
Treścią artykułu jest koncepcja metodologiczna badania poziomu kompetencji w zakresie znajomości języków obcych, jako elementu kapitału ludzkiego. Technika badania poziomu kompetencji językowych jest efektem kilkuletnich prac nad problematyką pomiaru jakości kapitału ludzkiego dużych zbiorowości społecznych. Proponowany sposób pomiaru znajomości języków obcych mieści się pomiędzy tradycyjnie stosowanymi ujęciami badawczymi: wskaźnikiem deklarowanego poziomu znajomości języka oraz specjalistycznymi testami językowymi mierzącymi umiejętności, charakterystycznymi dla egzaminów szkolnych. O ile pierwsze ujęcie charakteryzuje się wysokim stopniem subiektywizmu i relatywizmu poznawczego, drugie z kolei generuje rozliczne ograniczenia natury logistycznej (liczebność uczestników, liczba pytań oraz czas trwania badania), to prezentowana metodologia, z jednej strony – ogranicza wpływ subiektywnego postrzegania kompetencji językowych posiadanych przez uczestników badania, z drugiej zaś, umożliwia realizację pomiaru na wielkich próbach badawczych, co pozwala na osiągniecie waloru reprezentatywności uzyskanych wyników. Metoda ugruntowana jest teoretycznie na Europejskim Systemie Opisu Kształcenia Językowego, w oparciu o który pomiar kompetencji językowych realizowanych jest w obszarze czterech subkompetencji: rozumienie, rozmowa, czytanie-media, pisanie. Każdy z wymienionych obszarów zawiera sześciostopniową skalę określającą poziom składających się nań umiejętności.
Artykuł analizuje transgraniczną współpracę Polski i Niemiec w obszarze zarządzania kryzysowego, ochrony ludności i ratownictwa na terenach przygranicznych obu państw ze szczególnym uwzględnieniem województwa zachodniopomorskiego oraz krajów związkowych Meklemburgia-Pomorze Przednie i Brandenburgia. Autorzy skoncentrowali się na analizie prawnych podstaw współpracy, mechanizmów koordynacji działania służb oraz charakterystyki zagrożeń występujących na terenach będących przedmiotem badań. Zastosowano metodę instytucjonalno-funkcjonalną, dogmatyczno-prawną oraz studium przypadku. Wyniki badań wskazują, że, mimo istniejących barier językowych, legislacyjnych i organizacyjnych, współpraca ta wpływa na poprawę bezpieczeństwa ludności.
W zakresie religijnym Słupsk (niem. Stolp) do 1945 r. był miastem zamieszkałym przez protestantów (Niemców). Zajęcie przez Armię Czerwoną, formację komunistyczną i ateistyczną, doprowadziło do stopniowego przekształcenia w ośrodek katolicki, zamieszkały przez Polaków. Droga do tego paradoksu wiodła przez przekształcenia 1945 r., kluczowego w dziejach miasta. Artykuł poświęcony jest zagładzie życia religijnego Niemców, opisuje jej etapy i zakres. A także stopniowe przejmowanie świątyń i dominację katolików. Rozważania te poprzedza panorama życia religijnego Słupska przed wkroczeniem Sowietów, by ukazać jego znaczenie dla ówczesnych mieszkańców. Okres kilku miesięcy dominacji czerwonoarmistów był tragiczny dla Niemców. Oznaczał całkowite zniszczenie dotychczasowego życia, morderstwa, uwięzienia, gwałty i rabunki. Jedyną strukturą, która ocalała (poza pewnymi elementami służby zdrowia) byli nieliczni duchowni i osoby świeckie dawniej ich wspierające. Opierając się na wspomnieniach wykazano w tekście, jak ważną rolę odgrywała religia w tych trudnych dniach. Dawała oparcie, pociechę i nadzieję. Podstawowe wnioski: W wyniku ucieczek i działań Sowietów struktura życia religijnego w Słupsku została zniszczona; pozostali i przeżyli nieliczni duchowni. Jednak te zdziesiątkowane kadry potrafiły dość szybko odbudować protestanckie życie religijne w mieście. W maju 1945 r. sowiecki wojskowy komendant zezwolił na wznowienie nabożeństw i używanie dzwonów. Jednak latem pojawiający się Polacy zaczęli przejmować kościoły na użytek katolików, spychając Niemców na margines (zezwolono na korzystanie z jednej świątyni, popołudniami). Czerwonoarmiści nie zniszczyli budynków kościelnych, wszystkie ocalały, choć zniszczeniu uległa 1/3 miasta. Odbudowa życia religijnego niemieckich protestantów odbywała się przy dużym udziale kobiet, które również i w tym zakresie zastępowały nieobecnych mężczyzn.
