
This article substantiates and tests a methodological approach to hierarchically categorizing key threats to the financial security of EU countries, which arise not only from inadequate cryptocurrency market regulation but also from the dramatic tightening of legal, prudential, reporting, countermeasure, and cyber-operational requirements. The purpose of this article is to develop and test a methodological approach to hierarchical ordering and an integrated assessment of the EU's key financial burdens, which will enable the successful regulation of the crypto-asset market by eliminating causal links between regulatory forces, corporate actions, market reactions, and systemic financial resources. The methodological framework encompasses documentary expert synthesis, the two-round Delphi method, binary dependency and reachability matrices, interpretive structural modeling, the Saaty hierarchy process, combining expert weighting with structural impact, integrated assessment, and scenario analysis. The information base is compiled from EU regulations, materials from ESMA, EBA, the European Commission, academic papers, and open data on WhiteBIT, KUNA, Everstake, Trustee Plus, and Hacken for 2022–2025. Five levels of the hierarchy are established. The underlying drivers are identified as uneven regulatory implementation and rising authorization and compliance costs. The ultimate systemic outcome is a trust shock with potential spillover to the banking, payment, and investment sectors. An integrated assessment revealed high sensitivity of exchange and payment business models, while cybersecurity service providers have low direct exposure but remain critical for mitigating operational risk. Scenario calculations demonstrated that coordinated and proportionate implementation can significantly reduce the overall threat level, while fragmented oversight increases concentration, regulatory arbitrage, and the diversion of activity to less regulated channels.
Україна стикається з необхідністю підтримки фіскальної стабільності у воєнний час, оскільки бюджетна система страждає від високих витрат на оборону та падіння податкових надходжень. Податковий борг стає значним фактором фіскальних ризиків, а його своєчасне погашення може стати ефективним інструментом зміцнення фіскальної стійкості. Проблемою дослідження є маловивчений вплив погашення податкового боргу на макроекономічні параметри фіскальної стабільності, особливо з огляду на зростання воєнних ризиків. Відсутність інтегрованих показників фіскальної стабільності й системного підходу до оцінки податкового боргу та управління ним ускладнює розробку ефективної податкової політики, здатної підтримувати фінансову безпеку держави. Метою дослідження є оцінка впливу темпів скорочення податкового боргу на рівень фіскальної стабільності України протягом 2022–2024 років. Для цього використані щомісячні дані з офіційних джерел, зокрема Державної податкової служби, Міністерства фінансів, Національного банку України та Державної служби статистики, а також був створений Індекс фіскальної стабільності (ІФС). Результати показали, що середнє значення ІФС за 2022–2024 роки становило 54,3 пункту. Середній рівень погашення боргу становив 12,4% на місяць, а податковий борг відповідав 8,7% ВВП. Економетричні оцінки (ARDL/UECM) підтвердили позитивний довгостроковий ефект від погашення боргу та його покращення під час воєнного стану. Інструментальні оцінки (IV-2SLS) підтвердили причиново-наслідковий характер цього зв'язку, а імпульсні реакції (SVAR) показали поступовий ефект: збільшення FSI на 0,72 та зниження дохідності державних облігацій на 0,42 в.п. за рік після шоку погашення. Отримані результати підкреслюють, що активне адміністрування податкового боргу є одним із ключових механізмів забезпечення фінансової безпеки держави. Подальші дослідження повинні бути зосереджені на регіональній специфіці та сценаріях післявоєнного економічного відновлення.
