•Synthesis of Zr-Mo:BiVO4 electrocatalyst via electrodeposition process.•Synergistic effect of Zr-Mo co-doping and FeOOH co-catalytic layer over BiVO4 electrodes with enriched PEC performances.•A photocurrent of 3.34 mA cm−2 with 13-fold enhancement is achieved.