The aim of this article was a quantitative and qualitative analysis of the leading emigration weeklies and monthlies between 1946 and 1949 in terms of their content on the subject of the Regained Territories. The exile and its press were not homogeneous during this period (albeit more so than in later years), so it seemed reasonable to assume that divisions would emerge in the context of the western border. In fact, especially in the general arrangements, there was a far-reaching unanimity. The number of texts in the weeklies was similar (26:31), while in the case of the monthlies, and there was, for natural reasons, relatively less material, large quantitative disproportions could be observed (8:1). The only text in the Parisian magazine was quite incidental, while in the PRW organ "NiD" the problem of the Recovered Territories was real and alive and was given considerable attention (also in later years). The study used the classical press method of quantitative and qualitative analysis, extended by a comparative perspective. The editors and authors of the texts published in emigration magazines knew foreign languages well, therefore they were constantly analysing the press and publishing market and the statements of Western politicians, which they then commented on, described and reviewed in their articles. They also had access to domestic media and books, so their perspective was broad and objectified.One of the main themes concerning the Western Territories that dominated emigration weeklies and monthlies at the time was concern for their preservation within Polish borders. There were fears of a change of position, both from the West and from the Soviets. The voices of some politicians and public opinion in West Germany were also disturbing. Besides, their use in the regime's propaganda was emphasised, but at the same time compatriots (at home and abroad) agreed on the legitimacy of including them in the Polish territory, especially in economic terms. For readers remaining abroad, news about the development of the largest cities in these areas was probably important.
The demarcation of the border between Poland, which was reborn after World War I, and the German state was complicated for many reasons, and it was anticipated that the borders obtained as a result of negotiations would not satisfy either side. The presented document, authored by Franciszek Bujak, is an interesting and unique example of a plan for Polish peaceful expansion into the territories of eastern Germany, i.e. the districts of Wrocław, Legnica, Frankfurt-on-Oder, Szczecin, Koszalin, as well as Królewiec and Gąbin. It was to be implemented in about three decades, and its proper progress was to be guaranteed by appropriate provisions in the peace treaty being constructed at the time. Although this project was probably not considered or presented more extensively, it is worth learning about because of the thought it portrayed about the German threat, as well as the intended to eventually offset it - takeover of the indicated territories.
The content of the article is a methodological concept for the study of the level of foreign language competence as an element of human capital phenomena. The technique of studying the level of language competence is the result of several years of work on the issue of measuring the quality of human capital of large social communities. The proposed method of measuring language proficiency is located between the traditionally used research approaches: an indicator of the declared level of language competence and specialised language tests measuring skills, characteristic of school examinations. While the former approach is characterised by a high degree of subjectivity and cognitive relativism, the latter generates a number of logistical constraints (the number of participants, the number of questions and the duration of the survey), the methodology presented here, on the one hand, limits the impact of the subjective perception of the language competences possessed by the participants of the survey and, on the other hand, allows for the measurement to be carried out on large samples, which makes it possible to achieve the value of representativeness of the obtained results. The method is theoretically based on the Common European Framework of Reference for Languages, on the basis of which language competence is measured in four sub-competences: understanding, speaking, reading-media, writing. Each of these areas contains a six-level scale indicating the level of the skills it comprises.
Tekst poświęcony został procesom archiwotwórczym, jakimi poddawały się zbiory dźwiękowe Rozgłośni Polskiego Radia w Koszalinie. Omówiono proces kształtowania się zasobów archiwalnych (audiowizualnych) Rozgłośni Polskiego Radia funkcjonującej w ramach byłej państwowej jednostki organizacyjnej pod nazwą „Komitet do Spraw Radia i Telewizji «Polskie Radio i Telewizja»” Rozgłośnia w Koszalinie”. Dokonana została również charakterystyka zawartości archiwum dźwiękowego koszalińskiej rozgłośni, a także omówiono okoliczności włączenia do archiwum nagrań, jak i ich wyłączeń z zasobu archiwalnego.