Ukraine's transition to risk-based prudential supervision requires non-bank financial institutions to connect formal regulatory obligations with measurable financial resilience, reliable data, governance, and professional competence. The purpose of this study is to assess the financial transformation and prudential compliance of selected Ukrainian non-bank financial institution segments, systematize applicable regulatory requirements, and develop an integrated framework linking financial, digital, legal, governance, and professional mechanisms. The analysis combines official National Bank of Ukraine data for insurance companies, finance companies, and credit unions, descriptive period comparisons, author-verified regulatory coding, and comparative analysis of continuing professional development frameworks. The results reveal market consolidation across all three segments but divergent balance-sheet trajectories: insurers and finance companies expanded their aggregate assets, whereas credit unions contracted. Governance and legal obligations dominate the primary-code structure of the selected regulatory requirements, while multiple coding shows that financial, digital, legal, governance, and professional components are interdependent. The study develops a financial-first conceptual framework in which prudential assessment forms the evidence-based core, digital tools support monitoring and traceability, legal mechanisms translate external requirements into internal obligations, and governance and professional competence operate as cross-cutting layers. The findings support differentiated implementation rather than a uniform compliance template for all non-bank financial institutions. The results may assist the National Bank of Ukraine, non-bank financial institutions, compliance, risk-management and internal-audit functions, professional associations, researchers, and policy specialists in designing proportionate control, reporting, governance, and professional-development systems.
The purpose of this study is to quantitatively assess the relationship between the strategic characteristics of service enterprises, the economic outcomes associated with their implementation, and enterprise development indicators under conditions of high market competition. The economic rationale behind Strategic Choice was assessed by evaluating the four elements of financial performance, operating efficiency, investment intensity, and the alternatives' contribution to business competition. To establish an evaluation framework for assessing this rationale, the researchers used both comparative and cluster analyses as well as correlation analysis to identify measurable development criteria. An empirical sample of 60 businesses that provide computer and communications equipment repairs (in Ukraine) and five EU countries (Germany; France; Poland; Czech Republic; Spain) provided data for the observations collected during the time period of 2019-2023. Data for these observations were obtained from statistical databases, company statements, and non-financial reports published by international organizations. Comparison indicated significant differences between Ukrainian and EU companies on all major strategic performance metrics. Digitalization of business models and employee participation exhibited strong positive associations with outcomes. Conversely, there was a weak direct association between CSR spending and outcomes. However, this relationship is typical of a long-term implementation process. Three distinct clusters emerged from cluster analysis of the companies based upon their performance characteristics. A majority of the Ukrainian companies were categorized into the lowest-performing cluster. In contrast, most of the EU companies were categorized into the highest-performing cluster. This research provides managers with a practical framework to sequence initiatives aimed at digital transformation, innovation, and employee engagement. Managers may prioritize initiatives such as adopting CRM software systems, integrating ERP systems, implementing select AI services, or making more systematic ESG reporting among SMEs. Policymakers can also use these findings to guide policy decisions. Tax relief policies and competitive grant programs that are targeted toward digital innovation services and incubators for digital services can support innovation capacity and promote rapid modernization throughout the industry.
The rapid advancement of artificial intelligence technologies and their growing application across various domains of public life are driving fundamental changes in approaches to public administration. Despite the increasing scholarly attention to AI integration in government, the regional dimension of economic development in the context of AI implementation remains insufficiently studied. The purpose of this article is to identify regional features of artificial intelligence implementation in public administration systems and to assess the relationship between the level of AI readiness and the level of economic development across world regions. The study draws on data from the Government AI Readiness Index. The methodological framework includes comparative analysis, statistical analysis, grouping method, and correlation-regression analysis applied across nine world regions: North America, Western Europe, Eastern Europe, East Asia, South and Central Asia, Middle East and North Africa, Latin America and the Caribbean, Pacific, and Sub-Saharan Africa. The results indicate that AI implementation in public administration has resulted in differences in economic development across regions. North America demonstrated the highest level of readiness with an integral score of 81.51 points, followed by Western Europe (64.42 points) and Eastern Europe (54.31 points), all exceeding the global average of 48.17 points. Regions including Sub-Saharan Africa, the Pacific, and Latin America and the Caribbean recorded the lowest scores, reflecting limited digital infrastructure, constrained financial resources, and weaker institutional capacity. The regression analysis showed that over 90% of the variation in AI readiness across regions could be explained by GDP per capita. The findings confirm a strong positive relationship between economic development and government AI readiness, while also indicating that institutional, regulatory, and political factors independently influence outcomes. The results provide a basis for developing differentiated national strategies for AI integration in public administration that account for regional specificities and development levels.
