The reform of rural collective property rights system is of great significance for protecting the collective asset rights and interests of villagers, activating rural resource elements, and achieving rural revitalization. This study is based on 284 village committee questionnaires and 7451 villager questionnaires from 10 provinces in China, and uses multi-layer linear regression models to explore the impact of the reform of rural collective property rights system on villagers’ public participation. Research has found that:(1) the reform of rural collective property rights system that has been completed at the rural level can significantly enhance the public participation of villagers, including total participation (β = 0.102, p ≤ 0.1), interest expression (β = 0.044, p ≤ 0.1), and election voting (β = 0.076, p ≤ 0.05). However, the impact on volunteer service is not significant (β = -0.004, p>0.1); (2)mechanism analysis shows that the reform can reduce the probability of migration for work, and thus enhance the level of public participation; (3)heterogeneity analysis reveals that the reform has a greater impact on the villagers’ public participation in suburban villages and villages with better collective economy; (4)further analysis discovers that villagers have heard that reform can significantly enhance their public participation. This study comprehensively explores the spillover effects of the reform at the village level on public participation at the individual level through the use of more accurate measurement indicators, empirical analysis methods, and large-scale authoritative data, providing strong support for proposing strategies to promote villages’ public participation.
To understand the impact of digital literacy on the health behavior of rural older adults in China, and to provide policy basis and intervention measures for improving their health behavior. This study utilizes data from 1207 rural older adults aged 60 and above in the 2020 China Rural Revitalization Survey (CRRS), employing the Ordered Probit model and instrumental variable analysis to assesses the impact of digital literacy on the health behavior of rural older adults in China. Furthermore, the study examines the mediating effects of happiness and future expectations and analyses the differences in the impact of digital literacy across dimensions such as age, gender, and physical health status. (1) Digital literacy can improve the health behavior of rural older adults, including promoting their learning of health knowledge, engaging in fitness or exercise activities, consciously controlling salt, sugar and edible oil usage. The results are robust to various tests. (2) Mediation analysis reveals that sense of happiness and future expectations are the primary pathways through which digital literacy influences the health behavior of rural older adults. (3) Heterogeneity analysis further shows that age, gender, and BMI differences have varying impacts on the health behavior. This study provides crucial policy implications for promoting healthy aging and digital inclusion in rural China, including investing in rural digital infrastructure, implementing digital literacy training programs, and guiding rural older adults to effectively apply digital platforms for health-related purposes.
BackgroundUnderstand the current situation of social activities among older adults and its impact on mental health, providing policy basis and intervention measures to improve the mental health of the older adult.MethodCollect relevant data from 8,181 older adults aged ≥ 60 years old from the 2020 China Health and Retirement Longitudinal Study (CHARLS), constructing an analysis framework for social activities of older adults in China from three aspects: participation in social activities, number of social activities, frequency of social activities, and describe them, then analyzing the impact of social activities on their mental health using OLS and 2SLS regression models. This study also discusses the impact of eight social activities on the mental health of older adult people through subgroup.ResultAmong 8,181 older adults aged 60 and above, 3,808 participated in social activities (56.24%), average number of social activities is 0.71, and average frequency of social activities is 1.31 times. The average score of mental health level measured by CES-D is 15.24 points. Participate in social activities can reduce the depression level of the older adult (β = −0.352, 95%CI: −0.547~−0.158); the more social activities the older adult participate in, the lower the depression level of the older adult (β = −0.214, 95%CI: −0.313~−0.115); the higher the frequency of participating in social activities, the lower the depression level of the older adult (β = −0.133, 95%CI: −0.182~−0.083). In summary, social activities can improve the mental health level of the older adults in China. As for different types of social activities, visiting and socializing with friends, participating in club organization activities, playing mahjong, chess, cards, or going to community activity rooms and attending school or training courses can improve the mental health of the older adult.DiscussionThe social activities in three dimensions among older adults in China need to be further improved, and participating in social activities can help improve their mental health. The conclusion provides important policy implications for encouraging and supporting older adults to participate in various social activities, increasing the number and frequency of older adult social activities, then help improving the mental health level of older adults.
