Abstract: Observing exposure to flash floods requires a joint description of the mobility of water and people during crises and also between. The observation concerns a sufficiently large group of rivers and a sufficiently long period of time to be able to have a sufficient number of events, which by definition are rare and localized. It is conducted by a balanced combination of skills, scientific or operational objectives, and observation resources from both geosciences and the human and social sciences.
