Value dissemination in science and technology (S&T) communication is not only a crucial component of the overall S&T ethics governance system but also a significant means to effectively convey the connotation of S&T ethical values. This study examines the significance and inherent characteristics of the dissemination of S&T ethical values in S&T communication, analyses the key values that need to be disseminated while considering its unique process, and discusses the prominent issues and challenges faced by contemporary S&T communication in achieving value dissemination. Finally, it proposes governance principles for S&T communication to realize the dissemination of S&T ethical values.
The values in science and technology(S&T)ethics work through the institutionalization of S&T ethics and the environmental construction of science culture, and have become a prioritized area in international S&T cooperation. Based on an exploration of the connotation and extension of values in S&T ethics, this paper analyzes the values in the fundamental principles of S&T ethics in China, clarifying the inherent logical connections between these principles and their values. Furthermore, based on the current situation and experience of international S&T cooperation, this paper highlights the importance of incorporating S&T ethics into international S&T cooperation. Finally, it suggests that we should demonstrate the value propositions of Chinese S&T ethics in the international scientific community by taking S&T ethics as an entry point and actively participating in international S&T cooperation and dialogues.First, we propose S&T ethics as an inherent requirement of values of S&T development that guides S&T innovation towards a sustainable and sound direction. The values of S&T ethics refer to the basic principles that should be observed in all research activities and that orient values, regulate conduct, and serve as criteria of assessment. Meanwhile, as an understanding and judgment of the fundamental purposes and meanings of S&T activities, they are subject to many factors in the current era, such as politics and the levels of economic, cultural and social development. By influencing S&T activities through institutional arrangements and science culture, they are observed by actors of S&T and become part of their own values and conscious behavior.Second, based on the connotation of S&T ethics and a description of their operating mechanism and on China’s policy documents on S&T ethics, the paper analyzes the internal logic between the fundamental principles of the S&T ethics in China and their underlying values and examines social perceptions of them according to survey findings. The S&Tethics in China uphold five fundamental principles:(1)Improve human wellbeing;(2)respect the right to life;(3)uphold fairness and justice;(4)appropriately control risks;(5)maintain openness and transparency, which give a central expression to China’s value propositions of S&T development. Principles 1 and 2 emphasize that S&T development should care for people; principles 3 and 4 emphasize “being harm-free” as a basic rule that must be observed in S&T development; and principle 5 emphasizes the harmony between the S&T system and the whole social system. Survey findings show that Chinese scientific researchers have basic awareness of S&T ethics but still have a significant room for improvement in this regard, and the Chinese public have high recognition of the value of S&T activities and researchers, and that there is a favorable social environment for the values of S&T ethics.The study, referring to the current situation of international S&T cooperation, concludes that a set of globally shared values of S&T ethics will hold important implications for rule making, resource allocation, and division of interests in international S&T cooperation and will serve as the precondition and foundation of international S&T cooperation. In recent years, countries and international organizations have pushed their own versions of values of S&T ethics in efforts to secure a proactive position in international S&T cooperation and to shape the international consensus on the subject with their own values. Against this backdrop, it is of necessity for China to be actively involved in and give timely responses to international discussions on values of S&T ethics and to clearly put across China’s propositions, while observing the basic principles of respecting international consensus, respecting diversity of views, and seeking harmony without uniformity.
