•Emulsion system of a dispersed and continuous phase exists in the blends of HFO-low carbon alcohols.•Selected co-solvents produce a kinetically stable HFO-low carbon alcohol blend.•Adjustment of key fuel properties of HFO by oxygenated fuels has been demonstrated.•Economic feasibility of ternary blends relative to HFO + scrubber has been analyzed.
