
FMC(Fuel moisture contents) is very important factor in predicted risk of forest fires. Weather factors are closely related to change in FMC, so it is important to identify the relationship between weather factor and FMC. The purpose of this study is to analysis the change of FMC that affects fire risk with weather factors. We collected 6 sample plots at 3pm every day from Apr 28, 2018 to Jun 14, 2019(418 days) and dried fuel using drying oven for measured FMC(Fuel Moisture Contents). The correlation between weather factors and fuel moisture contents showed the highest correlation between average relative humidity, temperature, and precipitation. As a result of a developed model for predicting fuel water content, the determination factor ranges from 0.51 to 0.63, showing statistical significance (P <0.05). According to an analysis of the relationship between the weather on the date of the actual forest fire and the predicted fuel water content, the higher the number of forest fires per day, the lower the predicted fuel water content. The number of forest fire prevention days due to precipitation were found to be effective 1.1 days per 5mm. This research data is expected to be used as a basic data for upgrading the forest fire risk in forecast system.

The purpose of this study is to review the way how to use big data to improve the government’s crisis & emergency management capability to respond to public health crises and to suggest the future directions for improving the scientific application of big data analysis. This study classifies the specific manifestations of big data during the COVID-19 epidemic, and analyzes the advantages of using big data. Using big data to improve the government’s crisis management capabilities is mainly reflected in the following aspects: advancement of precision in response to the epidemic; promotion of the government’s internal and external cooperation; enhancement of the ability to respond to internet public opinion; promotion of the transformation of public decision-making from traditional experience to intelligent and scientific. In order to better integrate big data with public crisis governance, this study is concluded with a discussion of suggestions: improvement of big data application capabilities; enhancement of big data governance; people-oriented and paying attention to internet public opinion; innovation of public decision-making methods for big data governance.
This study compares the multicultural digital divide issues addressed in newspaper articles before and after COVID-19. This study analyzes of keyword frequency, keyword network and cluster for news contents related ‘multicultural digital divide’ through BigKinds and Google News Search. As a result, social interest in the multicultural digital divide has increased after COVID-19. The core issues of the multicultural digital divide that appeared in all periods before and after COVID-19 were ‘multicultural family’ and ‘education’. However, it found that the topics focused on the multicultural digital divide differ depending on the period. Before COVID-19, the main report was the support programs outside the school. On the other hand, after COVID-19, school education-centered support to solve the multicultural digital divide was mainly reported, and the multicultural group was classified in details. Also the multicultural digital divide was approached from multiple perspectives. This study is significant in that it suggest a new research method by analyzing the multicultural digital divide based on newspaper articles. Through continuos research, it is expected to find the comprehensive policy measures to resolve the multicultural digital divide.
The purpose of this study was to investigate the relationship among a sense of calling, ego-resilience, and post-traumatic growth for fire officers who experience traumatic events repeatedly due to the nature of job, and to identify its influence. In particular, we tried to find out if ego-resilience plays a mediating role in the relationship between a sense of calling and post-traumatic growth. The study targeted 500 firefighters working in the metropolitan area and proceeded after obtaining approval from the Institutional Review Board of the Sacred Heart Correction (IRB) of the Catholic University for ethical consideration. First, the sense of calling was found to have a significant positive correlation with self-elasticity, and also had a significant positive correlation with post-traumatic growth. Second, ego-resilience was found to have a partial mediating effect in the process of the sense of calling affecting post-traumatic growth. This means that the sense of calling directly leads to post-traumatic growth, but also leads to post-traumatic growth through ego-resilience. Therefore, it is believed that regular programs should be prepared and implemented to counsel and treat fire officers’ mental health problems.
Recent disasters are emerging in different ways from traditional disaster types due to climate change, urban structural changes, and technological advances. Disasters are becoming larger and more complex because of the increased connectivity between social components. In this study, social network analysis was conducted to identify the “connectivity” of disasters based on information of vulnerabilities by type of disaster established through expert surveys. As a result of the analysis of network centrality, storm and flood damage, fine particulate matter etc. are significant types of disasters in terms of disaster linkages since they were highly calculated for all kinds of centrality. Infectious diseases and information and communication accidents with a high degree centrality index require systematic measures across society. Infrastructure collapse and forest fires with high closeness centrality require a prompt response since the path to other disasters is relatively short. Through community analysis, it was confirmed that the all disaster types were classified into six groups in terms of the connection of disasters. This can be used as basic data to assume complex disaster situations with relatively high probability of occurrence.
Recently, the rate of forest fire transition from building fires has continued to increase. To minimize forest fire damage, it is urgent to conduct research related to forest fire transition from building fires and prepare countermeasures. In this study, proper water stream method for reduction of fire damage was proposed through a real-scale fire experiment. According to the results of this study, spotting distance with straight stream was measured at 15.7m and spotting distance with sprayed stream was measured at 10.0m. Especially, when the fire was extinguished using the straight stream method, the size of the spotting and the distance of the spotting increased as the facility collapsed due to water pressure. As a result, if the fire is extinguished by applying the sprayed stream method, it is predicted that there will be a reduction effect of 44.2% of the spotting distance, 58.7% of spotting size, 84.7% of the amount of spotting and 10% of the ignition possibility. Therefore, it is considered reasonable to apply sprayed water stream when extinguishing building fires in Wildland-urban Interface (WUI).
The need for integrated management of safety standards has emerged, and in June 2013, the Ministry of Public Administration and Security established the Safety Standards Council through the revision of the 『Framework Act on the Management of Disasters and Safety』. The introduction of the safety standard registration system has provided an opportunity to resolve the problems caused by the distributed management of safety standards, but at the present stage, many improvements are required. Therefore, this study analyzes the current status and problems of the safety standard registration system that has been introduced and implemented since 2014, and suggests: mandatory registration of safety standards; a tool to support autonomous safety management standards; improvement of safety standard registration system; introduction of a whole process management system of safety standards; improvement of safety standard classification system, etc. In addition, in order for efficient integrated management of safety standards, this study suggests legalization of “Impact Assessment of Safety Standards” in Disaster and Safety Act.
This study investigates changes in the public perception of cultural diversity and significant factors in this change. We analyzed the raw data collected for the 2021 Public Perception Survey on the Future of Korea, conducted by KAPA and found a change in public perceptions of the importance of cultural diversity relative to 2014. A difference was seen according to age and ideological orientation, such that cultural diversity was considered more important with increasing age and more progressive orientation. Finally, personal trust had a positive effect on the importance of cultural diversity and multicultural orientation. Further, trust in government had a positive effect on multicultural orientation, and people with higher trust in government did not think lack cultural diversity. Discussion and future research directions are presented based on the major findings of the study.
