
Purpose. The study aims to substantiate a new model for occupational health and efficient water management at JSC Navoi Mining and Metallurgical Company within the framework of the global ESG agenda to bridge the technological gap in the metallurgical sector of Uzbekistan.Methods. The theoretical and methodological foundation of this research is based on the strategy concepts of the Academician Vladimir L. Kvint’s school of strategizing, alongside an interdisciplinary complex systems approach developed jointly by Lomonosov Moscow State University, CEMI RAS, and Navoi State Mining and Technological University. These approaches were used to model the dependence of personnel health on water quality and climate factors.Results. The study proposes a scientifically grounded modernization of the Company’s corporate medical base, closely integrated with the “Strategy for Efficient Water Management until 2040 and beyond”. Strategic priorities for workplace safety are shifted toward minimizing the risks arising from environmental degradation and climate change.Conclusions. Implementing the developed solutions will allow the enterprise to establish an advanced healthcare ecosystem focused on prevention and health preservation. This strategic pattern will ensure long-term sustainable development both for the Company’s employees and the entire regional population.
The theory of strategy and methodology of strategizing provide a universal interdisciplinary tool that allows to mobilize limited resources to implement strategic priorities based on its competitive advantages.The purpose of the study is to substantiate the key role of innovation capacity in the system of strategic competitive advantages.The object of research is the innovation capacity of the enterprise. The subject of research is managerial economic relations that arise in the process of increasing enterprise innovation capacity and its implementation.The results of the study show that innovation capacity is a dynamic category, and its implementation leads to a continuous increase of the resources and abilities of the strategic economic object. The phases of development and implementation of innovation capacity are characterized by cyclicity.
The article presents a theoretical reconstruction of the ontological and epistemological foundations of the scientific paradigm of strategizing, drawing on an analysis of the works of Vladimir Kvint’s school of strategizing and of classical approaches to the study of strategy and strategic management. The relevance of the study stems from the contradiction between the substantial development of applied areas of strategizing and the insufficient conceptual elaboration of its underlying ontological and epistemological foundations. The study aims to identify the subject matter of strategizing, clarify the ontological status of development opportunities, and elucidate the distinctive character of strategic knowledge.The methodological framework comprises theoretical reconstruction, categorical analysis, comparative interpretation of scientific concepts, and the systematization of the propositions advanced by the school of strategizing. The study establishes that the immediate subject matter of strategizing is the development of a complex socio-economic system within a space of alternative long-term opportunities, whereas strategy is the result of research and choice. The ontological foundation of strategizing lies in the existence of a plurality of objectively conditioned development opportunities that are associated with uncertainty but cannot be reduced to it. The epistemological foundation is strategic knowledge formed through monitoring, forecasting, the identification of patterns and trends, and the assessment of competitive advantages and constraints.The scientific novelty of the study lies in substantiating the functional relationship between these two foundations: the plurality of opportunities makes strategic choice necessary, while strategic knowledge provides the analytical basis for justifying that choice. The proposed two-level reconstruction clarifies the distinctions between strategizing, forecasting, planning, and the preparation of a strategy document, and establishes a conceptual basis for subsequent research into the axiological and methodological foundations of strategizing.
This article examines the digitalization and innovative development of the Russian economy and subsidized regions. The objective of the study is to conduct a strategic assessment of the digitalization impact on the socioeconomic development of subsidized regions of Russia. The theoretical basis of the study is an analysis of domestic and international scientific literature on digitalization, defining the regional subsidization context, and examining models of technology’s influence on economic growth. In relation to the digital transformation of a subsidized region, the study utilizes the theory and methodology for developing a regional strategy developed by V. L. Kvint. Therefore, national and regional trends in digitalization and innovation in the Russian economy, including subsidized regions, were analyzed. The results of panel regressions with fixed and random effects showed that digital transformation has a statistically significant positive impact on the socioeconomic development of subsidized regions of Russia, although the nature of this impact is heterogeneous. Importantly, digitalization is beginning to produce tangible economic benefits only in the most developed regions. Thus, it can be concluded that in highly subsidized regions, digital infrastructure is being created but is not being fully utilized due to a shortage of qualified personnel, weak entrepreneurial activity, and a limited institutional environment. For such regions, digitalization becomes a development factor only when other socioeconomic conditions are combined.
