
The aim of the research is to find ways to enhance the competitiveness of small agrarian enterprises. The main factors influencing competitiveness include the rational use of resources, technological modernization, and innovative approaches to production. Another significant factor is the cost of production, which serves as the primary indicator of the efficiency of production processes. To optimize costs, it is crucial to develop adaptive management strategies that enable enterprises to rapidly respond to changes in economic conditions. In the face of the modern challenges confronting the agrarian sector in Ukraine, especially in the context of wartime and post-wartime periods, boosting the competitiveness of products from small agrarian enterprises takes on particular importance. Agriculture is fundamental to the country’s food security and is also an important component of economic development. The war, which has led to the destruction of infrastructure, a shortage of labor, and rising resource prices, requires agrarian enterprises to adapt to new economic and market conditions. The study employs systemic and innovative approaches to the management of agrarian enterprises, involving the analysis of internal and external factors influencing their competitiveness. The assessment of competitiveness is based on profitability indicators, efficiency of resource use, production costs, and the quality of management processes. The main outcomes of the study are the development of a set of adaptive management solutions directed towards enhancing the competitiveness of products from small agrarian enterprises. The proposed methods for optimizing production processes can be implemented without significant financial costs, which is critically important in conditions of economic instability. The conclusions of the research emphasize the importance of integrating a systemic approach to the management of small agrarian enterprises, which will improve their competitiveness in conditions of instability. Reducing production costs and increasing the profitability of enterprises through management adaptation and optimization of production processes are essential for the sustainable development of Ukraine’s agrarian sector.
Demographic tendencies in European countries, including Ukraine and Poland, are impacting the state of their pension systems. They require adaptation to changing demographic conditions, particularly through reforms of the retirement age, insurance period, and the level of minimum pension. The aim of the study is to assess the key demographic challenges in Ukraine and Poland, conduct a comparative analysis of their impact on the sustainability and efficiency of pension provision in both countries, and identify possible paths for adapting the pension system to new socio-demographic realities. The article examines contemporary demographic challenges in Ukraine and Poland and their impact on the pension systems of both countries. Demographic studies show that Ukraine is facing a significant reduction in its total population and a substantial share of pension-aged individuals within its structure. In Poland, on the contrary, there is a noticeable increase in the number of pensioners and their share in the overall demographic picture. The analysis conducted in the scientific article indicates an intense aging of the population in both countries. In Ukraine, however, the socio-demographic situation has become even more complicated due to the full-scale war, which has significantly exacerbated the existing demographic problems. It has been determined that the pension model in Ukraine, which is predominantly based on a solidarity pension system, is becoming increasingly ineffective: the deficit of the Pension Fund is growing, and the dependency ratio (the number of pensioners per contributor) is gradually approaching critical levels. In Poland, deeper structural reforms have been carried out, which included the introduction of a multi-tier pension system with elements of mandatory and voluntary accumulation. Special attention is paid to the comparative analysis of pension payments to citizens of Ukraine and Poland, the ability of their pension systems to adapt to demographic changes, and the implemented reforms in the context of ensuring financial stability. Based on the research, recommendations are proposed for improving pension policy in light of demographic trends. The results may be useful for government institutions, analytical centers, and specialists in the field of social policy.
