This study examines the key factors influencing emotional dynamics on digital platforms, with a particular focus on the migration of American TikTok users to Xiaohongshu (Rednote) and their cross-cultural adaptation process. Guided by the Emotional Contagion Theory and Platform Governance Theory, using PLS-SEM and Necessary Condition Analysis (NCA), this research aim to investigate the relationships between platform features, emotional contagion, and platform interaction frequency in shaping emotional dynamics. The findings reveal the moderating effects of comment mechanisms and algorithmic recommendations on the relationship between emotional contagion and interaction frequency. This suggests that cultural factors, personal preferences, and social influences may exert a more profound impact on user interactions than platform functionalities themselves. Through NCA, the study underscores that emotional contagion and interaction frequency are necessary conditions for the emergence of emotional dynamics, while other factors are insufficient.
This study seeks to advance our understanding of the role of nudges in fostering citizen co-production. We explore combinations of educative nudges-egoistic or altruistic information-and non-educative nudges-gain or loss frames-on citizens' co-production intentions. A survey experiment in a Chinese smart energy project showed individual nudges exhibit minimal impact, in contrast to the pronounced effectiveness of certain combinations, particularly gain frames with altruistic information and loss frames with egoistic information. These results underscore the nuanced dynamics of nudging in shaping citizens' intentions and stress the importance of strategically coherent policy designs that integrate multiple instruments to achieve greater efficacy in behavioral interventions. Global efforts on feminism and women’s equality are undergoing intense challenges under the transformative impact of social media and artificial intelligence (AI). This study explores the polarization of public opinions on feminism—a prevalent yet underexplored phenomenon—by analyzing large-scale empirical data from one of China’s most prominent short video platforms. Facilitated by a fine-tuned large language model, we assess 62K users’ opinions on feminism based on their 67M fine-grained behavioral records over two years. We observe a severe polarization of opinions on feminism, where users are asymmetrically polarized into two opposing camps—54.3% in the conservative camp and 34.4% in the liberal camp. We further reveal that the AI-driven recommendation algorithm contributes to two primary drivers of this polarization: (i) echo chambers, where the algorithmic gathering of like-minded users reinforces their shared similar opinions and (ii) battlefields, where opposing users conflict, strengthening pre-existing opinions. We point out that these two drivers are asymmetrically applied to the polarized camps, with conservatives more prone to echo chambers while liberals are more inclined to battlefields. Our study not only uncovers the polarization of public opinions on feminism and its drivers but also offers implications for reducing polarization on increasingly AI-dependent social media.
The Fukushima nuclear accident in Japan in 2011 substantially undermined global nuclear development, making public acceptance a particularly crucial influential factor worldwide. Although ample studies have identified factors shaping public acceptance, few researchers have paid attention to transitions in public acceptance and perception over the long term, and consistent observations of public acceptance across different periods of the same nuclear power plant (NPP) are particularly lacking. In this study we aim to fill this gap by exploring the transitions in public acceptance of a new NPP during construction phases including before licensing, during licensing, and during construction as well as differences in the influencing factors in each phase. We build up a unique dataset obtained from three rounds of surveys over 7 years in Huizhou City, China. The results reveal that public acceptance rises over time, and that underlying factors vary along with the development of NPPs and public relations campaigns at different phases. Perceived general benefits, government trust, and knowledge of a new local NPP continuously rise with public acceptance, and public perceived health risks continuously decrease over time. As a result, it is key for the government to understand the transition to public acceptance and perceptions of nuclear power and choose different communication strategies according to different phases.
Resource management involves a temporal concern over long- and short-term consequences. It is underexplored how resource conservation behaviors can be influenced by individual differences in consideration of future consequences (CFC), which reflects how people perceive the immediate versus distant outcomes of their actions. By integrating individuals' time orientations (i.e. CFC) into the value-belief-norm framework, the study investigated the norm activation process in utility-saving behavior. Survey data from 996 residents in Guangzhou, China, were analyzed using partial least squares structural equation modeling (PLSSEM). The results indicated that, compared to the low-CFC group, high-CFC individuals showed greater awareness of consequences, which in turn activated personal norms for utility saving through the ascription of responsibilities. The findings underscore how time orientations shape utility-saving behavior through environmental beliefs, offering insights for designing tailored interventions to induce behaviors that generate immediate personal outcomes and long-term environmental consequences.
Noise interference has become a common health risk in population-densified urban areas where social noise occurs frequently. However, the influence of an individual's perception of social noise exposure risk on reactive behavior remains unknown. This study developed an integrative psychosocial perspective-based model that includes constructs from two theoretical frameworks (the Theory of Planned Behavior and the Value-Belief-Norm theory) to analyze noise risk perception and behavioral intention for social noise mitigation. Haidian District, Beijing, was selected as the case study area and 300 questionnaires were distributed. The results showed that personal attributes had significant effects on residents' noise exposure risk perception and noise-mitigation behavioral intentions. Noise perception, as represented by awareness of consequences and ascription of responsibility, was significantly related to noise mitigation behavioral intention. Awareness of consequences directly positively influenced behavioral intention (β = 0.235, p < 0.001) and indirectly positively influenced behavioral intention through the mediating effect of the ascription of responsibility, which accounted for 24 % of the total effect of awareness of consequences on behavioral intention. This study provides valuable insights into the risks of social noise and encourages adaptive measures to reduce it.
