
This paper analyzes the characteristics of incentive policies for sci-tech innovation talents in Shanxi Prov-ince,and obtains first-hand information through various channels and methods such as questionnaire research,talent in-terviews,and personnel exchanges with relevant functional departments,and combining with the existing talent policies in key cities of Shanxi Province,proposes optimization suggestions for sci-tech innovation talent policies,in order to pro-vide reference for the optimization research of sci-tech innovation talent policies in Shanxi Province.
This paper analyzes the research status of college students'information literacy in China,and reveals its research hotspots and development status,in order to provide reference for domestic scholars to further carry out related research.The periodical papers in the field of college students'information literacy collected in CNKI database are used as data sources,and the research results in this field are statistically analyzed from the aspects of annual distribution,in-stitutions,core authors,keywords,etc.,and the knowledge map is drawn by VOSviewer software to display the visual re-sults.At present,the research in the field of information literacy of college students in China has been in a stable period,and the core author group is unstable.The research institutions are mainly Jilin University and Wuhan University.The journals are mainly distributed in library and information and pedagogy disciplines,and the research topics are rich and concentrated.
With the development of Internet emerging technologies,the order of cultural copyright market is disor-dered.In order to eliminate the obstacles in the cultural copyright market,it is necessary to explore the influence mecha-nism of blockchain technology on the internal elements of cultural transmission establish a healthy and orderly cultural communication ecological environment.Starting from the five elements of the cultural transmission process,this paper spe-cifically analyzes the influence of blockchain on disseminators,information sources,receivers,transmission channels and transmission effects,and points out that blockchain's decentralized architecture,chain structure,timestamp and asym-metric encryption technology can provide credit endorsement and security guarantee for cultural transmission,optimize royalty distribution,offer accurate transmission channels,and enhance the transmission effects.
As an important element of government services,government data sharing is indispensable for optimizing the business environment.The level of government data sharing is related to the effectiveness of optimizing the business en-vironment.This paper,taking H Province as an example,elaborates on the practical obstacles to government data sharing in the business environment from cross level and cross department perspectives,analyzes the causes of the obstacles to government data sharing in the business environment from the perspectives of provincial legislation,bureaucratic factors,data sharing mechanisms,personnel and funding guarantees,etc,and points out that it is necessary to develop a scientif-ic legislative plan,empower it through local regulations as the top-level design,establish and improve supporting mecha-nisms and measures to ensure comprehensive relief of the problem of business environment and government data sharing.
The application of digital technology has improved the intelligence of the working environment and applica-tion scenarios of library information archives,requiring the digital transformation of library information archives discipline as the training position of library information archives professionals.By using theoretical research methods,this paper ana-lyzes the internal needs and functional utility of the digital transformation of the library information archives discipline,and puts forward the opportunities and policy suggestions for the digital transformation of the library information archives discipline in combination with the problems existing in the digital transformation of the library information archives disci-pline,and points out that digitalization and the construction of new liberal arts provides direction guidance and policy sup-port for the transformation and development of library information archives discipline,library information archives disci-pline can realize digital transformation and development through integration and innovation with related disciplines.
The training of top talents in basic disciplines is an important guarantee for providing talents in key techni-cal fields and improving national innovation strength and meta-strength.This paper analyzes the necessity of library disci-pline service in the training of top talents of basic disciplines in universities adobting functional theory,and by using SPSS and Analytic Hierarchy Process(AHP)constructs an evaluation system of the factors influencing the discipline service of university libraries for the cultivation of top talents in basic disciplines,and investigates the weights of criterion layer and index layer,the weight result of which shows service subject(0.467)>service content(0.278)>service medium(0.160)>service object(0.095),from these four dimensions,puts forward a series of disciplinary service strategies for university libraries to cultivate top talents of collaborative basic disciplines.
After a long period of development,China's science and technology is moving towards the direction of high quality development.Sorting out science and technology policies can provide certain guidance for policy formulation and implementation.Using social network analysis method and LDA model,this paper caries out the cooperation analysis of the main policy-issuing bodies and the policy subject extraction of China's science and technology policy from 2006 to 2022,explores the evolution of cooperation network and policy themes,pointing out that China's science and technology policy has experienced three stages of the embryonic period(2006-2014),the rapid development period(2015-2019)and the stable development period(2020-2022),in which the cooperation network of the main policy-issuing bodies presents a structure of"single core-diversified-single core"and the Ministry of Science and Technology has always been at the core position,and the policy theme is from the overall planning of science and technology to the special task of sci-ence and technology development,and then to the coordinated development of multiple fields,and in view of the prob-lems in China's science and technology policy,such as the imperfect policy system,the low degree of cooperation be-tween policy subjects and the insufficient degree of attention of science and technology personnel policy,puts forward some specific suggestions.
