•Light-irradiation converted type-Ⅱ CoPc/BiOBr to S-scheme heterostructure.•Co2+ of CoPc accumulated electrons and acted as active sites to reduce CO2 to CO.•S-scheme CoPc/BiOBr boosted CO generation with a rate of 59.9 μmol g−1 h−1.
