
This study presents the first scholarly edition of three inscribed artifacts from Hittite Anatolia, currently preserved in the Erimtan Museum in Ankara. The artifacts under examination consist of a seal, a seal impression, and a fragmentary cuneiform tablet. RTI (Reflectance Transformation Imaging) studies have been conducted to obtain clear images of the inscriptions on the artifacts, and their drawings have been completed for publication. A proposed reading of the seal owner’s name is provided for both the seal and the seal impression, offering insight into the individuals associated with these objects. These identifications contribute to the broader study of glyptic in the Hittite period. In addition, the preliminary reading of the tablet fragment, despite its heavily eroded state, suggests a possible association with the corpus of the AN.TAH. ŠUM festival. While this identification remains tentative due to the fragmentary nature of the text, it offers an opportunity to investigate potential connections between this document and Hittite religious texts. The analysis of these three artifacts not only expands the extant corpus of Hittite inscriptions but also renders these artifacts accessible to all through their publication. This study exemplifies the significance of examining artifacts from private museums. Systematic documentation of these artifacts can yield valuable data for refining scholarly reconstructions of Hittite history and culture. Further research may elucidate the historical and philological significance of these artifacts using a comparative analysis with securely provenanced materials.
1848 Devrimlerinin etkisi, 1860’lar boyunca Osmanlı İmparatorluğu’nda daha derinden hissedildi. Kırım Savaşı’nın ardından Rusya’nın siyasi prestijindeki gerileme, Balkanlardaki devrimci hareketleri, imparatorluklar arası ve maceraperest devrimcilerle yeni ittifaklar kurmaya sevk etti. Bu dönemde Garibaldi’nin Venedik için Avusturya İmparatorluğu’na karşı yürüttüğü mücadele, Balkan Yarımadası üzerinde önemli ideolojik ve siyasi yansımalara yol açtı. İtalyan birliği savaşlarında kritik roller üstlenen gönüllüler, Osmanlı Balkanlarındaki yerel devrimci hareketlere direniş ve örgütlenme bakımından yeni bir model sundu. Garibaldini , Avusturya İmparatorluğu’na karşı geliştirdiği siyasi ve paramiliter yapılanmaları Balkanlara taşıyarak, Osmanlı İmparatorluğu’nu ulusötesi bir devrimci hareketle karşı karşıya getirdi. Çeşitli uluslardan devrimcileri bünyesinde barındıran Garibaldini lerin girişimleri, Osmanlı’nın Balkan eyaletleri için ciddi bir tehdit oluşturdu. Etkileri ve popülariteleri arttıkça, bölgedeki yerel isyancılarla siyasi ittifaklar arayışına girdiler ve böylece yerel sosyo-politik hareketlerde ideolojik ve örgütsel dönüşümleri tetiklediler. Bu süreç, söz konusu hareketlerin devrimci komiteler etrafında yeniden yapılandırılmasına yol açtı. Yerel ve ulusal devrimci komiteler ile ulusötesi Garibaldici hareket arasındaki etkileşim, 1860’larda Osmanlı İmparatorluğu’nun karşı karşıya kaldığı Karadağ, Bosna-Hersek, Sırbistan, Makedonya ve Girit krizlerinde özellikle belirgindi. Ayrıca, 1848 Devrimleri sonrasında Osmanlı ordusunda görev yapmış bazı Avrupalı devrimciler, Garibaldi ile bağlantılı Osmanlı karşıtı hareketlere katılarak siyasi aidiyetlerini değiştirdiler. Bu makale, Garibaldinilerin benimsediği devrimci stratejileri incelemekte ve 1860’lar boyunca Balkanlardaki yerel devrimci hareketlerin ulusötesi niteliğini vurgulamaktadır.