The Prussian province of Pomerania, in Polish historiography referred to as Western Pomerania, an area the size of Belgium, became the site of a massive influx of ethnic Poles in the early 20th century. Despite numerous studies devoted to seasonal migration and the indigenous Kashubian population, certain issues have yet to be addressed. The reason for this is the failure to use population statistics, or to use them selectively. The research was primarily based on the results of the census of 1925 and other sources. The main purpose of the article is to describe demographic aspects of the presence of non-native and indigenous Polish and Kashubian populations in Pomerania in terms of native language, citizenship, and religion. These elements are treated as interrelated and represent a continuum. Demographic aspects are discussed in relation to geographical space, which is also an element of structural research that aims to show the whole picture through its parts – e pluribus unum. The research used heuristic, comparative, cartographic and statistical methods, which demonstrated, inter alia, the existence of rather strong relationships between the spatial distribution of the populations under study and the political and economic policies pursued, and between religion and nationality; they highlighted the impact of high fertility rates, and of wars and changes in national borders on the demographic evolution of the Polish and Kashubian populations in the region, on the equal participation of emigrant women and men, and on the ability of the immigrant population to adapt to a culturally alien area.
The article examines the early development of the regional social movement in Central Pomerania through the activities of the Koszalińskie Towarzystwo Przyjaciół Nauk (KTPN) from 1959 to 1964. After World War II, Polish regionalism was subordinated to political objectives, particularly in the Western and Northern Territories, where authorities sought to integrate incoming populations. Koszalin, a peripheral center lacking academic traditions, was late in establishing its regional movement. KTPN aimed to promote scientific research, knowledge dissemination, and the integration of local intellectuals. However, financial and organizational difficulties led to its dissolution in 1964 and replacement by the Koszalińskie Towarzystwo Społeczno-Kulturalne (KTSK). The article highlights KTPN’s role in shaping regional identity in Central Pomerania while emphasizing the limitations imposed by its peripheral status.
Before 1945, Słupsk (German: Stolp) was a city inhabited by Protestants (Germans) in religious terms. The occupation by the Red Army — a communist and atheistic force — led to its gradual transformation into a Catholic center inhabited by Poles. The path to this paradox lay through the transformations of 1945, a key year in the city's history. This article is devoted to the destruction of the religious life of the Germans, describing its stages and extent, as well as the gradual takeover of churches and the domination of Catholics. These considerations are preceded by an overview of Słupsk’s religious life prior to the arrival of the Soviets, in order to show its significance for the inhabitants at that time. The few months of Red Army dominance were tragic for the Germans. They meant the complete destruction of their previous way of life — murders, imprisonments, rapes, and looting. The only surviving structure (apart from certain elements of the healthcare system) was a small number of clergy and laypeople who had previously supported them. Based on memoirs, the text demonstrates the crucial role religion played during these difficult days. It provided support, comfort, and hope. Key findings: As a result of the flight of civilians and the actions of the Soviets, the structure of religious life in Słupsk was destroyed; only a few clergy survived. However, these decimated ranks managed to quite quickly rebuild Protestant religious life in the city. In May 1945, the Soviet military commander allowed the resumption of services and the use of church bells. However, by summer, arriving Poles began taking over churches for Catholic use, pushing Germans to the margins (they were allowed to use one church in the afternoons). The Red Army did not destroy church buildings —despite one-third of the city being damaged, all churches survived. The reconstruction of German Protestant religious life took place with significant involvement of women, who also assumed roles traditionally held by absent men in this area.
The article analyses cross-border cooperation between Poland and Germany in the area of crisis management, civil protection and rescue in the border areas of both countries, with particular emphasis on the West Pomeranian Voivodeship and the federal states of Mecklenburg-Vorpommern and Brandenburg. The authors focused on the analysis of the legal basis of cooperation, mechanisms of coordination of the activities of services, and the characteristics of threats occurring in the areas subject to research. The institutional-functional, dogmatic-legal method, and case study were used. The research results indicate that, despite the existing language, legislative, and organisational barriers, this cooperation improves the safety of the population.