This study extends the existing literature by developing and empirically testing an integrated framework that simultaneously examines the effects of e-service quality, technology and logistics support, and social influence on online sales performance in Vietnam's refrigeration and consumer electronics industry. Drawing on service quality theory, technology acceptance theory, and social influence theory, the research develops an integrated framework to examine how e-service quality, technology and logistics support, and social influence affect sales outcomes. Unlike previous studies that primarily investigated these determinants separately or in general e-commerce settings, this study integrates operational, technological, and social dimensions into a unified framework for a high-value product sector in an emerging economy. A quantitative research design was employed, with data collected from customers experienced in online purchasing of high-value products. The reliability and validity of the measurement scales were assessed using Cronbach’s alpha and exploratory factor analysis (EFA), while multiple regression analysis was employed to examine the proposed relationships. The findings reveal that all three factors exert significant positive effects on online sales performance, with e-service quality emerging as the most influential determinant. Technology and logistics support also play a crucial role, particularly in ensuring timely delivery, installation, and after-sales services. Social influence, reflected through online reviews and recommendations, further shapes purchasing decisions in digital environments. Importantly, the findings highlight that online sales performance in this sector is not only driven by digital platforms but also by integrated operational and service systems that directly affect financial outcomes, including cost efficiency and revenue stability. The study advances the literature by providing one of the first integrated empirical examinations of online sales performance in Vietnam's refrigeration and consumer electronics sector, while offering practical evidence on how operational capabilities, digital technologies, and customer-oriented service strategies jointly enhance business performance in the era of digital transformation and artificial intelligence.
The relevance of this study is driven by the need to rethink the financing mechanisms for the innovative development of Ukraine's economy under prolonged martial law, as traditional fiscal and investment instruments undergo significant transformations. Analyzing the interaction among budget policy, investment flows, and the institutional environment is crucial to ensuring the resilience of the state's innovation system. The study aims to assess the impact of fiscal and investment factors on innovative development using a multiplicative model of indicators that reflect the correlation between tax burden, investment activity, stock market conditions, and the funding level of research and development (R&D). In this paper, multiplicative models of the factors influencing the financing of scientific activities in Ukraine were developed, incorporating coefficients for the tax capacity of GDP, investment support of the fiscal system, stock market capitalization of the economy, fiscal mobilization of market capital, and the research and innovation priority of budget funding. R&D expenditure dynamics were investigated across three macroeconomic periods within 2018–2025. For each period, a separate multiplicative model was designed, capturing the pre-crisis state, crisis shock, and wartime economic adaptation phase. The findings are conceptualized within an integrated model of institutional and resource support for innovative development, illustrating the interaction of institutional, financial, and managerial components of the innovation system. The results confirm a substantial dependence of innovative development on public finance structure, investment activity, and stock market maturity. While wartime conditions reallocate resources to defense, limiting civilian innovation funding, they simultaneously stimulate dual-use technology development. Sustainable innovative development requires combining fiscal incentives, investment activity, and institutional support within the innovation ecosystem. The proposed model enables a comprehensive evaluation of macroeconomic factor impacts on innovation dynamics during periods of high economic turbulence.
Мета дослідження полягала в розробці методології оцінки впливу інноваційної активності на посилення експортоорієнтованості регіонів України в контексті стимулювання діяльності промислових підприємств та організації необхідних процесів управління. Спираючись на аналіз обсягів українського експорту як результативного індикатора, а також показники, які є факторами впливу на його обсяги, побудовано регресійну лінійну модель, що враховує специфічні особливості інноваційної діяльності промислових виробників і дає змогу оцінити експортну спроможність регіонів. З використанням формули Стеджеса отримані дані лягли в основу аналітичного групування регіонів за рівнями їхньої експортної спроможності та, відповідно до запропонованої шкали (в межах однієї цілої), інтерпретовані за окремим економічним значенням. Керуючись розподілом показників у розрізі двадцяти чотирьох областей України, автори встановили шість рівнів експортоорієнтованості. Визначено, що найбільш суттєвими факторами впливу є обсяги реалізації інноваційної промислової продукції та залучення капітальних інвестицій у розрізі регіонів. Констатовано, що значним рівнем експортоорієнтованості характеризуються Київська, Дніпропетровська та Львівська області і, відповідно до пропозиції авторів, їхня активність інтерпретується станом «розвитку», «зростання» та «пожвавлення». Загальні результати систематизовано в запропонованій структурно-логічній схемі управління експортоорієнтованою діяльністю регіонів на шляху інтеграції України до Європейського Союзу, що включає заходи сприяння інноваційної активності підприємств і посилена необхідними процесами мікроекономічного управління. Для забезпечення цих операцій згруповано актуальні інструменти для пошуку партнерів та інвесторів, які використовуються в Європейському Союзі. Практична цінність дослідження полягає в можливості використання отриманих результатів для розробки програм регіонального розвитку та управління зовнішньоекономічною діяльністю експортоорієнованих суб’єктів. Дослідження є цінним при визначенні аналітичного базису для стимулювання й стійкого партнерства під час інтеграції, аналізу слабких і сильних сторін організації виробництва, а також налагодження синергії між регіональними адміністраціями, бізнесом і підприємцями.