Türkiye ile Çin arasında diplomatik temsilciliklerin kurulmasının ilk adımı Nankin’de 1929 yılında orta elçilik kurulması ile atılmıştır. Yaklaşık iki sene sonra ekonomik nedenlerle kapatılan bu elçilik, 1939 yılında Çunking’de yeniden açılmış, Japon işgali ve Çin İç Savaşı gibi olaylardan etkilenmiştir. 1943 yılında büyükelçilik seviyesine yükseltilen Çunking temsilciliği, Japonya’yla savaşın sona ermesi ve Milliyetçi Çin hükûmetinin başkenti Nankin’e taşımasıyla buraya nakledilmiştir. Türkiye’nin Çin’e atadığı ilk büyükelçi Hulusi Fuad Tugay olmuştur. Çin İç Savaşı’nda komünist birliklerinin 1949 başında Nankin’e yaklaşması üzerine, herhangi bir olumsuz duruma karşı Nankin Büyükelçiliği Başkâtibi Kanton’a gönderilmiş ve burada Nankin Büyükelçiliği’ne bağlı ikinci bir diplomatik temsilcilik oluşturulmuştur. Nankin’in komünist birlikler tarafından ele geçirilip buradaki yabancı elçiliklerin kuşatılmasıyla Türkiye büyükelçiliği de durumdan kötü etkilenmiştir. Çin Halk Cumhuriyeti’ni tanımayan ülkelerin diplomatları sıradan insanlar olarak görülmüş, uluslararası ilişkilerde diplomatlara verilen ayrıcalıklar yok sayılmıştır. Bu şartlar altında faaliyetlerini sürdürmeye çalışan Nankin Büyükelçiliği, durumun tehlikeli hâle gelmesi üzerine önce Hong Kong’a taşınmış, daha sonra ilga edilmiştir. Türk diplomatları Çin’de bulundukları süre zarfında sorumluluk alanlarında çok az Türk vatandaşı olduğundan, daha çok Çin’in iç, dış ve askerî durumu hakkında raporlar hazırlamışlardır. Bu raporlarda zaman zaman Çin’in Türkistan bölgesine de değinilmiştir. Bunun dışında iki ülke arasındaki dostluk antlaşması müzakereleri, ekonomik ve ticari ilişkiler konusunda da faaliyetlerde bulunmuşlardır. Diğer yandan Çin’de olumlu bir Türkiye imajının korunması ve Boğazlar meselesinde Türk tezinin savunulması için de çaba sarf etmişlerdir. Bu çalışmada, çoğunluğu son yıllarda araştırmaya açılan Türk Diplomatik Arşivi olmak üzere birincil kaynaklara dayalı olarak, iç savaş sırasında Çin’deki Türkiye diplomatik temsilciliklerinin ve temsilcilerinin durumu ile faaliyetleri ele alınmıştır.
Sinop, çok köklü tarihî geçmişe sahip olan önemli bir Karadeniz liman kentidir. Özellikle Karadeniz’in kuzeyindeki liman kentleriyle ve kıyılardaki diğer kentlerle tarihî ve ticari bağları bulunmaktadır. Ayrıca Türkiye’nin Karadeniz’e çıkış kapılarından da birisidir. Bu öneminden ötürü de Türkiye Selçuklularının hedefleri arasına girmiş ve Sultan I. İzzeddin Keykâvus iktidarında 1214 yılı sonlarında fethedilmiştir. Fetih sonrasında Selçuklular Sinop Kalesi’nde yoğun bir tamir ve tahkim faaliyeti gerçekleştirerek şehirde kalıcı izler bırakmışlardır. Böylelikle de Sinop’u bir Müslüman-Türk şehri hâline getirmişlerdir. Türkiye Selçuklularının Sinop’taki en önemli izlerinden biri, şehir kalesinin sur ve burçlarına yerleştirdikleri kitabelerdir. Bu kitabeler Türkiye Selçukluları hakkında çok kıymetli bilgiler içermektedirler. 2021 yılında Sinop Kalesi içinde bulunan tarihî cezaevinde Kültür ve Turizm Bakanlığı ve Avrupa Birliği’nin destekleriyle gerçekleştirilen restorasyon çalışmaları sırasında gerek Sinop şehir tarihi gerekse de Türkiye Selçukluları adına yeni veriler sağlayan ve daha önce yayımlanmamış olan iki kitabe keşfedilmiştir. Söz konusu kitabeler kaynaklarda ismine rastlanmayan Selçuklu Emîri Fahreddin Erdemşâh’ı ortaya çıkardığı gibi, Amasya Valisi Mübârizeddin Behrâmşâh’ın ekibiyle birlikte Sinop’ta bilinenden daha fazla tamir ve tahkim çalışması yaptığını göstermektedir. Bulunan bu iki kitabe ile birlikte Türkiye Selçuklularının Sinop İç Kalesi içerisinde toplamda ne kadar alanda tahkim ve tamir çalışması yaptığı da daha iyi anlaşılmaktadır. Çalışmamızda tespit edilen iki yeni Selçuklu kitabesinin Arapça metinleri ve tercümeleri verilecek, ayrıca sağladıkları yeni bilgiler Sinop ve Selçuklu Tarihi açısından değerlendirilecektir.
