Né le 13 octobre 1926 à Paris, Jacques Emile BLAMONT, ancien élève de l'Ecole Normale Supérieure, agrégé de l'Université, a préparé sa thèse au Laboratoire de Physique de l'Ecole Normale Supérieure sous la direction d'Alfred Kastler. Au cours de ce travail, il a découvert, en 1956, le phénomène de cohérence des sous-niveaux atomiques dans un champ de radiofréquence, ce qui lui a valu d'être élu Professeur à l'Université de Paris en 1957. Il s'est alors attaché à créer une compétence française dans la recherche spatiale. Après avoir dirigé à Hammaguir les tirs des fusées-sondes Véronique-AGI, il a été nommé Directeur Scientifique et Technique du Centre National d’études Spatiales (CNES) à sa fondation en 1962, puis, en 1972, il est devenu Haut Conseiller Scientifique de cet Etablissement. Il a été ainsi le responsable, entre autres, de la mise au point des satellites artificiels lancés par la France. C'est à lui qu'est due l'idée de construire un champ de tir spatial à Kourou en Guyane française, idée proposée en 1962 et acceptée aussitôt par le CNES. Tout en assumant des fonctions de direction au CNES, il n'a jamais cessé d'enseigner en ler, 2e et 3e cycle.
Il a fourni le sujet et dirigé personnellement les travaux de thèse de diverses natures d'environ quatre-vingts étudiants. De 1962 à 1985, il a été le Directeur du plus grand laboratoire de recherches spatiales du CNRS, le Service d’Aéronomie. Professeur Emérite à l'Université de Paris VI, il est aujourd'hui Conseiller du Directeur Général du CNES. Depuis 1980, il est Distinguished Visiting Scientist à Jet Propulsion Laboratory, le Centre de la Nasa spécialisé dans l'exploration planétaire.
LES TRAVAUX DE JACQUES EMILE BLAMONT portent sur l'atmosphère du Soleil, de la Terre et des planètes : il a, le premier, mis au point les méthodes de mesure du déplacement Einstein des raies atomiques sur le Soleil, de la température de la haute atmosphère de la Terre, du mécanisme d'évaporation d'hydrogène de la Terre et des planète. Il est l'auteur, seul ou avec ses élèves, d'une série de découvertes, dont celle de la turbopause de l'atmosphère terrestre (1959), du vent interstellaire (1971), de l'enveloppe d'hydrogène des comètes (1971). Il a inspiré et dirigé de nombreux programmes de recherche tels que la géodésie par échos laser (1964), l'étude de la basse atmosphère par ballons étanches en 1971 (programme "Eole"), le sondage vertical de la haute atmosphère par laser depuis 1967 ... Impliqué, depuis les années 1960, dans les programmes spatiaux soviétiques et américains, il s'est attaché aux missions planétaires et a participé, depuis 1972, à la plupart d'entre elles (Voyager I et 11, Pioneer Venus, Venera 8 à 15, Vega, Phobos, Mars Observer, Mars 96, Mars Global Surveyor), parvenant à organiser, dès 1980, une étroite collaboration entre Soviétiques et Américains dans les missions planétaires. En particulier, il a proposé et mené à bien le lancement, en 1985, de ballons dans l'atmosphère de Vénus par les sondes soviétiques Vega. En fournissant le système de compression d'images, il a joué un rôle important dans la mission du DOD (Département de la Défense des Etats-Unis), Clémentine, satellite de la lune qui a obtenu la première cartographie digitale complète de notre satellite naturel. A partir de février 1997, il a conçu le programme de coopération entre la NASA et le CNES pour le retour d'échantillons martiens. En même temps, il a imaginé le concept de "micro missions" planétaires lancé par Ariane 5.
