Andrei Tchernykh (http://usuario.cicese.mx/~chernykh/) is a full professor in the Computer Science Department, CICESE Research Center, Ensenada, Baja California, Mexico, and a head of the Parallel Comuting Laboratory. He graduated from the Sevastopol Technical University with honor in 1975. From 1975 to 1990 he was with the Institute of Precision Mechanics and Computer Engineering of the Russian Academy of Sciences (ИТМиВТ, Moscow, Russia), where he took part in the supercomputer ELBRUS development and implementation, and obtained Ph.D. in 1986. His scientific expertise is awarded by Level 2 in National System of Researchers (SNI), Mexico. He was invited to serve as a Visiting Researcher at prestigious universities like Tsinghua university (China), Barcelona Supercomputing Center (Spain), University of Göttingen (Germany), Centre de recherché INRIA Lille - Nord Europe (France), Université Grenoble Alpes (France), Luxembourg University (Luxembourg), Dortmund University (Germany), Moscow Institute of Physics and Technology (Russia), Technische Universität Clausthal (Germany), Institut National Polytechnique de Grenoble (France), University of California–Irvine (USA), University of Southern California (USA), Université Joseph Fourier (France), UdelaR (Uruguay), etc. Prof. Tchernykh has been served as PI for a number of research projects and grants in different countries (CONACYT, NSF, ANII, Ochoa, INRIA. FNR, UC MEXUS, DAAD, LAFMI, UJF, INPG, REDII, FUMEC, etc.). He is editorial board member of International Journal of Metaheuristics (IJMHeur) - Inderscience Publishers. Genève, Switzerland, and Proceedings of the Institute for System Programming of the RAS (Proceedings of ISP RAS), Moscow, Russia He has given more than 50 keynote speeches and invited lectures, has served as a program committee member of more than 120 professional peer-reviewed conferences, and organized 11 of them. He is active in grid and cloud research with a focus on resource optimization, both, theoretical and experimental, scheduling, load balancing, multi-objective optimization, heuristics and meta-heuristics, adaptive resource allocation, and scalable energy-aware algorithms.