This article addresses the increasingly critical role of human capital investment in shaping economic growth in both developed and developing countries. The relevance of the topic is underscored by the global transition towards knowledge-based and digital economies, where the accumulation of knowledge, skills, and health-collectively termed human capital has become a decisive factor for enhancing labor productivity, fostering innovation, and ensuring long-term competitiveness. Recent economic disruptions, demographic shifts, and rapid technological change have further highlighted the importance of strategic investments in education, vocational training, and healthcare. Despite notable progress in many countries, persistent challenges such as brain drain, skill mismatches, and unequal access to quality education and health services continue to undermine the full realization of human capital’s potential. These issues are particularly acute in developing and transition economies, including Ukraine, where structural transformation and sustainable development depend heavily on the effective mobilization of human capital resources. The primary aim of this article is to synthesize contemporary empirical and theoretical research on the impact of human capital investment on economic growth, while also exploring the policy implications necessary for maximizing its benefits. The study adopts a systematic literature review methodology, analyzing recent English-language articles from leading international journals indexed in scientometric databases such as Scopus and Web of Science. This approach ensures a comprehensive and comparative perspective, drawing on evidence from diverse regions including Europa, Africa, Asia and post-Soviet states. The study identifies key trends, such as the positive and statistically significant relationship between investment in education, skills development, and health, and long-term economic performance. It also highlights the importance of the timing, quality, and alignment of human capital investments with labor market needs, as well as the necessity for inclusive and lifelong learning strategies. It is emphasized that the benefits of human capital investment are cumulative and often realized over an extended period, requiring patient and sustained policy interventions. Empirical studies reviewed show that countries with higher levels of human capital tend to experience faster, more resilient, and inclusive economic growth. The study also reveals that financial development alone is insufficient to drive growth without a complementary foundation of skilled human capital, as innovation and entrepreneurship depend on the effective utilization of financial resources. Furthermore, the article discusses the specific challenges faced by Ukraine, such as demographic decline, labor migration, and underinvestment in research and development, which hinder the country’s ability to fully leverage its human capital for economic recovery and EU integration. This study emphases the need for integrated policy approaches that simultaneously promote human capital development and financial sector growth. It advocates for comprehensive reforms encompassing education, healthcare, continuous upskilling, and supportive work environments to enhance innovation, productivity, and inclusive economic development. Ultimately, the synthesis of international experience and policy recommendations presented in this study provides valuable guidance for governments seeking to design effective strategies for human capital investment as a foundation for sustainable and resilient economic growth.
The article is dedicated to the analysis of economic growth models of enterprises producing livestock products. It has been determined that there is no single universal model that guarantees success. Under conditions of limited resources and increasing demands for product quality and environmental sustainability, extensive growth models (increasing volumes by expanding resources) are ineffective and unviable in the long term. The future of animal husbandry lies in intensive models based on increasing productivity and efficiency in resource use through innovation, technological modernization, and investments in human capital. The most progressive model is sustainable development, which integrates economic efficiency with ecological responsibility and social well-being. It is determined that growth models should take into account not only economic indicators but also social responsibility and environmental impact. It is proved that the effective application of growth models largely depends on government policy. Subsidies, preferential lending, a precise legislative framework, infrastructure development, and support for scientific research are important factors that stimulate industry development and help enterprises implement their chosen growth strategies. It is substantiated that enterprises that demonstrate high adaptability to changing market conditions, speed in decision-making, and readiness for constant changes and improvements have the greatest chances for successful economic growth. Therefore, the analysis of economic growth models not only provides theoretical knowledge but also serves as a practical tool for managers and policymakers, allowing them to develop well-founded strategies, effectively allocate resources, and ensure the viability and prosperity of livestock enterprises in Ukraine and globally.
The aim of this article is to conduct a comprehensive study of the current state, problems, and prospects for the development of agrarian exports of Ukraine in light of global economic, political, and climatic challenges. This work carries out a comprehensive analysis of the theoretical foundations of agrarian exports, current trends, structural changes, and major barriers that hinder the industry’s development. A systemic approach is applied, which includes SWOT analysis, statistical data processing, and results from surveys of agrarian sector enterprises to assess competitiveness and innovative activity. Special attention is given to the role of government policy, investment support, the development of logistics infrastructure, and educational programs in forming the competitive advantages of Ukrainian agrarian exports in the global market. An author’s model for enhancing competitiveness has been proposed, which involves activating public-private partnerships, stimulating innovations through grants and tax incentives, diversifying markets and product portfolios, as well as adapting to climate change and external risks. The results of the study indicate significant potential for export growth provided that existing internal and external barriers are overcome. The practical significance of this work is in formulating recommendations for government authorities, businesses, and the scientific community regarding the development of effective strategies for agrarian exports. The proposed approaches will contribute to the sustainable development of Ukraine’s agrarian sector, enhance its competitiveness, and strengthen its positions in the global markets.
