Increasing community awareness of, and engagement in, biodiversity and nature are key elements in many environmental conservation strategies. However, the public may take little or no action to protect biodiversity even though they may feel a strong sense of concern about its decline. This suggests that, although members of the public may be cognitively and affectively engaged with conserving biodiversity, this engagement does not necessarily translate into behavioural engagement and support for environmental policies. We hypothesised that the association between cognitive and affective engagement with conserving biodiversity on the one hand, and conservation behaviour on the other, depends on the relevance and importance of conserving biodiversity with respect to personal needs. Using a survey of the New Zealand public (n = 1000) we found that engagement with biodiversity was associated with the personal relevance and needs-based importance of conserving biodiversity. Importantly, using conditional process analysis, we found that involvement moderates the link between cognitive and affective engagement and conservation behaviour with the link strengthening as involvement intensifies. These findings help to explain why cognitive and affective engagement with conserving biodiversity do not translate inevitably into behavioural engagement with conserving biodiversity and support for environmental policies. The implication is that, to stimulate action, knowledge and sentiment must be accompanied by the perception that action to protect biodiversity will contribute in significant ways to meeting personal needs.
IntroductionThe adoption of new practices is vital for agriculture to respond productively to climate change, market forces and community pressures. One of the strongest influences on farmers’ adoption of practices is their perceptions of the difficulty of changing practice as these affect the benefits and costs of change. We contend that fine-grained differences in the characteristics of farm systems result in differences in farmers’ perceptions of the difficulty of changing practices, giving rise to the differential adoption of practices by farmers. The extent to which differences in the characteristics of farm systems lead to diversity in farmers’ perceptions of the difficulty of change, and how those perceptions translate into differences in adoption, has rarely been explored.MethodsOur purpose was to trace the effect of fine-grained differences in the characteristics of farm systems on farmers’ perceptions of the demands of changes to practices, and consequently on the adoption of changes, using survey data on four management practices used by livestock farmers in New Zealand.ResultsWe found that subtle differences in a variety of characteristics of farm systems were associated with differences in farmers’ perceptions of the difficulty of changing practices, and with subsequent adoption.DiscussionThis result has important implications for research, extension and policy. Each follows from replacing the implicitly assumed homogeneity of the meaning of practices to possible adopters by the specific aspects of its relevant heterogeneity. They include that the typology offers a means for estimating more reliably the likely population of potential adopters of a practice, that the scope for extension to promote the adoption of practices that involve complex changes to farm systems will depend on the extent to which practices can be customised to fit different systems, and that opposition of farmers to regulations may reflect concerns about the feasibility of compliance rather than opposition to policy intention.

We found that the diversity in farmers’ perceptions did correlate with subtle differences in a variety of characteristics of farm systems. This result has important implications for research, extension and policy.
The damaging effects agriculture has on the environment have resulted, increasingly, in conflict between the urban community and farmers. The extent to which this conflict might be resolved depends, in part, on whether farmers and the wider community differ in their degree of concern for the environment. We measured the engagement of farmers and the wider community with biodiversity in New Zealand. We also investigated differences among farmers and the wider community in the antecedents of engagement, such as their involvement and goal intentions with respect to conserving biodiversity. We found that farmers and the wider community were similar in their involvement, cognitive engagement, and affective engagement with conserving biodiversity. Both had similar attitudes towards, and goal intentions regarding, conserving biodiversity, but they differed in their behavioral engagement, their behavior towards biodiversity. We found that farmers were more (not less) behaviorally engaged than the wider community. We concluded that the difference between farmers and the wider community in their behavioral engagement with protecting biodiversity was the product of differences in opportunities and opportunity costs related to such behavior. This has implications for the wider community's perception of farmers' motivations and its judgments about what constitutes "good" farming practice from an environmental perspective.
Internationally, introduced invasive species inflict incalculable damage on native species and primary production. In New Zealand, wallabies, which were introduced from Australia, are damaging the native and agricultural environments, and their range is spreading. As a first step towards the long-term goal of eradicating wallabies from New Zealand, the Tipu Mātoro National Wallaby Eradication Programme has the immediate goal of restricting wallabies to containment areas designated in regional pest management plans and to eliminate outlier populations by 2025. The success of this strategy is put at risk if people catch wallabies and release them outside the containment areas. We sought to characterise the motivations, beliefs, and attitudes of members of the public who might engage in this illegal behaviour by surveying members of the New Zealand public. We discovered that a very small proportion of the public supported the illegal catch-and-release of wallabies. Respondents, including hunters, that supported catch-and-release believed that wallabies create economic benefits and do not severely damage the environment. They also believed that hunting helps control wallaby numbers. These results yielded a variety of specific policy implications required to reduce catch-and-release behaviour.