Background Unhealthy behavior is an important factor threatening the health of older rural residents in China. We examine the effects of receiving pension on elderly rural residents’ health behavior (namely conscious control of sugar, salt, and edible oil intake, as well as learning health or wellness knowledge), also including effect heterogeneity by income level and gender. Methods Using China Rural Revitalization Survey (CRRS) in 2020, we used the policy rule of the China’s New Rural Pension Scheme that only those people who are over 60 years old can have access to pension as the natural experiment, and explore the causal effect of receiving pensions on the health behaviors by using regression discontinuity design method. Results Having access to pension can improve the health behavior of rural elderly residents, including increasing the probability of rural residents’ conscious control of sugar ( p < 0.1) and conscious control of salt intake ( p < 0.1), which is still valid after a series of robustness tests. Heterogeneity analysis finds that access to pensions is more likely to improve the health behavior of low-income families and male rural elderly residents. Conclusions The research has expanded the discussion on the correlation between the pension and the health of rural elderly residents, and the conclusion provides important policy implications for optimizing the rural elderly insurance system and leveraging pension to improve the health behavior of rural elderly residents.
The key to promoting urbanization in China is to achieve urban integration of migrant peasant workers, and basic public health services may have a potential social impact on the subjective welfare of migrant peasant workers. In this paper, we use data from the China Migrants Dynamic Survey (CMDS) to study the impact of basic public health services on the urban integration of migrant peasant workers. The results show that basic public health services can significantly improve the probability of migrant peasant workers’ urban integration. The conclusions remain robust after mitigating potential endogeneity issues using the propensity score matching method (PSM), the CMP method, and robustness testing by replacing the explanatory variables with the reduced tail treatment. Further research found that the impact of basic public health services on migrant peasant workers’ urban integration is heterogeneous. The urban integration effect of basic public health services is more significant in male, high school and above, migrant peasant workers’ groups. The urban integration effect of basic public health services gradually increases with upgrading of the urban grade at the second-tier city and higher urban levels, and it also plays a vital role in the urban integration of the migrant peasant workers at the third-tier city and lower urban levels. Our findings also provide an evidence-based policy for China to promote equalizing basic public health services and a path to the urbanization of migrant peasant workers.
When transforming from a traditional rural economy to a rapid marketization period, it is essential to consider the relationship between multiple shocks and household income in poor rural areas of China. Using two waves of a rural household surveys from six poor counties in China between 2015 and 2018, we examine the effect of multiple shocks on households’ income and explore the heterogeneity of different shocks and households based on income. The multiple linear regression and quantile regression results demonstrate that multiple shocks negatively affect farm household income, and the range of impact is widening. Specifically, natural disaster shocks reduce the income of low-income households more, and unnatural disaster shocks reduce the income of middle–low-income farm households more. We conclude that illness within the family and lack of working household members are the primary shocks currently suffered by different types of farm households. In contrast to previous research, this study identifies middle–low-income farm households as most in need of attention and reveals that unnatural disaster shocks in poor rural areas of China are most in need of governance during recovery transitions. The findings enrich the existing theoretical system and provide policymakers with practical insights regarding differentiated and preemptive risk governance approaches.

Extreme weather events are among the main channels through which natural disaster shocks interact with poverty. Microlevel research regarding the effects of government support on poor rural households’ resilience to natural disasters is beneficial for identifying complementarities between disaster mitigation and poverty alleviation. In contrast to previous research, this study directly explores the impact of government support on households’ ability to resist natural disaster shocks in China in the context of multiple natural disasters. Using four waves of a rural household panel survey in six poor counties in China, this study applies PSM-DID and mediating effect models to explore the impact of government support on households’ ability to resist natural disaster shocks. Four relevant emerge. (1) Government support could significantly reduce the probability of households suffering from natural disaster shocks and improve households’ ability to resist natural disaster shocks. (2) Government support can increase households’ ability to resist natural disaster shocks by raising non-farm income. (3) Government support primarily enhances resistance to natural disasters among poor and small rural households. (4) Government support has more significant effects in reducing the probability of households suffering from droughts and floods. We argue that government provision of targeted safety net programs to mitigate the effects of systemic natural hazards is crucial for establishing risk resilience for farm households, and the conditions for policy effectiveness must be addressed.