The article analyzes the current state and trends in the development of the agrarian machinery market in Ukraine, in particular the decline in sales of domestic machinery, the increase in imports, and the gradual loss of positions of Ukrainian machine engineering in favor of foreign manufacturers. One effective tool for restoring the competitiveness of market participants is identified as participation in international exhibition and fair events. The authors regard exhibition activities as a component of the marketing and communication strategy of enterprises, which allows not only to present products but also to strengthen business connections, study consumer demand, conduct equipment testing, obtain direct feedback, and enhance brand recognition. The study systematizes the main types of exhibition events, their features in the agrarian sector (seasonality, the need for equipment functionality demonstration, internationalization, and technical complexity of exhibits). Special attention is paid to the example of the participation of the Ukrainian manufacturer Elvorti in the Agromek 2024 exhibition, which demonstrated the successful experience of promoting Ukrainian equipment at the international level. The role of digital tools in enhancing the efficiency of exhibition activities is analyzed, particularly online stands, CRM systems, virtual presentations, and analytics. The significance of cluster initiatives and technological ecosystems for collective participation in exhibitions is revealed. Key metrics are proposed for assessing the efficiency of participation in exhibitions: lead generation, CAC, ROI, brand awareness level, which allows for integrating exhibition activities into the strategic management of the company amidst global competition.
The development of small innovative enterprises (SIEs) is a complex multi-component process, the effectiveness of which is determined by the combination of market factors, the level of innovation novelty, the competitiveness of proposed solutions, and the quality of management decisions. An analysis of the human resource potential of modern SIEs has shown that in the overwhelming majority of cases, the management of such enterprises is primarily performed by research scientists rather than professional managers. In this regard, the rationale for the formulation of methodological recommendations for improving the management system of SIEs is substantiated. The article proposes an approach to developing managerial measures based on the classification of typical life cycle models of innovative enterprises. Five main types of strategies have been allocated, three of which are determined at the stage of strategic planning taking into account market conditions and the specifics of innovative activities. The other two are formed under the influence of internal and external factors during the operation of the enterprise. An analytical description of each model has been provided, as well as their alignment with the phases of the life cycle of small innovative enterprises (SIEs). This has allowed for the substantiation of the conditions under which each strategy type is appropriate to apply and to evaluate their feasibility for implementation. Finally, recommendations for the practical implementation of development strategies have been developed for each type.
The aim of the study is to analyze the starting conditions for the restoration and development of the automotive industry in Ukraine. Indeed, the automotive industry, as a driver of development for other sectors of the national economy, can significantly contribute to the recovery of the economy in Ukraine even at this moment. It is demonstrated that the development of the automotive industry in Ukraine, as a process, involves the implementation of managed and controlled qualitative and quantitative changes in its sub-sectors at enterprises, while development as a result leads to a qualitatively new state of the industry, creating new opportunities and enabling the capacity to address new challenges and achieve positive outcomes. The characteristic features of the category «development» concerning the automotive industry in Ukraine are provided, the totality of which constitutes an essential characteristic of its development that defines its essence or essential meaning. The analysis of the initial conditions for the restoration and development of the automotive industry in Ukraine was conducted using a structural approach, which allowed for the categorization of types of automotive equipment produced in Ukraine (or the possibility of their production), highlighting those for which it makes economic sense to concentrate attention not only on business but also on state institutions, thereby laying the foundations for the development vector of the industry. The initial conditions were analyzed not only for the traditional sub-sectors of automotive manufacturing in the national economy but also for those trends in the formation of new sub-sectors that have already emerged quite clearly and distinctly: the activation of production of superstructures and special vehicles; the production of new samples of automotive equipment for the needs of the Armed Forces of Ukraine; attempts to establish electric vehicle production; and the restoration and development of passenger car production, which dominates the output of the global automotive industry. The results of the completed study may find application in the development of tools for state regulation of the restoration and development of the automotive industry in Ukraine.
This article highlights the topic of the peculiarities of real estate investment funds’ operations. The article examines the historical development of the real estate investment market – from private individuals or organizations to PropTech platforms. The main categories of investors are analyzed, including: institutional investors, real estate investment trusts, private investors, direct investment funds, corporate investors, as well as crowdfunding online platforms. Their main characteristics and investment strategies are systematized. The dynamics of off-market assets under management over the last fifteen years is presented, along with an analysis of the dynamics of total investment volumes across real estate segments from 2011 to 2024, specifically for office, retail, warehouse, residential, and hotel segments. A systematic comparison of the key characteristics of private equity funds and real estate investment trusts (which fall under the general category of real estate investment funds) has been conducted from the perspective of their structure and categories of investors, investment goals and timeframes, minimum investment amounts and liquidity, levels of risk, and expected returns. The key functions of real estate investment funds that ensure effective management and profitability from real estate investments have been summarized, as well as the benefits for investors from engaging in investment activities through real estate investment funds. The main structural elements of private equity funds have been schematically represented and characterized – the management company, investors, administrator, auditor, etc., whose tasks are to ensure professional asset management, strategic and operational management of the funds, monitoring and protecting the interests of investors, as well as distributing responsibilities among stakeholders and minimizing risks.