Introduction. The transformation of employment in the context of digitalization, demographic changes, and the increasing complexity of socio-economic processes raises the requirements for the quality of strategic management of employment development at the regional level. In these conditions, the importance of not only developing scientifically sound strategies increases, but also ensuring their effective implementation, which requires the formation of strategic monitoring and control systems that allow comparing targets with actual results and timely correcting management decisions. Despite a significant number of studies devoted to assessing the employment of the population and human potential, the issues of forming an integrated strategic monitoring and control system as a tool for managing the development and implementation of a strategy remain insufficiently developed. The existing approaches are dominated by an analytical assessment of indicators, while the mechanisms of their integration into the contour of strategic management and managerial decision-making are not sufficiently disclosed.The purpose of this study is to develop the theoretical and methodological provisions of strategic monitoring and control and to develop an integrated assessment system for the implementation of the employment development strategy in the region, which ensures the formation of management decisions based on the analysis of deviations in key indicators.Materials and methods. The methodological foundation of the study is based on the theory of strategy and the methodology of strategizing developed by V. L. Kvint, within which particular attention is paid not only to the development but also to the implementation of strategy. The approaches to the strategic management of labor resources developed by I. V. Novikova are also considered, within which employment is viewed as a key object of strategic management. The research uses methods of system analysis and strategic modeling, comparison and generalization, which make it possible to interpret statistical data, form a system of indicators and evaluate the dynamics of human potential as an element of strategic monitoring and control of the implementation of the employment strategy.The results of the study. In the course of the research, a system of indicators for assessing the human potential of the region was formed, including socio-economic, demographic, educational, scientific, technological and digital parameters. Based on this system, the integral human potential index of the Amur Region was calculated in comparison with the Far Eastern Federal District and the Russian Federation for the period 2015–2023. It has been established that the growth of the integral index of the Amur region in 2022–2023 is due to an improvement in indicators directly related to the employment of the population: a decrease in unemployment, an increase in labor force participation, an increase in the number of personnel engaged in scientific research and development, as well as the development of the education system and digital skills of the population. The formed system of indicators and the integral index are used as tools for strategic monitoring and control, ensuring a comparison of the actual employment parameters of the population with the targets of the regional strategy. This makes it possible to identify deviations, evaluate the effectiveness of strategic initiatives and form informed management decisions. In addition, a list of indicators was proposed to assess the effectiveness of the implementation of the employment development strategy, focused on the strategic priority “Ensuring decent employment and promoting economic growth”.
