
The bombardment of Jeddah by the British warship HMS Cyclops in 1858 represents the first instance of gunboat diplomacy conducted by Britain against the Ottoman Empire under peacetime conditions. This event constituted a distinctive case in which Britain’s nineteenth-century practice of coercive diplomacy was directly implemented within Ottoman territory. The study argues that the Jeddah bombardment was not merely a retaliation for the murder of two consuls but a reflection of Britain’s broader strategy to safeguard its imperial prestige, strategic influence over the Red Sea, and commercial interests along the route to India. Based on a comparative analysis of records from the British Foreign Office, the Ottoman Archives, and reports from the British and French press, the article examines the military, political, and legal dimensions of the incident. The findings reveal that the bombardment served as a demonstration of diplomatic deterrence for Britain, while for the Ottoman Empire it marked a moment when provincial sovereignty was tested within the boundaries of international law. Ultimately, the study reinterprets the link between naval power and diplomacy by exploring how the ‘sub-war’ forms of diplomatic pressure and influence exercised by European powers were reflected in the Ottoman political sphere.
This theoretical study examines the relationship between the religious establishment (ulama) and the commercial merchant class (Bazaari) as major institutions shaping Iran’s socio-political landscape. Using an institutional perspective, we discuss in detail how the alliance between the Ulama and Bazaari transformed from a coalition based on mutual interests and horizontal linkages of symmetric power into a vertical patronage system under the Islamic Republic post-1979. Historically, the Bazaari-Ulama coalition functioned as a powerful opponent against the authoritarianism and foreign intervention during several incidents, such as the Tobacco Revolts (1891), the Constitutional Revolution (1906), and the 1979 Islamic Revolution. However, the post-1979 state’s consolidation of power through the doctrine of Velayat-e Faqih and the subsequent emergence of the military-bonyad complex gradually weakened the Bazaaris' institutional autonomy. We demonstrate how, during the 1980s and 1990s, the ulama utilized state-led welfare expansion, discretionary economic policies, and the overproduction of educational credentials as institutional mechanisms to weaken the bazaar’s traditional authority and move from cooperative hierarchies to a vertical patronage system. These institutional mechanisms transformed a horizontal alliance between the two institutions into a hierarchical system led by the ruling clergy, thereby fundamentally restructuring Iranian society.
This article offers a comparative analysis of two non-Western modernization projects led by charismatic founders in Muslim societies: Mustafa Kemal Atatürk in Türkiye (1923–1938) and Habib Bourguiba in Tunisia (1957–1981). Rather than narrating two separate national histories, the study focuses on how these leaders reconfigured state and society through authoritarian but reformist strategies. It first examines state-building, including tactics used during the independence struggle, the establishment of founding authority, single-party rule, and the design of constitutional, “democratic” and secular frameworks. It then analyzes the social engineering dimension of both projects, with particular attention to the transformation of religious and traditional structures, women’s rights and family law, education, and the construction of nation-state myths. The article argues that while Bourguiba explicitly drew on Atatürk as a role model and reproduced many Kemalist patterns, the temporal gap, postcolonial context and different configurations of religion and ulama produced diverging outcomes in Tunisia. By juxtaposing Turkish and Tunisian experiences, the article contributes to the literature on non-Western modernizations and authoritarian state-building in the Middle East and North Africa.
This study examines the Ottoman Empire’s policies toward the Red Sea basin from the second half of the 19th century until the end of World War I, with a focus on geopolitical, strategic, and security dimensions. Following the opening of the Suez Canal and Britain’s occupation of Aden, the region emerged as a critical area of contention for the Ottoman Empire in terms of safeguarding the caliphate, securing trade routes, and preserving international influence. The article explores the Empire’s efforts to maintain dominance in the region, particularly in response to the attempts of creating a Jewish state, anti-smuggling policies, and geopolitical rivalry with great powers. The research is based primarily on Ottoman archival documents, including telegram, memoranda (layiha), press releases as well as local and international literature. Using a content analysis method, the study reveals how the geostrategic significance of the Red Sea directly influenced Ottoman foreign policy. It also highlights the Empire’s attempt to position itself not only as a regional actor but also as a stabilizing force in the global balance of power. In this regard, the study offers an original contribution to understanding the late Ottoman geopolitical strategy and the historical background of modern Middle Eastern politics.
