
SummaryWith the current sovereign debt crisis, the incompleteness of economic integration in the Economic and Monetary Union (EMU) has become patent, leading to an intense debate among academics and policy makers. Much of the debate concerns fiscal rules and austerity measures, both of which weigh on growth prospects. In this paper we look at the main structural shortcomings of EMU through the lens of general equilibrium theory. We address two issues (international sharing of macroeconomic risks and coordinated growth stimulation) which are at the heart of the sustainability of EMU. We propose: (A) a specific scheme for mutual insurance of macroeconomic risks; (B) locating responsibility for demand policies at the EMU level, with ambitious investment programs (public, or fiscally-neutral private) as main instrument.
Cet article vise à déterminer les facteurs susceptibles d’expliquer le niveau de maîtrise du français écrit par les primo-arrivants en âge de travailler, sachant que peu de recherches ont été réalisées en France à ce sujet. L’originalité de cet article réside dans l’estimation d’une frontière stochastique de production afin d’expliquer les scores en français écrit des primo-arrivants (considérés comme producteurs de leurs propres compétences) et leurs performances productives. Les principaux résultats mettent en avant que la langue maternelle, l’âge au moment de l’immigration, le diplôme de la mère et la vie sociale sont des éléments qui influencent l’efficacité de cette production. Ils jouent un rôle essentiel dans la capacité des primo-arrivants à utiliser efficacement leur durée de présence en France et leur durée d’éducation scolaire, considérées comme les principales ressources dont disposent les primo-arrivants pour produire de la compétence dans la langue du pays d’accueil. How large should a monetary policy committee be? Which voting rule should a monetary policy committee adopt? This paper builds on Condorcet's jury theorem to analyse the relationships between committee size and voting rules in a model where policy discussions are subject to a time constraint. It suggests that in large committees majority voting is likely to enhance policy outcomes. Under unanimity (consensus) it is preferable to limit the size of the committee. Finally, supermajority voting rules are social contrivances that contribute to policy performance in a more uncertain environment, when initial policy proposals are less likely to be correct, or when payoffs are asymmetric.
Dans ce papier, nous caractérisons l’équilibre d’un marché duopolistique en présence d’externalités publicitaires. Nous montrons que la distinction pertinente n’est pas entre des externalités publicitaires purement positives et des externalités purement négatives mais entre des externalités fortement positives et des externalités faiblement positives ou négatives. En outre, nous montrons que, selon l’intensité des externalités publicitaires et le coût de l’agence publicitaire, soit les deux annonceurs sont actifs sur le marché, soit l’un des deux monopolise le marché publicitaire. Dans ce dernier cas, sous certaines conditions, l’annonceur actif évince même son rival du marché des produits. Ainsi, la publicité et les externalités qui en résultent peuvent être à l’origine d’une situation de monopole, aboutissant ainsi à un équilibre asymétrique à partir d’une configuration initiale symétrique.
This paper aims to identify factors explaining the level of proficiency in written French by immigrants in working age, knowing that few research has been conducted in France on this issue. The originality of this paper is the stochastic production frontier model to explain the scores in written French and the productive performance of immigrants (considered as producers of their own skills). The main results show that mother tongue, age at immigration, social life and mother's diploma are elements which influence the effectiveness of this production. They play a crucial role in the ability of immigrants to use effectively their duration of stay in France and their length of education, considered as the main production factors for new corners to produce skills in the host country's language.
While the recent spike in commodity prices revived the debate on the endogenous versus exogenous fluctuations explanation, we show in this paper that the two phenomena are present together in the dynamics of the monthly cotton prices. Our application of chaos detecting tools (correlation dimension, Lyapunov exponents) on the price series shows the existence of auto-generated fluctuations. But the ARCH effect test also confirms the existence of randomness. So we used a combined model of chaotic stochastic processes (Mackey-Glass - EGARCH) inspired by the theory of heterogeneous agents to reproduce the prices' characteristics. Our results suggest that the complex dynamics of prices could be caused by the heterogeneity of farmers' expectations.
This article analyzes the way in which Keynes and the Keynesians asked the question of the choice of unit of measure of macroeconomic aggregates. Underlining the narrow relationships which exist between Keynes’s lectures of 1933 to 1935, and the diverse versions of the model IS-LM, it shows that the problems arise from the way Keynes approached this problem. To argue about the monetary value of the aggregates leads to the dichotomizing of the model, and does not allow us to analyze correctly the interdependence of the labor market on one hand, and the goods markets and the money market on the other. The model, so formulated, does not allow for the rigorous treatment of the effects of a variation of the monetary wage. It leads to the erroneous belief that there necessarily exists a full employment equilibrium if the monetary salary tax is flexible.