Relevance. The relevance of the study is due to the global recognition of creative industries as one of the strategic trends in sustainable development. The Kemerovo Region Kuzbass is implementing strategic initiatives to reform and form the creative economy sector. However, there is open data and comprehensive research shortage on the state and creative regional industries development. In this regard, a scientific understanding of the current state, identification of strategic opportunities and threats, as well as the development of practical mechanisms of Kuzbass creative economy systemic strategizing process are required.Objective. The objective of the study is to analyze the current state and strategic creative industries development prospects in the Kemerovo Region Kuzbass, as well as to develop a conceptual model and strategic priorities aimed at forming a systematic approach to regional creative economy strategizing process.Tasks. To analyze the theoretical and methodological foundations of the creative industries concept. To assess the current state of creative industries in the Kemerovo Region Kuzbass based on open-source data and all-Russian rankings. To identify systemic problems and limitations in the creative regional sector development. To formulate strategic priorities of creative industries development in the region. To develop a conceptual model of the Creative Industries Center of Kuzbass as a tool for implementing strategic priorities.Methodology. The article is based on the theory of strategy and the methodology of strategizing process developed under the scientific guidance of Foreign Member of the Russian Academy of Sciences (Life-time), Dr. Sc. (Econ.) V. L. Kvint. The methods and techniques include systemic, comparative and logical analysis, the principles of the dialectical-materialistic method of cognition, and an integrated approach are used.Results. The theoretical foundations of the creative industries concept are identified. An OTSW analysis is carried out, revealing key opportunities (institutionalization of the sector, development of digital platforms), threats (high competition, brain drain), strengths (presence of strategic documents, cultural heritage), weaknesses (low diversification, lack of open statistics). Five strategic priorities are formulated. A conceptual model of the Creative Industries Center of Kuzbass is developed as a structure operating on the “one-stop shop” principle, including incubators, accelerators, consulting support, advanced training and competency mapping.Conclusions. The Kemerovo Region Kuzbass is in the active phase of institutional formation of the basis for the strategic development of creative industries. The proposed conceptual model of the Creative Industries Center of Kuzbass, integrated with the launched regional support institutions (registry, platform), allows the implementation of the formulated strategic priorities.
The aim of the study is to substantiate the role of the housing market as a significant factor in the strategic assessment of the socio-economic position of a region in the practice of strategizing, which implies identifying development priorities based on an analysis of the opportunities and constraints of territorial systems.The research methods include an integral assessment of the socio-economic development of the region, which makes it possible to form a comprehensive description of its state, as well as ranking methods to identify the relationship between the development of the housing market and the level of socio-economic development. Additionally, regions are grouped with the construction of a correspondence matrix, which ensures the transition from a strategic assessment of overall dependence to the identification of structural differences and typological features of regional systems.The results of the study showed the presence of a positive relationship of moderate strength between the level of development of the housing market and the socio-economic position of regions. It was found that a significant share of regions is characterized by coordinated development of the housing sector and the overall socio-economic system. At the same time, deviations were identified that reflect heterogeneity of development and the existence of different types of regional structures. The analysis made it possible to distinguish groups of regions with coordinated development, as well as regions with advanced development of the housing market and regions with structural imbalances. In accordance with the theory of strategy and the methodology of strategizing developed by Academician V. L. Kvint, such differences are interpreted as a manifestation of unrealized opportunities and unidentified threats that must be taken into account when forming strategic priorities.The conclusions of the study are that the housing market functions not only as a sectoral element of the economy but also as an important indicator and factor of strategic diagnostics of regional development. Its use in the assessment system makes it possible to increase the validity of priority selection and to take into account the internal heterogeneity of socio-economic processes in the development of a regional development strategy.
The national education system is a key supplier of human resources for the innovative economy, which is extremely important given the need to build Russia’s technological sovereignty. The aim of the work is to identify the main patterns of influence of the effectiveness of general education on the innovative development of the economy.Methods. We examine the paradox of educational achievement among Russian schoolchildren, who demonstrate excellent results in primary school, but average or below average results in high school. This task is approached through assessing the ratio of GDP measured in purchasing power parity, the level of national publication activity, and the proportion in population of researchers conducting research and development, on the one hand, and the level of academic achievement according to the international cross-national PISA (Programme for International Student Assessment) study, on the other.Results. We demonstrate that Russian schoolchildren’s performance according to PISA is higher than would be expected based on Russia’s GDP, the level of publication activity of Russian scholars, and the level of engagement of Russian researchers in research and development. This means that the skills and talents of future researchers and young participants in the labour market are underutilised for the purposes of developing an innovative economy. The problems of educational inequality and the “academicism“ of Russian secondary school curricula are considered as two alternative explanations for the paradoxical decline in educational achievement among Russian schoolchildren in high school.Conclusions. The feasibility of strategizing the school education system as a component of the national innovation system is demonstrated based on the provisions of the methodology of Academician V. L. Kvint, taking into account global trends and patterns of mutual influence of the educational and scientific-innovative components of knowledge-based development.