Статтю присвячено формуванню та апробації методичного підходу до інтегрального оцінювання фінансово-соціальної безпеки будівельних підприємств протягом 2022–2025 рр. Актуальність дослідження визначається одночасним впливом воєнного стану, руйнуванням виробничої та житлової інфраструктури, нестабільністю фінансування будівельних проєктів, дефіцитом кваліфікованого персоналу й нерівномірним відновленням ділової активності. Запропоновано розглядати фінансово-соціальну безпеку як здатність підприємства підтримувати платоспроможність, прибутковість, оборотність активів, збереження доходу, достатність оплати праці, відтворення персоналу й продуктивність праці без критичної втрати стійкості. Методичне забезпечення поєднує систему восьми індикаторів, порогову нормалізацію, метод аналізу ієрархій Сааті, групові та інтегральний індекси, сценарне моделювання й перевірку стійкості результатів методом Монте-Карло. Ваги сформовано за відтворюваною узгодженою матрицею попарних порівнянь, для якої коефіцієнт узгодженості становить 0,0138. Емпіричну апробацію проведено для ПрАТ «ХК «Київміськбуд», ТОВ «Альтіс-Констракшн», ТОВ «БК «Інтергал-Буд» і ТОВ «КЕБК» за відкритими даними фінансової звітності та адміністративними показниками зайнятості. Отримані результати засвідчили істотну неоднорідність траєкторій безпеки. ТОВ «КЕБК» наблизилося до високого рівня, водночас інші підприємства зберегли низький рівень або перейшли до нього внаслідок збитковості, скорочення доходу чи слабкої соціальної складової. Сценарне оцінювання довело перевагу збалансованого відновлення для більшості підприємств, а для ТОВ «КЕБК» пріоритетним постає фінансовий сценарій. Практичне значення підходу полягає у формуванні аналітичного підґрунтя для вибору диференційованих заходів забезпечення безпеки.
Сучасні підходи до управління інноваційними кластерами недостатньо враховують комплексну взаємодію обліково-аналітичного, фінансового, маркетингового, інноваційного та кібербезпекового забезпечення, що знижує ефективність стратегічного управління та ухвалення управлінських рішень. Метою дослідження є розробка інтегрованої методології управління сталим розвитком кластерних моделей інноваційного підприємництва на основі поєднання обліково-аналітичного, фінансового, маркетингового та кібербезпекового забезпечення. Запропоновано авторську модель комплексного оцінювання, яка передбачає нормалізацію показників, визначення часткових інтегральних індексів за окремими функціональними складовими, розрахунок базового інтегрального індексу сталого розвитку, оцінювання синергетичної взаємодії між функціональними підсистемами, визначення інтегрального індексу кіберризику та формування підсумкового інтегрального показника сталого розвитку кластерної моделі. Апробацію методики здійснено на прикладі п'яти підприємств харчової промисловості Вінницької області, які розглянуто як потенційне виробниче ядро регіональної агропродовольчої кластерної моделі. Результати дослідження підтвердили ефективність запропонованої інтегрованої моделі для комплексного оцінювання рівня сталого розвитку підприємств з урахуванням фінансової стійкості, обліково-аналітичного забезпечення, маркетингової активності, інноваційного розвитку, синергетичної взаємодії та кіберстійкості. Проведені розрахунки дозволили ранжувати підприємства за рівнем інтегрального індексу сталого розвитку та встановити, що поряд із фінансовими показниками суттєвий вплив на результати функціонування кластерної моделі мають рівень синергії між функціональними підсистемами та масштаби кіберризиків. Практичне значення запропонованої методики полягає в можливості її використання підприємствами, кластерними організаціями, органами державної влади та місцевого самоврядування для оцінювання рівня сталого розвитку інноваційних кластерів, обґрунтування управлінських рішень, підвищення ефективності інноваційної діяльності, зміцнення кіберстійкості й забезпечення тривалої конкурентоспроможності підприємницьких структур.