Şah Abbas hükümdarlığı süresince siyasi ve askerî birçok başarıya imza atmış, idari reformlarıyla Safevî Devleti’ni eski gücüne kavuşturan hükümdarlardan biri olmuştur. Fakat onun bu başarıları bazı kötü sonuçlanan askerî girişimlerinin ve hatalarının da göz ardı edilmesine sebep olmuştur. Bu makalede Şah Abbas’ın başarısızlıklarına örnek gösterilebilecek hadiselerden biri olan Belh Seferi’ne değinilmiş, Belh’te yaşanan yenilginin altında yatan askerî nedenler analiz edilmeye çalışılmıştır. Tarihî kaynaklar ve araştırma eserlerinden elde edilen bilgiler ışığında Şah Abbas’ın başarısız olmasının altında; ordunun sınıfsal dağılımı, sefer organizasyonunda yaşanan aksaklıklar ve coğrafi şartlardan kaynaklanan sıhhî problemler olmak üzere çok boyutlu bir sebepler silsilesinin yatıyor olduğu görülmektedir. Buna göre Şah Abbas ordusunda ateş gücünü artırmak amacıyla çok sayıda piyadeye yer vermiş ve buna bağlı olarak süvariye dayalı geleneksel ordu yapısının sürat avantajını yitirmiştir. Bu da orduyu ikmal ve iaşe bakımından tehlikeye düşürecek düzeyde sefer süresinin uzamasına yol açmıştır. Şah Abbas ayrıca düşman arazisini iyi tanımadan hareket etmiş, yolda su kaynaklarının yetersizliğiyle kötü evsafta oluşuna bağlı olarak sıhhî problemlerin yaşandığı ve buna karşı gerekli tedbirlerin alınmadığı tespit edilmiştir. Bununla birlikte makalede Şah Abbas’ın sevk ve idare alanındaki zaaflarına da değinilmiş, onun zor durumlar karşısında yaşadığı tereddüt ve kararsızlık hâlinin orduyu nasıl bozgunun eşiğine sürüklediğine yönelik tarihî vakalar üzerinden izahatta bulunulmuştur.
This article analyzes how the Ottoman ruling elite attempted to maintain their traditional policy of neutrality during the Hundred Days Crisis, which occurred between Napoleon Bonaparte’s escape from Elba and his second abdication following the Battle of Waterloo in 1815. During this volatile period, the Ottomans found themselves caught between the Allied powers, which demanded Ottoman alignment with the coalition formed against Napoleon, and Napoleon himself, who sent an envoy to the Porte to secure Ottoman recognition of his emperorship. Furthermore, the demonstrations and symbolic actions of Bonapartist French diplomats in the Ottoman capital and its periphery, such as displaying Bonaparte’s flag and wearing his imperial decorations and symbols on their clothing and diplomatic premises, led to diplomatic crises between the Ottomans and the French embassy, involving other diplomatic representations of the concerned European states. This article demonstrates that the Ottoman administration utilized its traditional policy of neutrality in European crises as a strategy to navigate these diplomatic incidents. Similar to the declaration of a republic in France after the Revolution (1792) and Napoleon’s assumption of the title of Emperor (1804), during the Hundred Days Crisis, the Ottoman administration initially adopted a wait-and-see approach and then emphasized neutrality to avoid entanglement in intra-European conflicts. Drawing on Ottoman archival documents and biographical works on Pierre Ruffin, the capable chargé d’affaires of the French Embassy, the article argues that the Ottoman policy of neutrality aimed to achieve two objectives: (1) refraining from antagonizing Bonaparte by maintaining diplomatic contact with the existing staff of the French embassy, and (2) preventing any incidents that could jeopardize Ottoman relations with the anti-Bonapartist coalition. Both objectives appeared to be met thanks to the skillful diplomatic handling of the incidents.
