Dynamic Taxes for Unweighted Congestion Games: from Polynomial to General Latencies

In this chapter, we focus on the problem of defining refundable dynamic taxes for unweighted congestion games with general latency functions, thus generalizing part of Chapter 9 (in which we have focused on the specific case of polynomial latency functions), and we give an almost complete characterization of the efficiency of taxation in unweighted congestion games, as done by Pigou [150] and Beckmann et al. [17] for non-atomic congestion games.