Agriculture is under increasing pressure to redesign farm systems. Governments are increasingly seeking to halt or reverse the damaging effects of agriculture on the environment. Adapting to climate change requires reconfiguring farm systems to withstand more variable, and historically more extreme, seasonal conditions and the constant demand to increase productivity continues unabated. Meeting these pressures is thought to require a combination of responses ranging from incremental adjustments to farm systems through to their complete transformation into entirely new enterprises. Implementing each of these entails different resources, time horizons, skills, knowledge and planning, and this has corresponding consequences for any government or industry policies intended to promote adoption or compliance. Previously, we described a novel approach to classifying changes to farm systems as a framework for inferring the nature of the resources, skills, knowledge, planning and time needed to implement the different types of change on farms. We provided illustrative examples of each type of change and discussed the implications for extension, agricultural and environmental policy, and policy regarding adaptation to climate change. In this paper, we statistically test the predictive accuracy of our classification approach using survey data on the adoption of four environmentally beneficial practices by livestock farmers in New Zealand. We found statistically significant and substantial differences across the four types of change (strategic, tactical, complex and simple) in the proportion of farmers adopting each of the practices. We also found significant and strong associations between the types of change, learning effort and decision effort. The results reinforce the importance for industry and government in understanding and acknowledging that heterogeneity in farm systems translates into heterogeneity in adoption processes, with consequent implications for the effective policy support of adaptation.
Climate change is increasing variability in environmental conditions and the frequency and severity of natural hazards such as hurricanes, floods, and wildfires. In this paper, we use general systems theory to describe how disaster management systems are composed of four types of system regulators (aggregation, passive, error control, and anticipation) that are deployed to provide protection from natural hazards. We argue that climate change, by changing causal relationships in the environment and thereby reducing the predictability of related hazards and altering exposure to them, is likely to require that disaster management systems be restructured by changing the combinations of system regulators that are employed to prevent or mitigate disasters. This leads to the conclusion that one of the keys to developing effective policies to support adaptation to climate change and to promote sustainability hinges on understanding how disaster management systems can be interpreted as mechanisms for regulating exposure and vulnerability to minimise the threats from natural hazards. Consequently, developing methods for interpreting and modelling system regulators in disaster management systems is an important next step.
Agriculture is recognised globally as a major contributor to environmental degradation, habitat loss, and climate change. Having reliable data on the conservation behaviour of farmers is crucial to the evaluation of policy measures intended to reduce the harmful environmental effects of agriculture and promote sustainability. In responses to direct questions about conservation behaviours, the biasing of responses to appear more socially responsible has been found to be commonplace. From a policy perspective, the degree to which farmers might overstate the frequency with which they engage in behaviours that are desirable from a conservation perspective and understate the frequency with which they engage in behaviours that are undesirable because of social desirability bias is a matter of practical importance. In this paper we use, for the first time, crosswise questioning to investigate the influence of social desirability bias on self-reporting of conservation behaviour by farmers in New Zealand. We found that the effect of social desirability bias on self-reports of conservation behaviour by farmers in New Zealand is small. Consequently, self-reporting of conservation behaviour by farmers may be relied on when evaluating policies intended to promote sustainable development.
The clearing of native vegetation on private agricultural land has contributed greatly to the loss of ecosystems and biodiversity worldwide. Native vegetation on private land may be cleared for a variety of reasons, of which the expansion of agriculture is only one. In this study, we investigate how the clearing of native vegetation on private land is influenced by (1) the utilitarian, social and hedonic objectives of landholders and (2) the way in which the presence of native vegetation interacts with the farm system to contribute to, or detract from, achieving those objectives. Using data from a survey of agricultural landholders in New South Wales, Australia, we found that the landholders’ management of native vegetation was strongly influenced by their perceptions of the opportunities and threats the native vegetation on their properties presented to them. The implications are drawn for predicting the clearing of native vegetation and designing effective policy interventions to influence the extent of clearing.