Bu makale, 1979 İslam Devrimi'nden 2022’de Mahsa Amini’nin ölümünü izleyen protestolara kadar İran kadın hareketini, Judith Butler’ın teorik çerçevesini kullanarak performatif direnişin bir örneği olarak analiz etmektedir. 1979 İslam Devrimi’nin ardından yeni rejim, ideal kadının rolünü yeniden tanımlayan ve zorunlu başörtüsünü dayatan toplumsal mühendislik politikaları uygulayarak süregelen bir yapısal gerilim yaratmıştır. Bu biyopolitik kontrol karşısında İranlı kadınlar, günlük ve yıkıcı eylemlerle normlara meydan okuyan bir performatif direniş tarzı geliştirmişlerdir. Makalenin amacı, rejimin baskıcı politikaları -özellikle de zorunlu başörtüsü- karşısında kadınların dayatılan normlara meydan okuyan bedensel ve sembolik eylem biçimlerini nasıl geliştirdiklerini incelemektir. Özellikle performatifliğe odaklanarak, kadınların normatif olmayan örtünme, kamusal protestolar veya dijital aktivizm gibi yalnızca muhalefeti ifade etmekle kalmayıp aynı zamanda aktif olarak kolektif bir kimliği nasıl inşa ettiğini inceliyor. Ayrıca makale, rejim ve kadınlar arasındaki tarihsel ilişki gibi konuları ele alarak devrim sonrası biyopolitik kontrolün uygulanmasını açıklayarak erken dönem seferberliklerden sosyal medya kampanyalarına kadar direniş biçimlerinin evrimine odaklanmaktadır.
Bu çalışma, Siyonizm ve Hindutva ideolojilerini tarihî süreçleri, zihnî arka planları, ulus inşası anlayışları ve güncel yansımaları bağlamında karşılaştırmalı bir analize tâbi tutmaktadır. Her iki ideoloji de etnik-dinî milliyetçilik anlayışına dayalıdır; monolitik ve dışlayıcı bir ulusal kimliği savunurken “öteki” olarak konumlandırdıkları Müslümanlara karşı kimlik inşasını şekillendirmiştir. Siyonizm, 19. yüzyılın sonunda Avrupa’da yükselen milliyetçilik dalgasıyla ortaya çıkmış, 1948’de İsrail devletinin kurulmasıyla somut bir siyasî yapıya dönüşmüş, ancak sınırlarının belirsiz bırakılması ve izlenen yayılmacı siyaset nedeniyle bölgesel çatışmaların merkezinde kalmıştır. Hindutva ise 20. yüzyılın başında ortaya çıkmış, bağımsızlık sürecinde marjinal bir hareket olarak kalmış, fakat Narendra Modi’nin 2014’te başbakanlığa gelmesiyle Hindistan siyasetinin merkezine yerleşmiştir. Her iki ideoloji, tarih yazımında tahrifat, kültürel mirasın yeniden tanımlanması ve maksimalist bölgesel iddialar aracılığıyla kendilerini meşrulaştırmıştır. İsrail’de Yahudi devleti kimliği, Filistinlilere yönelik sistematik ayrımcılık, şiddet ve yerleşimci-sömürgeci uygulamalarla pekiştirilirken; Hindutva, Hindu Rashtra vizyonu doğrultusunda özellikle Müslüman azınlığa karşı dışlayıcı yasalar, şiddet ve toplumsal baskılarla somutlaşmıştır. Günümüzde Hindistan ve İsrail, bu ideolojiler temelinde hem iç politikada otoriterleşen hem de dış politikada stratejik ortaklık geliştiren iki ülke konumuna gelmiştir. Çalışma, bu bağlamda, Hindutva ve Siyonizmin etnik-dinî milliyetçiliğin yükselişine dair önemli birer örnek sunduğunu vurgulamaktadır.
