion/water addition cascade reaction without using any metal catalyst. Among the different nitrene precursors tested, 2-aryloxyaryl azides performed best under blue light irradiation and Brønsted acid catalysis. The reaction scope is broad and the obtained products underwent divergent transformations to afford other related compounds. A computational study suggests a pathway involving a step-wise aziridine formation, followed by a ring-expansion to the seven-membered heterocycle. Finally, water is added in a regio-selective manner, this is accelerated by the added TsOH.
The Indian summer monsoon intraseasonal oscillation (MISO) is the most influential mode of tropical atmospheric intraseasonal variability in boreal summer (May-October). This study investigates how the MISO drives the intraseasonal variability (ISV) of zonal currents (U) in the Indo-Pacific warm pool (IPWP) region. An analysis of satellite observations confirms a close association between U ISV and the MISO, with MISO-induced surface U anomalies reaching 16-19 cm s(-1) near the equator and 4-5 cm s(-1) in the Northern Hemisphere portion of the IPWP. These ISVs account for 15%-35% of the intensity changes in the major zonal currents. The spatial distribution of U ISV shows coherent enhancement and suppression of MISO convections with a lag of approximately 7 days as a delayed response to the tropical wind forcing. ISV anomalies show northward emanation following propagation of the MISO. Ocean model experiments confirm that large-scale ISV in surface U is primarily caused by the wind forcing of the MISO. Owing to the convergence/divergence of MISO-induced U ISV, significant warm water volume anomalies occur in the western-to-central equatorial Pacific.
The present research was intended for interspecific hybridization between two male sterile African marigold lines and six self-lines of French marigolds. The results show that as indicated by the full seed number per capitulum, the pollen amount of French marigold pollen influenced the authentic compatibilities reckoned for the 10 cross combinations configured to some amount. Based on the field performance of these interspecific hybrids, it is known that the parental French marigold’s single-petaled and silvery flower type may well be improved to a heavy-petaled type while the flower colour remains the same or changes to a lighter version with the same hue. Furthermore, the progeny of certain crossings exceeded the male parents in terms of growth, leaf, and flower-related features, particularly plant height, crown breadth, flower number per plant, and ligulate flower quantity. The most remarkable finding was that, compared to the parental French marigold, most of the hybrid combinations' progeny could blossom 0-11 days earlier. Finally, we identified two excellent hybrid combinations that may be used as a reference for future breeding and commercialization of new marigold varieties.
Salmonella Entertidis (SE) often causes persistent infections and egg contamination in laying ducks. Hcp, the core structural and effector proteins of the Type VI Secretion System (T6SS) in SE, contributes to bacterial invasion, adhesion and virulence. However, little is known about the effect of Hcp on the host’s infection responses and egg contamination incidences in duck. Herein, we generated an hcp deletion mutant SE MY1△hcp and detected its ability to invade duck granulosa cells (dGCs) and contaminate eggs. In comparison with MY1-infected group, the SE adhesion decreased by 15.96% in MY1△hcp-infected dGCs, and the apoptosis in MY1△hcp-infected dGCs decreased by 26.58% and 30.99% at 3 and 6 hours postinfection, respectively. However, the expression levels of immunogenic genes TLR4, NOD1, TNFα, IL-1β and proinflammatory cytokines IL-6, IL-1β, TNF-α release were markedly lower in the dGCs inoculated with MY1△hcp than that of the wild type. Besides, the laying ducks were challenged with MY1 or MY1△hcp in vivo, respectively. The lower egg production and higher egg contamination were observed in MY1-infected ducks in comparison with MY1△hcp-infected birds. Furthermore, the host’s infection response of differentially abundant proteins (DAPs) to Salmonella effector Hcp was identified using quantitative proteomics. A total of 164 DAPs were identified between the MY1- and MY1△hcp-infected cells, which were mainly engaged in the immune, hormone synthesis, cell proliferation and cell apoptotic process. Among them, STAT3, AKT1, MAPK9, MAPK14, and CREBBP were the center of the regulatory network, which might serve as key host response regulators to bacterial Hcp. In conclusion, we demonstrated that effector Hcp contributed to not only SE invasion, induction of dGCs apoptosis, and trigger of immune responses, but also enhanced contamination incidences. Also, the STAT3, AKT1, MAPK9, MAPK14, and CREBBP were identified as host’s infection response regulators of bacterial Hcp in duck. Overall, these results not only offered a novel evidence of SE ovarian transmission but also identified some promising candidate regulators during SE infection.