Bu çalışma, I. Dünya Savaşı’na giden uluslararası finans-politik konjonktürün önemli aktörlerinden biri olan Sir Ernest Cassel’in ekonomik faaliyetlerine odaklanmaktadır. 19. yüzyılın son çeyreği ile 20. yüzyılın ilk çeyreği arasında faaliyet gösteren Ernest Cassel, Japonya’dan Mısır’a, Uruguay’dan Rusya’ya kadar geniş bir iş çevresi kurmayı başarmış ve küresel düzeyde faaliyet gösteren bir banker hâline gelmiştir. Bu makale Cassel’in küresel finans işlemlerini incelemekle beraber, asıl odak noktasına Osmanlı İmparatorluğu’ndaki faaliyetlerini almıştır. I. Dünya Savaşı öncesinde Osmanlı finans sektöründe artan Fransız ve Alman etkisi, bölgedeki çıkarlarını korumaya ve artırmaya yönelik politikalar uygulayan İngiltere’yi tedirgin etmişti. Osmanlı İmparatorluğu ile kurduğu ekonomik ve siyasi ilişkilerin seyrinin değişmeye başlaması İngiltere’yi Osmanlı İmparatorluğu’ndaki faaliyetlerini artırmaya yönelmişti. Bu noktada devreye İngiliz aristokrasisi ve iş çevreleriyle yakın ilişkileri bulunan Ernest Cassel girmiş ve İngiltere’nin Osmanlı’daki ekonomik etkisini artırma stratejisi doğrultusunda 1909 yılında Türkiye Milli Bankası’nın kuruluşuna öncülük etmiştir. Osmanlı İmparatorluğu’nda Fransa’nın ve Almanya’nın finansal etki alanının artmasına karşı İngiliz çıkarlarını destekleyen bir aktör olarak öne çıkmıştır. İstanbul Belediyesi’ne sağladığı krediler, Trabzon ve Samsun limanlarının modernizasyonu ve Reşadiye Zırhlısı’nın finansmanı gibi projelerde kritik roller üstlenerek I. Dünya Savaşı öncesi Osmanlı finans sektöründeki başat aktörlerden birine dönüşmüştür. Ayrıca, Osmanlı petrolleri, Cassel’in Osmanlı İmparatorluğu’nda yatırım yaptığı alanlardan biridir. Çalışma, Cassel’in Türk Petrolleri Şirketi’ndeki ortaklık meselesini ve İngiliz devletinin çıkarları doğrultusunda yürüttüğü stratejik adımları da takip etmektedir.
Osmanlı İmparatorluğu’nda modern eğitim sistemlerinin benimsenmesi, kurumsallaşması ve maarifteki dönüşümün bir uzantısı olarak muallimlik mesleği geleneksel yapısından ayrılmış ve profesyonelleşerek Weberyan anlamda bir statü grubu na dönüşmüştür. Bu süreç, muallimlerin özlük hakları, mesleki statüleri, çalışma koşulları ve kamu içerisindeki konumlarına ilişkin sorunları da beraberinde getirmiştir. II. Meşrutiyet ile muallimler mesleki haklarını muhafaza etmek, taleplerini kolektif biçimde ifade etmek, toplumsal konumlarını tanımlamak ve korumak ihtiyacı duyarak cemiyetleşmişlerdir. Bu araştırma, Osmanlı İmparatorluğu’nun son döneminde muallimlerin bu mesleki örgütlenme deneyimlerinden biri olan Mekâtib-i İbtidâîye Muallimleri Cemiyetini ele almaktadır. Söz konusu cemiyet ve faaliyetleri üzerine bugüne kadar kapsamlı bir araştırma yapılmamıştır. Doküman analizi metoduyla yapılan araştırmada, cemiyetin kuruluş süreci, faaliyetleri ve ilgası; cemiyet nizamnamesi, arşiv belgeleri, dönemin gazete ve mecmuaları ışığında incelenmiş, bu yolla cemiyetin tarihsel önemine ışık tutmak amaçlanmıştır. Ayrıca cemiyetin hâlihazırda kütüphane kataloglarında bulunmayan nizamnamesinin transkripsiyonu sunularak eğitim tarihi literatürüne katkı sağlamak hedeflenmiştir. Bulgular, cemiyetin düzensiz maaşlar, ağır çalışma koşulları, özlük hakları, ibtidâî eğitimin iyileştirilmesi, muallimler arasındaki mesleki dayanışma ile mesleki itibarın güçlendirilmesi gibi sorunlara çözüm üretmeyi amaçladığını göstermektedir. Cemiyet kongreler, toplantılar ve etkinlikler yoluyla eğitim sistemindeki eksikliklere karşı örgütlü bir şekilde hareket etmiştir. 1925 yılında Türkiye Muallimler Birliği ile birleşerek feshedilen cemiyet, İmparatorluk’tan Cumhuriyet’e geçiş sürecinde mesleki örgütlenmenin özgün bir örneğini temsil etmektedir.
