
From the perspective of maximizing the economic growth rate, this paper examined the optimal size of China’s fiscal expenditure with theoretical and empirical methods. First, the paper established a Consumption-Crowed Public Goods Model, based on which it further estimated that during the period of 1978-2006, China’s optimal size of fiscal expenditure is about 18.6-22.3 percent of GDP. Judging by this optimal criterion, it finally divided China's policy development into three stages: (1) the higher-size stage (1978-1992); (2) the lower-size stage (1993-1999); (3) the optimal-size stage (2000-2006).
GIS(Geographic Information System) is an emerging technology which forms along with the information technology development, and has become a hot of scientific research. As an important component part of the information industry, the pillar industry in 21th's century, GIS Industry greatly affects national comprehensive capability and defense safety. Its application domain is also unceasingly expanding more importantly. After introducing the concept of GIS and relevant knowledge, this paper emphatically introduces the development history of GIS and the present industry situation in China.
A group-based polling algorithm is proposed. The results of our theoretical analysis show that the performance of the algorithm proposed is better than that of dynamic frame slot ALOHA algorithm, backtracking binary-tree searching algorithm and polling algorithm if the tags in the same group are numbered continuously. When a specific group of tags are identified, the performance of the algorithm proposed is much better than that of other algorithms. Comparative simulation experiments on the four kinds of anti-collision algorithms are conducted using Matlab7. Experimental results further verify the performance advantage of the group-based polling algorithm.
The background of the laboratory information management system and the advantages are introduced at first. Combined with the conditions and requirements in Laboratory Information Management system, a laboratory information management system based on B/S structure was developed by Web Server technique. Subsequently, especially introduces the analysis, design, and development of the network experiment information management system. Analysis system function detailed, described the logic structure of the system, and recommended the mode of the systematic data to design, provide some procedure source codes. Finally, systematic innovation is introduced, and a valid means for developing dynamic management, the sharing data and the dealing with information was provided and achieved. The development results show that it can make good use of the information, and deploy the information rationally.
For the limited method and study on the service area division of the regional market town system, this paper comprehensively analyzes and evaluates the different factors affecting the space service area division of the regional market town system, with AHP and comprehensive fuzzy evaluation. Those factors are concluded as generalized costs and market town attractive factor, to represent the comprehensive attraction for single market town to its space service area, after establishing service area division model based on the gravitational model, the weighted voronoi diagram and the discrete generation algorithm are introduced on the Marine GIS platform to realize the precise dynamic division of the regional market town system. At the same time, considering the regional village distribution and market town demand distribution, we can calculate the actual operation demand of each market town. Practical example shows that the proposed method is able to meet the requirements for the market town planning and can offer the reference to the decision making for administrative departments in the number, scale, location, layout and service area expanding of the market town.
With the increased application of informationization, China's enterprises are facing tremendous challenges in this informational economy era, and the information strategy of enterprises is an important means for them to respond the challenge. This paper first introduces the situation about the information strategy of enterprises both at home and abroad, finds out the major problems in the implementation process of the strategy in our country through the comparison, then probe the strategies and implementation steps for our enterprises information strategy after analyzing and sorting out the theories of the strategies of enterprise information.
Overlapping is introduced into the research of coupling tasks in concurrent product development process. With this way, concurrent product development process can be optimized, and product development cycle can be cut down. During research of overlapping coupling tasks, sequence of upstream and downstream is one of the most important factors to influence the number of iterations, the quantity of exchange information between tasks, the period of development, and the cost from development process. The process model of overlapping coupling tasks is built with structure design matrix. It can simulate the period of concurrent product development process, and get the duration of iteration process. Based on the process model, Gaussian elimination solution and iteration character of coupling tasks are taken into account, and the method to decide the upstream downstream sequence of overlapping coupling tasks is developed. Finally, the method is validated by an engineering example from a certain type of Turbochargers' development project.
The aim of the present study was to analyze the contribution rate of personality characteristics and parental rearing styles to internet addiction disorder (IAD) by component factors algorithm from 42 IAD vocational students. The study also explored which factor was more efficient to Internet addiction Disorder. The study used the Minnesota multiple personality tests Inventory (MMPI), including 10 clinical subscales and 7 additional scales, and Egna Minnen Barndoms Uppfostran (EMBU), including 6 subscales of fathers’ rearing and 5 of mothers’ rearing; totally 28 efficient subscales. The influence of Parental rearing style is more significant than that of teenagers’ personality on Internet addiction behavior. Variety of personality factors plays a secondary and cooperating role among the development of internet addiction behaviors.
Developing an integration management system for business continuity, records and knowledge (IMS of BRK) is beneficial to the collaboration, optimization and innovation of business continuity management system (BCMS), records management system (RMS) and knowledge management system (KMS) for organization. Comprehensive research and development requirements along with a cogent framework, however, have not been proposed for integrating three of them, which were proposed independently. Based on situational analysis of cross boundaries integration feasibilities in terms of common understandings, general principles and best practice frameworks from relevant national and international standards, this paper proposes integration thinking to combine the advantages of the three paradigms to sustainable competitive advantages; supported by international best practices, the authors propose an integration route covering five levels of integration framework, two integration approaches and three integration controls for dynamic accumulation, sharing and exchange of evidence, memory and knowledge in digital world and global competition.
Irrational use of water resources in Karst regions, resulting in the fragile environment for further deterioration, native vegetation degradation, soil erosion, desertification intensified, frequent occurrence of floods, therefore, it is import to explore the methodologies to accurately simulate the water cycle process in Karst river basin. The paper applies local sensitivity analysis method and LH-OAT algorithm to distributed hydrological simulation of Karst river basin, finds out the most sensitive parameters, simulation results has improved significantly, the Nash efficient coefficient increases from 0.3 to 0.7, and the difference of annual runoff in each year is less than 15%, provides a good suggestion for the future construction and application of distributed hydrological model in typical Karst watershed, which has significant scientific meaning.
