PUBLIC POLICIES FOR EDUCATIONAL SPORTS: THE MANAGEMENT OF THE "SEGUNDO TEMPO PROGRAM" IN BRAZIL FROM 2003 TO 2024

The objective is to analyze the management of the Segundo Tempo Program (PST), based on its objectives, target audience, quantitative goals, workforce, civil society participation, and social control. This is a descriptive qualitative study with a temporal scope spanning from 2003 and 2024. Based on document analysis, the following categories were established: objectives; target audience; quantitative goals; workforce; participation and social control. The results showed that, although the PST proposed the democratization of educational sports, it prioritized children, adolescents and young people in social vulnerability, based on a functional-utilitarian conception of sports. Over the years, the quantitative goals of the PST fluctuated, while the number of professionals and the role of the federal government were reduced, increasingly concentrating responsibilities within partner organizations. Social control within the PST was bureaucratic, with no participation from civil society.