We introduce the concept of carbon footprint into an aggregate demand and supply model with imperfectly competitive price and wage formation. We analyse the properties of the short-term macroeconomic equilibrium in the presence of a climate policy, which may take the form either of a carbon tax or of quotas of pollution permits. We show that in the short run climate policy (or its strengthening) is simultaneously a negative aggregate supply shock and a positive aggregate demand shock. It is thus inflationary but it has an ambiguous impact on aggregate economic activity and employment: it will only stimulate output in an economy where nominal wages are rigid enough. In all cases, climate policy will depress real wages. We also analyse the interactions between climate policy and the usual macroeconomic policies of demand (fiscal and monetary stimuli) and supply (labour tax cut). The multiplier effects of these demand and supply policies depend on the instrument chosen for implementing the climate policy (carbon tax or pollution permits). We finally establish the conditions under which a reform combining a climate policy strengthening and a labour tax cut can reach the double objective of a lower carbon footprint and a lower unemployment rate, without reducing workers' real wages. Such a policy reform has however an ambiguous impact on the government surplus (or deficit).
RésuméDans cet article, nous étudions la forte stabilité d'une règle de vote telle que définie par Dutta et al. [2001] par l'intermédiaire de la méthode expérimentale. Dans ce sens, une règle de vote est dite fortement stable si le vainqueur de l'élection reste inchangé après une tentative de manipulation par candidature stratégique d'un candidat potentiel. Dans le cadre d'une élection avec trois candidats en lice et d'un électorat de petite taille, nous évaluons de façon expérimentale les fréquences de la forte stabilité des règles de vote parlementaires et de la pluralité.
La concurrence dans une enchère multi-unitaire est mesurée à la fois par le nombre d’enchérisseurs et par la quantité demandée par chacun, rapportée au nombre d’unités en vente. Pour le même degré de concurrence (demande agrégée et offre identiques), nous pouvons observer différentes structures de demande. Celles-ci ont-elles un impact sur l’efficience de l’enchère et le revenu du vendeur ? Il est essentiel de mieux comprendre l’impact de la structure de la concurrence sur la performance des enchères multi-unitaires pour pouvoir faire des recommandations sur leur design. Des résultats théoriques montrent sur un cas simple, comparant une enchère à prix uniforme avec 2 enchérisseurs ayant chacun une demande de 6 unités et une enchère avec 6 enchérisseurs ayant chacun une demande de 2 unités, qu’il existe une multiplicité d’équilibres conduisant à des performances différentes. Des expériences en laboratoire sont conduites pour comparer la performance de ces deux enchères. Les résultats indiquent que, pour un même degré de concurrence, le vendeur obtient un revenu espéré supérieur avec une variance plus faible lorsqu’il fait face à un grand nombre d’enchérisseurs demandant peu d’unités chacun. Nous montrons que ce résultat est obtenu sans effet significatif sur l’efficience allocative. Classification JEL : C92, D4, D44.
Cet article s’intéresse au rôle incitatif des promotions. Il propose un modèle théorique simple où les candidats ne connaissent pas avec certitude le type de l’évaluateur chargé par l’Organisation d’évaluer les candidats et de choisir qui sera promu. L’évaluateur peut être de deux types : aimant le pouvoir ou bien agissant éthiquement. On montre alors que, quel que soit le type de l’évaluateur, il se produit une promotion contraire, le terme « contraire » signifiant ici injuste et/ou inefficace. L’injustice est liée à l’existence possible d’un évaluateur aimant le pouvoir. En effet, à l’équilibre Bayésien Parfait séparateur, un tel évaluateur promeut un candidat choisi parmi les moins compétents afin de signaler son type et ainsi induire un comportement de cour de la part des candidats à une future promotion. Quant à l’inefficacité, elle survient à l’équilibre avec les deux types possibles de l’évaluateur mais sous des formes différentes : soit l’inefficacité résulte de l’activité de cour des candidats, soit elle est due au découragement de certains candidats. SummaryMobility across countries is often suspected to affect the coexistence of different social insurance systems. A wide variety of social protection systems exist within the EU. Some are of Beveridgean inspiration (with universal and more or less flat benefits), while others are mainly Bismarckian (with benefits related to past contributions). Concerns about the sustainability of the most generous and redistributive (Beveridgean) insurance systems are often based on the assumption of (near) perfect and costless mobility. In reality, labor mobility remains limited. Such low levels of migration rates could, mistakenly, lead to the conclusion that migration would currently not be affecting the redistributive social insurance systems. We address this issue in a two-country setting, where mobility is costly and where individuals differ in mobility cost (attachment to their native country). A Bismarckian insurance system is not affected by migration while a Beveridgean one is. Our results suggest that the race-to-the-bottom affecting tax rates may be more important under Beveridge-Beveridge competition than under Beveridge-Bismarck competition. Finally, we study the strategic choice of the type of social protection. We show that Bismarckian governments may find it beneficial to adopt a Beveridgean insurance system.
Summary Using cross-sector and cross-country data, this paper evidences that rent seeking influenced the allocation of CO 2 emission permits in the two first phases of the European emissions trading scheme. Industry lobbies effectively used the 'job loss' and 'competitiveness' arguments, as unemployment proxy variables significantly impacted the allocation in both phases, and carbon intensity influenced it in the second phase. The countries that adopted a partial auction scheme also gave relatively more permits and in particular to the politically more powerful sectors. This suggests a compensation mechanism and supports the assumption of a political tradeoff between the quantity of permits issued and the decision between free grant and auction. It also confirms that the initial allocation is not neutral in the presence of special interest lobbying.
