Electrical discharge on liquid surface which acts as liquid electrode had been extensively investigated for many years for its various applications such as water treatment and plasma sterilization and ozone generatoret.al. In this paper, electrical and optical characteristics of pulsed streamer discharge on water surface under different water conductivity are investigated. Repetitive pulses of 25 ns rise-time and 25 kV peak are applied. Duration of voltage and peak of current are influenced significantly by conductivity especially between 0.012 mS/cm and 0.5 mS/cm. Maximum potential on water surface under different conductivity is also measured, which shows that the larger conductivity, the larger drop rate of potential. Discharge profiles on water surface, which shows length of filamentary discharge decreases logarithmically with increasing of conductivity. ·OH, N, H, O et.al are detected by a multi-channel spectrometer where discharge occurs in the air, intensity of N, H and O is increasing with conductivity, however, intensity of ·OH is weak and isnu0027t accordant to different conductivity.