Osmanlı devlet teşkilatı içerisinde hanedan üyeleri ve üst düzey devlet memurları hiçbir maddi karşılık beklemeden halkın tasarrufu için vakıflar kurmuşlardır. Bu vakıflar çoğunlukla cami, medrese, zaviye ve çeşme misali bina şeklindedir. Bazıları ise hayır işlemek için kitabı seçmiştir ki bunlardan biri de 1723-1730 yıllarında yeniçeri ağalığı vazifesinde bulunan Hasan Ağa’dır. Üstelik Yeniçeri Ocağı’nda yetişmiş olan Hasan Ağa, kitap vakfetmeye turnacıbaşı iken başlamıştır. Turnacıbaşı Hasan Ağa, vakıf kaydında beyan ettiği üzere ilme talip kişiler için bu kitapları Belgrad Kalesi’ndeki mescidine koymuştur. Bu kitapların her birine tek tek düşürdüğü kayıtta eserlerin kullanıldıktan sonra hâfız-ı kütübe teslim edilmesini, rehin olarak alınmaması, satılmaması, zimmete geçirilmemesi ve Belgrad’dan çıkarılmamasını şart koşmuştur. Belgrad Kalesi işgal edildiğinde ise kitapları kaderine terk etmemiştir. Bahsi geçen eserleri Niş ve Vidin’deki daha güvenli kalelere nakletmiştir. Akabinde Vidin’de Şeyh Medresesi’ne yerleştirilen koleksiyonuna kul kethüdası iken yeni eserler eklemeye devam etmiş ve bunların bir arada durması adına koruyucu şartlar koymuştur. Yeniçeri ağalığına yükseldiği ve ocağa dair sorumluluğunun hayli arttığı dönemde ise koleksiyonunu ihmal etmemiş, özellikle Vidin’deki vakıf kitap sayısını zaman içerisinde daha da çoğaltmıştır. Fakat XIX. asırda Osmanlı’nın Bulgaristan’daki siyasi durumunun değişmesi üzere Vidin’deki nüshaların çoğu gibi Hasan Ağa’nın vakıf kitapları da önce Sofya’ya taşınmış ve nihayetinde 1888 yılında İstanbul’a getirilerek Beyazıt Kütüphanesi’nde muhafazaya alınmıştır.
Günümüz siyasi hayatında halkın yönetime katılımı için vazgeçilmez hâle gelen seçimler, Fransız İhtilali’nden sonra, yeni yönetim biçimlerinin ortaya çıkmasına paralel olarak gelişmiştir. Osmanlı Devleti de I. Meşrutiyet’in ilanı ile yönetim sistemini değiştirmiş ve ilk genel seçim tecrübesini edinmiştir. 1912 seçimleri ise II. Meşrutiyet Dönemi’nin ikinci genel seçimidir. Osmanlı Devleti’nin siyasi tarihinde en şaibeli seçim olarak adlandırılan 1912 seçimleri, İttihat ve Terakki’nin iktidarında ve siyasi atmosferin gerginliği altında gerçekleşmiştir. İktidarı kaybetmek istemeyen İttihatçılar, kanunların boşluklarından yararlanarak, vaktinden önce seçimin yapılmasını sağlamış ve muhaliflerin mümkün olduğunca Meclis-i Mebûsân’a girmemesi için devletin bütün imkânlarını kullanmıştır. Seçimler ülkenin genelinde olduğu gibi Selânik ve Manastır’da da sert bir ortamda gerçekleşmiştir. Oysa her iki vilayetin de içinde olduğu Makedonya, Meşrutiyet’in ilan edildiği yer ve İttihat ve Terakki’nin gücünü aldığı bir merkezdir. Fakat bölgede İttihat ve Terakki’nin başlangıçta iyi ilişkiler kurduğu gayrimüslimler arasında, kendisine yönelik karşıtlık giderek had safhaya ulaşmıştır. Bu nedenle Selânik ve Manastır’da İttihat ve Terakki, seçimlerde muhalif gayrimüslimlerin seçilmemesi için çeşitli yollara başvurmuştur. Rum ve Bulgarlar bağlı bulundukları Patriklik ve Eksarhlık aracılığıyla seçimler ile ilgili pekçok iddiada bulunmuştur. Bu çalışmada Osmanlı arşiv kaynakları ve Türk literatürü kullanılarak, Rum ve Bulgarların Selânik ve Manastır vilayetlerinde, 1912 seçimleri sırasında usulsüzlük yapıldığına dair iddialarına ve yeni bir seçim sistemi taleplerine yer verilmiştir.
