Представлен обзор международных и отечественных инициатив по оцифровке архивных выпусков научных журналов. Проведен анализ доступности цифровых архивов российских журналов на примере области наук о Земле: демонстрируется малая глубина доступных метаданных и полных текстов, хотя работа по оцифровке ведется. Показаны возможные пути к подготовке и отражению метаданных и полных текстов в открытом доступе на материале двух ведущих отечественных журналов по наукам о Земле - «Геология и геофизика» (переводная версия - “Russian Geology and Geophysics”) и «Записки Горного института» (“Journal of Mining Institute”). Особое внимание акцентируется на роли научных библиотек в подготовке архивов. The paper presents brief review of the Russian andinternational initiatives for digitizing archival issues of the journals. We analyzed availability of electronic archives of the Russian journals as illustrated by Earth Sciences serials. Although the depth of both available metadata of full texts is insufficient, the number of archives has been increased. Possible ways to preparing and presentation of metadata and full texts in open access are given using examples of two leading Russian Earth Sciences journals “Russian Geology and Geophysics” and “Journal of Mining Institute”. We concluded that academic libraries should take the main responsibilities for preparing digital archives of scientific journals.
Представлены результаты анализа публикаций, посвященных исследованию российской научной периодики, за период с 2014 по 2024 гг. Обсуждение проблем развития отечественных журналов в последние два года во многом связано с информационными ограничениями, повысившими интерес к российской периодике как авторов, так и читателей, частично утративших доступ к международной литературе, а также специалистов, ответственных за оценку научной деятельности. Интенсивная работа профессионального сообщества по развитию журналов и повышению их позиций в международном информационном пространстве проводилась все последнее десятилетие и показала хорошие результаты. В настоящем обзоре демонстрируется, в каких направлениях проводились исследования научной периодики, какие из них оказались наиболее разработанными и каким аспектам следует уделить особое внимание в ближайшее время. Описаны роль и потенциал научных журналов по результатам их библиометрической оценки, остро стоящая проблема рецензирования, этические вопросы подготовки периодических изданий, место университетских журналов в общем потоке научной периодики. Отмечены текущие проблемы технического характера, включая подготовку электронных версий печатных архивов и использование профессиональных журнальных платформ. The paper presents the results of academic papers studied the Russian academic journals between 2014 and 2024. Problems of effective development of the serials have been discussed intensively in the last two years. Mainly, it is caused by information restrictions resulting in increased interest to Russian academic journals as viewed from authors, readers (partly lost access to international literature), and decision makers in the area of research evaluation. At the same time, persistent efforts of expert community in developing journals and increasing their authority in international information space in the last decade have demonstrated high results. This review reveals main directions of studies of Russian academic journals, as well as highlights those needed to be investigated in the near future. We describe the role and opportunities of academic journals based on their bibliometric evaluation, the urgent concern of peer-review, ethical questions in preparing manuscripts, the role of university journals in general group of Russian journals. Concurrently, we detected some technical problems including electronic journal systems and digitization of paper-based archive issues.
Рассматриваются современные требования к подготовке, хранению и представлению метаданных о публикациях сотрудников научных организаций. Подчеркивается необходимость постоянной модернизации внутренних баз данных в ответ на перманентный рост числа новых элементов описания; обоснована целесообразность поддержания связей метаданных внутренней системы с элементами описания во внешних библиографических указателях. Сделан акцент на важности хранения и представления метаданных в разных форматах - как в целях снижения информационных рисков потери данных, так и в целях расширения доступа к ним. The report discusses current requirements to preparation, storing and presentation of metadata on scholarly output of researchers at scientific organization. The authors (a) underline the need for permanent modernization of internal databases in response to growth in the number of new data fields describing the paper; (b) justify the necessity to provide links between internal metadata elements with that of external bibliographic databases; (c) highlight the importance of storage and presentation of metadata in different formats for decreasing information risks of data loss and enhancing open access to those data.
The article gives a review of scientific publications and regulatory documents connected with reclamation activities at the sites of waste storage in the mining industry in the Russian Federation. The environmental, economic and social impacts of mining are discussed. The role of reclamation in the recovery of the disturbed lands and ecosystems is illustrated, and the methods and stages of reclamation are described. The main obstacles of reclamation to be successive are revealed. It is highlighted that the spotlight should be on improvement of reclamation legislation to enhance efficiency of rehabilitation measures.