According to a research report in Nature (Sanderson, 2021), a review of papers published by about 6,000,000 researchers worldwide between 1996 and 2018 shows that the proportion of women working in science increased over time. The gender balance in science has attracted much attention in academic and social circles in various countries and has become a fruitful subtopic in scientific culture study. Some studies have originated from feminism and other gender perspectives when exploring the development of science and technology (S&T). Some have emerged from a historical perspective, summarizing the course of women’s participation in scientific undertakings within a particular cultural background. Others have taken a social perspective, with a focus on the gender difference in science, or have focused on policy dimensions, underscoring the importance of gender balance among practitioners. In these contexts, by focusing on women in science, this special issue seeks to depict, analyse and reflect on the characteristics of scientific culture. It may look to be a ‘fashionable’ selection of topic, but, in essence, is an integral part in the study of scientific culture. This special issue includes six articles discussing women in science in different countries from different perspectives. In ‘An analysis of factors influencing the career success of Chinese women scientists’, Wang Jingying analyses the influencing factors on the career success of Chinese women scientists through a literature review and data-based observations of the current situation in China. The paper provides a window into the careers and working environment of Chinese women scientists, and the substantial amount of data used in the paper also makes the author’s views more convincing. In ‘Women in science: Rising numbers but an eternal glass ceiling’, Marta Entradas uses a ‘storytelling’ approach to review the long history of female participation in science in Portugal. She notes that, although the situation for women in science has improved, women still face many obstacles in their pursuit of scientific careers, which is a global trend. ‘The development of female science and technology workers in China: Achievements, problems and suggestions’ by Wang Hongwei et al. is based on an extensive quantitative analysis of the current status of female S&T workers in China. It proposes the idea of building respect and improving the environment for female S&T workers to help them increase their productivity. Wang et al. cite theoretical views in the field of gender studies and refer to some international theoretical findings to conduct a data-based comparative analysis. In ‘Science communication to empower women in science: The case of Brazil’, Germana Barata and Zélia Ludwig introduce the situation of Brazilian women’s participation in science, especially their contributions during the COVID-19 pandemic, and propose strategies for empowering women in science through science communication.
Scientific and technological innovation (STI) imposes unique requirements on the culture of the society in which it occurs, and the scientific culture that nurtures innovation also provides internal drivers for the development of STI. As scientific culture gains importance in society, we need a vibrant scientific community and a society that embraces the spirit of science and supports and actively participates in STI in order to create a cultural foundation conductive to STI activities.
As the first native Chinese scientist to win a Nobel Prize in science, Tu Youyou, who is a researcher of the China Academy of Chinese Medical Sciences, is an iconic figure in the Chinese scientific community. Tu's story in Chinese and Western media reports has aroused heated discussion, creating a great opportunity for China to increase its voice in international communications. Through content analysis of relevant reports in Chinese and Western media, we found that, when reporting on the personal character of scientists, Western media politicize scientific and technological events. On the other hand, Chinese media tend to focus on the scientific research and stress a communal spirit among researchers, but the reports have the problem of similar contents and style. Based on this analysis, we proposed several suggestions on how to best tell China's story through reporting on scientists.
This paper reviews the acceleration of what is known as the ‘museumization’ process globally in the context of the New Museum Movement, and the particular mission of science and technology museums in representing scientific culture. It analyses the significance of science and technology museums in presenting critical concepts of contemporary science and technology, such as the controversies and uncertainties of science, as well as the diverse subjects that need to be involved in the process of representation, thereby underscoring the complexity of the ethical issues of science communication faced by science and technology museums.
A complete science communication work is a communication chain that involves different subjects of communication. There are differences in the mode and path of different science communication guidance. In this study, case study is used to sort out and analyze the science popularization work carried out by the State Key Laboratories, and to explore their synergistic relationship and transformation paths. The research shows that the current model of scientific research teams participating in science popularization is shifting from task-based passive communication to responsibility-based active communication. Meanwhile, due to the significant differences in the core values, cost structure, collaborative subject and IT application of the scientific research teams, it is possible to adopt the reconstructed science popularization transformation path and the progressive popular science transformation path in the process of transformation. The research results provide a clear model and reference for the government to guide scientific research teams in conducting science popularization works in an orderly manner.
In 2010, China released National Medium and Long-Term Talents Development Plan (2010-2020) and proposed 12 major talent projects. Based on the goals of these Talent Project, this paper divides twelve major talent projects into 40 sub -tasks and 56 task objectives. Through the logical framework method and statistical analysis, this paper compares the objectives with actual completion, and finds that although the major talent project as a whole is promoted in an orderly manner under the impetus of the ministries and commissions, there are still obstructions in policy implementation such as follows: document implementation, conflict of policies among various departments, lack of systematic design, etc., which means the policy lacks of systematic, persistent and stability. These reasons lead to the results that the less the leading departments are, the better the projects performed; the less complex the object talents arc, the better the projects performed; some of the talent projects are even reduced as political achievement. The implementation of talent projects need to be further optimized and improved.
