青年参与电信网络诈骗的发生机制有个体层面的认知迷失、社会层面的结构变迁和法制层面的治理缺陷,其实质是网络社会、消费社会、个体化社会多重转型带来的松散耦联的结果.青年的健康成长有待建构系统性的社会防治路径,政府、学校、社区,以及公安部门、检察部门、司法部门、电信公司、银行企业等,应形成合力提供服务与支持.
"Participation in grass-roots governance" is a path of social work action with Chinese characteristics. The institutional basis supporting its participation has changed repeatedly in the past 20 years. How and why has the institutional basis changed?Based on the theory of institutional innovation, the time series method is adopted to study the historical evolution of the institutional basis for social work to participate in grass-roots governance. It is found that these institutional tendencies regard social work as a method to solve problems in the transformation of grass-roots governance or to balance the tension between the dual objectives of legitimacy and rationality of grass-roots governance. The contradictory movement between the new problems or norms and the old structural arrangements arising from the modernization of the grass-roots governance system has led to many changes in the institutional basis. However, the institutional elements related to the professionalization of social work among various systems have been sustained, accumulated and finalized in history, and the institutional mechanism of social workers’ professional practice environment at the grass-roots level has been constructed. Compared with the original system, the social work station attaches importance to the setting and realization of functions around the crowd, which is conducive to the use of the professional knowledge base of social workers, improving the governance status at the grassroots level and realizing the support professional efficiency.
Some Su Shi researchers regarded the creation of Memorial to Chaorantai as the mature mark for Su Shi's transcendent thinking. This paper puts forward the objection that it is likely to make some inac-curate judgments for some preconceived prejudices. The creation of Memorial to Chaorantai,on the one hand, is the performance of Su Shi’s change in transcendent thinking; on the other hand,it also shows his dissatis-faction in emotional issue with the new ruling party. The maturity of Su Shi's transcendent thought must have appeared after his demotion to Huangzhou.
