
SIP Research Team’s works are in the context of Digital Transformation and the benefits of IT in our daily life. Different systems and ecosystems are created continuously in order to enrich systems as egov, e-health, IoT, smart cars, smart cities, Ad’hoc networks, etc. SIP team members are working to tackle many challenges in terms of quality, productivity, (Big) data availability, , interoperability, management and optimization of resources and of these systems. The research works of SIP are structured on 6 topics each comprising 2 to 4 axis. Collaborations are undertaken with universities, industrial and socio-economic world through partnerships and research projects. Rich production is provided in the full text.
Growing open government data (OGD) initiatives are offering increased monetary and non-monetary benefits for various stakeholders, including governments, corporations, tech startups, civil society organizations and citizens. These benefits include conforming to regulatory-driven compliance, increased transparency, increased commercial and social opportunities for innovation and growth. A pluralist network of actors around the world is working to expand the availability of open government data by establishing the legal foundations and leveraging the technical capacity of public departments and agencies in different countries. The current context of Morocco marked by the adoption of Law 31-13 on the right to access to information and Morocco’s membership in the OGP is very suitable to develop an effective and efficient national open data strategy. The aim of this paper is to depict the state of the art and the perspectives in the light of the adoption, in February 2018, of Law 31-13 and Morocco’s recent membership in the OGP in April 2018.
The Spatial Data Infrastructure (SDI) is a platform to coordinate the exchanging and sharing of the spatial data between several actors producing or using data with spatial reference. In Morocco, massive spatial data is produced and several government agencies are feeling the urgent need for a data exchange mechanism to optimize their efforts and avoid redundant production. The purpose of this paper is to elaborate a state of the art on the SDI to illustrate the good practices and study their role in implementing a platform for sharing spatial information in Morocco. The approach consists of describing and highlighting the concept of SDI through an analysis of the existing literature. A Benchmarking study on the construction of SDI at national and international level will be conducted. Through this study, it was found that the national context presents advantages for the implementation of a Spatial Data Infrastructure and that the initiatives in progress will allow the setting up of an observatory facilitating the implementation of an SDI in Morocco.
Tracing is a key element to guarantee efficient maintenance and ease to use systems, especially for complex large scale ones like Software Product Lines. However, while developing a system or an application, tracing is not always considered as a priority, as it generates additional effort and cost. For Software Product Lines, generating trace links can even add complexity to the system. However, as part of our research on tracing in Software Product Lines, we found that adopting a targeted tracing approach is more profitable for costs and Return On Investment (ROI). Therefore, we propose in this paper, as continuity to previous publications, a detailed algorithm to implement targeted traceability links in a Software Product Line, inspired from IP routing protocols.
Nowadays, 3D city models are getting more popular day by day. Achievements in the 3D domain are notable. However, 3D modeling still faces some impediments to be generalized. New solutions such as linking 2D and 3D worlds through 2D/3D data integration should be investigated. This paper presents an overview of some realizations that have marked out the 3D modeling field and highlights some related questions that are still in the research. It presents and argues the importance of bridging the 2D and 3D worlds as a promising solution to upgrade to integrated 3D solutions in the future. This idea is supported by a case study, to demonstrate how 2D/2.5D data collected from different sources can be integrated and reengineered to match the specifications of a 3D building model compatible with the CityGML standard.
The Data, as result of the digital revolution, offers several opportunities in the field of health. Actually, appliances and applications permanently connected to humans and the global digitization of medical documents produce a vast health data: Big Health Data. This data is the subject of several projects in the world given the opportunities offered to optimize this area. The aim of this study is to explore how the combination of Health Data with geolocation can be more opportunistic and how it can be applied in Morocco. In order to achieve this objective, Health Data is introduced by describing projects and global experiences in exploiting this data from different countries, opportunities of the combination with geolocation are highlighted by citing different concrete examples, and a projection of this study on Morocco is detailed.
Nowadays, the data warehouse is recognized as the essential component of decision support systems since it ensures the best response to the decision problems of different functional areas of an organization. However, the construction and design of the data warehouse remain a very complex task which is difficult to accomplish. This complexity is mainly due to the absence of conventional techniques and methods that are recognized in the field. Thus, the present paper identifies different rules for designing a data warehouse from relational data and introduces a new method that aims to automate this process using MDA techniques and XML.
L’objectif de ce cet article consiste à décrire comment est opérée la transition d’un gouvernement électronique ciblant principalement l’efficacité organisationnelle d’une administration publique, vers une approche orientée gouvernement digital, induite par les grandes tendances des technologies digitales (big data, mobile, médias sociaux, Internet des objets et Cloud), et résultant sur une transformation en profondeur des services et des processus publics. Les principales questions d’une telle mutation sont ainsi abordées: l'adoption d'un modèle dirigé par les besoins des citoyens, l’ouverture des données gouvernementales, l'impératif “digital par défaut” et les défis liés à la sécurité numérique.