This article investigates how the United Arab Emirates, Qatar, and Saudi Arabia deploy global sports investments as instruments of political economy and geopolitical strategy. Rather than framing these activities solely through the “sportswashing” lens, the study asks how and why Gulf states are influenced by one another’s sports policies, and to what extent these investments transform soft power into tangible diplomatic and economic leverage. Methodologically, the article employs a qualitative, comparative, and interpretive design, drawing on policy documents, media sources, and secondary literature to trace the evolution of Gulf sports strategies from 2008 to 2024. Using the BeIN Media case during the 2017–2021 Gulf Crisis as a focal point, it illustrates how sports assets can operate as hard-power tools in interstate disputes. The analysis situates Gulf sports investments within theoretical debates on soft power, nation branding, and the geopolitics of sport. The findings show that sports serve the Gulf monarchies not only as a means of global image management but also as mechanisms for economic diversification, regime legitimation, and regional competition. Theoretically, the study contributes to understanding how authoritarian states convert symbolic capital from sport into political power within a competitive regional order.
Bu çalışma, Gazze’de son yıllarda yoğunlaşan insan hakları ihlallerini, uluslararası hukuk ve medya yansımaları çerçevesinde incelemekte; bu bağlamda, devletlerin ve küresel aktörlerin siyasal iletişim stratejilerini eleştirel bir bakışla değerlendirmektedir. Araştırmanın temel amacı, sivillere yönelik sistematik hak ihlallerinin uluslararası kamuoyunda nasıl temsil edildiğini ve bu temsillerin hangi iletişim araçlarıyla meşrulaştırıldığını analiz etmektir. Nitel yöntemle yapılandırılan çalışmada, çok katmanlı söylem analiziyle hem diplomatik söylemler hem de medya içerikleri çözümlenmiştir. Bulgular, özellikle dijital platformlar üzerinden yürütülen görsel ve dilsel stratejilerin, çatışma anlatısını yeniden üretmede ve kamuoyunu etkilemede önemli rol oynadığını göstermektedir. Sonuç olarak çalışma, Gazze bağlamında insan hakları ihlallerinin yalnızca hukuki değil, aynı zamanda iletişimsel bir mücadele alanı olduğunu ortaya koymaktadır.
This article examines the enduring impact of the Arab Spring on Sudan and Algeria, focusing on the dynamics that have rendered their revolutionary trajectories “unfinished.” Building on the theoretical frameworks of civil-military relations, authoritarian resilience, and counterrevolution, the study situates both cases within the broader post-2011 political landscape of the Middle East and North Africa (MENA). The analysis highlights how structural legacies of post-colonial state formation, entrenched military influence, and regional geopolitical rivalries shaped the course of these uprisings. In Sudan, the fall of Omar al-Bashir in 2019 initiated a fragile civilian–military partnership, ultimately derailed by the 2021 coup, which reignited authoritarian consolidation. In Algeria, the Hirak movement forced the resignation of Abdelaziz Bouteflika but confronted a military establishment determined to preserve its dominance. Comparative insights reveal that in both contexts, militaries acted as decisive arbiters, constraining democratic transitions through tutelary roles and institutional autonomy. External actors also reinforced authoritarian resilience by supporting counterrevolutionary forces. The article concludes that the Sudanese and Algerian cases illustrate the limits of popular mobilization in dismantling entrenched praetorian systems, underscoring the need to reassess democratization theories in light of persistent authoritarian structures in the MENA region.

Çalışmada karar anı ve sürecin işleyişi, dönemin üst düzey yetkililerinin anı kitapları üzerinden analiz edilmiştir. Bu noktada karar biriminin baskın lider olduğu tespit edilerek Trump’ın liderlik tarzını ortaya koymak adına gerçekleştirdiği söyleşiler Liderlik Özelliği Analizi’ne (LTA) tabi tutulmuştur. Bulgular Trump’ın siyasi kısıtlamalara meydan okuyan, bilgiye açık, ilişki odaklı ve öngörülemez bir liderlik profiline sahip olduğunu ortaya koymaktadır. Bu skorlar Trump’ın suikast kararının alınması sürecindeki davranışlarıyla uyuşmaktadır. Çalışma, Karar Birimleri Yaklaşımı’nın karar alma mekanizmalarını anlamadaki açıklayıcı gücünü gösterirken, aynı zamanda kaynakların güvenilirliği ve liderlik tarzı kategorilerindeki kapsayıcılık sorunlarının yol açtığı sınırlılıklara dikkat çekmektedir.