智慧社区建设如何提升居民的社区认同是基层治理中的重要命题.选取北京两个老旧小区进行实地调查,探究智慧化改造影响居民社区依恋的机制.研究发现:社区智慧服务感知质量对社区依恋有正向作用,但其直接效应小于通过社会资本和居民满意度的间接效应;智慧社区建设中提高公众参与度、增加互动互信有助于提升社区依恋.
当前,科学技术与公共政策的紧密结合对发挥科普咨政建言作用提出了时代呼唤,建设高端科普智库成为新发展阶段的必然要求.从服务科学决策、团结引领社会公众参与民主决策、强化舆论引导等方面探讨了建设高端科普智库的重要意义,界定了高端科普智库的内涵,从目标、内容、对象、动力等方面剖析了高端科普智库的基本特征.探讨了当前高端科普智库建设面临的问题和困境.从治理体系、产品生产、影响力三个维度构建了高端科普智库建设路径的分析框架,并对国内外13家高端智库和科技智库的建设经验进行了比较分析,基于此总结提出高端科普智库的建设路径,包括建立科学的智库治理体系、优化智库产品生产机制、提升智库决策影响力等.
网络游戏对青少年成长影响的议题成为近几年"两会"的热点话题,也进一步引起学界的关注.为了更好地了解我国学者就此议题领域的研究现状以及发展态势,本文采用文献计量方法统计、分析网络游戏对青少年影响研究的学术论文的研究主题、理论基础与研究方法.研究发现,研究主题遵循从表象到本质、从宏观到微观、从广义到差异、从结果到原因的逻辑;理论基础从孤立运用技术社会学理论到交叉运用心理学、教育学、社会学、传播学等理论的演变逻辑;研究方法从单学科、多学科研究向交叉学科研究转变,并呈现出了从历史主义、规范主义向实证主义转变的趋势.在此基础上,提出对未来该议题研究的意见与建议.
Promoting community participation plays a crucial role in establishing a people-oriented community governance system.In the current wave of advancing smart community construction and enhancing the digitalization and intelligence of grassroots governance,it is of both theoretical and practical significance to explore whether smart community construction and intelligent device usage can facilitate resident participation.Existing studies have mainly focused on the definition,enabling mechanisms,and practical systems of smart community construction,with less emphasis on how it influences residents'community behaviors.This paper,based on the typical scenario of smart access control in smart community construction,conducted on-site questionnaire surveys in two smart communities in Beijing.It employed a structural equation model to analyze the impact mechanism of community intelligent device usage on residents'community participation.The results indicate that residents'usage of community intelligent devices significantly enhances community participation,with community trust playing an intermediary role,and residents'social connections leading to variations in the influence pathway.This study reveals the micro mechanisms through which smart community construction promotes resident community participation and highlights the importance of fostering community connections and organizations in smart community construction to achieve people-centered community governance more effectively.
地方政府大力引入移动政务服务是否助力"抢人大战",是中国城市高质量发展阶段值得研究的议题.基于新公共服务理论与人口迁移理论,匹配支付宝"城市服务"多源移动政务数据与中国流动人口动态监测调查数据,目的在于检验城市移动政务发展水平对增强城市流动人口定居意愿的影响.结果发现:移动政务发展水平越高,该城市流动人口定居意愿越强;控制个体特征、家庭随迁、地域流动等影响后,移动政务发展水平对流动人口定居意愿的促进作用仍然稳健;调节效应模型估计结果发现,年龄较大、已经购房、跨省流动、收入水平较高、教育水平较高的流动人口更容易感受到移动政务服务的便民性,从而提升定居意愿.研究成果在理论上有利于增进对移动政务对人口迁移作用机制的理解,在实践上有利于为政府或政策制定者通过智能技术进一步优化公共服务结构提供经验依据.
Local acceptance of wind energy technology has become an important factor to consider when designing local and national wind energy technological innovation policies. Previous studies have investigated the factors that shape the local acceptance of wind power in high-income countries. However, to the best of our knowledge, these factors had not been investigated in China. Utilizing a survey and quantitative analysis, we have identified the factors that are correlated with local acceptance of wind power in China. We conducted our study in the city of Jiuquan, Gansu Province, which currently possesses the largest installed capacity for wind power generation in China. Two factors, namely, perceived economic benefits and perceived environmental costs, influence local acceptance of wind power in China most significantly. Local acceptance of wind power in China can be described as “not in my backyard, but not far away from me”. In other words, the acceptance rate is lowest when the source of wind power is located in their village or community, highest when the project is located in their county and city and decreases for projects that are constructed further away.
