
One of the main measures to reduce the cost of the coal-fired power plant is burning of low-priced and lower-quality coal. The Panshan Power Generation Company chooses blended combustion of the low-quality coal of high moisture, high sulfur and low heat value from Inner Mongolia with high-quality coal in a bid to reduce the cost of generation. To ensure safety and economy of combustion in the boiler, milling tests are conducted on the pure lignite coal and other two kinds of mixed coal (low-quality coal and high quality coal blended at the ratios of 1:3 and l:l respectively) before mass blending. The test results prove the feasibility of application of the blended burning technology in the coal-fired power plant. Analysis is also made on the economical efficiency of the blended burning technology, and the test data and the analysis results can provide useful information and reference for similar generating units in blended coal burning.
With the supply and demand of energy continuously growing in a fragile energy pricing system,we are now facing intense political conflicts over energy in a severe energy environment.The international energy security is far from satisfying.China,facing the prominent problem of energy environment,is a large and fast growing energy consumer primarily consuming coals with relatively low efficiency and heavy reliance on external resources.In recent years,China has seen rapid development in new energy and renewable energy,and made fruitful achievements in energy-saving despite new challenges.Based on an analysis on the international energy security situations and China's energy consumption characteristics,this paper proposes some principles and suggestions on China's international energy cooperation.
Solar energy is a key solution to China's energy supply in the future. Solar parabolic trough power generation is a technology-mature and economy-feasible solar thermal power technology and has been verified through commercialization in the past 30 years. The parabolic trough collector is the core part of the solar parabolic trough power generation. A test platform is established for evaluating the thermal performance of the parabolic trough collector. The testing results indicate that the parabolic trough collector has a high thermal performance with the overall conversion ratio from solar radiation to high temperature heat exceeding 70%; some solar collector tubes are aged rapidly by the 320 ℃ thermal oil, which reduces the overall thermal performance of the parabolic trough collector.
NOx control of thermal power is another major initiative to implement the scientific concept of development and improve air quality after power plant desulfurization work,and it is also the inherent requirements of building a harmonious society and realizing the people's fundamental interests.During the National Twelfth Five-Year Plan period(2011-2015),coal-fired thermal power will remain the main energy form of Shaanxi Province,so the task of NOx pollution prevention and control is very arduous.Up to now,four thermal power enterprises have built denitrification facilities in Shaanxi Province.Due to the fact that the thermal power enterprises solely bear the cost for construction and operation of denitrification facilities,their operating pressures have increased.Based on an analysis of the operating situations of the thermal power plants with denitrification facilities in Shaanxi Province,this paper studies the necessity and urgency for formulating the denitrification price policy and some specific and actionable recommendations are proposed for Shaanxi Province to formulate the denitrification price policy.
The accelerating industrialization of China and over-reliance on energy consumption for economic development have increased carbon emissions and worsened conditions in both resources and environment. This study firstly calculates the direct energy consumption, indirect energy consumption and complete energy consumption per unit of output of China's industry sector according to China's 2007 Input-output Table. The direct CO2 emission, indirect CO2 emission and complete CO2 emission per unit of output are also computed and the 29 industry sectors are classified into different categories. It is found that the intermediate products in the production process leads to large quantities of indirect energy consumption and indirect CO2 emissions, and thus a route for "dematerialized" development is presented at the conclusion.
Wind power development is one of the keys of China' s new energy development, and the offshore wind power is the new trend of wind power industry. Enormously rich in offshore wind resources, China has suitable conditions for large scale offshore wind power development. Compared with the land-based wind power development, the offshore wind power development is being faced with some new challenges. This paper reviews the status quo and the planning of China's offshore wind power installed capacity, and studies the difficulties encountered in offshore wind power projects with a focus on the current policies and the problems existing in the planning, construction and maintenance of the offshore wind projects. The paper also proposes suggestions on accelerating China' s offshore wind power development.
As a rapidly growing economy, China has a huge demand for energy, and its national security is highly likely to be endangered if the country still heavily relies on energy from abroad or if it fails to gain control over energy supply. Analysis is made on the current situation of China' s energy resources and on the impacts of future energy demand and energy security on the national security. Relevant suggestions are put forward to address the energy supply and the energy security issues of China in the future.
Energy is the crucial material basis for people's living and development. The economy and society have developed rapidly in China since 1990, during which, the energy consumption increased at the rate of 6.21% annually. Besides, the foreign dependence of energy has an upward trend. For the past 20 years, the energy consumption structure in China has changed slightly. In addition, the energy consumption per GDP is declining while people's average household energy consumption keeps rising. It is therefore suggested to further specify the state's energy development strategy, vigorously develop modem service industry, accelerate the development of recycling economy, and promote the energy management contract.
This paper analyzes the evolution of regional disparity of electricity consumption since 1978, including the imbalance among and within the eastern, middle, western and northeast regions. The study reveals that, thanks to the reform policy, the disparity of electricity consumption among different regions declines. The leading cause of the decline is the reduction of gaps within (especially within the eastern) regions. However, the increasing gap in recent years among the provinces within the western regions is worth noticing and scrutiny.