The agrifood sector of Ukraine remains a key source of export revenue, despite significant transformations due to the war, global logistics disruptions, and changes in market conditions. From 2020 to 2024, the structure of agro-exports has undergone considerable changes, which necessitated a reassessment of the effectiveness of existing transport routes and logistics mechanisms. The primary channels of export continue to be maritime and rail transport; however, the role of road transport in border regions and multimodal logistics solutions is increasing. The article conducts a comparative analysis of transport types based on the volume of agrarian product shipments, including grain, oilseeds, fertilizers, and other goods. Key issues in transport logistics have been identified: damaged infrastructure, limited technical capacity, and regulatory and security barriers. The prospective directions for development are discussed: the activation of Danube ports, the digitalization of logistics chains, interstate cooperation, and the development of public-private partnerships. The material is based on statistical data from 2020–2024 and conclusions drawn by domestic researchers. The conclusions highlight the necessity of enhancing the adaptability of the transport system to crisis conditions and formulating a strategy for sustainable logistical support for agrarian product exports. A promising direction for further research is the assessment of the economic feasibility of new export routes and the improvement of the efficiency of multimodal transport in the agrarian sector.
This article addresses the current issue of the peculiarities of investing in the Ukrainian real estate market. The subject of the research is the unstable real estate market at present. The aim of the article is to analyze the changes in the real estate market over the past year and track trends in both the primary and secondary markets. The article emphasizes the need to combine financial analysis methods with location analysis methods. This allows for a more accurate assessment of issues related to investment. The objective of the article is to study the peculiarities of investing in the real estate market under current conditions, analyze approaches to studying market conditions and individual investment objects, and different income generation strategies. The incorporation of a spatial component for analysis and the use of geospatial databases and software components in the form of geoportals will save time and facilitate the development of more sophisticated investment strategies. The authors highlight the risks associated with investments in residential real estate construction, as well as the main factors that can influence the profitability of investments. Promising directions for investment in the real estate market were also thoroughly examined. The distribution of investments in real estate was divided into five key areas, each characterized by its own features, levels of risk, and prospects for profitability. During the study, a scheme for investment pathways in real estate was developed based on the stakeholder’s capabilities and the real estate market (primary or secondary). General scientific approaches to systemic analysis, as well as geostatistical methods, were applied in the research, which allowed for the transformation of data from a discrete format to a continuous representation for further processing. The results obtained may be practically useful for stakeholders when forming an investment strategy in the real estate market. They promote a deeper understanding of market conditions and current trends, as well as assist in adapting investment strategies considering the specifics of individual market segments and the opportunities of different categories of investors.
The aim of the research is to analyze the State regulation of the activities of entities in the market of plant protection products in Ukraine and to develop recommendations for supporting the activities of operators in this market. The article points out that the market of plant protection products (PPP) is one of the key components of Ukraine’s agricultural sector, which directly influences food security, environmental stability, and public health. In the context of an open economy and globalization, the issue of effective State regulation of this market becomes particularly significant. Indeed, the uncontrolled use or circulation of hazardous substances can have detrimental consequences not only for the environment but also for the economy as a whole. It is found that State regulation allows for ensuring the quality control of PPPs that enter the Ukrainian market. This is extremely important, as the presence of counterfeit or uncertified products poses a direct threat both to agricultural crop yields and to the health of people who consume products grown with such means. Additionally, State regulation contributes to environmental protection. Improper use of plant protection products can lead to soil pollution, contamination of water resources, and a decline in populations of beneficial insects, particularly pollinators. The State, by implementing ecological standards and monitoring compliance with the application technologies of plant protection products, can minimize such risks. It is noted that in the context of Ukraine’s European integration course, the harmonization of national legislation with European standards is important. This will enhance access for Ukrainian agrarians to European markets while simultaneously improving the quality and safety of domestic agricultural products. The relevant State authorities must act as guarantors of compliance with phytosanitary requirements, and also ensure the information and training of farmers.