人力资本是科研活动中最宝贵的资源,科研人力资本的补偿力度深刻影响着科研人员开展科研工作的积极性与行为,乃至决定着整个国家科技创新体系的产出水平与产出质量.本文深入分析了当前中国科研人力资本补偿存在的问题与成因,科研人员工资收入低、人力资本双轨制以及重物轻人等现象的存在严重制约了中国科学研究的长期发展,而造成这些问题的原因在于保障性拨款比例过低、工资管理政策未能做到分类指导以及与时俱进、科研劳动价值尚未得到足够尊重等.本文最后提出了优化中国科研人力资本补偿体制的政策建议.
Based on the framework of R&3D, this study expands the R&D risk curve developed by Tassey by testing it from a combination of theoretical and empirical perspective. By reviewing the previous representative studies on risk of technology innovation, this study discusses the types and levels of risk as an integrated system and evaluates the risk in the phase of demonstration and deployment. As for practice, this study selects MHD gen-eration, PFBC-CC and coal-water slurry gasification with opposed multi-burners as typical cases to compare their success and failure. The theoretical analysis shows that different types and levels of risk tend to result in failure of technology innovation. The empirical investigation in this study indicates that technology readiness level, mar-ket & industry readiness level, and institution readiness level are crucial factors affecting the success of failure in the first three phases of R&3D, which should be concerned by policy makers and developers.
土地是农民的衣食之本、生存之源。中国城镇化建设正逐步进入高潮,随之而来的用地矛盾也变得日益突出。我国城镇化进程中土地流转存在政策执行偏差、缺乏完备市场机制、造成农村社会风险等问题,其主要原因在于科层制传递易产生误差、街头官僚自由裁量过度、产权模糊阻碍市场运作、委托代理衍生道德风险等。为此,需要采用完善法律制度加强管理监控、改进宣传方法拓宽政策覆盖、健全流转市场、完善保障体系等措施加以解决。
伴随着科学技术的普及以及公民参与意识的提高,科技政策领域以政府官员、科学家为核心主体的精英决策模式不断受到公众的质疑,出现了"合法性"危机。科技决策模式从精英决策向大众参与变迁正逐渐成为发展潮流。本文回顾了西方科技决策模式从精英决策向大众参与的变迁过程,指出其依托的公共管理思想理念体现了从完全理性到有限理性、从工具理性到价值理性的两个转变。以公众广泛参与为主要特征的大众决策模式不仅提升了决策的科学化水平,也成为培育公众参与意识和提升公众参与能力的重要平台。决策主体的工具理性与价值理性的融合,是实现科技决策模式现代化路径的根本诉求。
自2001年以来,中国的风电产业发展迅速。在政策的引导和推动下,中国风电设备制造业在短短十年内从"引进来"逐渐发展到"走出去",其技术创新模式经历了"封闭式自主研发—模仿创新—合作创新—开放式自主创新"的过程。这一过程是中国政府通过"技术储备—促进转移—扩大市场—强制学习—稳步退出"五个方面的政策推动发展的。在该过程中,技术能力、技术转移、与技术创新结合的市场政策以及全球化是创新模式转变的核心因素。
Since 1978, when China launched its “opening up” reform, a range of large-scale national science and technology programs have been implemented to spur economic development. Energy has received significant attention and has become a growing priority in the past years. In this paper we have analyzed the goals, management, and impact over time of China's three largest national programs: Gong Guan, 863, and 973 Programs. Using quantitative metrics to describe the input and output, by conducting semi-structured interviews with officials, scientists, and other decision makers, and by reviewing available documents as well as a case study on the coal sector we examined the changes in the decision making process, particularly in regard to the role of scientists. We found that the changes in strategic priorities set by China's high level political leaders were implemented and then transformed into outputs by using scientists as inputs or policy tools. The decreased role of scientists has been driven by two forces: (1) periodic changes in national strategy emphasizing technology commercialization; and (2) changes in the management structure involving low tolerance of risk. We suggest four ways that the government's efforts to turn China into an innovation oriented country.
The Development of global wind power market has brought opportunities and favorable conditions for Chinese wind power equipment manufacture.This paper analyses the present state of Chinese wind power equipment manufacturing industry,and distributes the technological innovative methods used in this industry into three classes:original innovation model,cooperation innovation model and independent innovation model.Based on this classification,the paper draws up the technological capability evolution roadmap,summarizes the influence of technological innovation model for technological innovative capability and points out that original and cooperation innovation model are insufficient for the development of Chinese wind power equipment manufacturing industry,the industry should improve the technological innovative capabilities by independent innovation and manufacture more products with core technology and self-owned intellectual property rights.Only by so doing,can the Chinese wind power equipment manufacturing industry grasp opportunity,resolve the dilemma and develop bigger and better.