Objective of article is to measure ICTs utilization efficiency level for agricultural information acquisition. The production function of type Cobb-Douglas is served to calculate this measure. The study was carried out in Tchaourou’s commune, North East of Benin. 104 producers were randomly sampled to respond to questionnaire. The results show that the efficiency cost ICTs utilization average is around 53, 3% namely there is a wasting of the cost of ICTs utilizing approximately 46, 7%. The empiric results of estimation of the econometric model "Tobit" reveals that explicative variables affect significant the efficiency cost of ICTs utilization: age affects negatively at the threshold of 1 %, primary level of schooling and telephone portable utilization affect positively at the threshold of 1 % and group membership affects positively at the threshold of 5 %.

Context Aware Recommender Systems (CARS) have become an important research area since its introduction in 2001 by (Herlocker and Konstan, 2001) and (Adomavicius and Tuzhilin, 2001). According to the classification of Adomavicius et al. (Adomavicius and Tuzhilin, 2011), there are three main categories of CARS algorithms: pre-filtering, post-filtering, and contextual modeling ones. Surprisingly, until the year of 2010, almost no CARS modeling algorithms were proposed, even though contextual modeling recommender systems can theoretically accept more dimensions as contextual variables (Karatzoglou et al., 2010). Starting from 2010, many contextual modeling CARS algorithms were proposed, most of them are built on factorization models. In this paper, we first present a state of the art of domain independent CARS algorithms listed following a chronological order. Then we study factorization models used for the Context Aware Recommendation task and suggest some possible research directions for developing more performing contextual modeling CARS algorithms.
In the current research work “Development of a Virtual students Community to communicate with an e-learning platform”, we proposed a virtual student community (VSC) that will substitute a group of human students, which will minimize the support and organization cost. In order to make virtual students able to represent as faithfully as possible human students in their diversity, we were confronted with the notion of profile and personality type for a computer agent. This article describes the concept of our proposal for the integration of psychological profiles or personality types in the development of virtual student community
Collaborative systems Quality management discipline requires a set of assessment mechanisms to evaluate external quality characteristics influenced by environmental parameters and impacted by ecosystem factors. The present paper suggests a new assessment oriented model to assess and monitor quality performance. The proposed model, named RatQual, gives a hierarchical categorization for collaborative systems quality factors. RatQual is designed to quantify dependent-environment qualities by considering internal, external and in use aspects. This model is supported by a tool that automates the assessment process. This tool gives assistance in quality evolution planning and serves for periodical monitoring operations used to enhance and improve information system quality.

This enables, among others, business processes, rules, services and objects models to be standardized, structured, capitalized and reused. A formal information system involves astructured organization, clearly defined roles and responsibilities and therefore a rational management. The Formal is thus more structuring, segmenting and may be associated with referential and standards. However, generalizing a formalisation approach to allinformation system perspectives or all levels of granularity can inversely be fatal to the smooth running of the business, its management, and operation. Document indexing is a crucial step in the text mining process. It is used to represent documents by the most relevant descriptors of their contents. Several approaches are proposed in the literature, particularly for English, but they are unusable for Arabic documents, considering its specific characteristics and its morphological complexity, grammar and vocabulary. In this paper, we present a reading in the state of the art of indexation methods and their contribution to improve Arabic document’s processing. We also propose a categorization of works according to the most used approaches and methods for indexing textual documents. We adopted a qualitative selection of papers and we retained papers approving notable indexation contributions and illustrating significant results
Used to design applications involving step by step the customer, agile methods are increasingly adopted by development teams. It is within this theoretical framework that has been designed and piloted the project purpose of this contribution. The said project is motivated by the fact that in recent years the trainers belonging to the Office of Vocational Training and Work Promotion (Morocco) daily have recourse to a paper educational workbook to organize educational activities related to training, evaluation and student’s presence. Being on paper, it requires considerable time and, thus, affects negatively the learning progress. It was, therefore, necessary to think about simplifying its use. So we, in collaboration with a team of practitioners and the actual customer, have designed and tested a digital version of this educational tool. In the scope of Business Intelligence, planning aims to support multiple actors in their process of converging different views and issues from different domains to get a shared business planning model. It is in particular the case of business planning in local governments. A major difficulty in business planning is that each actor states her/his views and issues with a different time scale. Integrating them into a unique model that represents a common state of reality becomes very costly and awkward to manage when basing the construction of these models on discrete modeling techniques used by current tools of business planning. This article proposes a novel solution, beyond the state-of-the-art, for addressing these issues : it conceives a novel meta model based on a continuous time calculus. Through the developed approach, it allows multiple actors to integrate the different business logics of their planning domain in a shared model as well as to observe it from different time scales. This approach was implemented within a real industrial set in MGDIS following a service oriented architecture
Traditional methods were introduced in order to face the ascending complexity of software development. Plan-oriented and generally heavy-weighted, these methods have been loosing advocates in favour of new methods called Agile. These methods present certain limitations when it comes to critical projects and big teams. To benefit from both methods’ strengths and to palliate their weaknesses, Hybrid methods appeared. This paper aims to present different traditional, agile and hybrid project management methods, provide a comparison between traditional and agile methods and discuss the problem of the choice of the method to adopt for a given project.
