On 11 August 2005, the Nuclear Decommissioning Authority (NDA) published its first draft strategy for consultation. The Draft Strategy outlines an ambitious programme for the decommissioning and clean up of the UK's civilnuclear sites, but one which faces considerable challenges, write Mark Richards and Rebecca Harvey from Pinsent Masons.
How does the environmental performance of a Greek power station burning poor quality lignite coal compare with UK practice, as illustrated by that of the 2000 MW coal-fired Fiddler's Ferry station on Merseyside? This article, based on an MSc dissertation submitted to the University of Manchester, discusses just this, in relation to some of the design features of Megalopolis B. Fiddler's Ferry may be regarded as an example of current good practice in the UK. Environmental performance data is presented for each power station based on operation during the year April 2000 to March 2001; attention is drawn to some of the differences in the impacts of the two plants as well as some interesting similarities.
While local authorities are relatively large users, East Cambridgeshire District Council (ECDC) understands the implications of unnecessary energy and water consumption and has included actions for their reduction within its Local Agenda 21 strategy. The Council's buildings are located in the historic city of Ely. Aware that it does not have the capacity to undertake an energy review internally, ECDC consequently contracted the Bristol-based Centre for Sustainable Energy (CSE) to provide a thorough review of fuel and water consumption and produce a five year action plant to direct the Council towards cost-effective savings. Post-Kyoto, but pre-sustainable society, many people are focusing on the prospects for renewables and energy efficiency to replace fossil fuels. But can they, are we blind to the potential environmental problems around renewables? In this article, the author argues that energy, and particularly electricity, supplies must be maintained during the transition to a sustainable society, and that only nuclear power can do this. He also explores some likely consequences of much more widespread use of renewables. (author)

In the article the authors set out what they believe to be the relative costs of coal and gas generated electricity in the UK before extending their analysis to consider strategies for burning more coal. Analysis of costs indicates that electricity generated by gas fired CCGTS is more expensive than that from existing coal stations. Strategies to increase coal burning discussed are: mining CCGTs from base load allowing coal-fired base load generation to remain at about its current level; and retrofitting some CCGTs with coal gasification technology. 2 refs., 4 tabs.

If developing countries are to grow they will have to expand their use of energy in the whole range of economic and social activities. But the substitution of energy for labor requires capital -- a commodity in very scarce supply in all of these countries. For electric power supply alone the annual investment bill for developing countries lies between US $ 60 and US $100 billion per year. The report points out that there is a growing awareness to improve efficiency in the energy sector. A number of innovative financial options have been suggested which might involve the private sector in efforts to assist in improving sector performance and in maintaining energy investment programs while minimizing the accrual of new government debt. The World Bank is actively encouraging countries to seek alternatives to the traditional public monopolies in the energy sector and there are several success stories worth watching. One constraint however, is the lack of regulatory systems in developing countries.
