A dated public record of a hypothesis complex (the Imperium–Actus Hypothesis, H-arrival-0/1/2/3, Hinges A′/A, H-sun) that arrived outside the registered sacred-economic sample during the drafting of Ethical Ontology, Volume II, on 9 August 2026; its non-opening under the deposited Hypothesis-Emergence and Later-Test Protocol (condition 1, independent emergence, unsatisfiable; nothing opened; the operative register remains empty); the binding firewall under which Volume II Chapters 11–17 are drafted (declared knowledge; named maximum-exposure seats); and its routing to Volume III, executed by the accompanying Integration Ruling and Amendment Pass. This deposit exists so that every subsequent act of the volume is auditable against declared rather than undeclared knowledge.
The public execution chain of the Arrival Declaration V1.10 deposit, completed on external review of the same date: the executing instruments named in the Integration Ruling (the Volume III V14 Amendment Blueprint, the Chapter 17 scholion commission, the reading programme) in their corrected versions, together with the errata-and-binding-controls note that (i) records two deposited fossils, (ii) clarifies that the routing is a series-governance ruling with Emergence Protocol §9 as analogy rather than operative authority, (iii) recasts the annihilation claims prospectively, (iv) fixes corroboration/attestation, NPT, MAD, divide-et-impera, and Station-0 stratification controls, (v) imposes four separate verdict-classes on every chain-link, and (vi) partitions the discovery corpus from a test corpus fixed by list before further reading. The Declaration V1.10 stands unaltered.

The African continent has been found in conflicts and insecurity for the last years.Attempts have been made to prevent and resolve some of these conflicts and the continent meet some achievements in the area particularly when AU formulated the concept of the African Peace and Security Architecture (APSA), which is considered as a new promising African security initiative.However, the APSA is challenging some hindrances.The article is therefore centered on the achievements and challenges the APSA.The continent leaders have come to the realization that unless Africa puts in place the appropriate effective measures and mechanisms to prevent, manage and resolve conflicts more seriously than ever before, Africa would continue to bear the disastrous effects of conflicts.
