The article focuses on the realization of state programs in Russian mono-cities and evaluation of its results; special attention is given to the programs aiming at restoration of financial sustainability and modernization of the city-forming industries. The authors analyze the processes of program management in mono-cities within the frames of the state economic policy, and define the principles for developing the system of criteria in relation to the results of the program implementation