This article presents an authors’ methodology for adaptive strategic management of investment activities of enterprises, developed taking into account the conditions of increased market turbulence. The relevance of the research is determined by the increasing instability of the global business environment, where traditional approaches to investing are losing their efficiency. The proposed methodology combines modern conceptions of strategic management, scenario analysis, real options theory, and agile management principles, allowing enterprises to adapt investment decisions in a timely manner to changes in the external environment. The developed management structure includes three sequential blocks: diagnosing the environment and identifying turbulence; forming alternative investment strategies according to likely scenarios of event development; iterative implementation of the strategy with the option for flexible adjustment based on actual changes in market parameters. The methodology is based on five key principles: proactive diagnosis of market changes, forming flexible target guidelines, staged implementation of investments considering real options, decentralization of the decision-making process, and strategic resource reservation. The practical efficiency of the methodology is illustrated through an investment project of an industrial enterprise. The comparison of adaptive and traditional approaches has confirmed the superiority of the former in reducing the risks of capital loss, maintaining financial stability, and ensuring the ability to respond to crisis scenarios. Along with this, the adaptive approach preserves the opportunity to implement profitable projects in the event of an improvement in the situation. The results of the study can be utilized by businesses in various industries in the process of strategic investment under conditions of high volatility in the external environment.
Systematic updating of the technical and technological potential increases the capitalization of the enterprise and its investment attractiveness. The aim of the research is to determine the goals and principles of innovation management in the context of improving the technical and technological potential of agrarian enterprises, taking into account their sensitivity to scientific and technological progress (STP). The results of the research comprehensively analyzed the issues of forming innovation management goals considering the conditions of martial law in Ukraine and their impact on the substantiation of the model for innovative development of the technical and technological potential of agrarian enterprises. The carried out analysis underscored the critical role of innovation management in ensuring the viability and further development of agrarian enterprises in Ukraine, especially under martial law and during post-war recovery. It has been determined that the technical and technological potential of the agrarian sector is not just a tool for increasing efficiency, but a strategic asset that requires constant innovative renewal. Priority tasks, such as ensuring the continuity of the production process, minimizing the war-related risks, optimizing logistics, and overcoming resource shortages, demonstrate exceptional sensitivity to scientific and technological progress. Furthermore, principles of adaptability, resource optimization, rapid implementation, innovative security, and cluster cooperation create a synergistic matrix that forms the basis for a sustainable and competitive agribusiness. Attention has been given to the sensitivity of innovation management goals to scientific and technological progress in modern agribusiness. It is proved that innovations in the activities of agrarian enterprises should be viewed as the foundation of the resilience and development of agribusiness in the context of crisis transformations. It is substantiated that purposeful management of innovations is a necessary condition not only for recovery but also for the qualitative transformation of the agrarian sector of Ukraine, ensuring its integration into global markets and strengthening the food security of the State.
The aim of the article is to substantiate the features of effective functioning of the institutional infrastructure, which, in interaction with the State and local authorities, forms a comprehensive system for promoting the development of small and medium-sized enterprises in order to restore the country in the context of modern socioeconomic challenges. The increasing role of institutions supporting entrepreneurship is highlighted, especially in the context of the ongoing full-scale war, when they have transformed into key platforms for coordination and interaction. It is proved that such institutions play an important role in accumulating and spreading information, providing consulting, organizational, and practical assistance to entrepreneurs, as well as in organizing effective cooperation between business representatives, State authorities, local self-governments, and international partners. At this, a number of important factors for the formation of institutions supporting entrepreneurship have been distinguished depending on the scale of their activities. The authors outlined the key functions of institutions supporting entrepreneurship and identified the general characteristics of their functioning in Ukraine. Additionally, the article highlights the role of the State and local government bodies in creating favorable conditions for the development of SMEs, especially in the context of wartime and post-wartime recovery. The importance of their interaction for the implementation of support programs, ensuring innovative development, digitalization of services, simplifying access to financing, and developing human capital, which forms the basis for sustainable economic growth and increasing the competitiveness of small businesses, is emphasized.
