The Governance Effect of Atmospheric Joint Prevention and Control Policy—An Empirical Test Based on Key Prevention and Control Urban Groups

This paper selects the key pollutant data of 53cities in Beijing, Tianjin, Hebei, Yangtze River Delta and Pearl River Deltafrom 2004 to 2016, and tests the effect of the joint prevention and controlpolicy of the atmosphere on the prevention and control of air pollution in keyurban groups. The study found that although China’s joint prevention andcontrol mechanism has played a role in preventing and controlling urbanemission reduction to a certain extent, the effect is not significant. Thereare differences in the test results of different pollutants and differentregions. The effect of industrial soot emission reduction is not as good asthat of sulfur dioxide. The effect of Beijing-Tianjin-Hebei regional policy isthe least obvious. From the influencing factors, the growth of per capitaincome, the environmental awareness of large cities, the Internet communicationand participation of residents, and the investment in research and developmentall significantly promoted the effect of joint prevention and control policies.The green industrial structure is not conducive to the role of policy, but willincrease environmental pollution. At the same time, large cities with developedeconomies are more motivated to promote the implementation of policies. The researchin this paper shows that there are still some problems in China’s currentatmospheric joint prevention and control policy. It can improve the existingmechanism by broadening the main body of governance, forcing industrialupgrading, and focusing on regional differences. This is to promote China.Regional pollution synergy provides a way to support.