Since 2008, the euro area unemployment rate has increased constantly, while this economy's GDP was the same at the end of 2012 as it was in 2008. The recent trend of aggregate economic activity in this area illustrates the risk that an economy leaves its stability corridor, in which it usually progresses in a cyclical way, to enter an area of turbulence. In this area, the automatic stabilizers have weak feedback forces. To examine this kind of situation in a theoretical framework, this paper presents a model that relies both on Leijonhufvud's corridor and on Harrod's instability principle. This model allows a threshold to be defined beyond which the economy runs the risk of entering a cumulative process of simultaneous declines in growth and employment. However, the existence of such a process requires unemployment to have a sufficiently direct effect on the growth in aggregate demand, as seems to be the case nowadays.
Cet article examine comment les effets destructeurs d’un arrêt soudain des entrées de capitaux étrangers sont atténués dans une petite économie ouverte ayant un secteur touristique important. Dans ce cas, le poids économique des secteurs produisant des biens échangeables internationalement, qui sont spécialement vulnérables à une hausse du coût du capital étranger, est plus faible. La baisse des prix des biens non échangeables internationalement, résultant de l’arrêt des entrées de capitaux, a pour conséquence d’attirer davantage de touristes, dont les dépenses atténuent cette baisse et facilitent un redéploiement de l’économie vers des secteurs produisant ces biens. Ces effets stabilisateurs augmentent avec l’élasticité prix de la fonction de demande de tourisme c’est-à-dire quand les services offerts aux touristes dans l’économie étudiée sont substituables à ceux proposés par d’autres destinations.
La crise économique et financière actuelle a causé de nombreuses pertes d’emploi, à la suite de différents mécanismes d’ajustement dans les entreprises domestiques et les multinationales. Ces mécanismes s’opèrent soit au travers de fermetures d’unités de production, soit de réductions d’effectifs par des entreprises qui continuent à opérer. Cet article évalue l’importance de ces deux processus en comparant les multinationales et les entreprises domestiques belges au cours de la période précédant la crise (1997-2008). L’analyse économétrique réalisée utilise des données individuelles d’entreprises. Nos résultats font apparaître que les multinationales ont tendance à quitter plus fréquemment le marché local que les entreprises domestiques présentant des caractéristiques comparables. Par ailleurs, les multinationales en activité sont confrontées à des coûts d’ajustement de l’emploi des travailleurs en col blanc qui sont environ deux fois moins élevés que ceux supportés par les entreprises domestiques. Nos résultats suggèrent donc que les multinationales sont plus flexibles tant sur le plan de la localisation que de l’ajustement de l’emploi. Toutefois, le processus d’ajustement a pu jouer dans l’autre sens. En effet, avant la crise, les multinationales étrangères ont créé en moyenne plus d’emplois que leurs concurrentes domestiques. This paper analyses the structure of water supply costs in Cote d'Ivoire municipalities using a panel of water utilities. Considering water utilities as multi-output monopolies providing jointly two goods (billed water and lost water), we estimate a multi-output translog cost fonction using duality between production and cost function. We compute several measures of return to reveal that, at the mean level, Ivorian water utilities operate with constant return to scale. But, ranking our production units by size using various criteria, it clearly appears that it is more profitable for the water operator to increase its production and connection in most small and medium utilities. Moreover, the presence of significant economies of scope reveals that the jointly production of the two goods considered in a certain degree is more beneficial than improving the network return. Finally, the estimated marginal cost at the mean is higher than the marginal prices of the first blocks of the tariff system.
SummaryThe purpose of this paper is to investigate the mutual compatibility of voluntary provision of public good and strategic behavior of consumers in the market for private goods. We study the existence of equilibrium private provision of a public good within general strategic equilibrium framework with a finite number of players. The mechanism for the provision of public good follows the one due to Bergstrom, Blume and Varian (1986) and the trading mechanism for private goods follows the strategic market game with wash sales due to Dubey and Shubik (1986). The new result of the paper is the demonstration of existence of an equilibrium point in pure strategies for finite number of players. Due to the existence of trivial equilibria at which all markets are closed, equilibrium points are constructed as limits of sequences of ε- equilibria of perturbed games.
Pourquoi les épargnants français achetaient des titres étrangers avant 1914 ? Une décomposition des bénéfices de la diversification Cet article étudie si les épargnants français d’avant 1914 achetaient des titres étrangers pour leur plus forte rentabilité ou à cause de leur faible corrélation. En utilisant les outils de la Théorie Moderne du Portefeuille, le bénéfice d’une diversification internationale est scindé entre ces deux composantes grâce à une hypothèse contrefactuelle de parfaite corrélation. Cette approche permet une mesure originale du rôle respectif de la plus forte rentabilité étrangère et de la faible corrélation dans le bénéfice de diversification. Il apparaît que les investisseurs français étaient principalement motivés par la faible corrélation avec les actifs domestiques que par les rentabilités étrangères plus élevées.