Predicting the willingness of people to engage in passive surveillance is crucial to the success of community-based efforts to manage invasive species and conserve native biodiversity. We draw on the marketing concept of involvement, which reflects the personal importance of an issue or behaviour, to understand and measure the motivation of members of the public to engage in passive surveillance. The usefulness of this concept was tested by analysing the responses of householders to surveys about their willingness to engage in passive surveillance for a purely environmental pest, Red-eared Slider Turtles (Trachemys scripta elegans), and their willingness to engage in passive surveillance for an economic and environmental pest, Argentine Ants (Linepithema humile), in New Zealand. We found that involvement influenced intentions, attitudes and surveillance behaviour for both invasive pests. We discussed the implications of these findings for (i) choosing between a surveillance strategy based on recruiting and training highly motivated members of the public and a strategy based on passive surveillance by any member of the public; (ii) growing the potential for passive surveillance by either increasing involvement with preventing the spread of a pest or increasing involvement with surveillance activities themselves; and (iii) determining the importance of convenient reporting mechanisms in promoting consistent reporting.

While there is an extensive literature on the adoption of technology and management practices in agriculture, the literature on different types of change to farm systems, and the criteria for distinguishing between types, is limited. We describe a novel approach to classifying changes to farm systems by integrating a method for describing the strategic and tactical flexibility of farm systems with a method for describing the complexity of changes to farm systems. The resulting classification provides a framework for inferring the nature of the resources, skills, knowledge, planning and time needed to implement the different types of change. We provide illustrative examples drawn from a series of interviews with farmers of each type of change and discuss the implications for extension, agricultural and environmental policy and policy regarding adaptation to climate change. We found that heterogeneity in farm systems translates into heterogeneity in adoption processes. We believe that our approach provides a practical way of translating commonly used broad descriptors of adaptation, such as 'incremental', 'systems' and 'transformational', into the specific type of the change that farmers must make to their farm systems to enact adaptations, with consequent implications for the effective policy support of adaptation.
Popular theories that explain or predict behavioural intentions are based on people’s attitudes and subjective norms. Their application is based on the (often implicit) assumption that people regard a subject (e.g., preventing the spread of COVID-19) as sufficiently important for them to formulate stable attitudes and subjective norms about it. As this assumption rarely holds for all people, the influence of attitudes and subjective norms in determining behavioural intentions changes depending on the importance of the subject. In other words, importance has a moderating effect on the relationship between intentions, attitudes, and subjective norms. We hypothesise that, as importance declines, the influence on intentions of attitudes decreases and the influence of subjective norms increases. This has important implications for efforts to encourage the adoption of preventative behaviours in relation to COVID-19 because promotional strategies designed to modify attitudes differ markedly from those designed to modify subjective norms. We test this hypothesis by analysing three different large-scale surveys about people’s intentions, involvement, attitudes, and subjective norms regarding the spread of COVID-19 in New Zealand. The results support our hypothesis and highlight the importance of distinguishing between when the formation of behavioural intentions depends mainly on attitudes and when it depends mainly on subjective norms.
Cats, including companion cats, inflict extensive harm on wildlife. Using a national survey of 2000 households in New Zealand, we investigated the influence of involvement (an indicator of motivation) on the willingness of cat owners to keep their cats indoors at night. We found that respondents’ intentions to protect wildlife, and the frequency with which respondents with cats kept them indoors at night, was influenced by their involvement with cat welfare and their involvement with protecting wildlife, in addition to their attitudes and subjective norms. We also found that keeping cats indoors at night could be characterised as involving approach-avoidance conflict. Our findings have implications for efforts to increase the adoption by cat owners of keeping cats inside at night regarding the attentiveness of cat owners to promotional activities. Our findings suggest that such activities will not be particularly effective in the absence of cat-friendly, inexpensive, practical, and easily maintained devices that enable cats to be kept inside. Importantly, when the adoption of keeping cats inside at night is appropriately characterised as approach-avoidance conflict, our results suggest that promotional activities seeking to persuade cat owners that pet cats cause much greater harm to wildlife than they might believe are most likely to have a limited and likely temporary effect and may even be counter-productive.
Prior to the emergence of the Omicron variant, we found large regional differences (ƞ2 = 0.19) in the frequency of wearing face masks in New Zealand even though the strength of people’s motivation to wear face masks to prevent the spread of COVID-19 was similar across regions. These differences were associated with regional differences (as measured by case numbers) in the risk of COVID-19 infection. The emergence of Omicron and its spread throughout New Zealand in conjunction with the cessation of lockdowns offered the opportunity to test whether regional differences in the frequency of mask wearing disappeared once the risk of COVID-19 infection became uniform across the country. It also created an opportunity to investigate differences in people’s behaviour with respect to wearing masks in private and in public. The results confirmed that regional differences in the frequency of mask wearing disappeared once Omicron spread through the country. We also found that the frequency of wearing masks was significantly lower when with family or friends than when out in public.