The Middle East Crisis Factory, written by Iyad El-Baghdadi and Ahmed Gatnash, is a book that criticizes the political dynamics that have shaped the Middle East and North Africa (MENA) region in the modern period and offers solutions to the ongoing problems of authoritarianism, terrorism, and foreign intervention. As an insider, el-Baghdadi, born in Kuwait and forced to leave the country by Emirati authorities, and Ahmed Gatnash, who is of Libyan origin, bring a unique perspective to the academic literature by addressing issues that Western scholars usually discuss. The authors believe that tyranny, terrorism, foreign intervention, and the resulting political, social, and economic consequences have turned the Middle East into a crisis factory. They argue that the region constantly produces crises and that these three factors (tyranny, terrorism, and foreign intervention) continue to fuel the situation. They also state that the production of these crises is not random but is produced by foreign interventions.
Yıldırım Deniz tarafından 2021 yılında kaleme alınan “Ortadoğu’da Selefilik” adlı eser, II. Dünya Savaşı’nın ardından Ortadoğu’nun niçin dünyanın geri kalanından negatif ayrışarak istikrar ortamına kavuşamadığını ve çatışmaların şiddetlendiğini sorgulamaktadır. Yaşanan gelişmelerin geleneksel uluslararası ilişkiler teorilerinde öngörüldüğü gibi salt güç istenci ve güvenlik ikilemiyle açıklanamayacağını, sosyal olarak inşa edilmiş kimliklerin, istikrarsızlığın asıl nedeni olduğunu belirten yazar, Selefiliğin ve buna bağlı yapılanmaların, bölgesel dinamiklerin merkezinde konumlandığını ileri sürmektedir. Teolojinin konusu olan Selefilik, bu eserde Ortadoğu uluslararası ilişkileri bağlamında ele alınarak, dini yorumun, tarihsel süreç içerisinde Ortadoğu’nun yapısını ne ölçüde etkilediğini incelemeyi amaçlamaktadır. Bu bağlamda, nitel, çok boyutlu ve disiplinlerarası bir yöntem izleyen yazar, Selefilik’in Ortadoğu siyasi yaşamındaki rolü üzerine çalışmasını kurgulamıştır. Dört ana başlıktan oluşan eser, Selefilik’i, uluslararası ilişkiler teorileri bağlamında ele alması yönüyle literatüre katkı sağlamayı hedeflemektedir.
In today's world, the media plays a powerful role in shaping perspectives on social issues. The portrayal of the ‘Diyarbakır Mothers’ in the media highlights a critical area of research on the media's influence on social perception. This study examines how four different newspapers (Yeni Şafak, Sözcü, Sabah and Cumhuriyet) represent the ‘Diyarbakır Mothers’ and explores the media's impact on shaping social perception. To achieve this, the language used by these newspapers, their headline choices, and their news content are examined through discourse analysis, aiming to uncover the media's stance on this issue. By employing this method, the linguistic choices and narrative strategies within the news articles are assessed to understand how they shape the public perception of this topic. By analyzing the language, headline choices, and content of these news articles, the study aims to reveal the media's stance on this issue. This analysis offers valuable insights into the political orientations of these newspapers, their influence on social perceptions, and the strategies they use to engage their audiences. Ultimately, this study helps us understand the diversity in how the ‘Diyarbakır Mothers’ are portrayed in the media and prompts us to question the role of media in shaping social issues.
This research paper aimed at identifying the practices of the Israeli Occupation Forces (IOF), which have an impact on the Palestinian children. Precisely, this paper attempted to answer the questions: “(1) what are the IOF practices that impacted the Palestinian children? and (2) how did such practices impact the children?” A mixed methodology was used, where secondary data issued by the Palestinian Ministry of Health as well as the Palestinian Central Bureau of Statistics was analyzed. The qualitative data, however, was obtained by using content analysis tool to analyze reports published by national and international NGOs working in the Palestinian territories. The results showed that the IOF practiced killing, arrest, intimidation, injuries, and harassment. It was also found that the IOF practices resulted in many mental illnesses among a high proportion of children, represented by fear, panic, psychological disorders, anxiety, insecurity and other psychological illnesses. IOF practices led to depriving the children of the basic needs such as their right to education and health services, which is a violation of the international human rights law. In addition, the results showed that the IOF attempted to demoralize the children, deter them from demonstrating, and erode their loyalty for their homeland.
