    1Determinants of Legal Nihilism of Servicemen in the System of Legislation: a Practical Study

    Background. The article examines the phenomenon of legal nihilism among servicemen of the Armed Forces of Ukraine under the legal regime of martial law. The relevance is driven by the critical increase in cases of unauthorized abandonment of a military unit (hereinafter – Absent Without Official Leave, AWOL), which destabilizes the combat effectiveness of units. Drawing on the conceptual foundations of the classification of offenses developed, the authors analyze legislative flaws that act as key determinants of the distortion of the legal consciousness of combatants. The purpose of the article is to substantiate the transition from a repressive criminal model to a human-centric administrative and service-oriented approach. Methods. The study is based on a dogmatic analysis of the Criminal Code of Ukraine and the Code of Ukraine on Administrative Offenses (CUAO), analysis of current AWOL statistics, and monitoring of law enforcement practice. A comparative legal method was used to evaluate the effectiveness of criminal sanctions versus administrative penalties in the context of maintaining military discipline. Results. It is established that the current versions of Art. 407 of the Criminal Code and Art. 172-11 of the Administrative Code create conditions for "forced criminalization" of the servicemen due to the lack of a flexible boundary of liability during wartime. The norms of Law No. 3902-IX are critically analyzed, where delegating to commanders the subjective right to release a person from liability is identified as a factor of legal voluntarism. The authors concept of "Smart Administrative Liability" is proposed, involving automated fines via digital ecosystems (Diia, Rezerv+). Conclusions. It is proved that systemic imperfection of legislation is the primary determinant of legal nihilism. The introduction of automated administrative procedures and the implementation of a territorial recruitment principle would not only reduce the level of offenses but also free substantial human resources within the law enforcement system, thereby strengthening frontline capabilities.

    2Organization of Social Service Provision for War Veterans and Their Family Members in the Conditions of Modern Realities

    Background. The transformation of state social policy is analyzed with a focus on creating conditions for personal development. The ecosystem of adaptation for war veterans in the context of a prolonged conflict is examined. The essence of occupational therapy for the restoration of functions and social activity is revealed. The functional role of the veteran assistant institute (case management) and the role of the peer-to-peer principle for post-traumatic growth are described. The importance of the International Classification of Functioning (hereinafter referred to as the ICF) for multidisciplinary teams is substantiated. Ways to overcome territorial inequality in access to services through digitalization, telemedicine, and engagement of the civil society sector are proposed. Methods. Theoretical analysis of social work practices was used; functional occupational therapy and cognitive rehabilitation; administrative and social support through the veteran assistant institute (community mapping, resource management); peer-to-peer psychosocial support; a multidisciplinary approach based on the ICF framework. Digital tools (telemonitoring, screening), methods of interagency cooperation, and organizational strategies for ensuring accessibility (mobile teams, the "social franchise" model) were applied. Results. The transformation of the social work mission towards human-centered and resilience-oriented model has been identified. The effectiveness of the triad: occupational therapy, the veteran assistant and peer-to-peer support was proven. The architecture of mobile applications for telemonitoring and emergency response was developed. Algorithms for seamless interagency interaction (transfer of the "needs passport") were proposed. Strategies for solving the "last mile" problem in remote communities through digital access points and mobile multidisciplinary teams were formulated. Conclusions. The necessity of transition to a human-centered model was proven, where social adaptation is based on the synergy of medical, social and digital tools. The key mechanisms of reintegration include occupational therapy, professional case management, peer-to-peer support, and digital services. Successfully bridging the gap between clinical recovery and civilian life, as well as ensuring barrier-free access to services, is possible only under the condition of close partnership between the state, the medical sector, and public institutions.

    3Evolution of the Social Protection System for Servicemen of the Armed Forces of Ukraine:a Chronological Analysis and Contemporary Challenges