The object of the study is the behavioural aspects of the use of digital financial services in the payments segment. The aim of the study is to determine the role of financial technologies in the adaptation of Ukrainians to economic turbulence and to develop practical recommendations for enhancing the effectiveness of this process. Successful adaptation of Ukrainians to turbulent economic realities is possible through enhancing financial inclusion in combination with the development of innovative financial technologies. Alongside the infrastructural development of the financial ecosystem, this combination makes it possible to remove barriers to the provision of innovative digital financial services. The study employed the methods of scientific abstraction and generalisation, comparative analysis, vertical and horizontal analysis, financial ratio analysis, graphical methods, expert approaches, and techniques of critical evaluation and systematisation. A set of recommendations was developed regarding the measurement of the level of financial inclusion and the improvement of approaches to the implementation of innovative financial technologies, which will facilitate the adaptation of Ukrainians to the turbulent conditions of the economic system. Particular attention was paid to the payments segment, as nine out of ten payment card transactions are cashless. It was determined that ensuring the accessibility of digital financial services and FinTech innovations represents an expected strategic outcome of financial inclusion development achieved through the coordinated efforts of FinTech ecosystem stakeholders. The identified areas of cooperation between banks and FinTech companies are considered a key mechanism for achieving synergy under conditions of the sector's digital transformation. The practical recommendations presented at the level of interaction between service providers and customers are universal in nature and require implementation by financial sector participants. In addition, a comprehensive set of proposals aimed at improving regulatory policy in the FinTech segment was developed.
The hospitality industry faces increasing pressure to adopt ESG (Environmental, Social, Governance) practices as a strategic tool for ensuring balanced and sustainable development. Despite the growing relevance of ESG frameworks, existing research predominantly focuses on aggregate ESG scores, overlooking the proportional distribution of efforts across the three ESG pillars. This structural imbalance – characterised by an excessive emphasis on environmental disclosures at the expense of social and governance dimensions – represents a critical gap that this study addresses. This article investigates the role of ESG balance as a strategic determinant of financial and operational performance in the hospitality industry. To measure the degree of balance among the three ESG pillars, the study introduces the ESG Balance Index (EBI), a novel analytical instrument grounded in the normalised Euclidean distance from the centroid of the ESG disclosure simplex. The EBI ranges from 0 (maximum imbalance) to 1 (perfect balance), enabling quantitative assessment of ESG reporting proportionality. The empirical analysis draws on content analysis of sustainability reports published by 60 international hotel companies from Europe, North America, and the Asia-Pacific region for the period 2019–2023, yielding 300 firm-year observations. ESG disclosures were coded in accordance with the European Sustainability Reporting Standards (ESRS). Financial performance was evaluated through Return on Assets (ROA) and Revenue per Available Room (RevPAR), while operational performance was assessed using staff turnover and guest satisfaction indicators. Panel regression with firm fixed effects was applied to test four research hypotheses. The study concludes that ESG balance constitutes a strategic capability that enhances stakeholder trust, organisational resilience, and long-term competitiveness, and provides evidence-based recommendations for managers, investors, and policymakers.
