Исследование посвящено системному анализу диагностики профессиональных компетенций педагогических и управленческих работников в Российской Федерации – как инструмента государственной образовательной политики, обеспечивающего высокое качество образования в едином национальном образовательном пространстве. На основе критического обзора отечественных и международных исследований установлена прямая связь между уровнем профессиональной компетентности педагогов и образовательными результатами обучающихся, что служит основанием для концептуального обоснования необходимости регулярной диагностики компетенций педагогических и управленческих работников. Методология проведения диагностики профессиональных компетенций служит предметом исследования – идеология, концепт диагностики, система мотивации, организационная схема проведения, качество контрольно-измерительных материалов, направления применения результатов диагностики. Отдельным вопросом стоит диагностика профессиональных компетенций управленческих работников образовательной организации. Образовательная организация, как уникальная социально-экономическая система, соединяющая участников образовательных отношений – педагогических работников, обучающихся, родителей, органы управления на муниципальном и региональном уровнях, и одновременно основным элементом системы, реализующем государственную политику нуждается в профессиональном управлении. Современные условия требуют от управленческих работников в сфере образования умения управлять изменениями, грамотно распределять ресурсы, эффективно взаимодействовать с коллективом и органами управления, поэтому диагностика профессиональных компетенций позволяет определить степень соответствия управленческих работников профессиональному стандарту и ожиданиям государства и общества. Прослеживается эволюция подходов к оцениванию с советского периода до настоящего времени, включая развитие нормативно-правовой базы аттестации и диагностики, а также трансформацию научных и практических подходов к типологии и структуре диагностируемых компетенций. Рассматриваются процедуры, инструменты и организационные формы диагностики, применяемые на федеральном и региональных уровнях, а также данные международных сравнительных исследований педагогических и управленческих работников. Обозначаются перспективы дальнейшего развития системы диагностики профессиональных компетенций педагогических и управленческих работников. This study provides a systematic analysis of professional competency assessments for teaching and management staff in the Russian Federation as a tool of state educational policy, ensuring high-quality education within a unified national educational system. A critical review of domestic and international studies establishes a direct link between teachers' professional competence and students' educational outcomes, providing a conceptual basis for regularly assessing the competencies of teaching and management staff. The research focuses on the methodology for assessing professional competencies, including the ideology, concept, motivation system, organizational structure, quality of assessment materials, and applications of the assessment results. A separate issue is the assessment of the professional competencies of management staff within an educational organization. An educational organization, as a unique socioeconomic system connecting participants in educational relationships–teaching staff, students, parents, and municipal and regional governments–and simultaneously a key element of the system implementing state policy, requires professional management. Modern conditions require educational managers to be able to manage change, effectively allocate resources, and effectively interact with staff and governing bodies. Therefore, professional competency assessments help determine the extent to which managers meet professional standards and the expectations of the state and society. This article traces the evolution of assessment approaches from the Soviet period to the present, including the development of the regulatory framework for certification and assessment, as well as the transformation of scientific and practical approaches to the typology and structure of assessed competencies. The article examines the procedures, tools, and organizational forms of assessment used at the federal and regional levels, as well as data from international comparative studies of teaching and management staff. Prospects for the further development of a system for assessing the professional competencies of teaching and management staff are outlined.
Objective To explore the long-term persistence of COVID-19–related impairment and the ability to work after the acute phase of the illness. Method The 19,101 COVID-19 workers' compensation claims filed between January 1, 2020, and December 31, 2021, with follow-up to May 31, 2022, were analyzed. Results The average time lost from work decreased from 77 days in the first quarter of 2020 to 9.2 days in the fourth quarter of 2021, and the proportion of claims with 30 days or more of lost time decreased from 40.4% to 2.8 days in the same time frame. Conclusion COVID-19 indemnity claims filed in later quarters of the SARS-CoV-2 pandemic have much lower average time lost from work and lower proportions of workers' compensation claims with more than 30, 60, and 150 days of lost time compared with earlier quarters.
This chapter provides an overview on the potential benefits of gas discharge tube switches and circuit breakers as an enabling technology for medium- to high-voltage direct current power systems. High-voltage, high-power gas tubes are a recent development in a long line of proven gaseous electronic devices for power conversion and transmission systems that includes thyratrons and mercury-arc rectifiers and valves. In their present state of development, they are best suited for high-voltage (up to 500 kV), moderate-current (up to 1000 A) applications. Electrical opening and closing times are both fast (<5 μs), and the devices are compact and amenable to high-temperature operation. The device capabilities and critical design criteria are discussed with a view toward target applications that would appear to benefit from implementation of this technology. We also outline the key technical challenges to make gas tubes viable in various electric power system applications.
Asset management strategies for industrial process plants and utilities are based on inspection and test programs to periodically evaluate the progression of life consumption. A common shortcoming of such plans is that they are static and offer little flexibility for adaptation based on the actual operating experience. Data to improve these asset management plans is available from a variety of sources. Consolidating the data from these different sources is challenging but represents an opportunity for smart service providers to improve their offering and for operators to increase their production in a safe and reliable manner. Over the years, General Electric (GE) has been applying a variety of asset management technologies to improve power plant life and performance for their customers. These methods consider various inputs including equipment design knowledge, asset condition assessed from real-time monitoring and inspection data, and lessons learned from repairing, operating and maintaining thousands of assets globally. Risk-based inspection (RBI) represents a next generation of inspection and life management approaches. RBI is a consistent decision-making technique, which uses risk as a proxy for "asset condition," to manage the scope and frequency for the different activities in an asset life plan. This paper shows how GE has used RBI to perform risk-based health and life assessments for steam turbines and generators in power plants. The method has been used on several steam power plants around the world, to help operators of ageing steam plants make the right decisions to successfully navigate the global energy transition.