Detection of perspective research areas in academic studies is of key importance for successful development and enhancement of the competitive performance of research organizations, universities, and the country. This task is usually solved by the expert community; however, the use of results of bibliometric analysis can give significant support to experts for informed decisions. The paper uses a case study of Earth Sciences to present a bibliometric model for the detection of perspective research in individual research organizations. The model is based on multiplex analysis of publications from the analyzed organization using content analysis and citation analysis.
Ключевую роль в процессах верификации качества публикаций и распространения знаний играют члены редакционных коллегий научных журналов. Это вызывает повышенный интерес к их работе и публикационной активности, в том числе в собственном издании. Предпринята попытка выделить типы возможных публикационных отношений журнала и членов его редколлегии и дать им оценку с точки зрения публикационной этики. К обсуждению предлагается дополнительный библиометрический индикатор - коэффициент публикационных отношений журнала и редколлегии, характеризующий публикационные взаимосвязи членов редколлегии со своим изданием, потенциал их эффективного использования для развития журнала, а также возможные нарушения принципов публикационной этики. Приведены результаты апробации предлагаемого индикатора на выборке англоязычных версий авторитетных российских журналов по наукам о Земле.
Рассматриваются методологические и технические аспекты выявления исследовательских фронтов и тенденций развития науки. На материале литературных данных проведено сравнение наукометрических методов для поиска исследовательских фронтов: анализа публикуемости, прямого анализа цитирования, анализа социтирования, метода библиографического сочетания и контент-анализа. Показаны преимущества совместного применения различных подходов, подчеркивается роль экспертной оценки и верификации результатов наукометрического анализа. Выявлены актуальные проблемы, связанные с определением научных фронтов наукометрическими методами, и показаны перспективные направления в их решении.
Unfair authorship in scientific publications is one of the most common types of violations of publication ethics, which is associated either with the unfair inclusion among authors of persons who do not meet the criteria for authorship, or, conversely, with the concealment of the real performers of scientific work. The main reasons for the intense spread of unethical behavior in relation to authorship in recent years include the imperfection of the science management system, which requires high rates of publication activity from researchers; partly discriminatory policies of journals in relation to young authors, which force them to include authoritative scientists as co-authors; and conflicts of interest in medical publications, which prompt pharmaceutical companies to exclude real the performers of the work. The scientific and publishing international communities have been offered a set of approaches both to the fight against unfair authorship and to its prevention, including the development of additional criteria for authorship; clarification of instructions and guidelines for authors, reviewers, and editors; and organization of training events to familiarize authors with the principles of publication ethics. The scientometric methods for identifying unacceptable types of authorship seem promising. This review article presents the current state of the problem and the ways to solve it that have been outlined by the professional community.
Недобросовестное авторство в научных публикациях - один из наиболее распространенных типов нарушений публикационной этики, связанный либо с неправомерным включением в состав авторов лиц, не соответствующих критериям авторства, либо, напротив, сокрытием реальных исполнителей научной работы. Среди основных причин интенсивного распространения в последние годы неэтичного поведения в отношении авторства следует назвать несовершенство системы управления наукой, требующей от научных сотрудников высоких показателей публикационной активности; отчасти дискриминационную политику журналов по отношению к молодым авторам, вынуждающую их включать в соавторы авторитетных ученых; конфликты интересов в медицинских публикациях, побуждающие фармацевтические компании исключать реальных исполнителей. Научным и издательским международными сообществами предложен комплекс подходов как к борьбе с недобросовестным авторством, так и к его профилактике, включая разработку дополнительных критериев авторства, уточнение инструкций и руководящих материалов для авторов, рецензентов и редакторов, организацию и проведение обучающих мероприятий по ознакомлению авторов с принципами публикационной этики. Перспективными представляются наукометрические методы выявления неприемлемых типов авторства. В настоящей обзорной статье представлено современное состояние проблемы и намеченные профессиональным сообществом пути к ее решению.
Information experts and objects of academic publishing have been paying greater attention to the analysis of the composition and research activities of editorial boards in recent years. The results of studies on the geographical and gender distribution of editorial board members in scientific journals compared with the geographical distribution of authors and the comparison of the scientific indicators of editors with the ranking indicators of a scientific journal can be used to assess its value and role in the global research area and to adjust its scientific policy in order to expand its readership and increase the quality of the published materials. The results of the geographical and gender distribution and publication activity of editorial board members of 19 authoritative Russian journals on Earth Sciences are presented. An attempt is made to establish a relationship between the obtained data and the bibliometric indicators of these periodicals.
