Vol.53, No.5 (2010. 12) ,p.1725 Abstract ニューヨーク貧困層状況改善協会は, 寄付者に対する管理責任の存在を慈善団体が認識していた初期の事例であり, 責任 の認識の背景には寄付者からの資金調達の重要性があった。その管理責任は会計 と関っていた。初期の事例というものは現代程には諸関係が複雑ではないので, 責任意識と責任履行の必要性との関係を簡明に把握するために有用である。 ニューヨーク貧困層状況改善協会は1843年に設立された慈善団体であり, 貧困層に 対して救援物資の配布などを行っていた。救済対象者を訪問する訪問員が, 救援物資の配布などに活躍していた。 1845年に発行されたアニュアル・レポートには, 会計規程を含む「訪問員のマニュ アル」が収録されていた。「訪問員のマニュアル」第12条は「供給された救援物 資の種類と金額」などの報告を規定しており, その報告書について「これはこの団 体を通してあなた(筆者注:訪問員のこと)に支援(筆者注:資金提供のこと)をし た寄付者に彼らの寄付がどのように使用されたのかを説明することとなる」とあ る。また第12条は, 「詐欺の防止と身分詐称の調査」に言及していた。実際に当時 のニューヨーク市では詐取が慈善団体にとっての問題となっていた。つまり詐欺 防止への活用や寄付者にその寄付がどのように使用されたのかを説明するために, 供給された救援物資の種類と金額などの報告が規定されていたのである。そして アニュアル・レポート本文では, 寄付者からの資金調達の重要性が示されていた。 The New York Association Improving the Condition of the Poor is the one of first charitable organizations which recognized the governance responsibility for the donors. The governance responsibility was concerned with accounting. This association recognized these responsibilities because of importance on fundraising from donors. “Visitors' Manual” of the associaiton is the evidence that the society recognized these responsibilities. Especially, governance responsibility needed to prevent frauds by applicants for relief. The main body of annual report indicated importance of donations for this association.