Hazar Denizi ile Karadeniz arasında yer alan Kafkasya, Asya ile Avrupa’nın en önemli kesişme noktalarından biridir. Bu stratejik özelliğinden dolayı tarih boyunca içerisinde Türklerin de bulunduğu çeşitli topluluklara ev sahipliği yapmıştır. Tarihî kaynaklarda Türklerin bölgeye yerleşmesi ile ilgili bazı bilgiler bulunur. Ancak bunlara dayanarak Kafkasya’daki Türk varlığını kronolojik bir bütünlük içerisinde takip etmek pek mümkün değildir. Üstelik bazı kaynaklardaki anakronik bilgiler bölgeye Türk yerleşiminin gelişimini anlamayı zorlaştırır. Özellikle İlk Çağ’da bölgeye gelen Türklerle ilgili olarak tarihî kaynaklardaki bilgi kıtlığı, günümüze kadar ulaşan pek çok tartışmayı da beraberinde getirmiştir. Kafkasya’da yapılan arkeolojik araştırmalar, bölge tarihinin daha somut bir şekilde ele alınmasını sağlayacak buluntuların ortaya çıkmasına vesile olmuştur. Bu malzemeler sayesinde tarih kaynaklardaki soyut ifadeleri netleştirebilecek kanıtlara ulaşmak mümkün olduğu gibi bölgedeki Türk izlerini daha yakından takip etme fırsatı da yakalanmıştır. Ancak bu araştırmalarda elde edilen sonuçlar daha çok kazı sonuçları raporlarında yer almıştır. Hiç kuşku yok ki bölgeye dair arkeolojik verilerin rehberliğinde Kafkasya üzerine yazılan tarihî kaynaklardaki eksiklikler tamamlanabilecektir. Böylece bölgeye Türk yerleşimi kronolojik gelişim içerisinde ortaya konulabileceği gibi bu döneme ait somut kültürel miras örnekleri de elde edilmiş olabilecektir.
A map depicting Eastern Europe was discovered in the Swedish Military Archive and subsequently exhibited at events organized by Swedish authorities. This exhibition brought the map to the attention of the scholarly community, prompting various evaluations and interpretations, particularly by the staff of the Swedish Military Archive. Key questions regarding the map remain unanswered, including its physical characteristics, authorship, date of creation, content, cartographic materials used in its design, its presence in the Swedish Military Archive, and its intended purpose. Additionally, issues surrounding the depiction of the Crimean Tatar expedition to Moscow and the related information presented on the map require further investigation. This study seeks to address these questions and clarify unresolved issues while considering the existing evaluations and interpretations. The analysis is based on the digital version of the map provided by the Swedish Military Archive. The question of who made the anonymous map was answered by taking into account all the studies done on this subject, although it is not certain, that it could have been made by Ibrahim M & uuml;teferrika and Ahmed Pasha. Regarding the dating of the map, it was concluded that it could have been made in 1730 and later or between 1731-1747. In addition, regarding the sources utilized in the preparation of the map, contrary to the claims that it was created by using European cartographic materials, we believe that it was created by copying the map of Eastern Europe by the French cartographer Guillaume de Lisle. Furthermore, it is argued that the map may have been intended to support the formation of an alliance between the Ottoman Empire, the Crimean Khanate, and Sweden, aimed at countering Russian expansionism in Eastern Europe and facilitating the restoration of territories under Russian control to their previous rulers.
The tradition of commentary in ancient Mesopotamia became evident in the early first millennium BC, during the Neo-Assyrian and Neo-Babylonian periods (eighth century BC). It continued into the Achaemenid and Hellenistic periods (up to the first century BC). Almost all of the basic texts for which commentary was written are considered to belong to the "canonical" corpus of first-millennium BC Mesopotamian literature. Commentaries became a necessity in the seventh century BC, in order to provide updated comprehensives and detailed meanings for archaic expressions whose meanings were no longer known and whose original authors had used them almost a thousand years earlier. Other factors that gave rise to commentaries were historical, social and political conditions. During the Neo-Assyrian period, scholars and academia were subject to political powers, and the research conducted for the canonization process of works was primarily aimed at advising the king, at times necessitating interpretation. With the freedom that emerged as a result of the change of political authority in the Achaemenid period, an independent internal scholastic system emerged, consisting of scholars who studied and interpreted the corpus of canonical texts. While recent studies examining the history and typology of these commentaries from a multidisciplinary perspective have given little attention to the Babylonian and Assyrian commentaries, the present study attempts to compare commentaries from two different disciplines from this perspective. This study aims to compare commentaries on medical texts from ancient Mesopotamia with those appearing in the Edwin Smith medical papyrus in terms of the physical text organization and the hermeneutics applied to provide explanations in the commentaries.