The process of population ageing is one of the significant demographic risks that affects the state of the labour market and long-term economic sustainability. Accordingly, it is relevant to study the concept of Health Capital in the context of the impact of population ageing on financial and economic processes in the country. The purpose of the article is to substantiate the essence of the concept of Health Capital in the context of population ageing and assess its economic impact on the development of the labour market. The hypothesis of the study is that the development of the concept of Health Capital at the national level affects the reduction of macroeconomic risks, in particular, population ageing, by improving the quality of human capital, strengthening the labour supply, and enhancing labour market resilience. To test this hypothesis, economic and statistical analyses and multiple linear regression modeling were conducted. Based on the results obtained, a relationship between the concept of Health Capital and labour market indicators was confirmed. The developed econometric model explains 73.9% of changes in the employment rate. In particular, life expectancy and per capita healthcare spending have a statistically significant positive impact on employment. Healthcare spending as a share of GDP has a negative relationship with the employment rate. This relationship is explained by the fact that an increase in the share of healthcare spending does not always have a positive effect on the labour market. According to the current state of development of the healthcare system, such an increase is associated with macroeconomic imbalances and the military-political situation. Among the analyzed indicators, per capita healthcare spending has the most significant impact on employment outcomes. The findings confirm that Health Capital represents a strategic component of human capital and a significant determinant of labour market resilience and sustainable socio-economic development. Under conditions of martial law and post-war recovery, strengthening investment in healthcare, rehabilitation services, and preventive healthcare, alongside the improvement of financial mechanisms for supporting population health, can contribute to preserving labour potential, sustaining economic activity, mitigating the consequences of demographic ageing, and enhancing the long-term economic resilience of Ukraine.
The article examines financial support for the development of digital competences in education in European Union countries. The relevance of the study is determined by the growing need to distinguish financial resources directly related to the development of digital competences from broader expenditure on education and digital transformation. The aim of the article is to assess the scale, structure and differences in financial support for the development of digital competences in selected European Union countries within their national recovery and resilience plans. The study is based on official European Commission data for Belgium, the Netherlands, Slovakia, Ireland, Poland, Lithuania and Cyprus. Financial analysis combines the amount of resources allocated to educational measures related to digital competences with the overall digital financing of the corresponding national plans and a qualitative assessment of the content of funded activities. The results demonstrate substantial cross-country differences in both the absolute amount and the structure of financing. Poland has the largest identified financial resource in absolute terms, whereas Belgium and the Netherlands demonstrate a stronger concentration of digital financing on educational and competence-related activities. The analysis identified three principal financing models: infrastructure-competence, inclusion-competence and pedagogical-innovation. The findings show that financial support for digital competences cannot be reduced exclusively to expenditure on equipment or training, as effective measures combine infrastructure, digital content, access, teacher development and learner support in different proportions. The scientific novelty lies in the financial differentiation of digital competence development within the broader resource of digital transition and in the systematisation of financing models according to the dominant objects of expenditure. The practical significance lies in the possibility of using the results to improve programme budgeting, separate capital and current expenditure, and strengthen the financial monitoring of digital competence development initiatives.
This article explores and empirically validates the use of educational innovation funding as a driver of higher education competitiveness in the knowledge economy. The study is relevant because increased financial resources alone do not guarantee an institution's strengthened international, research, and partnership position, as these outcomes depend on the funding structure and the efficiency with which resources are converted into projects, mobility, and the international recruitment and training of researchers. This article aims to develop a comprehensive approach to assessing the relationship between educational innovation funding and higher education competitiveness. The dataset is based on the 2018 European Tertiary Education Register for 82 universities in 8 European countries. The methodology combines winsorization and data normalization, the analytic hierarchy process, entropy-based weighting, integrated assessment, LED, a dynamic effect analysis (DEA) model with varying returns to scale, robust regression, clustering, and scenario modeling. An index of educational innovation funding is constructed based on the intensity of research expenditures, the share of external funding, capital expenditures, and resource provision per applicant. Competitiveness was assessed using participation in EU framework program projects, partnerships with enterprises, Erasmus incoming mobility, the share of international applicants, and the intensity of PhD training. A strong positive rank correlation was found between the funding and competitiveness indices. Robust regression explains 48.3% of the variance in the final index, with the most consistent positive effect coming from resource allocation per applicant. A scenario of balanced strengthening of research, external, and infrastructure funding increases the predicted average competitiveness value by 7.23%, exceeding the results of single-channel scenarios. The practical significance lies in the applicability of this approach to budgeting innovation portfolios, comparing institutions, and identifying potential for converting financial resources into competitive advantages.
