The Local Government Code of the Philippines otherwise known as Republic Act 6975 is the governing law that paved the way for the creation of the Bureau of Jail Management and Penology (BJMP). It was created replacing its forerunner, the Office of Jail Management and Penology of the defunct Philippine Constabulary/Integrated National Police. This study attempted to ascertain the present conditions and management of the District Jail of the Bureau of Jail Management and Penology of Tuguegarao City in the province of Cagayan specifically looking into the programming and documentation and assessment services by the institution on persons deprived of liberty (PDLs) more popularly known as detainees. This study utilized the three hundred sixteen (316) detainees, sixty-four (64) personnel and twenty-one (21) visitors as the source of the data needed in this undertaking. The descriptive correlational method of research was used (Fraenkel and Wallen 1993). The descriptive statistics was employed to summarize the mean and the weighted mean was utilized in the analysis and interpretation of the perception of the respondents as regards the different domains. For the analysis and interpretation of the perception of the respondents as regards to the different domains, the Kruskal Wallis Test and One way Analysis of Variance (ANOVA) were used. A questionnaire was utilized to gather information from the respondents which consisted of the two domains, namely: the programming domain and the documentation and assessment of the inmate behavior domain. This revised data gathering tool was patterned from Dr. Raymund E. Narag in his study entitled “Baseline Study on the Philippine Penal Conditions in coordination with the CHR-Phils.” This study pointed out that the facilities and services specifically the programming and on the documentation and assessment services provided by the detention center are within the category labelled as “meeting standards”as revealed in the results of this undertaking. Thus, it is strongly recommended, by way of innovative measure and enforcement that the BJMP should device a scheme on a greater provision of the basic needs of the inmates through the inclusion of a bigger budget allocation and a mechanism for the provision on the needs of the LGBT inmates specifically on the separate housing to provide them the privacy of personal needs attendant to their sexual orientation.

The Nwaboi Apprenticeship System is by far the most entrenched and vibrant entrepreneurship promotion vehicle in Nigeria and it plays a major role in the growth and development of micro, small and medium scale enterprises. The system is a big driver for wealth creation, employment generation and poverty reduction and thus economic growth and development. The paper starts with a brief historical background and it is contended that the system is strongly rooted in Igbo culture. There are basically two major types of ‘the Nwaboi apprenticeship system: ‘Imu-Oru Aka’ (Learning a craft or skill) and ‘Imu-Ahia’ (Learning to trade) and the scope is wide; ranging from all kinds of trading to various crafts and skills. The system is very informal, not integrated with the organized private sector and virtually outside the ambit of government oversight and support. However, in a bid to tackle the growing rate of youth and graduate unemployment, the Nigerian government took an unusual positive step and established the National Directorate of Employment in 1987 to equip young people with marketable skills that will help them to become employable or self-employed. Unfortunately, like many government initiatives in Nigeria that are prone to inconsistency and short life cycle, most if not all the programmes put in place as part of the NDE initiative are now either not functional or on the verge of becoming moribund. Some of the challenges facing the Nwaboi Apprenticeship System are explored while recommendations on how the system can be improved and reinvented for the 21st Century include the realignment of the anti-industry dimensions of entrepreneurial ecosystem to promote the embedding of the enterprise culture; provision of physical, scientific and technological infrastructure; the establishment of a good legal framework to guide and formalize the system; establishment of entrepreneurship development and skills acquisition centres to promote the training and development of apprentices on basic and technological literacy and on entrepreneurship skill-sets such as technical, management and entrepreneurship skills and the promotion of linkage with well managed local organizations and multinational corporations. The paper concludes that the Nwaboi Apprenticeship System has the potential to significantly increase the level of entrepreneurial metabolism and to stimulate the rate and pace of new venture creation and thus a viable platform for entrepreneurship promotion in Nigeria.
This study focused on the factors that affect the English speaking skill of the non-English major teacher education students and made-use of the descriptive research design. Mean, percentage distribution and frequency count were used as statistical tools. Likewise, a 4-point Likert Scale was used to rate the factors affecting the English speaking skill of the respondents with the use of a questionnaire. Specifically, it resolved three major problems such as: what is the profile of the respondents in terms of: age; sex; estimated monthly family income; highest educational attainment of parents;type of school graduated from high school; and municipality, what are the factors affecting the English speaking skill of non-English major students; and what is the greatest factor affecting the English speaking skill of non-English major students. Based from the findings of this study, it can be concluded that family and peer-related are the greatest factors that affect the English speaking skill of the respondents since they are the first social members that every child meets at early stage of their age. Attitudes, talents and even the speaking skill of a child depend on how the parents treat their child. Thus, it is highly recommended that parents and guardians should be exposing their children in educational technology in the mode of English language at early age to master basic words, concepts and how to speak and pronounce these words correctly. Also, teachers in the elementary, secondary and even in the tertiary levels should create a better and more relevant atmosphere for learning by providing constructivist approach such as oral activities that could enhance the speaking skill of students. Teachers should not bluff students when committing erroneous statements; instead motivate them to express their ideas.

Many pressures of the society in which the child lives are also reflected upon him as they affect behavior of those who are rearing and teaching him., this study aimed to determine the effects of rewards and punishment on the academic performance of students of the College of Teacher Education. The descriptive correlational research method was used in the study to determine the effects of rewards and punishments on the academic performance of the pupils. The respondents of the study were 130 students of the College of Teacher Education and two regular faculty members who were chosen purposively for the conduct of this study. A questionnaire patterned from the study of Marilou J. Catolos, was utilized as the main data gathering tool for the study. It was used to elicit information on the effects of rewards and punishments on the students. The grades of the student-respondents in the most recent semester (First Semester SY 2017–2018) were also utilized for this study. It can be concluded that rewards and punishment leads to a change in the behavior of the students specially affecting their academic performance and this study proved that it has resulted to the better performance of the students in their courses.
