An Ontology-Based Approach to Double Scenario Model Knowledge Base Development for International Disaster Relief

Research Purpose: To establish a knowledge base for the double scenario model which involve large interdisciplinary knowledge. Propose Methods: This research established a conceptual scenario model with two different levels of ambition: a disaster scenario, in which casualty figure, composition of injuries are constrained by the types of the disaster as well as the degree of the damage, and a country scenario, in which the healthcare needs are constrained by the health coverage and the health condition of local people. Because of the multidisciplinary and professional characteristic of disaster relief, this research uses ontology technology to solve the problem of knowledge expressing, sharing and reusing. This method was used to describe the hierarchical structure and the relation rules of the concept and terms related to the model. Thus, we could structure the cases of international medical relief and establish the knowledge base. Based on the knowledge base, we could realize the function of similarity match and data inquire. As well as decision assistant function. Results and Conclusion: This article uses the armed conflicts in Syrian Arab Republic and Yemen as examples. The comparing results show that the outcomes of the double-level scenario model fit this reality