The audit market in Ukraine has undergone significant changes in recent years, influenced by both internal economic processes and external factors, particularly European integration and globalization. The increasing demands for the quality of financial services and the necessity to integrate the Ukrainian market into European and international practices create conditions for the development of auditing activities in the country. Important for this are the processes of improving legislation, enhancing the system of quality control over auditing services, and adapting Ukrainian practices to international standards. The aim of this research is to study the main factors influencing the development of the audit market in Ukraine, as well as to analyze the trends shaping its current state. A significant step in the development of auditing activities was the adoption of new regulatory acts establishing requirements for auditing services and defining the standards for their provision. At the same time, it is important to note that integration into international practices requires significant changes in the regulatory framework, as well as the adaptation of Ukrainian audits to EU standards and other international institutions. This includes not only reviewing existing standards but also implementing new technologies, such as the digitalization of audits, which allows for a significant increase in the efficiency and transparency of processes. However, despite positive changes, the Ukrainian auditing market faces a number of issues, including a shortage of personnel, low trust in auditing services, and non-compliance with modern international requirements. The lack of qualified specialists is one of the main obstacles to the development of this field, making it extremely important to improve the training and certification system for auditors, as well as to enhance their professional training. Problems arising from the lack of qualified personnel can negatively impact the effectiveness of audit checks, which, in turn, reduces trust in the profession as a whole. Despite the challenges, the Ukrainian audit services market has significant potential for development. An important direction is the digitalization of audit activities, which allows for increased accuracy, speed, and reduced costs for clients. At the same time, to ensure an adequate level of quality, it is necessary to strengthen control over auditors’ activities, create a more effective oversight system, including through the Audit Chamber and public oversight bodies, which will help increase trust in the profession and preserve the reputation of the audit market. In summary, it can be noted that the development of the auditing market in Ukraine is impossible without comprehensive reforms aimed at improving the legal framework, increasing the level of staff qualifications, implementing modern technologies, and ensuring transparency in the operations of auditing companies. The further development of the sector will also depend on the State’s ability to adapt to global economic changes and integrate into international standards. Therefore, supporting innovative approaches and forming new mechanisms to ensure stability and the development of auditing practice in Ukraine is essential.
Under modern conditions of agrarian production, especially during the post-wartime recovery of Ukraine, it will be extremely important to find effective models of management that ensure sustainability, competitiveness, and the development of rural areas. One such model is the cluster approach in animal husbandry, which is based on the unification of producers, processors, logistics companies, research institutions, and authorities around common economic interests. In this context, as the formation of clusters becomes relevant in the terms of European integration processes, domestic animal husbandry must adapt to the requirements of quality, safety, and environmental responsibility. Therefore, researching the mechanisms of creation and effective functioning of clusters in the animal husbandry sector is not only scientifically substantiated but also practically necessary. The aim of this publication is to examine the theoretical and methodological approaches to the essence of cluster associations and their significance in the field of animal husbandry and the processing of animal products. The article surveys the essential features and approaches to defining the concept of «cluster». The article explores the essence of clusters in the context of agro-industrial production development and reveals the aspects of clustering that contribute to the sustainable development of the agrarian sector of the national economy in Ukraine. The article identifies the general economic and social prerequisites for the formation of clusters as innovation-oriented business structures. It is proved that the cluster approach serves as one of the key tools for enhancing the competitiveness of the agrarian sector, effective resource management, and the implementation of innovations in livestock and agro-processing. It is noted that the functioning of cluster associations integrates a number of key elements: innovation system, technical and technological infrastructure, multi-sectoral and multifunctional character, organizational and managerial integration, cluster core, rational planning, marketing and sales infrastructure, investment project design, and financial engineering mechanisms. The cluster serves as a comprehensive platform for the transformation of the livestock industry, capable of ensuring sustainable productivity growth; reducing costs per unit of product; deep processing and increasing added value; integration into global supply chains; and ecological modernization of production.