Aslen Amerikalı bir avukat olan Wendell Lewis Willkie (1892-1944), 5 Kasım 1940 tarihinde ABD’de yapılan başkanlık seçimlerinde Cumhuriyetçi Partinin adayı olarak Franklin D. Roosevelt’e karşı yürüttüğü başkanlık yarışını kaybedince Orta Doğu ülkeleri, Türkiye, Rusya, Yakut Cumhuriyeti ve Çin’e 49 günlük bir seyahat gerçekleştirir. Bu seyahatlerde yapmış olduğu gözlemleri ‘‘Tek Dünya’’ adıyla kitaplaştırır. Wendell Willkie gezi notları mahiyetinde kaleme almış olduğu Tek Dünya adlı kitapta, ziyaret ettiği ülkelerdeki gözlemlerini aktarmaktadır. II. Dünya Savaşının seyri ve bu yıllarda ABD’nin müttefiklerinin siyasi, sosyal, askeri ve ekonomik durumları hakkında çarpıcı bilgilere yer veren Willkie bir nevi kitapta, 1940’lı yıllarda ana hatları ile dünya durumunu değerlendirerek dönemin tahlilini yapmaktadır. Yaptığı tahliller genellikle ziyaret ettiği halkların askeri ve iktisadi durumları, yaşayışları, dünya görüşleri ve eğitimde kat ettikleri mesafeyi içermektedir.
Temsili demokrasilerde halkın yönetime katılımı, belirli aralıklarla yapılan ve yasal çerçevede adil bir şekilde gerçekleştirilen seçimlerle sağlanmaktadır. Seçimler, yöneten-yönetilen arasındaki ilişkinin düzenlenmesinde merkezi bir rol oynamaktadır. Ancak, seçim süreçlerinde halkın temsilci (milletvekili) tercihlerindeki eğilimler ve oluşturulan yasama organlarının temsil derecesi günümüzde önemli tartışma konularındandır. Tarihinde askeri müdahaleler deneyimlemiş ve temsili demokrasiyle yönetilen Türkiye özelinde de bu konular, güncelliğini korumakta ve demokratik sistemin işleyişine dair eleştirel analizlerde sıklıkla incelenmektedir. Özellikle seçmen eğilimleri, temsil adaleti ve meclis yapısının toplumsal çeşitliliği yansıtma düzeyi, Türkiye siyaset bilimi literatüründe öne çıkan araştırma alanları arasındadır. Bu çalışma, Türkiye’nin demokratikleşme sürecinde kritik bir dönüm noktasını oluşturan 12 Eylül 1980 Askeri Darbesi sonrasında gerçekleştirilen ilk genel seçim olan 1983 seçimlerini odak noktasına alarak hem Ortadoğu’nun siyasi dinamiği hem de Türkiye’nin iç siyasal yapısı bağlamında stratejik önem taşıyan Diyarbakır ili özelinde seçmen eğilimlerini ve siyasal temsil düzeyini analiz etmeyi hedeflemektedir. Çalışmada, YSK verileri, 17. Dönem TBMM Albümü ve Meclis Tutanakları gibi birincil kaynaklar temel veri seti olarak değerlendirilmiştir. Ayrıca, seçmen eğilimlerinin coğrafi dağılımını görselleştirmek amacıyla ArcGIS yazılımı kullanılarak tematik bir seçim haritası oluşturulmuştur.
The post-regime change order debates in Syria have strengthened the place of the Eastern Mediterranean on the agenda. In this context, Israel’s maritime strategy has been considered noteworthy for both the Eastern Mediterranean and the Middle East. The study examines this strategy through French Admiral Raoul Castex's approach to naval strategy for non-hegemonic states and seeks an answer to the question of how Israel shapes its contacts with the Middle East through the geopolitics of the Eastern Mediterranean. Admiral Castex focuses on the maritime behaviour of regional powers and emphasizes two important approaches: improving the ability of manoeuvre and the primacy of the offensive. Within the framework of these two approaches, the study examines the Israeli navy in the Eastern Mediterranean between 2011 and 2024. Thus, on the one hand, it draws the hegemonic state-oriented approach of classical naval studies to the regional level, and on the other hand, it aims to portray the naval behaviour of Israel, which is an important party to regional competition, through its contacts with the Middle East.