Heinrich Dohrn jr. (1838 Braunschweig – 1913 Florence) was a naturalist, entomologist, entrepreneur, politician and a collector and patron of arts. He representative of the third generation of a family who had rendered Szczecin great service. The opening of the City Museum of Szczecin in 1913 represented a crowning summation of Heinrich Dohrn’s legacy. His antique collection recalls the ancient roots and humanistic values of European culture and is an important element of development of the collecting idea in Pomerania. It is a lasting memory of the Dohrn family’s contribution to Szczecin museology and Szczecin itself. In the continental perspective, this meaningful bourgeois collection represents a valuable contribution to research pertaining to Haskellan artistic tastes on the part of the wealthy and educated bourgeoisie of Prussia and northern Germany at the mature stage of development of this social class. The collection is also important in terms of an analysis of creation and development of museums in Europe of the turn of the nineteenth and twentieth centuries. Today the National Museum in Szczecin owns over one hundred objects originating from the pre-war ancient collection of Museum der Stadt Stettin: sculptures and minor works of visual art and ceramics.
How often has the Baltic Sea throughout history functioned as a closed sea under the control of a dominant power, and how often as an open maritime space accessible to all? This article addresses this fundamental question by examining the geopolitical evolution of the Baltic Sea before and after Russia’s full-scale invasion of Ukraine in 2022. Using qualitative, comparative methods and a long-term historical perspective, the study employs the legal-political dichotomy of mare clausum and mare liberum (Selden, 1635; Grotius, 1609) as an analytical framework. Contrary to claims that the Baltic's transformation into a “NATO lake” following Finland and Sweden’s accession to NATO represents a novel development, this article argues that it is a reversion to the more frequently occurring historical pattern. Among the 9 identified geopolitical phases since the early modern era, the Baltic Sea has operated as a mare clausum in 6 of them. The region’s current militarization, NATO’s expanded presence, and Russia’s declining influence confirm this continuity. The article contributes to geopolitical scholarships, highlighting not only maritime dynamics, but also the relevance of applying theoretical types as analytical framework components that facilitate the exploration and explanation of geopolitical phenomena.
Tekst rekapituluje badania w instytucjach pamięci na Pomorzu Zachodnim w kontekście rosyjskiej inwazji na Ukrainę i jej ewentualnego wpływu na praktyki muzealne, rekonstrukcyjne i kolekcjonerskie związane z militariami – zwłaszcza radzieckimi. Choć eksponaty takie jak granatniki RPG-7 czy mundury Armii Radzieckiej są obecne w muzeach, pojawiają się na zlotach i straganach, wojna za wschodnią granicą nie spowodowała istotnych zmian w narracjach tych instytucji. Badania wykazały, że temat wojny jest często pomijany lub traktowany jako marginalny w kontekście działalności instytucji. Część rozmówców wykazywała wręcz zaskoczenie, że wojna mogłaby wpływać na ich działalność. Z drugiej strony, pojawiają się też dylematy etyczne i refleksje – np. odwołanie rekonstrukcji bitwy o Kołobrzeg w 2022 roku czy decyzje, by nie rekonstruować radzieckich formacji wojskowych. Trzeba zwrócić uwagę na zmieniające się podejście do kwestii wojny, a także na etyczne rozterki pracowników oraz rekonstruktorów, którzy muszą mierzyć się z pytaniami o adekwatność swoich działań w czasie realnego konfliktu. Ostatecznie tekst pokazuje, że wojna w Ukrainie jest kontekstem nie do końca uświadomionym, rzadko wprost obecnym w instytucjach pamięci, choć wywołującym niekiedy subtelne zmiany postaw i działań – głównie wynikające z empatii, etyki i presji społecznej. Właśnie te subtelne zmiany i niejednoznaczność postaw warte są dalszego badania. Potrzebna jest tez próba odpowiedzi na pytanie, czy odgrywa tu rolę specyfika Ziem Zachodnich i Północnych.