The database of the Russian Science Citation Index (RSCI), presented on the Web of Science (WoS) platform and operating since 2015, is designed to increase the citedness of Russian publications by the world scientific community, primarily by WoS users. RSCI includes the "core" of Russian journals on all trends of science, and the very presence of a journal in this base implies its high quality compared to other journals. The goal of this article is to reveal to what extent the provision of Russian scientific periodicals by RSCI is uniform and unbiased regarding bibliometric indicators and the distribution of journals over subject areas. Bibliometric analysis of two lists of journals, those of RSCI and the Russian Index of Science Citation (RISC), shows that only half of RSCI serials hold top positions in the Science Index (the quality indicator in RISC) rating. Note that more than 6% of RSCI journals are not included in the VAK (Higher Attestation Commission) list. Instead, about 300 journals from the Science Index list have much higher bibliometric indicators compared to RSCI journals. The analysis of the relative distribution of journals by subject areas of the State Rubricator of Scientific and Technical Information (SRSTI) shows a significant correlation in both lists for applied and agricultural sciences; the prevalence of natural, exact, and medical sciences in RSCI; and a significant underrepresentation of journals on social sciences and the humanities.
Novosibirsk National Research State University is one of Russia’s most intensively developing higher education institutions, demonstrating the highest growth rates of publishing activity. This is largely due to the university’s participation in the Program of Improving the Competitiveness of Leading Russian Higher Education Establishments (Project 5–100) and is explained by the close scientific interaction with organizations Siberian Branch of the Russian Academy of Sciences. Using a wide range of bibliometric indicators, the authors have analyzed publications by associates of Novosibirsk State University (NSU) from 2000 through 2015 (about 80% of all NSU publications since the foundation of the university in 1960). Leading scientific trends have been identified, the intensity of collaboration with research establishments of the Novosibirsk Scientific Center and foreign organizations has been elucidated, and the journals with the highest number of publications by NSU associates have been analyzed. The most frequently cited scientific areas have been identified and compared with the global distribution of citations by discipline. The share of highly cited publications and their influence on the university’s average citation rate have been determined.
The paper presents the results of laboratory trials of method using complex initial testing of antibodies to six agents of hemotransmissible infections: HIV, hepatitis B and C viruses, cytomegalovirus, Treponema pallidum and Toxoplasma gondii. The method is based on multiplexed dot immunoassay using plane protein arrays (immunochips) with the use of colloidal gold conjugates and silver development. We describe composition of the kit enabling us to conduct dot assay at room temperature within 70 min. It was shown that the results of multiplexed analysis correlate well with data obtained using commercially available monospecific kits for ELISA. Furthermore, multiplexed dot assay is faster and more efficient in execution as compared to ELISA and can be carried out in field conditions.
This article describes the experience in editing organization profiles in Scopus and in the Science Index for organizations system, which is an add-on to the Russian Science Citation Index (RSCI). The basic functionalities of the two systems are analyzed and comparison of the Science Index for organizations with the possibilities of editing an organization profile in Scopus is carried out. An attempt is made to give an objective assessment of the current state of the two systems from the user’s point of view. The conclusion is made that despite the more extensive functionalities of the Science Index for organizations, the feedback system in Scopus is well thought out and provides better control of changes that are requested by organizations. In the system of editing the profile of an organization in the RSCI the functional tools are characterized by a low level of moderation, which has a formal character; therefore, it can be used not only to edit a profile, but to create unreasonable increases in the values of bibliometric indicators.
This paper presents a review of publications that explore the role of editorial boards for scholarly journals. Such studies are rather limited as the role of editorial boards of scientific periodicals has not yet been fully gauged by information experts as a subject of scientometric research. However, the study of the publication activities, as well as the geographic, linguistic, and gender distribution of editorial-board members offers a new perspective on several issues of relevance to scientometrics. Such issues include the assessment of research performance at the country, organizational, or research-group level; research and publication ethics; journal quality; and internationalization of a scientific discipline.
A relatively new method for the detection of text plagiarism is proposed based on a search for original sources with an identical or similar list of references. First of all, this is applied to the most difficult to detect forms of translated plagiarism and the plagiarism of ideas. This method successfully proved itself in test studies of groups of foreign authors and is a continuation of our studies. The peculiarity of the approach that is proposed by the authors is the use of multidisciplinary bibliographic databases rather than full-text databases, which are often unavailable due to the high price of subscriptions under Russian conditions. The advantage of their use is the access to the maximum possible number of article references, which significantly extends the base for the search for originals while analyzing suspicious scientific publications. The step-by-step algorithm for addressing a query to the Web of Science and Scopus databases and analysis of the obtained data can be recommended for implementation into systems of plagiarism detection as an additional component.