Strategic tourism development priorities research, not only in the regions but also in individual municipalities, is a highly relevant objective of scientific and practical task. In Kuzbass, the tourism industry is receiving particular attention. The development of non-resource sectors of the postindustrial economy has become particularly relevant given the export and price crisis in the region’s coal mining and metallurgy industries due to Western sanctions and the current volatility of the global economy. Tourism development is even more crucial for municipalities with significant potential resources but a non-functional tourism industry. In Kuzbass, one such potential destination is the Krapivinsky Municipal District.The aim of the study is to determine the strategic role of creative industries in diversifying the economies of small towns and municipalities, using the example of the creative metal sculpture art park in the settlement of Zelenogorsky. The development of creative industries and the formation of new centers of urban culture are reflected in the Strategy for the Socioeconomic Development of the Kemerovo Region-Kuzbass for the period up to 2035, approved as a regional law. A set of research methods, developed within the framework of Russian scientific school of strategizing by Academician Vladimir Kvint made it possible to determine the sequence of formation of a tourism and recreational cluster and identify the main directions of strategic tourism industry development in the municipal district and the North Kuzbass agglomeration.Preserving and modernizing the art park will enable the development of cluster initiatives related to event-based, eco-tourism, water tourism, and creative industries. Effective use of the historical and cultural core will enable the creation of a unique identity and brand for the tourist destination. Implementing strategic development areas for creative industries will contribute to the formation of a diversified economy in the Krapivinsky Municipal District, drawing on its rich historical and natural resources.
Economic dynamism and geopolitical instability in the post-normal period highlight the importance of strengthening Russia’s national economy in the long term. This emphasizes the growing significance of the systematic and interconnected development and functioning of all its elements, primarily the fuel and energy complex, which acts as the integral core of the entire economic system. The fuel and energy complex plays a driving role in the development of resource-type northern regions, which increases interest in the Russian Arctic and the use of its vast and diverse oil and gas resources in the context of socio-economic development. However, realizing this potential requires the development of a comprehensive and holistic approach to its study through the prism of the theoretical provisions of the Russian scientific school of strategy development and implementation founded by Academician V. L. Kvint. Based on this, the purpose of this article is to identify the main features of strategizing the oil and gas industry in the Arctic zone of Russia. In the article, the authors conduct a strategic analysis of the regulatory and legal environment for strategizing the oil and gas industry in the Arctic zone of Russia and determine the practical aspects of the key strategic directions for the development of the oil and gas industry in the Arctic zone of Russia.
This article, drawing on Academician V. L. Kvint’s theory of strategy and strategizing methodology, substantiates differentiated strategic priorities based on a typology of Russian regions by level of digital development. The issues of measuring the level of digital development in regions and the digital maturity of industries, as well as the determinants of regional digital inequality and its measurement, remain controversial, and their study is relevant and timely. The aim of this paper is to develop a methodology for substantiating strategic priorities for regional digital development, including for overcoming the digital divide. For the typology of Russian regions, indicators were selected reflecting infrastructure (fixed and mobile broadband internet penetration per 100 people), personnel (the proportion of people employed in the ICT sector), and social and consumer (the share of electronic services to the population) aspects. Based on these indicators, a composite digital development index was calculated for the constituent entities of the Russian Federation. The regions are sorted in descending order and divided into four equal-power groups using the geometric mean. A typology of regions confirmed that significant digital inequality is one of the factors driving socioeconomic inequality across regions, hindering economic growth. The authors propose differentiated strategic priorities: for leaders innovation and digitalization of industries; for lagging regions development of basic infrastructure and digital literacy. The methodology for substantiating strategic priorities for digital development enables regions to realize strategic opportunities, taking into account their existing competitive advantages and resources, focusing on long-term success in a rapidly changing environment.