The shaping of the buyer’s market and the increasingly throat-cutting competition both serve as the key reasons for the account sale being the essential selling means for enterprises, but what cannot be ignored is that fast and blind account sale not only brings without expected earnings, but also causes loss because of the defaults of the target companies. On the other hand, the disappearance of market opportunities at any time doesn’t permit the longer decision time for tally companies. Therefore, when confronted the account sale opportunity, it is meaningful to choose a correct decision at the right time for tally companies. In this paper, under information entropy and dynamic planning theory, the probability of contract-violated enterprises relevant to the tally company along with the disappearance probability of market opportunities would be fully taken into consideration, decision model on optimal stopping of the account sale under imperfect information has been established. Meanwhile, we conclude the decision rules in order to enhance the scientific probability and the accuracy of the decision.
In order to diagnose and obviate faults of the radio compass, an intelligent fault diagnosis expert system based on the PC/104 computer is presented in this paper. By using the technology of the blurring nerve network, the fault converse illation, knowledge database and so on, the system reliability and flexibility is greatly enhanced. The testing results illustrate the readings relative errors of the system data acquisition and parameter simulation are lower than 0.5%, the veracity of fault isolation is 96%, the direct current power
In the informational process of education, in order to solve the hard problem of sharing and integrating of heterogeneous educational resources, to build a loose and couple Web Service integration model via WSDL, SOAP, XML, and put forward the solution of dynamic education resources sharing platform based on Web Service. The system design implementation show that the educational resource sharing platform can compatible the existing environment of software and hardware and realize the loose and couple collaborative and active integration of the educational resources, which has the character of encapsulation, openness, integration and extensibility. The design plan of distributed heterogeneous educational resources sharing platform can realize the inter-connection, inter-communication and sharing, reduce the cost of education information and speed up the process of education information, which is an advanced and effective technology.
The work of tax revenue forecast is very important. Current revenue forecast system in our country has just begun, so compared with foreign country, there is a larger gap. Theutility of tax forecast system is still relatively low-level for decision-making reference. In this paper, we propose an intelligent forecast system. By means of advanced machin elearning methods, via establishing of more scientific predictive analysis model on non-linear data, the system can process noisedata, and realize real-time forecast and model learning on line, as well as establish a prediction, analysis model with learning function. So the model can be adjusted timely according to the data in history or just recently emerged, to improve prediction accuracy, and to predict the data unable to be collected for directing our work. Via the factors in great events the system learns to predict the impact analysis.
Assisting analysis model of supermarket site-selecting is established by combining GIS technology and gray appraisal theory. The model includes the sub-models of location-fitness analysis, candidate-site selecting-optimizing and GIS-assisting analysis. Based on the models or sub-models, assisting decision-making system of supermarket site-selecting has been developed. Eventually, the practice has proved that the assisting decision-making system is totally superior to the traditional ones. The function of powerful data managing and analyzing of GIS lets the policy-makers make decisions according to most abundant data. Visualized manifestation of GIS could make the policy-makers find out where the problems are, and how to raise the decision-making level. The establishment of supermarket assisting decision-making system makes the site-selecting more direct, more scientific, and easier to operate, which can improve decision-making efficiency, and reduce its risk degree.

At the sametime, the current situation of the country wetlands facing and cause to cause were critical. The wetland resources are the wealth of mankind's survival source. Its existence and healthy development were conditioned. Unreasonable and excessive use can cause the development of wetland degradation and environmental degradation, eading to the occurrence of natural disasters. If the degradation of wetlands take place, rehab is difficult and almost irreversible. The consequences could be devastating. Therefore, we should do our best to study, to protect and to administer wetlands efficaciously.
Dynamic characteristics are one of the important properties of temperature sensor; improving the dynamic characteristics of temperature sensor is the fundamental purpose of dynamic calibration. In this paper, the author has established a dynamic characteristics testing system based on an analysis on temperature-sensor calibration method, and proposed a new method for testing the dynamic characteristics of surface temperature sensor by using high-power high-frequency modulation CO2 laser as driving source. Test on the dynamic characteristics of Butt-Welded thermocouple (manufactured by OMEGA Company) shows that the response time of Butt-Welded thermocouple sensor is 41.6 ms, it is in consistent with the given response time. This proves that the high-power high-frequency modulation CO2 laser can be used as the heating source in testing the dynamic characteristics of transient surface high-temperature sensors.
This research using the technologies of the network communication, data encryption and H.264 video coding and decoding, studies and develops a real-time video conference system with self-adaptive network bandwidth. The advantages of it contain three aspects: designing a method of balancing each node’s network bandwidth, in the environment of the Wide Area Network; improving the concrete realization of X.264 to H.264 coding and decoding, enhancing the video display quality and transmission speed efficiently; combining the network video conference system with e-government to devise and develop a new system with high applicability and more functions. The system greatly improves the efficiency of management work and reduces the waste of manpower and material resource. Meanwhile, it enhances the comprehensive service level of the management department, makes the government work more scientific and modernization.
In order to improve the platform portability and efficiency of the web services composition methods, the web services composition approach based on model-driven is put forward, and the composition process is divided into service selection, composition definition, composition analysis, model transformation. The MWSC (model-driven web services composition) platform is designed. Finally taking advantage of mapping relations between the metamodels, transformation between source and target models is achieved.
