Construct the modern university governance mode needs to follow the law of development of higher education,push forward the reform of the system for managing universities,eliminate many system and mechanism obstacles,strengthen and innovate the university management,and establish scientific and democratic internal supervision mechanism and an orderly external evaluation system and construct the modern university system with Chinese characteristics that adapt to the university innovation management system on the whole.
In this paper,the problem of monitoring and management in the university is analyzed and the intelligent lighting control system based on ZigBee technology is designed. The scheme design,system software design,hardware selection and ZigBee wireless network are discussed as research priorities. Design of the system can achieve the effect of saving lighting in buildings and provides the reference for other intelligent lighting control system.

An energy-saving monitoring and controlling network of central air conditioner based on wireless mode is constituted, which realizes monitoring and controlling for central air conditioning system. The core of onsite monito-ring and controlling device is embedded system with display module, radio frequency communication module and va-riety of peripheral equipment. Onsite monitoring and controlling devices and control center are based on wireless network for communication. Device operating data are transmitted to monitoring and controlling center by wireless radio frequency network. Monitoring and controlling management for each network node is realized by monitoring and controlling center. Onsite energy -saving monitoring and controlling device is reliable and safe in operation meeting the needs of the system.
A lab - scale study was conducted to precipitate the ammonia from high NH3 - N concentration wastewater in the form of magnesium ammonium phosphate( MAP) . The influences of pH value, reactive time and removal rate of ammonia nitrogen were tested. The result shows that the feasible pH values of crystallization and pre-cipitation were from 8 to 10 . The structure of structure crystallization was destroyed under high pH value condition that resulted in ammonia nitrogen dissociating from MAP, which reduced the removal rate of ammonia nitrogen. Re-sults also demonstrated that ammonia nitrogen was effectively reduced from initial 1981mg/L to final 5mg/L, which removal efficiency reached 99% with crystallization and precipitation method when the optimal pH, precipitation time mole ratio of Mg2+, NH4 +, PO43- were 8. 0, 20 min and 1. 5∶1∶1. 5 respectively.
