Administrative contracts are a flexible way that administrative agencies implement to achieve administrative management goals. Compared with unilateral administrative actions,administrative agencies are more inclined to sign administrative contracts in order to achieve administrative management goals. Determining the invalidity of administrative contracts is the core content of the administrative contract system,which involves the application of law when judges try cases. It is controversial how the court applies the rules of private law,especially the mandatory validity provisions,in the trial of administrative contract invalidation cases. This article focuses on mandatory effectiveness regulations,sorting out the differences in understanding of mandatory effectiveness regulations in civil law and administrative circles,summarizing the judgment ideas of the court when trying administrative contract effectiveness cases,and pointing out the existing problems.
In recent years, China has vigorously advocated green buildings. Prefabricated buildings are in line with the requirements of policy development. However, the implementation of prefabricated buildings is constrained by many factors. Among many influencing factors, the cost problem is the bottleneck of prefabricated development.Therefore, this paper identifies the influencing factors of construction cost control, and uses the Interpretative Structural Model(ISM) based on system engineering theory to study the internal relations of these influencing factors, and classify the influencing factors. Finally, according to the key factors, it proposes a cost control method to provide a reference for the contractor to carry out cost control.

According to the role of college library in the construction of first-class discipline, this paper analyzes the linkage relationship between the library and the construction of first-class discipline in colleges and universities, and points out the service means of the university library on first-class discipline construction, which can provide reference on the planning, construction and transformation of college library.

China is rich in dramas and has lots of representative works to show the charm of Chinese drama.However,it is a difficult job to translate the classical Chinese sentences,poetry and Qu Fu exactly.There are lots of ancient allusions and drama terms in the drama script. All these are strange for Chinese, but also for friends around the world. It has became a serious task for the translators to introduce the Chinese cultures to the outside world.This paper aims at using translated dramas as examples to show translation principles under the guidance of the translation theories.

John Keats was a remarkable representative of the 19 th century romantic poetry in Britain. Negative capability is a unique aesthetic theory put forward by John Keats, which greatly influenced his poetical writing, and has much room for critical interpretation. This thesis mainly discusses the background and the formative factors of the theory, and then by taking John Keats’ well-known poem Ode to a Nightingale as a sample, analyses the relationship between the theory and the imagery, and finally points out the embodiment of the theory in the poem.

Urban community culture is the core elements in the urban community construction, it is also key of modernization construction of urban community, and represents a city's cultural taste and the degree of civilization. Taking Handan city as an example, on the basis of in-depth investigation of the status of community cultural construction, this paper analyzes the existing problems and the main reasons, and puts forward some countermeasures to strengthen the construction of community culture in Handan city.
Along with the urbanization progress, the rural labors gradually transfer to the cities and towns. In the process, the population of the traditional village has dropped rapidly; elderly population and young population occupy the main part of the village population. Even so, the vast majority of the rural surplus population has a common strong desire to live in the city or town. Therefore, in the long term, the traditional village will still face a further reduction in the number of population and structure aging problem. If things go on like this, it will be inevitable that some areas of the traditional villages will disappear from us. Many of the traditional villages in China long contained a unique national culture and excellent civilization. If we let any of them disappear without any measurement, it may result in the loss of many non-material cultures. Development is not equivalent to abandon all the past, human social progress and development is always based on the essence of the inheritance and development of traditional culture. In the process of promoting the construction of urbanization, we should inherit and develop the traditional culture of the traditional village.

Aiming at the performance evaluation of public service of Hebei province, this paper selects 10 indicators which covers six aspects: cultural education, health and medical care, science and technology, public employment, public facilities and public environment.This paper builds an evaluation system of public service for 11 cities of Hebei province. It uses SPSS19.0 statistical software and the method of Factor Analysis to comprehensively evaluate the public service level in Hebei province. At last it puts forward some suggestions.
The foreign direct investment plays an important role in regional industrial structure. Based on the economic data of the past five years of Hebei Province, the paper, with the method of statistics and comparison, summarizes the development trend of industrial structure in Hebei Province, describes the present situation of the foreign direct investment from the perspective of total investment and the structure, and analyses the basic features of foreign direct investment in Hebei Province.
In simulation or evaluation of composite systems,the choice and quantification of indexes are key contents. A new evaluation model was put forward to quantify the indexes weights of Eco-water network composite system by uniting AHP and entropy value method,the model avoided the subjective in using analytic hierarchy process( AHP) and partial in using entropy value method separately. That is the indexes weights were calculated by AHP and entropy value method respectively firstly,and then the weights were determined by according to comprehensive function. The alliance of AHP and entropy value method can be regarded as the combination of subjective and objective method. It reduced the error rate and false reject rate in the process of data classification and identification,compared with using AHP and entropy value method individually,the alliance method makes the results more objective and reasonable in the index quantification of Eco- water network composite system.Based on the ecology,water network data from 2008 to 2012 in Hebei province,the two sub- systems including ecology and water network system were analyzed,and the ten indexes weights of the composite system were calculated. It lays the foundation for coupling simulation,evaluation and management of the composite system.
Rural banks, as the main force of the new rural financial institution, effectively solved the problems of agriculture, rural areas and farmers in the new rural construction in China to a large extent. Through the study of the current situation of rural banks in china, the internal and external problems, the application of advanced international experience of small financial institutions from Bangladesh, India, Latin America and the United States, this paper is going to explore some ways for the sustainable development of the rural banks in China.
ESL courses refer to the training programs provided to the non-native English speakers in English speaking countries such as USA and Canada. Through almost a year’s class observation and interview with teachers and students from Iowa State University (ISU), a large Midwestern Research University, the author conducted a study on the teaching philosophy and curriculum of its ESL education. Based on this understanding and the current situation of EFL teaching, the author analyzes the differences between ESL and EFLand proposes the experience drawn from ESL teaching for EFL curriculum in China.
This paper, from the current situation of regional economic development in Hebei Province, selected the range, ratio, standard deviation, variation coefficient, Theil coefficient and Gene coefficient to measure the 6 economic indicators of differences, analyzed the changes of the economic differences in Hebei Province.The result show that the economic differences in Hebei province has a growing trend.The paper puts forward countermeasures and suggestions to promote the coordinated development of regional economy in Hebei province from the aspects of improving macro view control, Strengthening cooperation with Beijing and Tianjin, adjusting industrial structure and introducing talents.
Based on the perspective of tourism industry security in Hebei Province, the current security status of tourism industry in Hebei Province is obtained, and suggestions for tourism industry security in Hebei Province are given to promote its development, with analysis of the factors restricting the tourism industry security.
According to the standard of academic burnout and the definition of class period, the author made a survey of recessive dropout among 2000 subjective from sophomores in a university, as well as the investigation of the AQ. The results show that the specific performance and reasons of College Students' learning burnout were found out, which provided scientific basis for making relevant interventions and policy.
