Stochastic Hurricane Flood Mitigation for Power Grid Resilience

We present a two-stage stochastic programming model for informing electric substation flood mitigation decisions prior to an imminent and uncertain hurricane. First-stage decisions pertain to mitigation options available before the hurricane while second-stage decisions pertain to grid operation subject to the DC power flow approximation. We analyze the results from a case study we developed involving scenarios produced from historical Hurricane Harvey data applied to the ACTIVS 2000-bus synthetic grid on the footprint of Texas and highlight the intricacies of the optimal mitigation strategies our model prescribes over a range of mitigation budgets.