The issue of economic security becomes increasingly pressing during periods when national socio-economic systems are impacted by various crises. In recent years, as the global political and economic order has transformed and shifted from a unipolar to a multipolar world, turbulence and uncertainty in socio-economic development have intensified. Military-political factors have assumed a more significant role in development. This necessitates research into the contemporary mechanisms by which they influence economic security. Furthermore, since wars and military conflicts involve clashes between states and their coalitions, the impact of military-political factors on national economic security must be examined from a supranational perspective. The purpose of this article is to clarify the specifics of ensuring national economic security in today's context, as the political world order is undergoing a transformation. This article examines the economic security situation resulting from the recent war in the Persian Gulf, which began as a result of the US and Israeli attack on Iran. Based on this case study, it is concluded that it is necessary to strengthen the mechanisms and institutions for supranational regulation of national economic security.
The relevance of the study stems from several key aspects that highlight the importance of universities developing digital products in the context of providing the national economy with highly qualified personnel with digital competencies. First and foremost, this is the development of the “Digital University” model, which envisions the digital transformation of universities, including the implementation of online services, the use of AR (augmented reality) and VR (virtual reality), virtual simulators, and the creation of individual educational pathways using AI. It is also important to note the updating of educational programs with the introduction of digital components into training and retraining programs, the development of massive online courses, the creation of digital teaching and methodological complexes, simulators and training equipment, and the formation of personal development trajectories. The purpose of the study is to examine the capabilities of a modern university to address a range of strategic challenges in training personnel for the digital economy and to develop recommendations for creating a digital product. The objectives of the study were to identify applicants' preferences when choosing a university and to identify the advantages of universities in terms of ensuring the quality of training expected by students; to substantiate the need and feasibility of creating an original digital product — an online laboratory working with Moscow Exchange PJSC's information resources — that would enable the development of relevant competencies in financial, credit, and investment analytics. Results: Focusing applicants on employers requires strengthening the inclusion of career-related information on the university's website and in its work. These recommendations include: creating and actively promoting a list of partner companies with job openings and internships; introducing mandatory business projects into curricula; annually publishing graduate employment information (including the place of employment); and displaying information on the university website about the percentage of students who received offers before graduation. The university's creation of a unique digital product in the form of an online lab will help attract applicants. This product fosters relevant analytical competencies, which not only improves the quality of education but also makes the training system for the digital economy more flexible, tailored to its needs, and contributes to its development.
The formation of identity among modern youth in urban spaces is a dynamic process of socialization, involving constant sensory interaction with the urban environment. Contemporary urban sociology is dominated by a primarily visual approach, ignoring complex sensory experiences. There is a systemic gap in understanding how sensory actors (sounds, smells, visual and tactile stimuli) function as active elements of the socialization network.The study's methodological framework is a synthesis of actor-network theory (ANT) for analyzing these relationships and experience economy theory for assessing the value of sensory experiences. The aim of this article is to identify and systematize key sensory actors, analyze the mechanisms of their interactions, and determine correlations between sensory stimuli and the emotional and behavioral responses of young people.The study is based on sensory survey and mapping methods. The sample consisted of 200 respondents in St. Petersburg aged 18 to 25, 60% of whom were university students and 40% were beginning professionals. Data collection and analysis were performed using Python for statistical processing and Gephi for network visualization.The results show that key factors include natural landscapes (75% of respondents cited them as the main factor in positive perceptions), architectural aesthetics (68%), and the sound environment. A strong correlation (r = 0.65, p < 0.05) was found between background noise levels and young people's desire to visit certain public spaces. Based on these data, a model of youth sensory socialization was developed.The practical significance of the study lies in the development of specific recommendations for city authorities and planners: the creation of “sensory zones” in urban spaces (quiet areas near parks, acoustic installations in courtyards) and the integration of natural and aesthetically significant objects into residential areas to improve the well-being and social integration of young city residents.
