
The paper discusses the ‘language of transition’ in the Vietnamese process of shifting ‘from plan to market’ of the 1980s. The motivation of the paper is to show how linguistic evidence may support a conclusion that such transitions may be seen (both by analysts and participants) as ‘bottom-up’ rather than ‘top-down’ (predominantly driven by policy) and offers this as one way to discuss other transition processes. Its results are provisional and hypothesising, and not linked to existing theoretical debates. Clearly, if linguistic analysis suggests that other authoritarian regimes, such as that in North Korea, may also be seen as co-existing with ‘bottom-up’ processes, then this must have important implications for how their political and social evolution may happen. Other examples for possible additional Case Studies are of course China, but also Laos and the failed trials of market-oriented change in the Soviet Union.
Cooperation between ASEAN and South Korea (ROK) has been accelerating since the latter’s advancement of the New Southern Policy. In particular, the digital sphere has emerged as a key area of cooperation since ROK could leverage on her technological expertise to spearhead initiatives that complement ASEAN’s digitalization agendas. As Covid-19 ushers in an era of restricted movement accompanied by contracting economies, cooperation via digital means in the economic sphere appears more pertinent than ever. This paper explores two significant facets of a digital economy which could potentially foster ASEAN-Korea digital-economic cooperation - e-commerce and business networking. Adapting to the constraints of a post-Covid-19 era, it is proffered that existing ASEAN-Korea digital cooperation in the economic field can be strengthened by establishing integrated e-platforms. With more digital initiatives building on existing ones, the shared vision of creating a “People-centered Community of Peace and Prosperity” will not reach a standstill even if the odds of Covid-19 are stacked against both ROK and ASEAN.
물, 에너지, 식량 자원 간의 연계(Water-Energy-Agriculture Nexus: WEA Nexus)는 기존의 분절된 자원 관리 시스템을 탈피하여 통합적인 사고를 요하는 패러다임 전환을 요구한다. 이 개념은 유엔(UN)이 추구하는 지속가능발전목표(Sustainable Development Goals: SDGs)의 상호연계성에 부합하며, 자원 간의 관계를 파악함으로써 보다 효율적인 자원 관리 시스템을 구축하데 도움을 줄 수 있다. 그러나 WEA 넥서스는 주로 국제적인 수준의 논의 또는 거대담론 및 개념화 단계에 머무르는 경우가 많았다. 따라서 본 연구의 목적은 사회적 연결망 분석과 지표간의 중심성 분석을 통해 WEA 넥서스를 지역 수준에서 분석하는 것이다. 아울러 중요한 의미를 가지는 주요 지표를 색출함으로써 지역에 기반한 지속가능발전목표 달성(localizing the SDGs)을 위한 시사점을 얻고자 한다. 농업 중심 경제이며 기후변화, 인구 증가, 도시화 등 여러 문제로 말미암아 안전한 자원 확보가 필수적인 필리핀의 일로일로(Iloilo) 지역을 대상으로 사회적 연결망 분석을 통해 지역 기반 WEA 넥서스의 지표 간의 관계와 방향성을 살펴보았다. 본 연구의 연구 결과를 통해 다양한 이해당사자 간의 파트너십을 형성하고 연계를 늘려가는 방안이 정책적 함의로 제시되었다. 본 연구의 결과를 통하여 정책 입안자 및 다양한 이해당사자들이 효과적인 지역 기반 발전 정책을 도출하기 위하여 자원 간의 연계성에 대해 이해하고 통찰을 가질 수 있기를 기대한다.
본 연구는 강의 상류에서 일어나는 건설 행위가 하류 커뮤니티의 생계에 미친 영향에 대해 고찰한다. 특히, 태국 북부의 치앙라이 소재 세 개 군에 위치한 커뮤니티를 분석 대상으로 삼는다. 치앙라이는 라오스, 미얀마와 국경을 공유하고 있고 태국 내 지역으로는 메콩강 가장 상류에 위치한다. 여러 선행연구는 사회생태학적, 사회경제적 영향에 집중하였으나 본 연구는 태국어 문헌에 근거하여 사회문화적 측면도 강조한다. 사회경제적 영향은 대개 무형적(intangible)이지만 않지만 풍부하고 유서 깊은 전통을 가진 강둑 커뮤니티에게 중요하다. 상류의 개발에 대한 하류 커뮤니티의 인식은 지역문화, 믿음과 정체성의 소실에 대한 우려로 대표된다. 하지만 커뮤니티 생태계에 대한 이러한 위협은 한편으로 지역 시민사회 행동주의를 촉진하였고, 나아가 사회통합에 기여했다고 볼 수 있다. 생계와 커뮤니티에 미친 영향을 통해 우리는 흥미로운 역설을 발견한다. 변화하는 메콩생태계는 경제학적인 측면에서는 사회분열처럼 보일지도 모른다. 하지만 사회문화적으로 접근하면, 개발사업 허가를 내리는 권위주의적 결정들에 저항할 역량을 키운다고 볼 수 있다. 연구의 이러한 분석결과는 지역 거주민과의 소통 실패, 거시경제적 이익에 대한 집중, 미래의 생태계 변화에 대한 지역 커뮤니티와의 미비한 소통 수준 등으로 인한 정책 입안 과정의 문제점을 반영한다. 후속 연구에 대한 제언으로 본 연구는 마무리된다.