With the development of digitalization,the integrative construction of paper and electronic resources has become a major trend of library's resource construction.Through the investigation of digitization construction status of li-braries'collection of 14 university libraries jointly built by the ministry and province after their joining CADAL alliance,this paper finds out the existing problems,and from the aspects of copyright protection of book literature resources,inte-grated display of paper and electronic books,ecological chain of books and library's management&service platform,puts forward the methods and strategies to realize the integrative construction of paper and electronic books in library's collection,thus,the value and economic benefits of resources can be maximized,and a new idea can be provided for inte-grative construction of paper and electronic book literature resources in university libraries.
The innovation index is an important indicator that reflects the level of regional innovation development.This paper uses the comprehensive index evaluation method to calculate the 4 primary indicators of innovation environ-ment,innovation input,innovation output,and innovation effectiveness,as well as the index of 21 secondary indicators under them,across the country and in Guangxi,Hunan,Guizhou,and Gansu.It compares and evaluates the evolution trend,advantages,and disadvantages of innovation development levels in different regions,and reveals the implementa-tion effectiveness of policies and measures related to tax deduction and exemption,financial technology investment,pro-motion of enterprises to increase R&D investment,transformation of sci-tech achievements,and patent funding from the perspective of innovation index,and proposes relevant countermeasures and suggestions for the problems existing in re-gional innovation and development.
In the context of the rapid development of open science,the preprint,as an important form for the release,exchange and dissemination of the latest scientific research results,is gradually becoming an indispensable part of the global academic exchange system.The Chinese Academy of Sciences Pre-Publication Platform for Scientific Papers(Chi-naXiv)project,launched in 2016,is China's latest practical achievement in the field of preprinting,aiming to make ex-cellent scientific research results better serve the Chinese science and technology community,and improve the influence and competitiveness of China's scientific and technological achievements.At present,ChinaXiv still has the problems of slow growth in the number of preprints,lack of sustainable operation mechanism,and unbalanced distribution of subject resources,etc.In the future,it is necessary to clarify the development orientation of the platform,enable development through emerging technologies,accelerate the layout of weak disciplines,establish a more advanced and open preprint platform,and continue to promote the development of open science.
以提升科学数据统筹管理能力为目标,探索我国科学数据中心体系建设推进策略;综合运用网络调查法、文献研究法和比较研究法,调研了我国科学数据管理政策与科技资源管理平台,总结了美国NASA、英国UKRI、澳大利亚ARDC的科学数据中心管理情况,指出我国科学数据中心体系建设尚存在基层实施细则滞后、部分层级科学数据中心建设进展缓慢、管理运维模式差异显著、科学数据中心评估认证推进较慢等问题,从推动科学数据中心政策体系完善与发展、建设三级弹性科学数据中心体系、分级分类设计科学数据中心建设与运维规划、推进自主可控的科学数据中心评估与认证体系建设工作等方面,提出了推进科学数据中心体系建设的发展建议.
期刊评价研究领域的一个重要问题是期刊分区.目前期刊分区方法众多,对一些期刊的处理存在分歧,给科研人事管理、各种场合的学术评价带来不便.为此,需要对不同期刊分区方法的技术合理性大小进行比较.为减少主观评价带来的误差与利益纠纷,此种比较宜量化进行.以"同一分区论文质量应尽量接近"为逻辑起点,设计了期刊分区技术合理性定量比较规则集,采集2020-2021年WoS与Scopus数据库17个学科期刊论文被引次数为研究样本,对24种期刊分区方法技术合理性进行了定量比较.结果表明:第一,期刊分区技术合理性定量比较规则集可以有效量化评价不同期刊分区方法优劣,规则集可直接供科研人事管理和学术评价使用.第二,推荐H指数+剩余影响因子形成的HRIF指标为期刊分区方法基础指标.

基于引文内容的引文分析是目前文献分析的研究热点,分析算法文献的引用行为将为研究者选择算法提供依据.以WoS数据库中机器学习算法文献为数据,构建了机器学习算法的引用情感和动机数据集;并分别从引用情感、引用动机和引用位置出发,分析了机器学习算法文献的引用行为.基于研究结果,指出中性情感为主要引用情感;"单一使用"与"使用并比较"为主要引用动机;引用情感、引用动机与引用位置两两之间存在明显的相关性.
国家实验室体系建设的纵深推进,带动了省级实验室体系的重塑与调整.在此背景下,省级实验室管理运行机制显得尤为重要.通过分析山西省农业重点实验室自主权、协同创新机制、学科及产业结构变化、科研经费及仪器设备管理等方面的现状及存在的问题,提出了省级实验室管理应建立灵活的实验室保障机制、建立学科交叉融合的运行机制、建立跨区域和部门的互动机制等对策建议.