Small and medium-sized enterprises (SMEs) are increasingly becoming targets of cyberattacks. Their preparedness in Slovakia, however, is rarely measured. This study develops and pilots a survey instrument for assessing the cybersecurity preparedness of SMEs. The questionnaire has six parts. Four of them contain an attitudinal scale and form the measured dimensions of preparedness: technological preparedness and compatibility, process preparedness and response management, the perceived benefit of cybersecurity technologies for employees, and strategic and development orientation. The pilot survey was completed by 25 Slovak SMEs. We verified the data using Cronbach's alpha, corrected item-total correlations, and principal component analysis with Varimax rotation, together with the Kaiser-Meyer-Olkin measure and Bartlett’s test of sphericity. All four dimensions show acceptable internal consistency (alpha 0.673 to 0.886), and three exceed the 0.7 threshold. The technological dimension is unidimensional and explains 60.27 per cent of response variance. One problematic item was identified in the employee dimension; its removal raises alpha from 0.673 to 0.779. The rotated component matrix indicates that the strategic-financial dimension splits into two subscales: economic awareness and strategic-innovation orientation. Descriptive findings reveal a consistent gap between implementation and verification. Basic technical controls are widespread, while measures that verify their effectiveness lag behind. Regular backups are performed by 19 of the 25 firms, but only 11 test whether data can be restored. The study delivers a revised measurement framework ready for data collection on a large representative sample. It thus provides a methodological basis for the systematic data collection of cybersecurity preparedness of Slovak SMEs.
This article is devoted to the timely issues of digitization of public-private partnerships as a strategic tool for ensuring the state's economic security in the context of global instability and war threats. The relevance of the study is determined by the objective need to attract private capital for large-scale post-war economic recovery amidst a critical shortage of budgetary resources. In turn, securing a sufficient level of private investment is only possible through adherence to the principles of transparency, accountability, and algorithmic trust, which is facilitated by the use of digital ecosystems and modern technological solutions. The aim of the research is to provide a comprehensive scientific justification of the role of the digitalization of public-private partnerships as a strategic imperative for strengthening the country’s economic security. The study conducted a theoretical and methodological analysis of the transformation of the partnership concept from centralized structures to modern network models such as “Digital PPP” and “4P.” Using Google Trends tools, a comparative assessment was carried out of the dynamics and geographical distribution of societal interest in public-private partnerships and digitalization. Based on information from the Scopus database, an in-depth bibliometric analysis was carried out of publication activity, sectoral structure, and the geographical distribution of research devoted to the digitalization of public-private partnerships in the context of ensuring the state’s economic security. Clustering of the scientific landscape using VOSviewer software identified three most common areas of research on the topic: the fundamental principles of public-private partnerships, the technological aspects of digitalization, and public administration and the role of the state. The study paid particular attention to a chronological analysis of the evolution of academic approaches to researching the role of digitalization in public-private partnerships. The article outlines promising aspects of digitalizing the public-private partnership system to ensure economic security and the post-war reconstruction of the state.