This paper examines whether childcare choice affects the early childhood development of children aged 7-59 months. Using the data from Chinese Family Panel Studies, we look at household choices between parental and grandparental cares and the timing of four key early life achievements - walking, talking, counting and toilet training. We conceptualize early childhood development within a household production model, which enables us to identify the impacts of childcare. Our results suggest that compared with parental care, grandparental care delays the achievement of all four outcome measures. Grandparental care is particularly disadvantageous for children who are 'left-behind' by migrant parents.
Salmonella enteritidis (SE) is a pathogen that can readily infect ovarian tissues and colonize the granulosa cell layer such that it can be transmitted via eggs from infected poultry to humans in whom it can cause food poisoning. Ducks are an important egg-laying species that are susceptible to SE infection, yet the host–pathogen interactions between SE and ducks have not been thoroughly studied to date. Herein, we performed dual RNA-sequencing analyses of these two organisms in a time-resolved infection model of duck granulosa cells (dGCs) by SE. In total, 10,510 genes were significantly differentially expressed in host dGCs, and 265 genes were differentially expressed in SE over the course of infection. These differentially expressed genes (DEGs) of dGCs were enriched in the cytokine–cytokine receptor interaction pathway via KEGG analyses, and the DEGs in SE were enriched in the two-component system, bacterial secretion system, and metabolism of pathogen factors pathways as determined. A subsequent weighted gene co-expression network analysis revealed that the cytokine–cytokine receptor interaction pathway is mostly enriched at 6 h post-infection (hpi). Moreover, a number of pathogenic factors identified in the pathogen–host interaction database (PHI-base) are upregulated in SE, including genes encoding the pathogenicity island/component, type III secretion, and regulators of systemic infection. Furthermore, an intracellular network associated with the regulation of SE infection in ducks was constructed, and 16 cytokine response-related dGCs DEGs (including IL15 , CD40 , and CCR7 ) and 17 pathogenesis-related factors (including sseL , ompR , and fliC ) were identified, respectively. Overall, these results not only offer new insights into the mechanisms underlying host–pathogen interactions between SE and ducks, but they may also aid in the selection of potential targets for antimicrobial drug development.
本文基于渤海海峡北部沿岸一观测站点长时间序列海流观测数据分析了海峡北部沿岸流的季节变化特征.冬夏两季余流平均流速均呈现表层最大,中层最小,底层较中层略微增大的分布态势.冬夏底层余流均存在跨等深线向岸的分量,表明底层水向岸的运动是两季都存在的现象.对余流用矢量经验正交分解得到的第一模态空间分量显示,两季余流主要是沿着等深线变化的,冬季各层余流主体变化步调一致,夏季表层与其他各层变化位相相反.风应力是引起余流变化的因素之一,但并不是主要因素.交叉谱分析亦表明,冬季余流变化滞后风应力18 h,与风应力在周期为6d的波动成分上相关性显著;夏季余流变化滞后风应力9h,与风应力在周期为0.8d的波动成分上相关性显著.