Russia faces the strategic task of easing numerous restrictions on its interactions with foreign partners caused by sanctions imposed by the US, EU, and several other countries. To address this challenge, a legal framework is being developed to reorient transport and logistics projects toward the South and East. The Arctic zone as a whole and the Trans-Arctic Transport Corridor (TTC) are becoming a key element in building Russia's new transport architecture. It is designed to provide Russia with access to the open ocean and strengthen the development of Russia's entire Arctic belt, linking not only the territories of the west and east, but also the north and south of Russia itself. Discussions on the development of the TTC are being organized by Russian enterprises and officials with partners within various international organizations, including representatives of the Eurasian Economic Commission under the Eurasian Economic Union (EAEU). However, most of Russia's partners in the EAEU currently show no interest in TTC development projects.The purpose of this study is to determine the forms and nature of Russia's interaction with EAEU countries in implementing projects around the TTC in order to identify prospects for cooperation. This answer is important for understanding the extent to which the Arctic agenda can play a driving role in the EAEU's various strategies, especially since China and several other Asian countries cooperating with the Eurasian Economic Commission (EEC) have consistently shown interest in the Northern Sea Route (NSR), which is part of the TTC. The study's original nature stems from its unique approach, which aligns legal aspects with specific examples of cooperation and Arctic-related materials from leading EAEU media outlets. The novelty lies in updating the data on the presented scientific problem, and its practical value lies in a clear understanding of the interests and principles of cooperation among Russia's partners in the EAEU on Arctic issues at present. This study complements the existing data on the development of Russia's Arctic strategy and on potential partners in this area. The study consists of several interconnected sections, allowing for a comprehensive answer to the question posed: the emergence and evolution of the TTC concept within the overall Arctic agenda; the Eurasian Economic Commission's approaches to the TTC; cooperation between EAEU countries and Russian Arctic entities in specific areas; and media coverage from Russia's partner countries within the EAEU. This study complements the existing data on the development of Russia's Arctic strategy and potential partners in this area.
The relevance of this study lies in the development of scientifically grounded understanding of the nature and preconditions of a new stage of competition between global and regional powers in the context of the multipolarity and globalization of the modern planet. One manifestation of the escalation of international relations is the emerging attempts to incorporate the traditions of imperialist policy into the strategies of leading actors in the global political process. At the same time, contemporary neo-imperial discourse possesses unique characteristics that are not fully considered in political science.The purpose of this article is to provide a political analysis of the restoration of imperial foreign policy by leading actors in international relations and to identify the consequences of its implementation for the state of a unified security space in a multipolar world.Materials and Methods. The study utilizes comparative and historical scientific methods. The comparative method was applied to compare various types of neo-imperial projects and the instruments for their implementation. Using the historical method, the stages of the advancement of imperial expansionism models in the history of world politics and in the current stage of political development were determined.Results. This article systematizes the key factors shaping and implementing neo-imperial tendencies at the regional and global levels of international relations. It summarizes scholarly concepts in classifying contemporary forms and channels of military-political expansionism in the context of post-bipolarity. The article examines the transformation of methods for achieving geostrategic dominance among key actors in global politics and the reasons for the emergence of new types of neo-imperial expansion in the 21st century. The prerequisites for the further evolution of global and regional powers' policies to achieve superiority in global competition are substantiated.Conclusions. The consequences of globalization processes are identified as the primary reason for the emergence of contemporary neo-imperial projects for ensuring global and continental hegemony. A link is demonstrated between the erosion of the national statehood model and attempts to restore its international legitimacy by appealing to the powerful foreign policy traditions of the imperial period. The priority factor in advancing contemporary neo-imperial projects is the need to counter challenges to the interests of traditionalist politicians posed by transnational and supranational actors in the era of globalization. The replacement of indirect, hybrid models with overt manifestations of neo-imperial expansionism is argued to be one of the leading trends in geopolitical confrontation in the 21st century.