У сучасних умовах глобальної трансформації економічних систем, посилення кліматичних, соціальних і фінансових ризиків, а також в умовах воєнних викликів для України особливої актуальності набуває дослідження сталості як інтегрованої концепції довгострокового розвитку та її фінансової імплементації через ESG-підходи в бюджетній політиці держави. Метою дослідження є розкриття сталості як концепції глобального розвитку через поєднання стратегічного та фінансового вимірів, а також оцінка того, якою мірою ESG-підходи інституціоналізуються в державних стратегіях, трансформують фінансовий сектор і проявляються в архітектурі бюджетної політики України. У дослідженні використано поєднання філософсько-нормативного, інституційно-порівняльного та економіко-математичного підходів. Основні результати засвідчили, що сталість доцільно трактувати не лише як ціннісну або нормативну категорію, а й як інституційно та фінансово релевантну основу формування стратегії, бюджетного планування й фінансового регулювання. Установлено, що стратегічна інституціоналізація ESG-підходів у сучасній міжнародній практиці відбувається переважно через сукупність секторальних стратегій, регуляторних режимів, стандартів розкриття інформації та бюджетних механізмів. Емпіричний аналіз для України показав, що в умовах війни особливого значення для ринкового сприйняття державної фінансової стійкості набуває якість дохідної архітектури бюджету. Уточнена динамічна модель з одноквартальним лагом видатків, курсовою динамікою та зміною глобальної ринкової волатильності підтвердила позитивний воєнний ефект дохідного індексу та виявила негативний короткостроковий зв’язок лагованого видаткового індексу з ринковою оцінкою суверенних зобов’язань. Зроблено висновок, що сталість на державному рівні переходить із площини декларативної ідеї в царину конкретної бюджетної та фінансової політики, а ESG-орієнтована бюджетна архітектура виступає важливим чинником зміцнення фіскальної стійкості й довіри до держави.
The article is devoted to the development and practical testing of the author's adaptive multi-level synergistic model for assessing the sustainable development of agrarian tourism enterprises, which integrates human capital management, professional education, and financial support into a single system of support for management decisions. The relevance of the study is due to the need to form new methodological approaches to the comprehensive assessment of the sustainable development of agrarian tourism enterprises in the context of digital transformation, increased competition, instability of the economic environment, and the growth of the role of human capital as a strategic factor of competitiveness. The methodological basis of the study is the author's AMSAM model, which combines adaptive nonlinear transformation of indicators, parametric Tsallis entropy for determining the information significance of criteria, the method of hierarchy analysis, a logistic mechanism for integrating statistical and expert weighting coefficients, regularized Mahalanobis distance for taking into account the correlation structure of data, and synergistic aggregation of integral estimates. Practical testing of the model was carried out on a sample of Ukrainian agrarian tourism enterprises using open information and expert assessment of indicators not presented in financial statements. Scientific support for expert assessment and verification of the consistency of weighting coefficients was provided with the participation of specialists from the Oleksandr Dovzhenko Hlukhiv National Pedagogical University (Ukraine) and the International Academy of Applied Sciences in Lomza (Poland). The results of the study confirmed the high discriminatory ability of the proposed model and its ability to comprehensively assess the level of sustainable development of enterprises. The proposed methodological approach is universal in nature and can be adapted for assessing enterprises in other sectors of the economy, whose activities are based on the effective use of human capital, knowledge, and financial resources.
The article is devoted to the substantiation of the financial and economic mechanism of public administration that can link budget resources with the actual effectiveness of the digital transformation of public services. The relevance of the study is determined by the fact that an increase in spending on general government services does not in itself guarantee accessibility, transparency, interoperability, and convenience of electronic interaction between citizens and enterprises with government authorities. The aim of this article is to theoretically substantiate the structure and instruments of the financial and economic mechanism for public administration of the digital transformation of public services and to assess the alignment of the budget burden with the results of digital public service delivery in a sample of European Union countries. The information base consists of Eurostat data on general government expenditure for 2023 and the results of the eGovernment Benchmark 2026 obtained from the assessment of public services. The sample covers 12 countries of the European Union, namely Austria, Bulgaria, Croatia, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. The proposed methodology combines Saaty hierarchy analysis, entropy determination of objective weights, TOPSIS method, input-oriented DEA-BCC model, synergistic aggregation of results, standardized regression testing and scenario modeling. A system of 8 criteria has been formed, covering fiscal resource intensity, administrative and debt costs, the level of digitalization of services, transparency, interoperability, user support, and the basic quality of government portals. The most hybrid scales received basic portal quality, transparency, and interoperability. According to the synergy index, Estonia, Austria and Lithuania took the highest positions, while Hungary and Romania received the lowest results. The regression test showed the statistically significant impact of interoperability on the overall assessment of public services. The target scenario of resource redistribution and increased digital maturity increases the overall result, while the stress scenario reduces it. The practical significance of the results lies in the formation of tools for program-targeted budgeting, performance-based financing, management of the full cost of public services, and prioritization of investments in general digital infrastructure.