Initiatives such as education, incentives, and regulations are used to change people’s behaviour and thereby achieve policy objectives. Understanding and predicting the willingness of people to change their behaviour in response to an initiative is critical in assessing its likely effectiveness. We present a framework proposed by Kaine et al. (2010) for understanding and predicting the motivation of people to change their behaviour in response to a policy initiative. The framework draws on the marketing concept of ‘involvement’, a measure of motivation. Through application to a predator control case study, we show how the framework may be used to predict people’s responses to a policy initiative and how these predictions might help agencies develop strategies to promote behaviour change.

Public support is crucial to the widespread application of pest control methods both in the form of political support and, where people have direct agency in control methods, compliance with the demands of the methods. It is commonplace for personal behaviours reflecting political support for public policies to be presumed to depend on relevant attitudes, beliefs and values of the person. The finite amount of attention and cognitive effort each person possesses implies that attention and effort are rationed, indicating that changing behaviour requires that the targeted individual is attentive and willing to invest the required cognitive effort; that is, they are motivated to consider new information and, subsequently, to reviewing their attitudes and behaviour. We examine whether attitudes and involvement (a measure of motivation) together provide better predictions of public support for pest control methods than attitudes alone, using the distribution of baits containing sodium fluoroacetate (1080) in New Zealand to control invasive, non-native rats and possums as a case study. We found the novel combination of involvement and attitudes did provide significantly better predictions of an individual’s support for using 1080 for the purpose of environmental conservation, and their pest control behaviour, than did attitudes alone.
The adoption of new technologies and practices is fundamental to having the capacity to adapt to climate change and ameliorate resource degradation. Consequently, having the ability to predict the scale and rate of adoption by farmers of agricultural innovations is central to gauging their adaptive capacity. It is also crucial to assessing the likely compliance of farmers with change-seeking incentives and regulations. In this paper we describe a novel approach to predicting rates of adoption with respect to agricultural technologies and practices drawing on a dual-process model of consumer decision-making and a method for describing the complexity of innovations in farm systems. We tested the approach using data collected through a survey of dairy farmers in the Waikato and Waipa regions of New Zealand. In the survey we asked 200 farmers, chosen at random, about their perceptions of the complexity and relative advantage of various agricultural and resource management practices, and collected information as to how long it took them to try, and then adopt, the practices. Our results confirm that the process of forming an intention to try or adopt a technology or practice may take several months for relatively simple technologies and practices, and several years for more complex ones. Importantly, we found that novelty in terms of the originality in the components and architecture of a technology or practice does not necessarily correlate with its complexity in terms of integrating it into farm systems. This means that apparently simple technologies and practices that are promoted to reduce resource degradation can be quite difficult to integrate into farm systems and, as a consequence, the costs of integration may act as a strong deterrent to adopting them. A logical implication of our findings is that a deep understanding of the nature of the integration task is essential to anticipating how long it might take for adoption (or compliance) to occur in agriculture and, therefore, to appreciate limits on the adaptive capacity of farmers. Such an understanding requires an intimate knowledge of the, sometimes diverse, farm systems and sub-systems in which the technology or practice is to be integrated.
Governments around the world are seeking to slow the spread of Covid-19 by implementing measures that encourage, or mandate, changes in people's behaviour. These changes include the wearing of face masks, social distancing, and testing and self-isolating when unwell. The success of these measures depends on the commitment of individuals to change their behaviour accordingly. Understanding and predicting the motivation of individuals to change their behaviour is therefore critical in assessing the likely effectiveness of these measures in slowing the spread of the virus. In this paper we draw on a novel framework, the I3 Compliance Response Framework, to understand and predict the motivation of residents in Auckland, New Zealand, to comply with measures to prevent the spread of Covid-19. The Framework is based on two concepts. The first uses the involvement construct to predict the motivation of individuals to comply. The second separates the influence of the policy measure from the influence of the policy outcome on the motivation of individuals to comply. In short, the Framework differentiates between the strength of individuals' motivation and their beliefs about the advantages and disadvantages of policy outcomes and policy measures. We found this differentiation was useful in predicting an individual's possible behavioural responses to a measure and discuss how it could assist government agencies to develop strategies to enhance compliance.