1956 yılında Mısır lideri Cemal Abdülnasır’ın Süveyş Kanalı’nı millileştirme kararı, uluslararası sahnede büyük bir kriz doğurmuş ve Soğuk Savaş dönemi rekabetinin odak noktalarından biri haline gelmiştir. Bu kriz, yalnızca Mısır ile eski sömürge güçleri İngiltere ve Fransa arasındaki gerilimle sınırlı kalmamış, Atlantik İttifakı’nı ve İkinci Dünya Savaşı sonrası değişen güç dengelerini Soğuk Savaş düzeni bağlamında etkilemiştir. Kriz, Atlantik düzeni içerisinde Amerika Birleşik Devletleri, İngiltere ve Fransa arasında derin stratejik ayrışmalara neden olmuş ve ittifakın güven, uyum ve dayanışma ruhunun sorgulanmasına yol açmıştır. Bu çalışma, Süveyş Krizi’nin yakın tarihsel arka planı, gelişimi ve sonuçları üzerinden Atlantik düzeni üzerindeki yansımalarını “ittifaklar içinde devletler neden çatışır?” sorusu ekseninde kuramsal bir çerçeveye oturtarak analiz etmeyi amaçlamaktadır. Çalışma, tarihsel veriler ve ikincil kaynakların analizine dayanarak, Süveyş Kanalı’nın hem bölgesel hem de küresel ölçekte taşıdığı stratejik önem çerçevesinde nasıl bir kriz kaynağı haline geldiğini ve Soğuk Savaş dönemi Atlantik İttifakı ilişkilerini hangi boyutlarda şekillendirdiğini ortaya koyarak literatüre anlamlı bir katkı sunmayı hedeflemektedir.
Kurulduğu ilk günden günümüze siyasi emelleri çerçevesinde yayılmacı bir politika ortaya koyan İsrail, Ortadoğu coğrafyasında ve özellikle de Gazze’de askeri gücünü hiçbir kural tanımadan kullanmaktadır. Bu bağlamda İsrail’in Gazze’de icra ettiği operasyonlar derinlemesine incelenerek askeri güç kullanma yaklaşımlarının ortaya koyulması amaçlanmaktadır. Çalışmada İsrail’in 2008’den günümüze kadar gerçekleştirmiş olduğu beş askeri operasyon karşılaştırmalı vaka analizi kapsamında incelenmiştir. İsrail’in icra ettiği operasyonlar sonunda Gazze’de devam eden şiddet sarmalı ve çatışmalar döngüsünün yakın bir zaman içerisinde sonlanmayacağı ve bölgede barışın hâkim olamayacağı görülmektedir. İsrail’in gerçekleştirdiği Gazze operasyonlarında hedeflerine tam olarak ulaşamadığı göz önüne alındığında ilerleyen dönem içerisinde İsrail’in gerek Gazze gerekse de bölge üzerinde yeni harekât ve operasyonlara devam edeceği değerlendirilmektedir.
Since the overthrow of Saddam Hussein in 2003, Iraq’s political trajectory has been shaped by systemic reforms, security challenges, and external interventions. Parliamentary elections serve as a key measure of Iraq’s democratic governance, revealing persistent issues such as electoral system debates, pre-election violence, political fragmentation, and foreign influence from actors like the US and Iran. Low voter turnout, weak election security, and recurring allegations of fraud have further eroded public trust. The protracted government formation process, driven by sectarian divisions and external meddling, has reinforced political instability. This study examines these patterns by using the process tracing method to provide a comprehensive understanding of Iraq’s electoral landscape and its broader implications for governance. The election process is divided into three timelines and analyzed before, during, and after the elections. Drawing on news and reports on Iraq as well as speeches by Iraqi figures, the study argues that seven patterns embedded in systemic reforms, security challenges, and external interventions have overwhelmed Iraq’s electoral processes and democratic governance since 2003.