基本公共卫生服务制度是一项保障全体人民健康、实现健康公平的重要制度安排,但该项制度在农村地区的执行成效与制度期待具有较大张力,存在制度执行偏差。本文搭建了“制度逻辑-组织策略”的研究框架,力图为该问题提供一种新的解释。本文发现:基本公共卫生服务制度具有多重逻辑,当该项制度嵌入基层医疗组织形成的组织场域时,制度的多重逻辑与基层医疗组织的实践逻辑产生了冲突,给基层医疗组织带来较大制度压力。为缓解制度压力,基层医疗组织采用“拼凑应对”的组织策略实现与基本公共卫生服务制度的适度脱耦,并在这一过程中通过关系动员的方式完成了合法性重建。这一系列的策略行动导致了制度执行偏差。因此,应以价值路径的重塑探寻矫正基本公共卫生服务制度执行偏差的可能方向,缓释制度工具逻辑与价值逻辑之间的张力,实现国家、社区与农村居民的健康共治,以回应制度的内在价值诉求。
互联网在扩大覆盖范围、提升使用深度的进程中持续向中高年龄群体渗透,为中高年龄群体获取信息、沟通交流提供了新渠道.基于2018年中国健康与养老追踪调查数据,探究了互联网使用与退休群体再就业的关系,主要结论:(1)互联网使用可以显著提升退休群体再就业概率,纠正潜在的选择性偏误后,研究结论仍然成立;(2)互联网使用对退休群体再就业的影响存在异质性.享受较低档养老保险金、女性、高中及以上学历以及城市户籍的退休群体在使用互联网后更容易提高再就业的概率;(3)机制探讨发现,互联网至少从提高劳动者知识信息获取和社会资本两个渠道影响退休群体再就业.为提升互联网使用对退休群体再就业的作用,应借助互联网开发老年人再就业潜能,通过互联网引导积极老龄化并健全老年就业市场.
本文以全国率先实践"三治融合"的T市乡村治理体系建设调查资料为基础,以合作场域为核心概念,分析了乡村治理过程中合作场域的生成逻辑及条件.研究认为,治理组织的建立为治理场域带来边界性与关系资源,通过引入具体行动者可以使治理场域中的位置生成;国家力量制度化进场后,资源分配结构的重塑催发了合作场域的生成.合作场域的生成条件在于合作主体间应建构双向的关系、形成完善的利益协商与表达机制,以及从传统资源中挖掘积极因素实现现代表达.
在打赢脱贫攻坚战后,数字化管理将成为巩固脱贫攻坚成果与乡村振兴有效衔接的有力抓手.基于西部S省S区41个脱贫村的实地调研,梳理出返贫监测数字化管理的四项工作流程,包括数据采集、录入管理、信息使用与共享和成效监督,在数字化管理过程中存在监测对象不合作、录入系统重叠、数据应用层次低等问题,主要原因在于监测对象数字化困境、基层干部能力欠佳、政绩导向的考核体系与观念.因此,应注重提升农户数字化素养,全面提升基层干部数字化能力,引导基层公务人员树立正确的政绩观并客观对待技术治理的绩效.
党的十九大报告提出"加快推进乡村治理体系和治理能力现代化"的目标要求,与国家治理体系和治理能力现代化的总目标相呼应.当前,社会治理的薄弱环节在乡村,本文回顾了中国乡村治理模式的历史变迁,从宏观脉络综述和解析乡村治理的变革轨迹.从对历史的梳理中,回应当下乡村治理中仍然存有的问题,通过治理主体、治理结构与治理文化的分类探讨,建构乡村治理的"问题器".最后,文章将探讨解决当下乡村治理主要问题的路径选择,以起到解决问题的反思作用.
片区化农村中心社区是新时期建设农村服务社区的一项创新举措,在对提高农村公共服务水平,统筹城乡发展,推进新型城镇化道路,乡土社会的二次整合有着其自身优势.但在实际发展中也面临着单纯依靠政府财政投入,社会力量参与不足,缺乏长期有效机制的发展困境.因此激发市场活力,整合社会力量,完善长期机制是解决片区化困境的合力构想.
乡村医生数量锐减是近年来学术研究的一个热点问题.传统村医再生产机制的瓦解与断裂是乡村医生队伍难以为继的重要原因.破解村医流失断层问题的关键在于传统与现代能否在同一时空维度内共生共荣,通过政策手段与补偿机制重塑村医阶层的地位是十分必要的.