Compared to income or wealth, household consumption expenditures can reveal households’ real economic well-being derived from income and other material resources. This chapter uses the CHIP data from 1995, 2002, and 2013 to investigate the structure and inequality of consumption expenditures in urban China. Overall inequality in urban household consumption expenditures as measured by the Gini coefficient decreased slightly from 1995 to 2002 but then increased to 2013. The percentile ratio of p90/p10, however, increased continuously during these years. Basic food consumption inequality was much smaller than inequality of overall consumption, and as consumption grew over time, the food share of consumption fell steadily—from 34 percent in 1995 to 24 percent in 2013. Housing consumption inequality was much larger than overall consumption inequality but it decreased over time. Housing’s share of total consumption, however, rose markedly from 23 percent in 1995 to 38 percent in 2013.
Gold-catalyzed formal 1,3-dipolar annulation between readily accessible N-pyridinylsulfilimines and ynamides is reported. A diverse set of imidazole derivatives is prepared from the corresponding sulfilimines and ynamides. These functionalized cyclic products can undergo further transformations to afford diverse imidazole frameworks. Moreover, in situ synthesis is feasible and shows good potential in the synthesis of nucleoside analogues.
Prominent intraseasonal variability (ISV) of ocean currents was detected by two subsurface moorings deployed at 140°E, 2°N, and 4.7°N during 2014–2018 and shown to be largely induced by westerly wind bursts (WWBs) associated with passages of Madden‐Julian oscillations (MJOs). The North Equatorial Countercurrent between 60 and 200 m is enhanced (attenuated) by 6–8 cm/s prior (subsequent) to the WWB. Current anomalies below 300 m are as large as 2–3 cm/s, close in magnitude to the mean velocities of the North Equatorial Subsurface Current and North Subsurface Countercurrent. The ISV in the upper 600 m shows a vertical dipole structure at 2°N and vertically coherent anomalies at 4.7°N. Further analysis combining satellite data reveals local recirculation structures generated by wind‐forced Rossby waves. Ocean model experiments confirm the importance of the MJO's wind forcing in causing these subsurface ocean ISVs.
We herein report the gold(iii)-catalyzed selective annulation of anthranils with N-allylynamides under mild conditions. By trapping the in situ-generated α-imino gold carbenes, 3-azabicyclo[3.1.0]hexan-2-imines were obtained in high synthetic efficiency. The reaction, which can be conducted in the gram scale, tolerates electron-rich and electron-deficient anthranils as well as a diverse set of functionalized ynamides (aryl- and alkyl-substituted terminal).
Seven interspecific crosses of Tagetes erecta × T. patula were conducted in this study. The cross compatibility index, seed setting rate, germination rate, phenotype, ploidy level, heterosis over male parent and field performance were tested. The results showed that different cross compatibility indices of Tagetes vary greatly, from 10.44~114.41, which is far less than that of the intraspecific hybridization S-121 × I-506 index. The seed setting rate of each cross ranged from 15.67% to 49.0%, and the cross S-121 × TP-512 scored the highest seed setting rate, which was higher than that of the intraspecific cross S-121 × I-506 (35.85%). Compared with the male parent, F1 has higher plant height, wider crown width, larger flower diameter and more ray florets and earlier bloom with two exceptions. The S-121 of T. erecta was diploid. All of the male parents of T. patula were tetraploids, and the combinations were triploids. The traits of plant height, plant width, flower size and number of ray florets showed positive heterosis over the male parents, and the days leading to flowering showed both positive and negative ones. Finally, S-121 × TP-379 and S-121 × TP-512 were selected as the two best combinations. This study confirmed that the two species of marigold could be crossed for better F1 varieties with improved performance. ********* In press - Online First. In this study we investigate the effect of framing on bribery behaviour. To do this, we replicate Barr and Serra (Exp Econ, 12(4):488–503, (2009) and carry out a simple one-shot bribery game that mimics corruption. In one treatment, we presented the experiment in a framed version, in which wording was embedded with social context; in the other, we removed the social context and presented the game in a neutral manner. The contribution of this paper is that it offers a comparison of framing effects in two highly corrupt countries: China and Uganda. Our results provide evidence of strong and significant framing effects for Uganda, but not for China.
