A novel dynamic decision-making method: Addressing the complexity of attribute weight and time weight

Dynamic decision-making involves many factors, so it should consider both the Fuzzy uncertainty of the target and the time factor of the target information. The most important problem is the solution and combination decision related to attribute weight and time weight. For this purpose, this paper proposes a novel dynamic decision-making method based on attribute weight and time weight. Firstly, based on interval intuitionistic fuzzy numbers, the definitions of IVIFPWGA operator and DIVIFPWGA operator are proposed, and the DIVIFPWGA operator is used to describe the dynamic characteristics of interval intuitionistic fuzzy Numbers. Secondly, the deviation maximization method is used to solve the target attribute weight, and considering the time preference of decision makers, the TOPSIS based on temporal preference is proposed to obtain the time weight. Furthermore, IVIFPWGA and DIVIFPWGA operators are used to gather the target threat information of multiple moments to complete the decision-making of each target, and the dynamic decision algorithm flow which combines attribute weight and time weight is designed. Finally, An application example of dynamic decision making for air combat target threat assessment is given. Simulation and comparative analysis are done to prove the effectiveness of the proposed method.
