1Biosafety and Biosecurity Practices and Compliance Levels in the DA-RFO CALABARZON Integrated Laboratories Division
    Ralph Joselle Fabon, Romulo Navarra

Agricultural diagnostic laboratories’ biosafety and biosecurity compliance is a relatively unexplored area in the Philippines as research is generally focused on clinical settings. The Integrated Laboratories Division (ILD) of the Department of Agriculture – Regional Field Office IV-A (DA-RFO IV-A) still encounters persistent issues such as irregular protocol implementation, insufficient resources, and fragmented regulatory systems. This study evaluated the biosafety and biosecurity practices and level of compliance of laboratory personnel of ILD-DA RFO IV-A (CALABARZON). The research design used was descriptive-correlational. Purposive sampling of forty (40) technical personnel from the Regional Animal Disease Diagnostic Laboratory (RADDL IV-A) was employed. Practices were assessed using a validated structured 5-point Likert-scale questionnaire across five dimensions: training programs, procedures, resource allocation, risk assessment and communication, and awareness campaigns. Compliance was measured with five indicators: trainings, standard operating procedures (SOPs), personal protective equipment (PPE), risk assessment and waste management, and decontamination. Data were analyzed using descriptive statistics, paired t-test, one-way repeated measures Analysis of Variance (ANOVA), and Pearson correlation. Biosafety and biosecurity practices were rated as “often” implemented (grand mean = 4.10). Procedures scored the highest (M = 4.23) and resource allocation the lowest (M = 3.92). Overall compliance was “mostly compliant” (grand mean = 4.22) and PPE use was rated the highest (M = 4.41). There were no major differences between respondent groups. Correlation analysis indicates a negligible relationship between biosafety and biosecurity practices and the level of compliance (r = 0.06288, p = 0.700). However, the result is not statistically significant, leading to the acceptance of the null hypothesis. The key challenges were public misinformation (M = 3.82), lack of digital monitoring infrastructure, and fragmented regulatory coordination. The ILD-DA RFO IV-A has a strong foundation for biosafety and biosecurity, but strategic interventions are needed to address the gaps in resource allocation, digital monitoring, and inter-agency coordination. A recommended action plan is suggested to reach full and sustainable compliance, covering capacity building, policy harmonization, and improved risk communication.

2Assessing the Relationship Between Entrepreneurial Resources and Competencies Controlling for Entrepreneurial Improvisation in Select Micro and Small Businesses
Ernell B. Gutierrez, Eden U. Alberto, Edgar L. Chang, Jayson C. Jucom, Ramon L. Marticio

Sustaining resources has been a challenge for businesses, particularly those highly dependent on raw materials derived from the natural environment. The roles of competencies and improvisation are crucial in adapting to and sustaining entrepreneurial activities, including, but not limited to, production, sourcing, and operations. Thus, this research is conducted to determine and assess the extent of entrepreneurial resources, entrepreneurial competencies, and entrepreneurial improvisation among select micro and small businesses. The research is descriptive and correlational in nature. The simple mean is used to assess the extent of entrepreneurial practices in terms of Resources, Competencies, and Improvisation, while Partial Correlation is used in determining the relationship between resources and competencies while controlling for business improvisation. Results revealed that for Entrepreneurial Resources, the select businesses agreed on the importance of resources with respect to entrepreneurial activities, specifically for Financial, Human, Physical, and Environmental. At the same time, Strong Agreement is expressed on Entrepreneurial Competencies, specifically for Systematic Planning and Monitoring, Opportunity Seeking, Goal Setting, and Persuasion and Networking. Lastly, a Strongly Agree is also expressed on Improvisation specifically for Ingenuity and Adaptability. Entrepreneurship requires various factors that contribute to its success and sustainability, such as Resources, competencies, and the ability to improvise, which must be present in all entrepreneurial activities. With regards to the relationship between Entrepreneurial Resources and Competencies when controlled by Entrepreneurial Improvisation, the results revealed a significant and strong positive relationship.

3The Use of Real-World Application in Technology and Livelihood Education Instruction in Relation to Students’ Performance
Jelly Sicangco, Bernardo Rivas, Romulo Navarra, Cynic Tenedero

This study used the real-world applications in Technology and Livelihood Education (TLE) instruction at Cluster 4, Division of Las Piñas, Philippines. A quantitative descriptive-correlational study was utilized with sixty-one (61) TLE teachers. The results show that most of the young female respondents specializing in Home Economics and Industrial Arts have moderate exposure to professional development. The integration of real-world applications in TLE is hindered by a combination of institutional, logistical, and pedagogical challenges. The most critical barriers, including time constraints, large class sizes, resource limitations, and insufficient training, point to systemic issues that need to be addressed to enhance the effectiveness of TLE instruction. Additionally, challenges related to curriculum design, administrative support, and student preparedness highlight the need for a more holistic approach that considers not only teachers’ competencies but also the broader educational environment. Addressing these challenges may require curriculum adjustments, increased funding, enhanced teacher training, and stronger administrative support to create a more conducive learning environment for real-world applications in TLE.

4The Impact of Cultural Integration to the Academic Performance of Muslim Students
Eloisa Donato Pua, Lurida D. Ramos, Cynic Tenedero

The Muslim migration to predominantly Christian urban areas of Bacoor City rendered some repercussions such as psychological, social, and educational impact on their children who have to adjust to their new-found school often administered with less sensitive policies and programs resulting in difficulties in their academic performance. The study focused on the extent of the cultural integration of the 219 third-year Muslim students from different high schools in Bacoor City in terms of lifestyle, social support, family life, cultural cynicism, and academic performance. It was found out that the extent of cultural integration in terms of lifestyle, social support, and family life is high. However, cultural cynicism just resulted to average. The academic performance of the respondents ranges from 85% to 89% described as very satisfactory. However, significant and negative correlations were found between cultural integration and academic performance. Regression weights confirming the predictive value of cultural cynicism to academic performance were likewise noted. It was proposed that the Guidance Program offered to Muslim students and other indigenous students be culturally sensitive.

5Balancing Growth and Equity: Exploring Generation Z's Perspectives on Minimum Wage Policy and the Adoption of the Singaporean Model in the Philippines
    Severo Jr. C. Madrona

This study investigated Generation Z's perspectives on abolishing the minimum wage in the Philippines and their understanding of the Singaporean Progressive Wage Model (PWM). Utilizing a descriptive survey research design, the study distributed a structured questionnaire to a stratified sample of 600 respondents born between 1997 and 2012. This approach ensured diverse demographic representation across gender, socioeconomic status, education level, and geographic location. Findings indicate a pronounced resistance to the elimination of the minimum wage, with widespread concerns over potential economic instability and increased wage disparity under alternative models such as the PWM. Nonetheless, the PWM received favorable evaluations for its potential to enhance stability (75%), employment conditions (60%), and worker well-being (45%). Conclusively, the study underscores the necessity for improved public education concerning wage models and advocates for policy adjustments tailored to the local socioeconomic landscape to address Generation Z's concerns effectively. Such strategic initiatives are essential for cultivating a more inclusive and equitable labor market.
