The data collection planning system for the satellites network investigates how to utilize the satellites network cooperatively and optimally, which provides decision support tools to satisfy the various and multilevel observing requests. The data collection planning system, as a bridge linking users and satellite managers, is designed to try to make use of the whole satellites network sufficiently.