    Background. The article examines the legal regulation of social protection of servicemen of the Armed Forces of Ukraine from the time of Ukraine's independence to the current conditions of full-scale war. The relevance of the study is driven by the need to adapt the existing legal and regulatory framework to new social challenges, particularly the need for fair and effective provision for military personnel and their families during the ongoing russian-Ukrainian war. Methods. The study employs legal and regulatory analysis to examine current legislation, comparative analysis to identify regulatory cycles, and document analysis of official decisions, resolutions, and legislative proposals related to the social protection of servicemen. Results. The article presents the legal regulation mechanism of social protection for servicemen as a cyclical process comprising five key stages: problem initiation, legislative development, adoption, implementation, and monitoring. Based on a chronological analysis covering the period from 1991 to 2025, five major cycles in the legal regulation development have been identified. Each cycle is characterized by shifts in priorities and renewal of social guarantees in response to evolving circumstances. Conclusions. Social protection for military personnel in Ukraine is a dynamic system that is constantly adapting to new challenges. The established chronology of cycles enables a better understanding of the patterns of legal regulation development in this area and can serve as a foundation for further reforms. The current fifth cycle, aimed at rehabilitation, psychological support, and the return of military personnel to peaceful life after the end of hostilities, requires particular attention. The authors have systematized the legal regulation of social protection for servicemen of the Armed Forces of Ukraine as a cyclical mechanism with five stages. Five chronological cycles of development (1991–2025) have been identified, each corresponding to key historical and political conditions. The authors propose a scheme for the implementation of legal regulation and a chronological schedule of cycles to visualize the evolution. The directions of reforms for the fifth cycle are determined from among psychological support, rehabilitation, and reintegration of military personnel into peaceful life.

    4Peculiarities of the Interaction of Veterans – Combat Participants and Psychologists

    Background. Full-scale hostilities in Ukraine have led to a significant increase in the number of veterans requiring professional psychological assistance. At the same time, the effectiveness of psychological support largely depends on the quality of interaction between specialist and the veteran, taking into account combat experience, personal characteristics, level of trust and motivation for therapy. The relevance of the study is due to the need to identify barriers and resources in the process of psychological interaction with veterans who participated in combat operations. The aim of the article is to analyze the specific features of interaction between veterans and psychologists and to determine ways to enhance the effectiveness of psychological support. Methods. The study employed a complex of theoretical and empirical methods, in particular, the analysis of scientific sources, semi-structured interviews, observation and generalization of practical experience of psychological work with veterans conducted at a specialized medical rehabilitation institution. The obtained data were subjected to qualitative analysis in accordance with ethical principles of psychological assistance. All participants participated in the study voluntarily and provided informed consent. Results. The findings indicate that the key difficulties in interaction include distrust toward the specialist, a high level of psychological defenses, emotional withdrawal, and the presence of traumatic combat experience. At the same time, it was established that building partnership-based relationships, applying a trauma-oriented approach, ensuring methodological flexibility, and fostering interdisciplinary cooperation contribute to improving the effectiveness of psychological support. Conclusions. Effective psychological assistance to veterans who participanted in combat operations requires an individualized approach, specialized professional training of psychologists to work with combat-related trauma, and the creation of a safe therapeutic space. The directions for improving psychological support proposed in the article may be applied in the practice of rehabilitation and medical institutions.

    5Forming the Professional Competence of Future Supply Officers in Determining the Physicaland Chemical Properties of Fabrics

    Background. The development of professional competencies of future supply officers in the system of higher military education is an important condition for the effective functioning of the logistics and supply system of the State Border Guard Service of Ukraine. In the context of updating the regulatory and technical framework and introducing modern materials, the training of officers capable of professionally assess the quality of material resources is becoming particularly relevant. The ability to determine the physical and chemical properties of fabrics and materials directly influences managerial decision-making in quality control process and ensuring proper service conditions for personnel. The purpose of this study is to theoretically substantiate and practically reveal the content of the professional competence of future supply officer in determining the physical and chemical properties of fabrics and materials, as well as to identify ways of developing this competence in the process of professional training under the educational and professional programme 'Organisation of support units activities of the State Border Guard Service of Ukraine'. Methods. To achieve the stated objective, a set of general scientific and specialized research methods was employed, in particular: analysis and synthesis – to clarify the essence of professional competence and substantiate its structural components; content analysis – to examine scientific sources, regulatory and legal acts, military standards and technical specifications in the field of supply; generalisation and systematisation – to determine the pedagogical conditions for the formation of competence in determining the physical and chemical properties of material resources; logical modelling – to substantiate the relationship between the theoretical training and practical activities of supply officers. Results. The study found that professional competence in determining the physical and chemical properties of material assets in the inventory of the material service (SKs24) is integrated in nature and is formed taking into account the requirements of current military standards and technical specifications. The pedagogical conditions for its effective formation have been determined, in particular, the combination of theoretical and practical training, the use of fabric samples and case studies of a professional nature. It has been proven that an insufficient level of development of this competence reduces the effectiveness of quality control of material assets and increases the risks in the service activities of supply service officers. Conclusions. The ability of future supply officers to determine the physical and chemical properties of fabrics and materials is an important component of their professional readiness to perform their duties in the logistics support system of the State Border Guard Service of Ukraine. Purposeful development of this competence, taking into account regulatory and technical requirements as well as practical tasks, will contribute to improving the quality of professional training and reducing the risks associated with the acceptance of poor-quality material.