The sources providing detailed information about the types of ships built in the provincial shipyards of the Ottoman period, including their structural characteristics, capacities, armaments, and personnel, are limited. The lack of materials, such as drawings, plans, paintings, or maps prior to the mid-19th century poses a significant challenge to the comprehensive understanding of these subjects. However, information about the structural features of the ships and the shipbuilding typologies can be found in the accounts of local and foreign travellers, and on rare occasions, in their drawings. The orders sent from the centre and the cost books kept by the officials responsible for shipbuilding during the construction provide substantial evidence for understanding the nature of the provincial shipyards and the ships built there. Furthermore, the correspondence between the centre and the provinces, reflecting the difficulties encountered in procuring materials or labour before and during the construction, contains detailed information about the nature, size, and materials of the ships. In this context, based on the records of shipbuilding in Antalya, this study attempts to examine in detail the ship types built in the shipyards of Antalya, the organisational structures of the workers, the wages paid, the stages of shipbuilding, the responsibilities of the officials involved, and the control mechanisms developed by the centre over this organisation. Thus, it aims to contribute to the structural and functional characteristics of provincial shipyards through shipbuilding activities in Antalya, particularly, and the procedures and processes followed by the Ters & acirc;ne-i Acirc;mire regarding shipbuilding in general.
Roman businessmen played a significant role in shaping the economic structure of Anatolia through extensive commercial activities starting from the 1st century BCE. The expansion of the Roman Empire's sphere of influence created broader market opportunities for these businessmen, who gradually integrated into local economies and extended their activities to different regions. Since 2021, excavations conducted in the ancient city of Teos by the faculty members of Ankara University, Faculty of Languages, History, and Geography, Department of Classical Archaeology, have uncovered two new inscriptions. These inscriptions are evaluated in this study as tangible evidence of this commercial expansion. Dating back to the 1st century BCE, these inscriptions document the presence of Roman businessmen in Teos and shed light on their economic activities in the city. While inscriptions previously found in prominent cities such as Ephesus, Smyrna, Klaros, and Pergamon have demonstrated the influence of Roman businessmen in these regions, the newly discovered inscriptions in Teos reveal that the trade associations, known as conventus, had a broader scope than previously assumed. The inscription no. 1, concerns the act of Roman businessmen in Teos honoring the agoranomos Menophantos. This study analyzes the relationship between these businessmen and agoranomos Menophantos, as well as evaluating the structure and functions of the conventus, the organized business communities. Additionally, the study provides an examination of how Roman identity was disseminated at the local level through these businessmen. The new inscriptions from Teos also have the potential to offer a new perspective on the term 'Rho omega mu alpha iota omicron iota.
Built by Damad & Idot;brahim Pasha on the historical Divanyolu between Vezneciler and the Sehzade Mehmed Complex in the 1720s, the arasta with colonnaded arcades in front of its shops came to be known as Direkleraras & imath;. By the 1860s, the district, encompassing the street and its surroundings, became part of an entertainment and social milieu centered around teahouses, literary caf & eacute;s and coffeehouses in Beyaz & imath;t. By the 1880s, Direkleraras & imath; had transformed into the main hub of entertainment and spectacles in the historical peninsula with the rise of theatrical activities. Women, benefiting from the modernization and reform processes, participated in Direkleraras & imath;'s vibrant social and entertainment scene through activities like promenades and theater. Ottoman state archives and contemporary periodicals reveal that the discourse on its entertainment culture was predominantly centered on Muslim Ottoman women, whose increasing visibility in urban public spaces created tensions around morality, gender relations, clothing and spatial segregation. This article examines Muslim Ottoman women's engagement with Direkleraras & imath;'s social and entertainment milieu, the restrictions and bans they faced, and their strategies to navigate prevailing gender norms. Drawing on official documents regulating women's urban behavior, periodicals discussing Direkleraras & imath;'s entertainment culture and theater advertisements, it explores how authorities and social environments responded to women's presence as strollers and theatergoers. These sources have the potential to reveal how the political authorities and various social circles responded to women's promenades and their presence as theatergoers on Direkleraras & imath; Street and how the attitudes, expectations and initiatives of these groups shaped women's urban experiences.
The Ottoman Empire conferred various medals and decorations to honor and encou-rage its subjects and public officials, whether Muslim or non-Muslim. Among these was the Tahlisiye Medal, introduced during Sultan Abd & uuml;lmecid's reign in the mid-19th century. Deriving its name from the term tahlisiye (rescue), the medal was instituted to honor individuals who risked their lives to save others amid the increasing frequency of accidents accompanying the expansion of maritime traffic. Its official regulation was published in 1892, during the reign of Sultan Abd & uuml;lhamid II. Over time, the medal's scope expanded to cover land-based incidents such as fires, natural disasters, traffic accidents, building collapses, and, in rare cases, workplace accidents. In addi-tion to the Tahlisiye Medal, such acts were, in some cases, rewarded with the Medal of Merit (& Idot;ftihar Madalyas & imath;), the Fifth Class of the Order of the Medjidie (Mecid & icirc; Ni & scedil;an & imath;), or, in certain instances, with funds allocated from the Sultan's personal trea-sury. The awarding process involved investigations by the Ministry of Police (Zaptiye Nezareti) and the Ministry of the Interior (D & acirc;hiliye Nezareti). Within this framework, the archival records produced document about the bureaucratic process operating through detailed information regarding the location and nature of the incident, as well as the identities and conditions of both the victim and the rescuer. These details are further noteworthy insofar as they provide significant insights into the social and symbolic functions of the practice. In this respect, the practice assumed a multifaceted function-elevating humanitarian values such as sacrifice and solidarity, promoting the emulation of such behaviors among other members of society, and reinforcing the bond between the state and its subjects.