河南省作为能源资源大省,在“十一五”末也变成了能源净输入省。面对日益严峻的能源供应形势,为实现中原经济区战略,满足全省能源及电力供应,河南省迫切需要外来能源输入。新疆地区作为全国的主要能源基地,是未来河南能源输入主要方向之一。通过对新疆哈密能源基地输煤与输电到河南的经济性对比分析,提出河南从新疆输入能源的最优途径是采用输电方式。
Using the cross section data and other statistic data of the urban and rural residents' consumption expenditure in 2010 in Zhejiang Province, and based on the extended linear expenditure system model, the paper calculates the first grade electricity consumption of 160 kW .h / month for residential step tariff in Zhejiang province, which can cover 82.4% residents of the whole province, and reveals electricity consumption behavior and differences between resident groups with different incomes according to the amount of various kinds of household appliances owned by urban and rural households. It is validated that the monthly household electricity consumption of 160 kW. h can meet the power demand of more than 80% households. By using the extended linear expenditure system model and econometric methods, the paper studies and validates the power demand of residents for their basic living.
China's wind power has developed rapidly since the 21St century began, especially in the years from 2006 to2009 when the annual growth rate exceeded 100%. By 2011, China's installed wind power capacity reached 62 364.2 MW. This paper discusses China's wind power development since the beginning of the 21 ^st century, analyzes some urgent issues in this field, and puts forward policy suggestions to facilitate the development of China' s wind power.
Australia is set to levy taxes on carbon emissions and plans to gradually align its carbon emission trade mechanism with the international carbon trade market. While taking into account restraining of domestic development of highly energy-consuming industries, facilitation of the industrial structure optimization, promotion of low-carbon development and economic transformation, the plan is aimed at more far-reaching gains such as the right of pricing on international energy resources and carbon finance. This paper systematically introduces the carbon tax plan in Australia, analyzes the negative impacts as well as the favorable opportunities it may bring to China, and proposes suggestions to avoid the possible risks.
The electric feed water pump of high power consumption should be renovated to reduce power consumption of a thermal power plant. Based on an in-depth analysis of energy-saving effects and investment returns of the feed water pump of different drives to find the best model, this paper concludes, through comprehensive comparisons, that the steam-driven feed water pump should be used to replace the electric pump. The operation results of such renovation demonstrate that good effects have been reached as expected.
This paper analyzes the status quo and existing problems of Anhui rural power grid, elaborates the reactive compensation and voltage regulation principles based on the principles and specific contents of Anhui rural power grid distribution network planning during the 12th five-year plan period (2011-2015), and introduces the planning effect.Such planning enhances the rural power grid' s supply capability, strengthens the high voltage distribution network, and optimizes the province's rural grid structure. This paper can provide a reference for planning and renovation of rural power grid.
This study explores the defects in the contract management under the circumstances of centralized purchasing, which can bring some potential risks to the operation of electric power supply enterprises. This paper proposes that the contract management should be strengthened by perfecting the supplier evaluation system, improving text quality of purchase contracts, and enhancing the supervision and control system for the contract execution course so that the potential risks can be prevented effectively.
The cost of photovoltaic(PV) power generation has always been higher than the cost of conventional power generation or the sales price of electricity both at home and abroad.To realize the integration of the PV power with the power grid at a lower price,it is necessary to have a clear understanding of the possible measures to be taken to reduce the PV cost and the potential of the cost reduction.This study explores the cost reduction potential of the PV power generation in China to provide the decision-making basis for the government and businesses.The paper creates a bottom-up model based on the whole lifecycle cost so as to identify the PV cost reduction potential in China before 2020 that will be realized by major driving factors.It is concluded that the PV power and the conventional power will reach parity in price in parts of China by 2020,while the cost of the PV power generation should be further reduced to realize large scale application and sustainable development.Technological innovations will play a key role in the cost reduction.
In view of the fact that implementation of any demand side management requires formulation of a reasonable price mechanism, this study looks into the interruptible electricity pricing in China in the current context of power shortage, and based on the experiences of the existing interruptible electricity system both at home and abroad, it proposes renovations on the interruptible electricity price mechanism under the current power economic situation. The paper specifies the definition of interruptible electricity price and designs a reasonable method for calculating price preferences, either by discount estimation or by reasonable price compensation, to further improve the design of the interruptible electricity price mechanism. Through a case study of the current status of Shanghai, the paper provides theoretical support for the implementation program of the interruptible electricity price in Shanghai in future.
The fuel cost accounts for over 70% the total generating cost. With the continuous roaring of the coal price, the profit of the thermal power enterprises has decreased substantially and as a result the whole thermal power industry even operates in loss. In order to improve this operation situation, some thermal power plants try to add the non-designed low price coal to the fuel. This paper introduces the general situation and actual execution schemes of blending lignitous coal and Indonesia coal in a power plant, studies the influence of different blending schemes on the boiler's efficiency, and makes an analysis on their economic benefits, which can be used as a reference for other similar power plants.