The rapid growth of informal employment in China in recent decades has attracted attention, but to understand its implications, the concept of informality must be deconstructed. We reclassify employment status into three categories: salaried workers who have long-term contracts; the self-employed; and causal workers without long term contracts (working in either the formal or the informal sector). The monthly earnings of the self-employed are much (47%) higher than those casual employees. Self-employment is not necessarily a misfortune and the flexibility it provides may be optimal for some kinds of workers. For example, the self-employed are more likely to be disabled and to have young families.Institutionally, it is still difficult for casual workers and most rural-urban migrant workers to embark on business ownership. Although a large group of rural-urban migrants are employees with longer term contracts, their rural registration (hukou) means they lack the social protection of urban residents. The labour force with rural hukou is more likely to fall into the informal sector and, within that sector, is most likely to be engaged in casual labouring jobs. Policies to support small businesses may be warranted given the detrimental impacts of informality on casual workers. Experimental interventions could be tried along the lines of those used in Peru to provide funds to support entrepreneurial activities by this group to lift themselves out of a poverty trap into more sustainable employment. Skill training, encouragement for innovation, tax credits and reducing institutional constraints on starting up small business should be all considered.
Seasonality of the Mindanao Current (MC)/Undercurrent (MUC) system is investigated using moored acoustic Doppler current profiler (ADCP) measurements off Mindanao (8 degrees N, 127.05 degrees E) and ocean model simulations. The mooring observation during December 2010 to August 2014 revealed that the surface-layer MC between 50-150 m is dominated by annual-period variation and tends to be stronger in spring (boreal) and weaker in fall. Prominent semiannual variations were detected below 150 m. The lower MC between 150 and 400 m is stronger in spring and fall and weaker in summer and winter, while the northward MUC below 400 m emerges in summer and winter and disappears in spring and fall. In-phase and out-of-phase current anomalies above and below 150 m were observed alternatively. These variations are faithfully reproduced by an eddy-resolving ocean model simulation (OFES). Further analysis demonstrates that seasonal variation of the MC is a component of large-scale upper-ocean circulation gyre, while current variations in the MUC layer are confined near the western boundary and featured by shorter-scale (200-400 km) structures. Most of the MC variations and approximately half of the MUC variations can be explained by the first and second baroclinic modes and caused by local wind forcing of the western Pacific. Semiannual surface wind variability and superimposition of the two baroclinic modes jointly give rise to the enhanced subsurface semiannual variations. The pronounced mesoscale eddy variability in the MUC layer may also contribute to the seasonality of the MUC through eddy-current interaction.
Seven subsurface moorings were deployed between 0 degrees N and 7.5 degrees N at 142 degrees E in the western Pacific during August 2014-October 2015, obtaining unprecedented high-quality measurements of the North Equatorial Countercurrent (NECC) between 60 and 200 m and the underlying Northern Subsurface Countercurrent (NSCC) and North Equatorial Subsurface Current (NESC) between 300 and 600 m. During the observation period, the eastward-flowing NSCC showed a mean velocity of 5-15 cm s(-1) between 2 degrees N and 4 degrees N, while the NESC manifested as intermittent westward currents of < 5 cm s(-1) between 4 degrees N and 6 degrees N. Temporal variabilities in the NSCC and NESC are documented for the first time. Both the NSCC and NESC were strengthened when the NECC shifted to the south in boreal fall. The 2015-2016 El Nino induced significant strengthening of the NECC and weakening of the NESC. Further analysis combining ocean reanalysis data suggests that seasonal variations are likely coherent between the upper and lower (300-600 m) layers and associated with the meridional migration of the NECC. Seasonal variations of the three currents are likely first-mode baroclinic Rossby wave responses to basin wide wind forcing. By contrast, interannual variations of the NSCC and NESC have more complicated vertical structure. El Nino events generally cause the strengthening and southward migration of the NECC and the weakening of the NESC. Ocean reanalysis products however show difficulties in realistically representing the observed subsurface structure and variability of the three currents, remarking the necessity of enhancing ocean in-situ observation systems.