The wars waged by Temujin in pursuit of unifying Mongolia under a single political structure have been extensively studied in a historical context. However, the roles of the tribes involved in this process, particularly their decisive influence on Temujin's rise, have not been adequately analyzed. The unification of Mongolia was achieved through the subjugation of powerful tribes such as the Naymans, Keraits, Merkits, and Tatars, as well as the effective utilization of these tribes within various state institutions. These struggles held critical importance not only militarily but also strategically. The conflict between Temujin and the Naymans represents a significant phase in the power struggles of Mongolian history. The Naymans, of Turkic origin, initially maintained dominance in the Mongolian steppe as a strong and organized tribe but weakened due to leadership deficiencies and internal strife. Temujin exploited this situation through his diplomatic skills and military successes, defeating the Naymans and consolidating his authority over the Mongol tribes. The struggle with the Naymans profoundly affected not only the Mongols but also the fates of other regional peoples. During this period, the Naymans emerged as one of the most formidable opponents Temujin faced on his path to becoming Genghis Khan. In particular, Tayang Khan's retreat and the eventual destruction of the Naymans led to their disappearance from the historical stage. However, it is evident that the Naymans did not vanish entirely; some tribe members continued to exist within Mongol society. This study focuses on Temujin's struggles with the Naymans, examining how he established political unity in Mongolia and laid the foundations of the Mongol Empire.
The tablet with inventory number 11883, which was purchased and brought to the Hatay Archaeology Museum, belongs to an archive discovered at Alalah but now preserved in the British Museum. Access to this archive was provided as a result of the excavations carried out in Alalah (Tell Atchana), thus revealing the Kingdom of Mukiš/Alalah, whose royal center was Alalah (Reyhanlı/Hatay). The tablets obtained from Alalah were accepted as one of the main sources for the Middle and Late Bronze Age of the Eastern Mediterranean geography, along with other archives related to the period, and these tablets were mentioned in the literature as the Alalah Tablets. The content of the cuneiform tablets constituting this archive consisted mostly of commercial documents, royal decree texts, population records, and king lists. To the extent that they were reflected in the tablets, the main goods that shaped commercial life of the time consisted of mines and local productions specific to the Amuq Plain and soldiers, workers, or slaves determined in line with the needs of the palace. The document numbered 11883, which will be discussed here for the first time, has been dated to Alalah Level IV with both grammatical and paleographic features and personal names recorded in the Middle Babylonian writing tradition of Akkadian, the diplomatic language of the period, as far as it can be deciphered. In this study, the transliteration and translation of the text with inventory number 11883 have been made, and the general political and commercial outlook of the level thought to belong to the tablet has been presented. Here, the K/Qadume place name, which is thought to be mentioned in lines 2, 4, and 7 of the relevant text, was also emphasized.
The purpose of this study is to examine the possible uses of pyramidal lead weights unearthed in Metropolis. By comparing the artifacts with analogous examples found in different archaeological contexts, we hope to shed new light on their purpose and significance. Pyramidal weights unearthed during archaeological excavations across ancient Metropolis are analyzed and interpreted within their specific archaeological contexts. These interpretations are not limited to classifying the artifacts by their form, weight, or chronology; they also explore their potential purpose and uses as manufactured objects. Additional attention is likewise given to markings (monograms and symbols) found on some weights. Consideration is given as to what these markings were used for, whether or not there is a production-process connection between markings and weights, and whether or not the markings had any functional purpose. This study also takes into account the ongoing debate surrounding the possible applications of these weights with an attempt being made to analyze the potential uses of the Metropolis finds. All the weights discussed in the study are also presented in detail in the accompanying catalogue table. The twenty pyramidal lead weights unearthed at Metropolis were discovered in different parts of the city and in a variety of built contexts ranging from civilian dwellings to public buildings.