The purpose of this article is to assess the current state and identify ways to enhance the efficiency of budget instruments in ensuring the financial sustainability of territorial communities in Ukraine under martial law. The article logically organizes the component elements of budget instruments, reveals the role and significance of each component in ensuring the financial sustainability of territorial communities, presents the dynamics of indicators that characterize the financial sustainability of territorial communities in Ukraine under martial law, and substantiates proposals for improving the efficiency of the use of budget instruments in ensuring the financial sustainability of territorial communities in Ukraine. An assessment was conducted on the impact of economic, demographic, regulatory, and institutional factors on ensuring the financial capacity of communities in the post-pandemic period and in the context of the full-scale armed aggression. It is emphasized that transparent budget planning and monitoring of budget execution allow for timely identification of deficit risks and prevention of financial crises. Based on the analysis of the dynamics of indicators characterizing the financial capacities of territorial communities under martial law, it has been proven that effective balancing of the community’s revenues and expenditures allows for maintaining the local budget deficit at a safe level and optimizing the debt burden. It is underscored that the development of budget policy for the territorial community and the application of appropriate budget instruments should be based on medium-term forecasting of revenues and expenditures, which will enable more efficient planning of resource utilization. After examining the practice of using budget instruments at the local level, it is proved that the revenues of local budgets continue to play a key role in ensuring the financial sustainability of territorial communities under martial law. Proposals have been substantiated regarding the appropriateness of using local borrowings and local guarantees as budget instruments to ensure the financial viability of territorial communities. It is proved that budget instruments are an important part of the adaptive budget policy in relation to complex systemic challenges under martial law. Prospect of further research in this area is to find ways to enhance the efficiency of budget instruments in ensuring the financial sustainability of territorial communities in Ukraine by prioritizing community expenditures on the continuity of basic public services, even in border and affected regions of Ukraine.
The financial mechanism is a combination of elements sensitive to current changes in the economy and social sphere, and a significant tool for implementing the state’s financial policy. Regulating socioeconomic processes and forming effective relationships between sectors of the economy, territories, and social groups to ensure maximum results in the functioning of the national economy are priority areas for development. A systemic study of the financial mechanism of sustainable development as an economic category requires consideration of its relationship with the evolution of the category of «sustainable development». The path to sustainable development involves harmonizing productive forces, preserving and gradually restoring the natural environment to meet the needs of all members of society, and ensuring a balance between nature’s potential and the growing needs of people. The achievement of sustainable development goals is determined by the financial policy of the State, which is aimed at developing the economy with consideration for environmental safety and high environmental quality. The implementation of these measures is based on a financial mechanism, the composition and structure of which are defined by economic development, ownership structure, and national-historical characteristics, while the effectiveness of its functioning in addressing sustainable development challenges is influenced by interaction with financial intermediaries. Ensuring the correspondence of the financial mechanism to the goals and principles of sustainable development is dictated by the demands of the time. The financial mechanism and its individual elements are aligned with the personal and public interests of citizens, creating the conditions for meeting their needs while ensuring high quality of the natural environment and the rational consumption of all types of resources. In the context of solving this problem, the further development of Ukraine’s financial market is particularly relevant based on the enhancement of regulatory mechanisms for its functioning; informing about the financial status of participants; monitoring by the State and its specialized institutions; strengthening the role of financial intermediation; introducing new, more attractive and progressive types of services; bringing the domestic financial market in line with global standards.
The article discusses the balanced potential of an enterprise as a strategic foundation for ensuring crisis management amid dynamic challenges and external instability. The research is based on a system approach to integrating the internal resources of the enterprise – informational, human, innovative, financial, and production – into a unified structure that forms a holistic mechanism for responding to crisis situations. Special attention is given to identifying the relationship between the level of balanced potential and the enterprise’s capability for strategic and tactical risk management, ensuring the sustainability of operations, and long-term development. Based on theoretical analysis and modeling, a conceptual model for forming balanced potential is proposed, which includes adaptive management mechanisms aimed at supporting the stability of the enterprise in the context of crisis influences. The model integrates elements of strategic planning, operational efficiency, and digital tools of analytical systems as a foundation for ensuring flexibility and competitiveness. The practical significance of the research lies in the development of methodological approaches to ensure the sustainable development of the enterprise through effective utilization and harmonization of its potential, which enables the formation of an adaptive management strategy in the context of anti-crisis transformation.
